Representing a district southwest of Springfield, McCann is a study in contrasts. He was elected as an outsider and tea party conservative in 2010. He voted against same-sex marriage, against driver’s licenses for undocumented immigrants and remains a strong supporter of gun rights. He sided recently with Rauner to shield gun shops from state licensing and other regulations. Conservative agenda: Check. But on other positions important to conservatives — smaller government and pension reform — he has been a reliable vote for Democrats. You could call him AFSCME’s favorite Republican. “I consider myself a voice for working people,” he told me during his re-election campaign in 2016. “I have never voted to diminish or impair pensions. They viciously demonized, denigrated, and condemned the fact that a) I had worked for IRS for almost 9 years, the last 5 1/2 years at the GS-12 Step 1-5 levels, currently $81,071-$91,880 in today’s dollars, b) I had passed the CPA examination on my first attempt in 1979, c) I had almost completed the requirements for a master’s degree in accounting from DePaul, d) I had earned an MBA from Loyola in 1976, and e) much of what I had done for IRS would be similar to what I would be doing for GAO including interviewing, gathering facts, summarizing facts, analyzing facts, making recommendations, and writing reports.)

GAO and Diersen v. Chicago Car Exchange; g) being married since 1978; h) living in Crete 1948-1972, in University Park 1972-1976, in Chicago 1976-1978, and in DuPage County, Milton Township, and Wheaton since 1978; and i) being baptized, raised, and confirmed as a Missouri Synod Lutheran.
