(FROM THE ARTICLE: A pending bill in the Illinois House that would create sanctuary zones for undocumented immigrants drew demonstrators from both sides of the issue to downtown Springfield Saturday. Rosanna Pulido of Springfield, founder of The Illinois Minuteman Project, organized a noon rally at the Abraham Lincoln statue at Second Street and Capitol Avenue. The rally was in opposition to HB 426, which would allow schools, medical treatment and health care facilities and places of worship deny access to state and local law enforcement officers who are enforcing immigration laws, unless the officers have a court-issued warrant. “It’s absolutely ridiculous,” Pulido said. “I think the biggest question we have for Governor Rauner and any legislator who would want to pass this bill is: Does making it easier for illegal aliens to stay in Illinois improve the lives of Illinois residents?” About five minutes into Pulido’s rally, which drew about 50 people, a group of about 30 people marched down Capitol Avenue chanting “No hate, no fear, immigrants are welcome here.” The counter-protestors set up shop on the northeast corner of Second and Capitol near the Martin Luther King Jr. statue. The counter-protest was organized by the same people who did the Nov. 19 Springfield Stands United rally, and other local groups, said Valerie Liesenfelt of Springfield. The Springfield Stands United rally started out as a demonstration against then-President-Elect Donald Trump, but morphed into an anti-hate rally. Speaking Saturday, Liesenfelt said they don’t want to see children ripped away from their parents. “We aren’t going to tolerate people who want to close our borders from people who are trying to just seek a better life. That’s what America was founded on,” Liesenfelt said. Hot-button issue  The bill that got the two groups out in the 33-degree weather was introduced by state Rep. Emanuel Chris Welch, D-Hillside. His district includes west suburban Cook County. Welch wasn’t at the rallies but spoke about the legislation during a Friday telephone interview. “I think this is an important piece of legislation that sends a signal to the rest of the state and the rest of the country that Illinois is a safe place to live and we are a welcoming state,” Welch said. Welch said HB 426 is not a sanctuary city bill but was specifically written to create safe spaces. Those places are state-funded schools, nursing homes, health clinics, hospitals and churches. “People shouldn’t live in fear of deportation,” he said. “They should be able to go to school and receive an education without feeling like federal law enforcement officials are going to bust in and raid their classroom. They shouldn’t fear going to the hospital. That’s a place of treatment and recovery.” Welch said that after the November presidential election he got calls from school officials who said they had a lot of scared children in their classrooms. “The day after the election, teaching and learning did not go on in school,” Welch said. “Teachers spent the entire day counseling very distraught children who were crying and worried about being deported themselves and worried about whether or not they would go home and their parents wouldn’t be there.” State Rep. Allen Skillicorn, R-East Dundee, was at Pulido’s rally, which was billed as an “Illinois America First Rally.” His district is also in the Chicago area, and includes the communities of Crystal Lake and Elgin. Skillicorn has proposed a bill, HB 2942, to counter Welch’s. He disagreed with the assertion that children need to be protected from immigration officials while in school. “I haven’t heard of any children or school children having a risk of being deported or seized by (federal agents),” Skillicorn said. “People who are criminals or felons who don’t have legal status, those are the people committing the DUIs, who are committing the crimes. Those are the people we should really worry about.” Fiscal concerns A synopsis of HB 426 posted on the Illinois General Assembly’s website includes a fiscal note that the estimated cost of the bill is $5 million. Welch said the estimate is a one-time cost, and he believes the number is inflated. Skillicorn is opposed to spending state money on HB 426 and added he’s concerned about the potential loss of federal funds if state and local law enforcement do not cooperate with federal authorities. “Realistically, Illinois is broke,” Skillicorn said. “We need to save money everywhere we can. The idea of spending millions, if not billions of our federal matching dollars, is just something we can’t afford right now.” Pulido shares his concerns about the state’s fiscal condition. “We’re broke. We have the disabled not getting funds, we have schools getting their funding cut, seniors getting their funding cut, and now we’re going to talk about $5 million to help the illegal aliens to stay in Illinois. No,” Pulido said. The people in favor of sanctuary for undocumented immigrants chanted throughout Pulido’s rally. At one point, they chanted, “No ban, no wall, sanctuary for all.” Several of the people on Pulido’s side of the street, the ones opposed to sanctuary, waved American flags and occasionally chanted “USA, USA, USA.” Some of their signs said, “Illegals welcome is fake news” and “No sanctuary. Help our vets.” The two sides stayed on their respective sides of the street. There were no physical altercations between the two groups. Pulido’s rally wrapped up after about an hour, which is how long she expected the event to last. “I knew they would be here,” Pulido said of the counter-rally. “That’s fine. That’s what freedom is all about.”)
