lose money at the machines in order for the county to receive any money in
video gambling taxes. “The revenue we would receive as a county is a fraction
of what our residents would lose,” Elliot said, estimating gamers would have to
lose a total of $5.5 million for the county to take in $276,000. “That’s not
economic development. That is the opposite of economic development.” . . .
Board member Pete DiCianni, R-Elmhurst, requested the vote be tabled so that
people would have a chance to weigh in, but other commissioners countered that
the item was on the agenda and the public had notice of the meeting. DiCianni,

has seen the negative impacts of gambling. And while lifting the ban will
