(FROM THE ARTICLE: ON ENDANGERED BUILDINGS WATCHLIST  Constructed in 1897, the red brick mansion on the site is now attached to a chapel and the dormitory, both of which were built by the nuns’ order after they took ownership of the property in 1946. The mansion was one of 12 built by original members of Chicago Golf, the Wheaton club that in 1894 built what is now the oldest 18-hole golf course in North America. Illinois Steel president Jay C. Morse built the house for his daughter, Carolyn Morse Ely, and her husband, Arthur Ely, at about the time their marriage was breaking up. It was one of several mansions architect Jarvis Hunt designed for Chicago Golf members. Hunt also designed the course’s clubhouse, which faces the old Ely house across about a half-mile of lawn. Jarvis Hunt’s other buildings included one at the 1893 World’s Columbian Exposition in Jackson Park, and railroad stations in several cities. For Kansas City, Hunt designed the 900-room Union Station. Wheaton has no landmarks ordinances that prevent demolition of the convent’s building, said Michael Dzugan, the city manager. “The developer at this point is not interested in restoring the historic structure,” Dzugan said, “so that’s where we’re at with it.” A few weeks ago, Pulte announced it would give the building to anyone wiling to move it, “but nobody has spoken up, as far as I know,” Dzugan said. Wheaton resident Jean Follett said the lack of ordinances protecting the house is “an excuse. People in Wheaton have known the building was threatened since 2009, and have been saying they want it preserved” she said. In 2009, Landmarks Illinois, the historic-buildings advocacy group, included the historical Chicago Golf houses, including the convent, on its Watch List of endangered buildings. “The city could have done something about it any time since 2009,” said Follett, a former Landmarks Illinois board member. Landmarks has sent two letters in recent months to Wheaton officials, urging the city to require Pulte to reuse the mansion. It could house several condos, a park district recreation center, or both, both Follett and the Casas said.)

(FROM THE ARTICLE: Part of the problem is former President Barack Obama changed civil service rules to make it easier to hire federal employees. Trump has solved that by initiating his hiring freeze. But federal rules also make it extremely difficult to fire civil servants. It is a process that can take up to two years, even when there is cause. That said, problem employees who, say, don’t show up for work should be dealt with through this process immediately. But to do more requires Congress to step in, which can assist this process three-fold: 1) By incentivizing early retirement via the appropriations process with limited-time-only buy-outs; 2) cutting the personnel budgets of non-defense civilian departments and agencies, reducing the enacted full-time equivalent number for each department, agency and office by 10 to 20 percent in the workforce on a last-one-in, first-one-out basis; and 3) defunding existing preferences under federal rules being given to those laid off being later rehired on a first-in-line basis. That would eliminate politicized Obama administration holdovers, and prevent them from being rehired should it become necessary to fill in some gaps. Other ideas include eliminating automatic dues deduction for federal employees unions and getting rid of any full-time official time union personnel.)

CBS 2 Political Reporter Derrick Blakley has more. President Trump met with at least 46 of the nation’s governor’s today, fellow Republican Rauner wasn’t there. Rauner returned to Chicago Sunday night, after spending the weekend huddling with other Republican governors. “I have personally been in communication with members of the Trump administration on the violence issue — the folks who are developing the policy,” he says. Unclear is what policy that is. Rauner would not elaborate, nor say who he met from the Trump administration. What’s clear is Rauner still hasn’t met with President Trump, unlike Mayor Rahm Emanuel and a host of other governors. Because he wasn’t with Trump on Monday, Rauner missed another trump verbal barrage directed at the state’s biggest city. It’s no secret Rauner is not exactly fond of the president. He didn’t endorse him, skipped the inauguration, and refuses to even use the words “President” and “Trump” together. It’s fair to ask if avoiding Trump is helping Rauner. A new poll shows Rauner losing in 2018, to an un-named generic Democrat by about 15 points.)

(FROM THE ARTICLE: If several media and political pundits are to be believed, President Donald Trump sits in the White House today as the result of several hours one warm April evening nearly six years ago: the 2011 White House Correspondents’ Association dinner. That year, at the invitation of none other than The Washington Post, Trump — then best known for “Celebrity Apprentice” – attended the event, an annual gathering of journalists that typically has been headlined by the sitting president. Or, as The Post’s Roxanne Roberts once described it, a dinner “devolved from a little-known media evening into a black-tie mash-up of the Super Bowl, the Oscars and Davos, Washington-style.” Trump was no ordinary celebrity guest in 2011, however. In addition to being a reality TV fixture, he was one of the most vocal opponents of President Barack Obama, leading the “birther” movement that had demanded Obama release his birth certificate. Trump had also been hinting, not for the first time, that he might launch his own bid for the presidency. All of those things coalesced to make Trump the target of a large swath of jokes at the 2011 correspondents’ dinner. First came Obama, who roasted Trump for a full five minutes that evening, seeming to delight in directing zingers at the man who had questioned whether he was a legitimate president. (Unbeknown to the world then, the president was also, at the same time, authorizing the raid that would kill Osama bin Laden.) “No one is happier, no one is prouder to put this birth certificate matter to rest than the Donald,” Obama said. “That’s because he can finally get back to focusing on the issues that matter, like: Did we fake the moon landing? What really happened in Roswell? And where are Biggie and Tupac?” Obama also joked about Trump’s experience to lead the nation. “All kidding aside, obviously, we all know about your credentials and breadth of experience,” he said. “For example, no, seriously, just recently in an episode of ‘Celebrity Apprentice,’ at the steakhouse, the men’s cooking team did not impress the judges from Omaha Steaks. And there was a lot of blame to go around, but you, Mr. Trump, recognized that the real problem was a lack of leadership and so, ultimately, you didn’t blame Little John or Meatloaf — you fired Gary Busey. (FROM THE LETTER: I read with interest a recent opinion piece (“Here’s a way to stop Illinois’ shame spiral,” Feb. 15) by Michael Belsky that calls for a “tax revision commission.” I suspect his main goal is to call for a tax on services when he says, “Today only 17 percent comes from the sale of goods and 71 percent is derived from services. The service economy is benefiting from the state and not sharing in the cost. This is wrong.” In 1965, there was no state income tax. Today it is 3.75 percent, soon to go higher. Sales taxes that were 4 percent in 1965 are now over 10 percent in Chicago. These large increases in taxation rates over the years have made up for any “lack of service tax revenue” and were probably designed with the fact that services are not taxed. Last year, 37,508 people moved out of Illinois, and companies have made decisions not to locate here. Residents are leaving because of high tax rates that have also caused businesses to not move or expand. An additional service tax will hurt the very service industry that he shows is such an important part of our economy. It is very disappointing to hear the drumbeat of more revenue as the “only way” to recover from bad fiscal management. The crisis I see is the lack of urgency in addressing ideas to reduce expenses, smart consolidation of governments and exploring privatization of some government functions. Pushing aside my 10.75 percent sales-taxed breakfast in Chicago this fine morning, I call for the creation of an Expense/Efficiency Revision Commission, on par with any Tax Revision Commission.)

(FROM THE EDITORIAL: Someone apparently needs to check the state of Illinois’ email system, because the 38,000 members of the American Federation of State, Callous, Me-First Employees failed to get the three messages from Illinois Gov. Bruce Rauner that this state is so broke that we are in a crisis and cannot afford another $3 billion a year in raises. The state’s largest employee union authorized a strike rather than take the same deal 20 other state unions already accepted. They were the nation’s highest-paid state workers at $63,660 in 2015, which is double your private sector average Illinois salary of $32,206. Not to mention, they only work 37.5 hours a week, pay about one-fourth of their platinum health care coverage while taxpayers put in $15,000 a year and their early retirements at age 50 and their premium pensions are the main reasons Illinois taxpayers face a $130 billion liability. It would be interesting to see them strike and watch what happens next. The folks manning the prisons and responsible for law enforcement can’t walk off, so public safety would be OK. Illinois can legally replace striking workers, and Rauner’s office said there are already 18,000 applicants, including 2,000 veterans. The unholy alliance between the state’s Democratic majority and the state employees financing their campaigns is what put us in the $130 billion pension hole and with $12.4 billion in unpaid state bills. We are fools if we make the tax burden even worse in Illinois, which already has the nation’s highest state and local taxes. Jobs and workers are already fleeing Illinois. Missouri gains 20 people a day from Illinois, so which area with the largest population concentration outside Chicagoland stands to suffer the most? Illinois property taxes last year averaged more than double Missouri’s. Missouri just became a right to work state. That rumble you hear is the sound of even more moving vans starting. The thud that follows would be state AFSCME workers refusing to get out of the way.)

(FROM THE ARTICLE: A pending bill in the Illinois House that would create sanctuary zones for undocumented immigrants drew demonstrators from both sides of the issue to downtown Springfield Saturday. Rosanna Pulido of Springfield, founder of The Illinois Minuteman Project, organized a noon rally at the Abraham Lincoln statue at Second Street and Capitol Avenue. The rally was in opposition to HB 426, which would allow schools, medical treatment and health care facilities and places of worship deny access to state and local law enforcement officers who are enforcing immigration laws, unless the officers have a court-issued warrant. “It’s absolutely ridiculous,” Pulido said. “I think the biggest question we have for Governor Rauner and any legislator who would want to pass this bill is: Does making it easier for illegal aliens to stay in Illinois improve the lives of Illinois residents?” About five minutes into Pulido’s rally, which drew about 50 people, a group of about 30 people marched down Capitol Avenue chanting “No hate, no fear, immigrants are welcome here.” The counter-protestors set up shop on the northeast corner of Second and Capitol near the Martin Luther King Jr. statue. The counter-protest was organized by the same people who did the Nov. 19 Springfield Stands United rally, and other local groups, said Valerie Liesenfelt of Springfield. The Springfield Stands United rally started out as a demonstration against then-President-Elect Donald Trump, but morphed into an anti-hate rally. Speaking Saturday, Liesenfelt said they don’t want to see children ripped away from their parents. “We aren’t going to tolerate people who want to close our borders from people who are trying to just seek a better life. That’s what America was founded on,” Liesenfelt said. Hot-button issue  The bill that got the two groups out in the 33-degree weather was introduced by state Rep. Emanuel Chris Welch, D-Hillside. His district includes west suburban Cook County. Welch wasn’t at the rallies but spoke about the legislation during a Friday telephone interview. “I think this is an important piece of legislation that sends a signal to the rest of the state and the rest of the country that Illinois is a safe place to live and we are a welcoming state,” Welch said. Welch said HB 426 is not a sanctuary city bill but was specifically written to create safe spaces. Those places are state-funded schools, nursing homes, health clinics, hospitals and churches. “People shouldn’t live in fear of deportation,” he said. “They should be able to go to school and receive an education without feeling like federal law enforcement officials are going to bust in and raid their classroom. They shouldn’t fear going to the hospital. That’s a place of treatment and recovery.” Welch said that after the November presidential election he got calls from school officials who said they had a lot of scared children in their classrooms. “The day after the election, teaching and learning did not go on in school,” Welch said. “Teachers spent the entire day counseling very distraught children who were crying and worried about being deported themselves and worried about whether or not they would go home and their parents wouldn’t be there.” State Rep. Allen Skillicorn, R-East Dundee, was at Pulido’s rally, which was billed as an “Illinois America First Rally.” His district is also in the Chicago area, and includes the communities of Crystal Lake and Elgin. Skillicorn has proposed a bill, HB 2942, to counter Welch’s. He disagreed with the assertion that children need to be protected from immigration officials while in school. “I haven’t heard of any children or school children having a risk of being deported or seized by (federal agents),” Skillicorn said. “People who are criminals or felons who don’t have legal status, those are the people committing the DUIs, who are committing the crimes. Those are the people we should really worry about.” Fiscal concerns A synopsis of HB 426 posted on the Illinois General Assembly’s website includes a fiscal note that the estimated cost of the bill is $5 million. Welch said the estimate is a one-time cost, and he believes the number is inflated. Skillicorn is opposed to spending state money on HB 426 and added he’s concerned about the potential loss of federal funds if state and local law enforcement do not cooperate with federal authorities. “Realistically, Illinois is broke,” Skillicorn said. “We need to save money everywhere we can. The idea of spending millions, if not billions of our federal matching dollars, is just something we can’t afford right now.” Pulido shares his concerns about the state’s fiscal condition. “We’re broke. We have the disabled not getting funds, we have schools getting their funding cut, seniors getting their funding cut, and now we’re going to talk about $5 million to help the illegal aliens to stay in Illinois. No,” Pulido said. The people in favor of sanctuary for undocumented immigrants chanted throughout Pulido’s rally. At one point, they chanted, “No ban, no wall, sanctuary for all.” Several of the people on Pulido’s side of the street, the ones opposed to sanctuary, waved American flags and occasionally chanted “USA, USA, USA.” Some of their signs said, “Illegals welcome is fake news” and “No sanctuary. Help our vets.” The two sides stayed on their respective sides of the street. There were no physical altercations between the two groups. Pulido’s rally wrapped up after about an hour, which is how long she expected the event to last. “I knew they would be here,” Pulido said of the counter-rally. “That’s fine. That’s what freedom is all about.”)

(FROM THE ARTICLE: In politics, there used to be farm teams.  If you planned to run for governor some day, you might start out by running for the Chicago City Council. You could learn to hit a curve ball before moving up. But now very wealthy men — they all seem to be men — with no previous experience in elective office are pushing right to the top. People like Bruce Rauner, Donald Trump, Chris Kennedy and J.B. Pritzker, self-funded and self-impressed, are running for governor or senator or president or whatever and often winning. Because money often wins. But because they have never played even a summer or two of Triple-A ball, hacking away on a local school board or village board, they are prone to the kind of mental errors that could have been avoided with a little seasoning. We’re thinking here, first of all, of major league wannabee J.B. Pritzker, the Chicago billionaire who’s contemplating a run for governor. On Thursday morning, Pritzker woke up and could not resist an overwhelming desire to tweet out: “As a protest against Trump’s rescinding protections for trans kids, everyone should use the other gender’s bathroom today!” This did not go over well. Conservatives, choosing to take his suggestion literally, warned they would beat up any man who tried to enter a woman’s bathroom. And liberals said Pritzker entirely missed the point. As state Rep. Will Guzzardi tweeted in response, “No disrespect” but “we just want to let kids use their own gender’s bathroom.” Pritzker later clarified that he was just being flip to make a point. But a more experienced politician would have known that flip doesn’t play with the public. And you have to learn when not to swing. Maybe Pritzker will learn. They often do. Will Kennedy still run into elevators when reporters ask him annoying questions? Time will tell. But Rauner doesn’t talk as much anymore like an arrogant CEO. And who knows, if Trump strikes out enough, maybe even he will learn. Well, no, we don’t actually believe that. Our best scouts say Trump is not coachable.)

Rauner departs Illinois for the Republican Governors Association’s annual conference having pledged to run for a second term in 2018, despite dismal polling numbers after two years of partisan gridlock over the state budget and his business-friendly, anti-union agenda. Adding to potential headwinds for his campaign is the controversial member of his party in the White House. Rauner has taken a stance of studied ambivalence as regards the Republican in the White House since Trump first began to rise in the primaries. (FROM THE ARTICLE: Illinois is a different story. I’ve spent most of my adult life here; for more than 25 years I’ve called Chicagoland home. I started a business and raised my family here. But the more I’ve watched the city of Chicago and the state flail about in the last few years, unable to protect its citizens and unwilling to put its fiscal house in order, the more convinced I’ve become that maybe it’s time for Illinois to leave the Union – as a favor to the rest of America. I’m joking about “ILexit,” but less than you might think. In the city of Chicago, the carnage – and, yes, I use that Trumpian phrase on purpose – continues unabated.  Six people were shot dead on Wednesday, including a pregnant woman in her 20s, making it the deadliest single day in the city since eight people were killed on Christmas.  So far this year, homicides are outpacing last year’s obscene total of 762, a 55 percent increase from 2015 and the highest number of murders the city has seen since 1996. Decades of mismanagement, lavish spending programs, and kowtowing to public employee unions have left the city’s finances in shambles. Taxes and fees in the city are skyrocketing, while its bond status has been reduced to junk. Despite all this, voters have continued to reward just one party with power. Democrats have run the city of Chicago since before Franklin Roosevelt was president. Outside of Chicago, things are no better, even if they’re a bit more bipartisan. Of Illinois’ last four governors, two (Republican George Ryan and Democrat Rod Blagojevich) went to prison.
