Posting after Tuesday’s election votes had been counted, Naperville City Councilman Kevin Coyne wrote the DuPage County Republican organization did not do enough to get GOP candidates elected and said his county board candidacy should be seen as an effort to “stand up for conservative principals.” “I would say I think the Republican party right now is really struggling locally, and I hope to add a new voice for GOP voters,” Coyne said in a phone interview Wednesday. “I hope to be able to offer that voice on the DuPage County Board.” Coyne said he plans to run in the 2020 county election, pursuing the seat currently held by James Healy, a Naperville resident who has been on the county board since 1996. Seats held by District 5 board members Sadia Covert and Dawn DeSart are not up for election until 2022. In his post on his Naperville City Councilman Facebook page, Coyne said the DuPage GOP had “another embarrassing showing” in the most recent election cycle. “While the DuPage Democrats’ local leadership organize candidate forums, canvassing drives and social media initiatives throughout DuPage County, our DuPage GOP does what it usually does … nothing,” Coyne wrote. “Our once great DuPage GOP organization has become a shell of its former self. “The DuPage GOP has successfully handed both our County and the City of Naperville over to the Illinois’ Democratic Party. I am unwilling to let this stand!” Coyne repeated the criticism Wednesday. “The party around here was in power for a very long time and I don’t think ever adapted to the way in which politics has changed. The results for GOP folks have been very damaging.” Coyne said he made the post on his official Naperville City Council page because he thought it important to let people who follow local politics know of his plans to run for the county board. The post had drawn more than 50 comments as of Wednesday morning, many criticizing Coyne for talking about partisan politics when the council is elected as a nonpartisan body. “I will present a platform focused on reducing the size of government, reducing real estate tax levies and protecting LIFE … both as a supporter of pro-life initiatives and as a supporter of our constitutional right to bear arms,” Coyne wrote in the Facebook post. “I look forward to keeping my supporters abreast of my platform and to fighting for pro-life and small government reforms in DuPage County,” the post said. “We are better than what we have shown in recent elections. Republican voters in DuPage County need someone that will stand up for conservative principals! I ask conservative voters in DuPage County’s District 5 to give me the chance to be their voice. Much more to come….” Coyne, an attorney, was elected to Naperville City Council in 2015 and won re-election in 2017. He served on the city’s Planning and Zoning Commission from 2011 to 2015. I needed a job because I was helping support my mother and brother because my father had recently suddenly died. When I was 16 years old in 1966, I accepted a job offer from the Post Office because I needed a job to pay for my college expenses.)

(FROM THE ARTICLE: America has elected a president who has empowered two businessmen with no experience in public service or governing to effectively rule over the federal government, in part by promising to “delete” assorted agencies as part of a plan to cut spending by $2 trillion. Both have an affinity for mass layoffs, Elon Musk at his various companies and Vivek Ramaswamy of federal employees as part of a campaign promise. Whether these men, who will lead President-elect Donald Trump’s proposed Department of Government Efficiency, or DOGE, will have any actual authority remains to be seen. If nothing else, their impossible-to-fill promises to slash spending and fire workers has put a spotlight on government employees in terms of who they are, the functions they perform and their motivations for working in the public sector. Although we don’t yet know DOGE has in store, an improvement in job quality, wages and working conditions is unlikely. Just this past week, Trump threatened to fire federal employees who don’t come back to the office and said he would go to court to challenge a Biden administration labor contract that locked in remote work arrangements for thousands of them. So, if you are a federal worker, should you quit and avoid the (potential) wrath of DOGE? In some ways, the answer reveals what is wrong with government. Paul Volcker was a lifelong advocate for improving public service. The former chairman of the Federal Reserve who is credited with breaking inflation in the early 1980s spearheaded the first National Commission on Public Service report in 1989 and the follow-up in 2003. He liked to point out that the casual bashing of federal employees that politicians love to do was destructive. The more public service is denigrated, the less appreciated civil servants are and the harder it is to recruit high-quality employees. Both commissions concluded that biggest problems with public service was not the workers, but how they were led and organized. The first report emphasized that civil servants report to political appointees and that the number of appointees had swelled. They now total about 4,000, helping to choke off promotion and career advancement. In other words, at some point, success based on performance ends and political connections take over. The second report made the same point but focused on the organizational structure of the government, an outdated holdover with duplicative responsibilities under rules that carry the power of law. It concluded that the agencies needed to be made anew based on tasks and mission. (To their credit, the commission guessed that such a task would take a decade.) It was as if the system was designed to discourage workers. But which workers? Let’s go back to original question. Should you, as a federal employee, quit? Say the answer is yes. If Trump — your boss’s boss — does not appreciate the work of government employees and agrees that many, if not most, should be laid off, then quitting is a way to signal your dissatisfaction in a manner Volcker would have predicted as well as signal that a lack of respect is costing America valuable civil servants. But quitting can be interpreted as a political statement. Trump has long claimed that federal employees comprise a “deep state” that he’s vowed to dismantle. Quit just as he is reelected plays into his belief that public employees are politically motivated. Say the answer is no. After all, from the perspective of civil servants, politicians and their appointees are like short-lived mayflies. Staying sends a powerful signal that whatever the political noise, civil servants are above it. Your job is to serve the people and the people elect new bosses every four years. But staying the course has its own risks, namely by perpetuating the perception that civil servants don’t have the skills for private-sector jobs, and if they could leave, they would. Whatever they do, federal workers risk either being viewed as political or incompetent — or both. Quiet technocrats drawn to the mission of public service will choose to stay every time. That’s not to say that they never quit, get frustrated nor leave to go to the private sector (or never come back, for that matter). But politics don’t dictate what they do, and they serve both parties equally. And that’s the real problem. The people best poised to punish politicians for their poor leadership, mismanagement or byzantine organizational structure are inclined to stay quiet. Aside from quitting, there’s not much civil servants can do in protest. The Hatch Act strictly limits what political behavior is allowed. They can’t endorse a candidate, a policy or a commission’s recommendations, and they can’t make political donations or campaign for a person or party. Civil servants are a convenient punching bag to distract from the failures of leadership promulgated by successive administrations to improve the structure or performance of the federal government. The solutions offered in 1989 and again in 2003 make just as much sense now as they did then.)

(FROM THE ARTICLE: The topic of bullying is personal to Erika Harold, Executive Director of the Illinois Supreme Court Commission on Professionalism (“the Commission”). “I experienced pervasive racial and sexual harassment in high school that went unresolved by school administrators. I ultimately had to transfer schools,” she said. Harold added, “In a diary I kept at the time, I vowed to make an impact on the culture of bullying if I ever had the opportunity.” That opportunity came when she was crowned Miss America 2003. Traveling across the U.S., she spoke to more than 100,000 young people about bullying in schools to “shift people’s perceptions and motivate leaders to take this issue more seriously.” After graduating from Harvard Law School, Harold was dismayed to discover that bullying seemed “normalized and even sometimes celebrated in the legal profession.” Yet, “there was a lack of data and discussion about it,” she said. A second opportunity presented itself when she became Executive Director of the Illinois Supreme Court Commission on Professionalism. Under her leadership, the Commission launched one of the first large-scale studies in the U.S. on bullying in the legal profession. They partnered with The Red Bee Group, a Chicago-based consulting firm with experience conducting wide-scale surveys for other legal organizations, including the ABA. The report’s authors and principals from The Red Bee Group, Stephanie A. Scharf and Roberta D. Liebenberg, define bullying as “inappropriate behavior intended to intimidate, humiliate, or control the actions of another person, including verbal, nonverbal, or physical acts.” The resulting report found that nearly a quarter of the 6,000 Illinois lawyers surveyed had experienced workplace bullying during a one-year period. Particularly noteworthy, the rates of bullying were highest among attorneys aged 25 to 35, female attorneys, and attorneys with disabilities. Thirty-nine percent of attorneys aged 25 to 35 reported having experienced bullying compared to 12% of attorneys aged 66 to 75. Thirty-eight percent of female attorneys said they experienced bullying, compared to 15% of male lawyers. Similarly, 38% of attorneys with disabilities said they experienced bullying, compared to 23% of lawyers without a disability. Also bullied were 36% of Middle Eastern/North African lawyers, 35% of Black/African American lawyers, 34% of Hispanic lawyers, 32% of multiracial lawyers, and 28% of Asian American lawyers, compared to 23% of white lawyers who reported being bullied. In addition, 29% of lawyers who are gay, lesbian, or bisexual were the target of verbal bullying related to their sexual orientation, while 3% of heterosexual lawyers were verbally bullied related to their sexual orientation. Wendy Shiba, Chair of the ABA’s Diversity, Equity, and Inclusion Center (DEI Center) and a principal of The Red Bee Group, pointed out that the groups identified in the report as being disproportionately impacted by bullying are the same groups represented by the ABA’s DEI Center “in furtherance of Goal III, to eliminate bias and enhance diversity in the legal profession.” Based on her work, Shiba added, “Intersectionality compounds the phenomenon, with attorneys having two or more of the underrepresented characteristics being especially vulnerable.”)
