GOPUSA ILLINOIS
— Where pot is sold, it brings down everything and everyone around it. How close is a “Disproportionately Impacted Area” (DIA) to where you live or work? Illinois Democrats want pot shops to open up in DIAs to revitalize those areas. Wheaton is the DuPage County Seat. The Democrats who run the Illinois Department of Commerce & Economic Opportunity (IDCEO) have outrageously designated western Wheaton as being a DIA, that is, an area that has high rates of arrest, conviction, and incarceration related to cannabis as well as poverty and unemployment. Needless-to-say, that must be a mistake. While Wheaton has banned the sale of pot, the Democrats who run Illinois may very well vote to allow pot shops in DIAs thereby overriding Wheaton’s ban. I ask the following and everyone else who has an interest in Wheaton to ask the IDCEO to immediately rescind its DIA designation: Wheaton Mayor and City Council members, Wheaton Chamber of Commerce, Milton Township officers and trustees, DuPage County Board Chairman and County Board members, and federal and Illinois officials who represent or seek to represent any part of Wheaton.

According to the IDCEO, it designates a census tract as being a DIA if the area 1) has a poverty rate of at least 20%, 2) has 75% or more of its children participate in the federal free lunch program, 3) has an average unemployment rate that is more than 120% of the national average for a period of at least 2 consecutive calendar years, 4) has at least 20% of its households receive assistance under the supplemental nutrition assistance program, or 5) has high rates of arrest, conviction, and incarceration related to the sale, possession, use, cultivation, manufacture, or transport of cannabis.

According to the IDCEO, it designated Census Tract 8426.04 in western Wheaton (https://censusreporter.org/profiles/14000US17043842604-census-tract-842604-dupage-il/  and https://www.chicagocityscape.com/maps/index.php?place=censustract-17043842604) as a DIA because a) according to Illinois Department of Employment Security data, it had an average unemployment rate over the last two calendar years that exceeded the national average over that time period by more than 20% and b) because the per-capita rate of parolees residing in the area who had been imprisoned for cannabis offenses exceeded the cutoff for a high imprisonment rate. According to the IDCEO, “Unemployment rate data is from Illinois Department of Employment Security (IDES). Data on parolees is from Illinois Department of Corrections (IDOC). Per-capita rate is determined using census tract population from the 2013-2017 American Community Survey (ACS) 5-year Estimates.” From what I see, one or both of the aforesaid must be a mistake. If Census Tract 8426.04 in western Wheaton as a DIA, than all of Illinois is a DIA.

I have asked the IDCEO to provide me ASAP with the specific sources of the following data concerning Census Tract 8426.04: “According to IDES data, it had an average unemployment rate over the last two calendar years that exceeded the national average over that time period by more than 20%” and “The per-capita rate of parolees residing in the area who had been imprisoned for cannabis offenses exceeded the cutoff for a high imprisonment rate.”

Again, I ask the following and everyone else who has an interest in Wheaton to ask the IDCEO to immediately rescind its DIA designation: Wheaton Mayor and City Council members, Wheaton Chamber of Commerce, Milton Township officers and trustees, DuPage County Board Chairman and County Board members, and federal and Illinois officials who represent or seek to represent any part of Wheaton.

August 28 Morning Edition

CHICAGO TRIBUNE
— OUTSTANDING: Rally aims to persuade Naperville City Council to ban retail marijuana sales – SUZANNE BAKER (DIERSEN: Federal law and the Republican Party platform oppose recreational pot. Political parties exist to help elect candidates who can and will defend and advance their platform. Everyone in Illinois who states that they are religious, conservative, and/or Republican, and especially Republican Precinct Committeemen/Captains, Republican township/ward/county organization officials, Illinois Republican Party officials, and Republican elected and appointed officials, should speak out against the retail sale of pot at all upcoming meetings held by their municipality and county. Those who speak in favor of the retail sale of pot should immediately resign, and if not, be removed from office.)
https://www.chicagotribune.com/suburbs/naperville-sun/ct-nvs-naperville-opt-out-rally-st-0828-20190828-i6xh3flcfrethav6bgunyb3c24-story.html
(FROM THE ARTICLE: A recently created group formed to persuade the Naperville City Council to ban the sale of recreational marijuana in the city will hold a rally Saturday to support those efforts. Naperville resident Jennifer Taylor said she organized the group, called Opt Out Naperville, and the rally to show council members how many people don’t want pot sold in the city. Taylor, who has spoken out against marijuana sales at the July 16 and Aug. 20 council meetings, said many people in the audience support her position. “Yet it feels like their voices are not being heard,” she said. “This is about keeping Naperville family-focused,” said Taylor, a mother of two. Saturday’s rally will start at 10 a.m. Saturday in Central Park, which is located one block east of Washington Street and just south of Benton Avenue.“ (The rally) is one of many avenues to show that the residents don’t this this here,” Taylor said. Opt Out Naperville also is hosting a gathering at 6 p.m. Tuesday at the free speech pavilion along the Riverwalk near Jackson Avenue and Webster Street, just before the Naperville City Council meeting at 7 p.m. Taylor said not everyone is able to attend the council meeting and the meetup is a way to show support. “This is one of the most important decisions that will be made on the dias. It will shape the future of Naperville,” she said. The city council will be at a crossroads the next time it discusses the retail sale of recreational marijuana, which becomes legal in Illinois Jan. 1. Last week the council directed staff develop a plan for what allowing recreational pot sales would look like. The previous month the council asked staff to prepare an ordinance for Naperville to opt out. Any decision likely may hinge on the vote of council member Patrick Kelly. Kelly voted last week with council members Judy Brodhead, John Krummen, Benny White and Mayor Steve Chirico in favor of asking city staff to prepare a plan for recreational marijuana sales. Last month he voted with council members Kevin Coyne, Patty Gustin, Paul Hinterlong and Theresa Sullivan on a plan to opt out. Coyne said he’s glad members of the community like Taylor are stepping up to take a leadership role on this issue. He said he’s heard from “a great many” from community opposed to pot sales in the city and expects many of those different stakeholders will attend the rally. During public comment at the meeting last week, support for and against recreational marijuana sales was generally split among the roughly 20 people who spoke on the issue. Those in favor of allowing recreational marijuana sales in Naperville, including Mayor Steve Chirico, have said banning retail pot sales in the city will simply drive residents to buy it elsewhere and let other communities realize the tax benefits. And those tax benefits could help offset any costs to Naperville related to marijuana use by its residents. Gustin, who plans to speak at the Saturday rally, said opting out is the best option because the city needs more time to study not only statistics from other municipalities that legalized pot but to analyze the effects of marijuana sales on the community. “Naperville is a family-friendly community. Naperville is a kid-friendly community. Naperville is an education-focused community,” Gustin said. “Opting-out is the smart thing to in an educated community.” [Most read] Chicago Mayor Lori Lightfoot 100 days in — reform at City Hall still a work in progress: ‘We haven’t declared victory, but I think we’ve taken some very positive steps.’ The state’s fourth largest city may seem like an unlikely spot for a contentious debate on allowing recreational marijuana sales. It was one of the first Illinois cities in the area to raise the age to purchase tobacco from 18 to 21 when it did so in 2016, more than two years before the age was raised statewide. The city was among the first to ban smoking in enclosed public places and the workplace. Naperville was also one of the first of Illinois’ largest cities to ban video gambling despite it being legal at the state level.)

— An internship is a must-have for college graduates – Johnny C. Taylor Jr. (DIERSEN: Were you an intern? GAO audits IRS. When I transferred from IRS to GAO in 1980 when I was 31 years old, my Democrat GAO superiors, supervisors, coworkers, and subordinated did not want me to transfer, but failing that, they wanted me to transfer as a GS-4 Step 1 (currently $33,591/year) intern, that is, to suffer a $60,001/year (64%) pay cut in today’s dollars. They painted what GAO Analysts do as being a unique “trade or occupation.” They would not have done that if I had been a Democrat, minority, female, or veteran. They viciously demonized, denigrated, and condemned the fact a) that I had worked for IRS for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $82,579-$93,592/year, b) that much of what IRS Revenue Officers do is similar to what GAO Analysts do, c) that I had passed the CPA examination on my first attempt in 1979, d) that I had earned an MBA from Loyola in 1976, and e) that I had almost completed the requirements for a master’s degree in accounting from DePaul. They were furious that I transferred with me almost 12 years of federal seniority, 30 days of unused vacation days, and 130 unused sick days.)

https://sentinelcolorado.com/news/metro/aurora-city-council-approves-new-ethics-law-opposes-lobbying-registration/
(FROM THE ARTICLE: Despite taking other legislative steps toward greater transparency, a majority of Aurora City Council members decided against an ordinance mandating lobbyists register with the city if working in Aurora. Council members Bob Roth, Johnny Watson, Marsha Berzins, Francoise Bergan, Charlie Richardson and mayor Bob LeGare opposed the proposed ordinance. At-large councilwoman Angela Lawson, who also works for the Colorado Secretary of State’s office, first introduced the idea to a city policy committee in October. LeGare said he didn’t believe the ordinance was ready, but council member Nicole Johnston rebutted that claim citing Lawson’s past year of work. None of the other council members who voted against the measure — all of which are running for re-election — gave a reason for their vote. The registration wouldn’t have limited or penalized lobbyists or city officials for interacting with each other. It would instruct lobbyists to file quarterly reports about their lobbying efforts, however. Those reporters would disclose “any expenditure over $75 directly benefiting a covered official,” according to city documents. “This does not prohibit expenditures over $75, it only requires reporting.” Several city council members cited concerns of who would qualify as a lobbyist and whether non-profit organizations attempting to seek influence on the city council would be required to register under the proposed rules. Under the ordinance, lobbyists were defined to be “any individual, including an attorney, who is self-employed or is employed or otherwise retained by any other person or organization: (1) For the purpose of engaging in lobbying; or (2) Whose scope of work requires him or her to lobby from time to time time.” During the meeting, the body unanimously gave a final approval to a new ethics code for elected city officials. The now-approved ordinance is the result of two different proposals from several city council members who sought stronger ethics rules for elected officials of the city. It tasks an independent panel of judges with investigating ethical complaints, prohibits the mayor and city council members from accepting gifts valued more than $300, and prevents council members from engaging in conflicts of interest.)

FLORIDA POLITICS
— House dismisses complaint against NRA lobbyist Marion Hammer Democratic Rep. Anna Eskamani filed the complaint in the House. – Ryan Nicol (DIERSEN: Constructively, my nasty, bombastic, rude, threatening critics/opponents publicly, falsely, and slanderously charged me at the August 20 DuPage County Development Committee meeting with failing to register as a lobbyist. I should sue them.)
https://floridapolitics.com/archives/304284-house-dismisses-complaint-hammer
(FROM THE ARTICLE: The Florida House dismissed a complaint against National Rifle Association (NRA) lobbyist Marion Hammer that had alleged Hammer failed to properly report lobbying compensation. Democratic state Rep. Anna Eskamani filed the complaint in the House. A similar complaint in the Senate, filed by Sen. Perry Thurston, went nowhere. GOP state Rep. Tom Leek, who chairs the House Public Integrity and Ethics Committee, did note Hammer had run afoul of Joint Rule 1.4 of the Legislature. That rule requires disclosure of compensation from lobbying firms: “Unified Sportsmen of Florida (USF) is a lobbying firm and fail(ed) to file compensation reports for the NRA fees received.” But he said Hammer took appropriate action to avoid sanction, and determined “the complaint does not state facts supporting a finding of probable cause.” “You have taken the appropriate corrective action, and consistent with Joint Rule 1.5 and past practices, no further penalty will be imposed,” the Ormond Beach attorney said in a letter explaining the findings. In a statement, Hammer said she was “very pleased that the House complaint has also been dismissed.” She added: “I have been a registered lobbyist since 1974 … I have never told anyone EVER that I am not a lobbyist. Since the filings for Unified Sportsmen of Florida are really a non-issue, we would have filed from the beginning had we not been advised to the contrary. “When you seek and rely upon legal advice, you do so in good faith. That’s exactly what we did. We now have a different legal opinion and USF has fully complied based on the new information and advice.”)

(FROM THE ARTICLE: Two weeks ago, the News-Press asked the community to weigh in on our process of endorsing political candidates. The question was: To endorse or not to endorse? The feedback was voluminous and passionate. Thirty-eight people wrote to say we should stop endorsing candidates in various city, county, state and federal races and 35 said we should continue. A common theme in most of the responses was an appreciation for our diligence in vetting the candidates through questionnaires, background checks and interviews. They wanted the information to help them decide on whom should get their vote. We agree the most important part of what we do — and we do it better than most — is going in-depth with the candidates on the issues. Getting specific answers to and solutions for some of our most critical issues, like water quality and the environment, affordable and attainable housing, the mental health and opioid crisis, how to improve education and build new schools, mean the most to people. That same information also was vital for us in endorsing candidates.)

SECOND: 5:00 PM, Tuesday, August 6, 2019, is the filing deadline for applications to be appointed to fill Wheaton’s West District City Council vacancy. Please see the articles at the end of this email. So far, Wheaton has received 30 requests for applications, 4 complete applications, and 1 incomplete application. So far, to my knowledge, none of the applicants has publicly announced that they have filed. Because of that, I will be filing. In my opinion, not only Wheaton’s West District residents, but all of Wheaton’s residents should know who the applicants are before the filing deadline. If you become aware of someone who has filed or will file, please ask him/her to issue a press release and to include diersen@aol.com in the press release list. THIRD: During its upcoming Planning Session on August 12th, the Wheaton City Council will discuss the Roosevelt Road Corridor Study with its consultant, present questions for further exploration, and receive public comment from the audience to aid in planning. The study area includes the south side of Roosevelt Road between Carlton Avenue and Main Street which is in my precinct and the south side of Roosevelt Road between Carlton Avenue and Warrenville Road which is in my precinct and in Wheaton’s West District. Recently, members of the “Concerned Citizens – Rezoning Roosevelt Road” Facebook group posted yard signs (21 at last count) at homes on Arbor Avenue, Golf Lane, Park Avenue, and Warrenville Road in my precinct that say “PRESERVE NEIGHBORHOODS RETHINK REZONING.” – Dave Diersen)

https://www.lifesitenews.com/news/kellyanne-conway-touts-trump-as-first-president-to-start…approving-of-gay-marriage
(FROM THE ARTICLE: As Democrats vying for the White House frame themselves as LGBT “allies” looking to replace a “homophobic” incumbent, recent comments by one of Donald Trump’s top advisers underscore that the 45th president actually agrees with the Left on key aspects of the homosexual agenda. At the end of May, Kellyanne Conway contrasted her boss’ endorsement of LGBT “Pride Month” with his predecessors’ handling of same-sex “marriage,” telling reporters outside the White House she was “old enough to remember the 2008 campaign where Hillary and Obama were arguing with each other about who was more in favor of traditional marriage. Londrigan says the stunt was in poor form. “Congressman Davis likes to go on television and talk about civility in politics, all the while his campaign is again engaging in an ongoing series of dishonest distractions,” she said. Klitzing formerly worked on Governor Bruce Rauner’s campaign and served as the state Republican Party Director for a time. According to WCIA TV, Klitzing says he had received orders from higher-up campaign staffers. Davis campaign personnel have crashed Londrigan events before. “Congressman Davis’ field director showed up at one of my events drunk, and ended up getting arrested for assaulting people,” Londrigan said, recounting an incident from 2018. “It’s not the first time that somebody within the Davis campaign has behaved in this manner.” . . . When asked if her campaign is revisiting how it screens reporters for news conferences, Londrigan laughed and said it would be a “good idea.”)

My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take a $19,568 (21%) pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974.
