(FROM THE ARTICLE: A recently created group formed to persuade the Naperville City Council to ban the sale of recreational marijuana in the city will hold a rally Saturday to support those efforts. Naperville resident Jennifer Taylor said she organized the group, called Opt Out Naperville, and the rally to show council members how many people don’t want pot sold in the city. Taylor, who has spoken out against marijuana sales at the July 16 and Aug. 20 council meetings, said many people in the audience support her position. “Yet it feels like their voices are not being heard,” she said. “This is about keeping Naperville family-focused,” said Taylor, a mother of two. Saturday’s rally will start at 10 a.m. Saturday in Central Park, which is located one block east of Washington Street and just south of Benton Avenue.“ (The rally) is one of many avenues to show that the residents don’t this this here,” Taylor said. Opt Out Naperville also is hosting a gathering at 6 p.m. Tuesday at the free speech pavilion along the Riverwalk near Jackson Avenue and Webster Street, just before the Naperville City Council meeting at 7 p.m. Taylor said not everyone is able to attend the council meeting and the meetup is a way to show support. “This is one of the most important decisions that will be made on the dias. It will shape the future of Naperville,” she said. The city council will be at a crossroads the next time it discusses the retail sale of recreational marijuana, which becomes legal in Illinois Jan. 1. Last week the council directed staff develop a plan for what allowing recreational pot sales would look like. The previous month the council asked staff to prepare an ordinance for Naperville to opt out. Any decision likely may hinge on the vote of council member Patrick Kelly. Kelly voted last week with council members Judy Brodhead, John Krummen, Benny White and Mayor Steve Chirico in favor of asking city staff to prepare a plan for recreational marijuana sales. Last month he voted with council members Kevin Coyne, Patty Gustin, Paul Hinterlong and Theresa Sullivan on a plan to opt out. Coyne said he’s glad members of the community like Taylor are stepping up to take a leadership role on this issue. He said he’s heard from “a great many” from community opposed to pot sales in the city and expects many of those different stakeholders will attend the rally. During public comment at the meeting last week, support for and against recreational marijuana sales was generally split among the roughly 20 people who spoke on the issue. Those in favor of allowing recreational marijuana sales in Naperville, including Mayor Steve Chirico, have said banning retail pot sales in the city will simply drive residents to buy it elsewhere and let other communities realize the tax benefits. And those tax benefits could help offset any costs to Naperville related to marijuana use by its residents. Gustin, who plans to speak at the Saturday rally, said opting out is the best option because the city needs more time to study not only statistics from other municipalities that legalized pot but to analyze the effects of marijuana sales on the community. “Naperville is a family-friendly community. Naperville is a kid-friendly community. GAO and Diersen v. Chicago Car Exchange; g) being married since 1978; h) living in Crete 1948-1972, in University Park 1972-1976, in Chicago 1976-1978, and in DuPage County, Milton Township, and Wheaton since 1978; and i) being baptized, raised, and confirmed as a Missouri Synod Lutheran.
