While I was a Crete-Monee High School junior and senior 1964-1966, I washed dishes for the minimum wage in the basement of the SS Kresge in Chicago Heights for 28 hours a week during the school years and for 40 hours a week during the summer of 1965. I got to/from my parents’ home in Crete and that job with a 1958 Chevrolet BelAir that I bought with money I had earned doing yard work and delivering newspapers. I used the money I earned washing dishes buy a new 1966 Pontiac Tempest Sprint ( https://over-drive-magazine.com/wp-content/uploads/2023/02/1965-12-CD-1966-Pontiac-Tempest-Sprint-Test-1-4.pdf ) in May of 1966 to use to commute to/from my parent’s home and UIC. Even though I spent far too many hours washing dishes instead or studying, I got an ACT score of 24 and I graduated in the upper 20% of my class, but only just barely, and I got accepted by UIC. Because of my dishwashing, my interaction with my classmates was very limited.

But my high school friend asked me to join him to take the postal employment test. Because I passed, I was a part-time postal employee while I attended UIC 1966-1968 and NIU in 1969. I graduated from NIU in 1970 and accepted the only job offer that I got, to be the Retail Sales Manager in a Firestone Store, a job that not really require a college degree. I accepted a job offer from Oldsmobile in 1971, but Oldsmobile withdrew that offer saying it had just agreed to stop hiring Whites to settle an EEOC complaint. My Firestone Store boss rudely fired me because I had accepted that offer. Because I had to have a job, I accepted a job offer that I got from IRS. I had taken and passed the Federal Service Entrance Examination while I was a NIU student. Potential employers saw me as being draft bait. They did not believe that my application for a financial hardship draft deferment to help support my mother and brother would be approved.

Potential employers saw me as being draft bait. It was being the Retail Sales Manager for the Firestone Store in Chicago Heights. But the job did not really require a college degree. To “learn the business,” I was required to dismount, mount, and balance many tires, pump lots of gasoline, change lots of engine oil and filters, change batteries, deliver major appliances to homes, etc. My Chicago Heights store boss would never had hired me, but his boss had assigned me to him. He did not have a college degree. He refused to let me start until after I passed a 2-week probationary period in the Firestone Store in Gary, Indiana. He disapproved of my avoiding the Vietnam War draft. He disapproved of my being Protestant, my being German American, my having ancestors who had been in America since 1844, and my living in Crete. Under him, I saw that my Firestone career was bleak if not nonexistent. Consequently, I accepted a job offer from Oldsmobile. But Oldsmobile withdrew that offer saying it had just agreed to stop hiring Whites to settle an EEOC complaint. He rudely if not violently fired me because I had accepted that offer. I had to have a job. So I accepted the only job offer that I got. It was to be an IRS Revenue Officer. Then, oddly, puzzlingly, he then offered me a job working part-time pumping gasoline which I accepted until he “asked” me to resign at the end of 1972. The money I earned helped me a) buy a new Corvette in 1971, b) pay for four graduate evening business courses at Loyola in 1972, and c) buy a new townhome in University Park in 1972.

The House Oversight Committee is questioning IRS enforcement efforts. The IRS can garnish wages and pensions for unpaid taxes. More than 571,000 current and retired federal employees owe $6.3 billion in taxes, a delinquency rate that has been increasing steadily despite threatening letters from the IRS. The House Oversight and Government Reform Committee wants to know why the IRS and other federal agencies haven’t cracked down harder on tax scofflaws within their ranks or moved to seize their wages and pensions through an existing enforcement program. In a letter sent Thursday to IRS Chief Executive Officer Frank J. Bisignano, the GOP-led panel asked the agency to turn over data showing the IRS’s efforts to recover unpaid taxes, whether they’ve used wage and pension garnishment, and if they were successful at bringing any of the money into the Treasury. A recent report by the Treasury Inspector General for Tax Administration (TIGTA) paints a bleak picture of enforcement when it comes to federal workers. It found the number of federal employees delinquent on their taxes had increased by a staggering 43% since 2021 and that 215,000 U.S. government workers — 6.9% of the total workforce — were delinquent on their federal taxes in 2024 alone. The report also found 50,000 federal employees and retirees failed to file any tax returns at all, among them 14,000 repeat non-filers who earned federal salaries of $100,000 or more. At least 122 federal workers did not file a tax return for eight or more years, the inspector general found. A third of all non-filers were U.S. Postal Service workers. Oversight Committee Chairman James Comer, Kentucky Republican, plans to crack down on the federal government’s apparent lack of enforcement. “With TIGTA’s report showing continuous increases in tax noncompliance among current and former federal employees, the Committee is concerned that this trend will continue unless IRS, the Executive Branch and Congress act now to proactively curb noncompliance with federal tax laws,” he wrote to Mr. Bisignano. Failure to file a tax return is a federal crime, but the IRS’s efforts to enforce the law among federal workers have largely failed. Last summer, the IRS mailed 427,000 delinquency notification letters to federal employees and retirees that, according to Mr. Comer, encouraged the scofflaws to voluntarily resolve their outstanding tax bills. Within a month of the notifications, only 59,000 people who received the letters made a payment, and just 4,700 paid all of the taxes they owed. In total, the IRS recovered only $58 million in delinquent tax payments from the federal workforce, which is less than 1% of the total owed by all federal workers and retirees. “This data demonstrates that the majority of noncompliant federal employees ignored the IRS letters and failed to resolve their tax liabilities in a timely manner or at all,” Mr. Comer wrote. The federal government has additional enforcement avenues for these scofflaws beyond sending friendly letters encouraging compliance. The Federal Payment Levy Program authorizes the IRS to garnish up to 15% of federal employee salaries and retiree pensions to recover unpaid taxes. Mr. Comer asked the IRS to turn over the number of non-filers referred to the Federal Payment Levy Program and the amount of tax money recovered, the number of wage garnishment requests for unpaid taxes made to the Bureau of Fiscal Service, the number of employees and pensioners “who had federal payments or salaries levied” and the amount of money recovered. Mr. Comer asked the IRS to turn over the data by July 9 and to agree to a staff-level briefing on IRS enforcement of federal workers’ tax compliance. Under the law, the Treasury Department can hold its own employees accountable for tax delinquencies. The audit said that was probably a factor in the department having a relatively low delinquency rate of just 2.4%. The law, however, prohibits the IRS from sharing tax information outside the Treasury, so other departments struggle to crack down on workers who duck paying their federal taxes. The loophole leads to weak enforcement, Mr. Comer said. “It seems unlikely that employees who are already failing to pay or to file taxes for years in violation of federal laws would voluntarily identify themselves to their employing agencies,” Mr. Comer said.)

Of these, nearly 2,000 have federal pensions that pay $125,000 or more annually, and 151 take home $150,000 or more. Six federal retirees get more than $200,000 a year. Some 1.2% of federal retirees collect six-figure pensions. By comparison, 0.1% of military retirees collect as much. The New York State and Local Retirement System pays 0.2% of its retirees pensions of $100,000 or more. The New Jersey retirement system pays 0.4% of retirees that much.
