(FROM THE ARTICLE: The DuPage County Board, in a 11-5 vote, passed an ordinance approving the new 2023 DuPage County precinct map July 10. “I did have constituents reach out to me asking me to not vote on the maps, and I hear them, I acknowledge that, but … we do have to approve the maps today and we have to be in compliance with the law,” county board member Sadia Covert said before Tuesday’s vote. Last May, the DuPage County Board failed to adopt precinct maps in compliance with an election law signed by the governor in November 2021, instructing counties to reduce (INCREASE?) the size of their election precincts to about 1,200 voters each in response to the shift to early and voting by mail. In 2020, nearly a third of DuPage County voters cast ballots through the mail. “I will be a no vote,” board member James Zay, R-Carol-Stream, said Tuesday. “I think the state law, which ultimately gives us 20 to 30 less polling places on Election Day … will disenfranchise some voters.” Voting in DuPage County is unique. (FROM THE ARTICLE: Senate Bill (SB) 423 authorizes the Texas Military Department to use drones as part of the state’s mission on the southern border. SB 602 gives Border Patrol agents who complete certain training the powers of a Texas peace officer to arrest and conduct search and seizure at ports of entry or at Border Patrol checkpoints. SB 1133 compensates landowners up to $75,000 for damages to agricultural land caused by an individual committing a “border crime.” SB 1403 creates an interstate compact without Congressional authority to allow participating states’ law enforcement agencies to share resources and intelligence for purposes of border enforcement. SB 1484 enhances the Department of Public Safety (DPS) training for border operations by creating a training program (which includes training on cartel-related activity as well as the best tactics to address border crimes) for peace officers employed by local law enforcement agencies. SB 1900 designates drug cartels and other similar groups as “foreign terrorist organizations” (FTOs) under state law and adds them to the organized crime offenses. It adds higher penalties for criminal activity associated with FTOs and allows local entities to seek public nuisance claims against them.)

I should write a book about my decision in 1980 when I was 31 years old to suffer a $21,863 (21%) pay cut in today’s dollars, that is, a downgrade from GS-12 Step 5 (currently $104,583/year) to GS-9 Step 10 (currently $82,720/year), to transfer from IRS to GAO. My Democrat IRS superiors were making it ever-increasingly clear that they would never promote me to GS-13, currently $109,732/year. GAO claimed to be nonpartisan. The GAO Chicago Office Staff manager (Bill) who arranged for my transfer assured me that under him, GAO would a) quickly promote me to GS-11 Step 10 (currently $100,084/year), b) quickly promote me back to GS-12 Step 5, and c) quickly promote me to GS 13. But immediately after I transferred, the Democrats who ran GAO’s Chicago Office replaced Bill with a Democrat Staff Manager (Dave) who was extremely anti-Republican, if not a Republican-hater. To delay my promotions, that is, to get me, Dave used Affirmative Action and up-or-out a) to give me bad job assignments, b) to give me unfair performance expectations and appraisals, c) to assign me to supervise the office’s most problematic employees, d) to turn all my superiors, supervisors, coworkers, and subordinates against me, and e) to kept me off audits of IRS. But then, in 1986, because Dave had gone on extended sick leave, Bill was finally able to get me assigned to audits of IRS and to promote me to GS-13. But then, in 1987, Dave came back and a) threatened me to never apply for a promotion again and forced Bill to retire. Dave then a) threw me off audits of IRS at the end of 1988, b) gave me an extremely bad job assignment at the start of 1989, c) got my supervisor to give me extremely unfair performance expectations and appraisals, d) turned my four subordinates against me, and e) ranked me at the bottom of my coworkers for pay-for-performance (PFP) purposes. That forced me to seek help from my Republican Congressman Henry Hyde. Thanks to Hyde, Dave reduced his efforts to get rid of me somewhat. But Dave still succeed in a) keeping me off audits of IRS for the rest of my GAO career, b) always ranking me in the bottom half of my coworkers for PFP purposes, and c) forcing me to take GAO’s early retirement “offer” in 1997 when I was 49 years old. The aforesaid is called political affiliation discrimination, reverse discrimination, and age discrimination. I should write a book about the aforesaid.
