Members voted 5-4 Tuesday to direct staff to prepare the documentation needed to opt out of the retail sale of adult-use cannabis under the terms of the new state law, which goes into effect Jan. 1. The vote came after public comment from more than 15 people, including two businesses that want permission to sell pot in the city and representatives from behavioral health centers who are opposed to it. Council members Theresa Sullivan, Patty Gustin, Paul Hinterlong, Kevin Coyne and Patrick Kelly voted to opt out of allowing the retail sale of recreational cannabis. Those voting in favor were Benny White, Judy Brodhead, John Krummen and Mayor Steve Chirico. . .Residents and council members who spoke against the selling it in Naperville said it to approve it would be contrary to the city’s positive image, detrimental to public safety and potentially harmful to youth. “There is nothing family friendly about recreational marijuana. Family friendly is Naperville’s brand,” resident Jennifer Taylor said. . .Gustin reminded her fellow council members that while there may be benefits from a medical standpoint, the sale and use of marijuana is still against the law in the eyes of the U.S. government. “This is a federally illegal product,” Gustin said. “The federal government has not legalized marijuana because it’s a drug. Selling recreational marijuana will draw the nuisance to Naperville.” With Tuesday’s vote, city staff will prepare the necessary documents for an official council vote to opt out of the retail sale of recreational marijuana later in the year. . .Councilman Coyne said allowing recreational marijuana just because the city already sells alcohol and cigarettes doesn’t make sense. “We should allow and accept marijuana because alcohol is already here. We have one bad habit in town, so we should add another? I don’t buy into that,” Coyne said. By the time I turned 28 in 1976, I had gotten promoted to GS-12 (currently $82,579/year) by IRS in Chicago (1974), earned more than 8 years of federal Civil Service Retirement Systems credits, earned 10 years of Social Security credits, bought a one bedroom (1976) and a studio (1974) condo in the Outer Drive East building in downtown Chicago, bought a new town home in University Park (1972), started taking graduate accounting courses at DePaul, completed the requirements for an MBA from Loyola (1976), earned a bachelor’s degree in management from NIU (1970), and bought five new cars (1973, 1971, 1968, 1967, and 1966.)

The opinions that I express in GOPUSA ILLINOIS emails are based on experience that I have gained doing many things since 1948. I base my opinions on what I learned a) working for the federal government for almost 30 years -- Post Office 1966-1969, IRS 1971-1980, and GAO 1980-1997, serving on the Executive Committee of the Association of Government Accountants Chicago Chapter 1983-1996, and being a union member while I worked for the Post Office and IRS; b) earning an MBA from Loyola in 1976, a masters degree in accounting from DePaul in 1980, and a masters degree in financial markets and trading from IIT in 1997; c) passing the CPA examination on my first attempt in 1979 and passing the Certified Internal Auditor examination on my first attempt in 1981; c) serving as a Republican Precinct Committeeman since 1999, the GOPUSA Illinois Editor since 2000, the TAPROOT Republicans of Illinois Chairman 2005-2012, a member of the 2008 Illinois Republican Party (IRP) Platform and Resolutions Committee, a Wheaton Chamber of Commerce Government Affairs Committee member 2003-2011, the Milton Township Republican Central Committee webmaster 2008-2010 and 2000-2004, an Illinois Center Right Coalition Steering Committee member 2003-2007, and an American Association of Political Consultants Midwest Chapter board member 2001-2004; d) attending the 2000, 2004, 2008, 2012, and 2016 IRP State Conventions as a delegate; e) being the subject of a nasty 4-page article in the February 1978 issue of Money Magazine; f) pursing litigation including Diersen v. GAO and Diersen v. Chicago Car Exchange; g) being married since 1978; h) living in Crete 1948-1972, in University Park 1972-1976, in Chicago 1976-1978, and in DuPage County, Milton Township, and Wheaton since 1978; and i) being baptized, raised, and confirmed as a Missouri Synod Lutheran.
