Francis’ famous declaration “Who am I to judge?” in 2013 energized Catholics who had pushed the church to accept gays and lesbians. (FROM THE ARTICLE: Plans for a proposed 15-resident group care home for developmentally disabled individuals just northeast of downtown Wheaton cleared another hurdle, as the city’s Group Care Home Commission voted 3-1 to grant the project a necessary group care home license. The Wheaton-based nonprofit STARS Family Services, which operates another four-person group care home called Washington House on Wheaton’s north side, wants to construct a new group care home on vacant land at the southeast corner of Cross Street and Union Avenue. The project would be constructed on land currently owned by St. John Lutheran Church, zoned for single-family residential use and used for two parking lots. Plans call for two structures that would be linked by a common courtyard. Each would have six private bedrooms, a great room, a shared kitchen and shared baths for each pair of bedrooms. The project also will include housing for a couple who would live in the home and oversee the evening and the overnight. A volunteer or staff person also will be present in the home during the day. The project has drawn opposition from some neighbors, who criticize the scale of the proposal. In addition, they have questioned STARS’ financial strength and how the home would be used were STARS to no longer be economically viable. “None of the neighbors oppose a group care home,” said neighbor Kathy Langlois. “We embrace it, we applaud it and we welcome it. And it’s absolutely not a case of ‘Not in my back yard.’ It’s a question of scale.” Langlois also said she and her neighbors would welcome the construction of one single-family home on the site. “What happens if STARS runs out of money?” she asked. “This will be a group care home. It can’t go back to being a single-family home.” STARS president Ray Chase noted that the organization has taken great pains to ensure its financial viability. STARS plans to pay cash for the land and has vowed never to open a group care home until it has 150 percent of that home’s projected first year’s operating expenses. In addition, STARS’ College Avenue resale shop generates more than 40 percent of the group’s annual need, he said. “I think we’re pretty stable,” he said. “I think we’ve taken a very conservative approach financially.” Chase also said the group is continuing to try to work with neighbors. “We’ve also done some things to make sure the home looks like it would fit in a neighborhood and isn’t overwhelming in size,” Chase said. “There even are architectural variations between the two homes so they look like different homes.” Wheaton’s Planning and Zoning Board unanimously voted in June to recommend that the City Council approve the project. Last week, three-fourths of the Group Care Home Commission’s members signed off on the project as well. Group Care Home Commission board member Chris Ellerman praised STARS for proposing two linked structures rather than one larger one. He also lauded the group’s model, which involves a married couple living with the developmentally disabled adults, with the adults’ aging parents or relatives being involved on a weekly basis and typically coming by to visit over the dinner hour. “In terms of a home for disabled adults in the community they have grown up in, absolutely,” Ellerman said. “This is their town. I live two blocks away, and I’d be ashamed if I didn’t want to welcome them in my community..” Group Care Home Commission board member Matthew McNear was the lone vote against the license. In an interview on Friday, he noted his concerns about the “scope” of the proposed home and some of the other issues that neighbors had raised. “I think STARS is a great organization and they do a lot of good there, but I think this probably could use some more discussion or some more review,” he said. With the group care home license now in hand, the proposal next heads to the Wheaton City Council for its consideration, likely sometime in October, said Jim Kozik, the city’s director of planning and economic development.)
