They delayed my promotions and never promoted me beyond GS-13. They kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO. The forced me to take a $23,472 (21%) pay cut in today’s dollars to transfer from IRS to GAO in 1980.
