(FROM THE ARTICLE: By the time she was 22 years old Hillary Rodham had been elected student body president at Wellesley College, had given the first-ever student commencement speech at the Massachusetts college that is still exclusively for women, had been featured in an issue of Life magazine, had been accused on the front page of the Boston Globe of upstaging a U.S. senator and had been denounced in an editorial by her hometown newspaper, the Chicago Tribune. Even 900 miles away at the University of Illinois, Rodham was mentioned by Illinois Gov. Richard Ogilvie in a commencement address as representative of the student idealism of that time. All of that attention 47 or more years ago undoubtedly prepared Rodham — the future Hillary Clinton — for a lifetime in the public eye, including a historic run for president. The one-time “Goldwater Girl” from Park Ridge shed her conservative values while at Wellesley and within four years had moved 180 degrees politically, backing anti-war Democrat Sen. Eugene McCarthy for president in 1968. She became a student leader, ran for president of the student government and on May 31, 1969, gave the commencement speech that attracted so much attention. Ruth Adams, the president of Wellesley, introduced Rodham as “cheerful, good humored, good company and a good friend to all of us.” In her prepared remarks Rodham talked mostly of her classes’ time at Wellesley, of protests and demonstrations, and shared power and responsibility, and of the value of education.)

When other costs such as pension, mileage, per diem payments and insurance are figured in, taxpayers pay about $32 million a year to the 177 legislators, according to a new report by the Illinois Policy Institute. (FROM THE ARTICLE: A high-school senior from Downers Grove already has a notable life experience to brag about when he starts applying to college: the 17-year-old is part of Illinois’ delegation to the Republican National Convention. Three generations of his family are in Cleveland for the RNC. Carl Miller is a senior at Timothy Christian, a private school in suburban Lemont. He’s into meteorology love the weather; I like to storm chase,” Carl says. According to his grandpa, who can’t help but brag, Carl is also on the academic scholastic team, got a high-scoring 34 on the ACT college entrance exam, and he’s number one in his class. Also, he’s a political junkie; or maybe “2016 presidential candidate groupie” is the better term for it. “We’ve traveled all over the Midwest to meet all the candidates,” says his grandfather, Arthur Siml. He’s exaggerating, slightly. To clarify: grandfather and grandson traveled all over the Midwest to meet all of the Republican candidates. It began, Arthur says, with Carl’s trip to the Iowa State Fair. “He came back, he was very excited because he met some of the politicians, including his least favorite: Hillary. And had a picture. I said: Carl if you really want to meet these people, we’ll have to do some research and some planning,” he said. And boy, did they. They got tickets for the GOP primary debate in Milwaukee from Ohio Gov. John Kasich, and for the debate in South Carolina from Texas Sen. Ted Cruz. “And then we traveled Wisconsin, Iowa, Indiana, and Illinois. And we’d just go to the things. But we didn’t want — we wanted to be sure to meet the candidates. So we’d make big signs, and we’d always meet them when they’d go to their car, so that you could meet them one-on-one when they’re alone waiting for their staff to catch up,” Arthur said. “And it was quite interesting because you don’t meet them when there’s a thousand people there. You do meet them when they isolate themselves back at their vehicle. And so we’d go to even $1000 a plate dinners, and we’d just wait. And the people were very kind – sometimes they’d put us in the reception line, even though we couldn’t afford it.”  Arthur says it’s been an adventure. “At my age – 75 – I’d watch it on TV, but the opportunity to do it with my grandson was just memorable,” he says. These two didn’t just travel to political rallies and fundraisers. They worked it. They’d schmooze with candidates’ drivers, who’d help with access, or show campaign staff a scrapbook of their election-year travels. Plus, they’d have big, bright flashing signs. At some point, Carl upped his involvement, and he signed on with the Republican candidate he liked most of all. “And so I joined the Ted Cruz campaign as a volunteer in three states: Iowa, Illinois, my home state, and Wisconsin. And I got an internship for the campaign in Indiana. And then I got on board with my township organization. So through the Downers Grove Township Republicans, I became a precinct committeeman,” Carl says. That’s how he became a candidate in his own right, for a spot as a delegate to the Republican National Convention. At the state convention in Peoria in May, Illinois Republicans voted to make Carl an alternate delegate. Alternates can go on the convention floor, so he was there and for the roll call when Illinois officially awarded its delegates, and helped to give Trump the nomination. Carl says that’s been his favorite, or most significant part anyway, of the experience so far. Here’s been in Cleveland all week with his dad Rob Miller, who is also a “strong, conservative Republican,” and with his grandpa, Arthur, who is also a Republican. Carl isn’t sure what the future has in store, beyond a desire to study law and political science. “I want to serve my country as best as I can, I want to advance the principles I believe in” he says. “I’m passionate about the constitution, about the rule of law. About the founding principles – the Judeau Christian values – that build this country.” Values like limited government. “James Madison put if perfectly in The Federalist Papers when he said: ‘If men were angels, no government would be necessary. And if angels governed men, then no restrictions on government would be necessary.’ But the constitution balances that idea by creating three, coequal branches of government, that check each other and balance each other so as to limit the power and preclude a tyranny from developing.” All of this from a kid who, at 17, is too young to actually cast a vote for President, for a very short while longer. Illinois has a law that lets 17 year-olds vote in the primary if they’re going to be 18 by the time the general election rolls around. Carl was able to take advantage of that  (and so he voted for Cruz in the primary):  he’ll ring in his 18th birthday on Friday, as his time as an alternate delegate to the Republican National Convention is coming to a close. “And I couldn’t ask for a better birthday present,” he says. Carl says he’ll be casting a vote for Donald Trump.)

That 1976 convention was hotly contested, and Harris explained in March his role in helping wrangle delegates on behalf of Ronald Reagan, who eventually lost the nomination to Gerald Ford. Harris met his wife, Michelle, on that campaign, and she’s with him in Cleveland this week. How have conventions changed over the years? For one, a lot of Trump delegates are new to the political process, which could bring more GOP voters on board. “The convention is meant to bring the party faithful together and have them drink the Kool aid and get them fired up,” Harris said. “A couple of differences here are that, No. 1, a lot of those folks in the convention hall aren’t the party faithful,” he said. (FROM THE ARTICLE: The Illinois Republican Party on Wednesday revoked the convention credentials of a Donald Trump delegate from Chicago “for publicly-made racist comments and threats of violence” on a Facebook posting. Illinois Republican Party Chairman Tim Schneider told the Sun-Times the party, “has zero tolerance for racism of any kind and threats of violence against anyone.”  The executive committee of the Illinois GOP party made the decision regarding Fifth Congressional District delegate Lori Gayne after party officials said she confirmed to them she was the author of the offending post, made under a different name. Gayne was elected a Trump delegate in the March Illinois primary from the North Side district. Gayne told the Sun-Times on Wednesday she wrote the post, after a reporter from the newspaper raised the matter with her on Tuesday evening, while she was with the Illinois delegation on the convention floor. The Republican National Convention welcome party was thrown Sunday at the Rock and Roll Hall of Fame and Museum. Gayne wrote, over a photo of law enforcement officials on the roof on the iconic building on the Lake Erie shore: “Our brave snipers just waiting for some “N—- to try something. Love them.”  She used an abbreviation for the racial slur. Schneider said in a statement, as party chairman,  “I condemn in the strongest terms the racist comments and threats of violence made by Ms. Gayne, a member of our delegation to the Republican National Convention. Ms. Gayne brought the statements to the attention of Illinois Republican Party staff after being contacted by Lynn Sweet of the Chicago Sun-Times,” Schneider said in statement. “Let me be unequivocally clear — racism and threats of violence have absolutely no place in the Illinois Republican Party or in a civil and inclusive society. “The Illinois Republican Party believes that inciting violence against anyone attending the RNC places state delegations, demonstrators exercising their First Amendment rights, and law enforcement personnel needlessly in harm’s way. Therefore, I have consulted with the Executive Committee of the Illinois Republican Party and have revoked Ms. Gayne’s credentials as a delegate to the Republican National Convention.” Gayne offered her “deepest apologies” in a statement, saying, “I strongly regret the offensive statements I recently made on social media. While I in no way intended to make racist or threatening statements, I now realize that they could be interpreted that way. “I have the deepest respect for members of law enforcement and know that they put their lives on the line every day. (FROM THE CONSTRUCTIVE PRESS RELEASE: Republicans from Naperville will be focusing on local elections rather than participating in their party’s national convention in Cleveland this week. None of the elected delegates for presumptive presidential candidate Donald Trump hail from Naperville nor do any of Illinois’ at-large delegates. And Trump is not high on many Republicans’ list for a leader. Naperville Mayor Steve Chirico, a Republican who welcomed Gov. Bruce Rauner to Exchange Club of Naperville’s Ribfest earlier this month, said he will not vote for Trump. “I am not a Trump supporter. I don’t know what I’m going to do. I just can’t vote for him,” Chirico said. “I think he’s too divisive. He’s not, in my view, the kind of leader I want for this country. I want someone to bring our country together.” With the ongoing racial tension in the U.S., as well as pressure against LGBT groups and other minorities, Chirico said Trump is not the man to lead. “Some of that (divisiveness), in part, is created by strong rhetoric,” Chirico said. “Having someone who is calmer can help diffuse those things.” Rather than attend the convention, many of the Republican Party faithful plan to shore up the ranks back home. Naperville Township Republican Chairman Carl Schultz said he “mostly is concentrating local races” through grassroots efforts. A few committeeman vacancies still need to be filled in the upcoming weeks so Republicans can begin work campaigning after the convention. “I think it’s important. There is an expectation that thousands of more people will be voting in November,” Schultz said. “We had a pretty good turnout in the primaries.” He said reaching voters with one-on-one contact works far better than mailings, which can’t answer voter questions. “I certainly think people look at (fliers)… some read through it or save it for later, and some recycle it so it has no chance to be read,” he said. Schultz said the goal is to get voters to consider all the races on the ballot, not just the one for president. “Most people are going to vote on the top. We are hoping they might go all the way down the ballot,” he said. Another fear is that a dislike of both candidates might keep voters away. Naperville Township Supervisor Rachel Ossyra said it is important that voters not stay home for November’s election, even if they don’t agree with the candidates at the top of the ticket. Votes still need to be cast in local races. “Skip it and move on to the next one,” Ossyra said. “There are 20 other elections on the ballot that are important.” “Your local quality of life is on the ballot,” she said. Ossyra, who was on the primary ballot as a delegate for Republican candidate Marco Rubio, said she is not supporting Trump for president. “I’m not going to be out campaigning for him, no,” Ossyra said. “It doesn’t fit my core values on many levels, in terms of diversity and policy toward people.” DuPage County Republican Chairman Brian Krajewski said don’t expect the presidential candidates to view Illinois as much of a battle ground compared to nearby states such as Iowa and Ohio. On the other hand, he anticipates both parties will throw a great deal of money at the U.S. Senate race between Republican incumbent Mark Kirk and Democratic rival Tammy Duckworth. “That will be an important race in Illinois. It has ramifications on who has control of the (U.S.) Senate,” Krajewski said. As far as the top of the ticket, “I am definitely supporting our presidential candidate,” he said. Krajewski, who likely won’t attend the convention because of prior commitments, said Trump is getting a support from an unlikely group — union workers, who traditionally vote Democratic. RELIGIOUS FREEDOM  The free exercise and enjoyment of religious profession and worship, without discrimination, shall forever be guaranteed, and no person shall be denied any civil or political right, privilege or capacity, on account of his religious opinions; but the liberty of conscience hereby secured shall not be construed to dispense with oaths or affirmations, excuse acts of licentiousness, or justify practices inconsistent with the peace or safety of the State. No person shall be required to attend or support any ministry or place of worship against his consent, nor shall any preference be given by law to any religious denomination or mode of worship. ~ (Source: Illinois Constitution.)  If the state proposed advisory council was called the Christian American advisory council Act, the screams from the left would be deafening. Gov Rauner, there is a very sound reason why no other state has such a muslim advisory council, it’s because such a law violates every “separation of church and state” type clauses contained in every state constitution…. just as it will be contrary to the one enshrined within the Illinois constitution.  Respecting the Illinois constitution isn’t optional…  Mr Governor, it’s your duty to VETO SB 574, the “muslim American Advisory council Act ”, you must uphold the rule of law!)

Miller’s efforts led to the recent passage of the Fraud Reduction and Data Analytics Act of 2015, which requires federal agencies to take steps to reduce fraud and establish better internal controls. In addition to her tenure at the GAO, Miller has served as adjunct professor at George Washington University’s Trachtenberg School of Public Policy and Public Administration since 2013.
