Endowment spending covers 14 percent of the Christian liberal arts school’s annual budget and helps pay for scholarships, faculty positions — including research — as well as academic programs, facility maintenance and general operations. Financial aid and scholarships represent the biggest piece of Wheaton’s endowment spending, about 38 percent. That amount, $6.8 million, has been growing in both dollars and percentage of endowment spending. The latest round will provide scholarships for about 800 students out of a total student body of 2,650 students. But like Northwestern, Wheaton saw its endowment shrink last year, dropping 5.3 percent, to $388 million. Nevertheless, Wheaton still boosted its financial aid from all sources, including the endowment, by 3.7 percent in 2017 and plans to spend even more next year, investment manager Kenneth Larson said.)

(FROM THE ARTICLE: Patronage hiring, like that on display in the IDOT episode, is illegal as a consequence of a 1990 U.S. Supreme Court decision in Rutan v. Republican Party of Illinois. As a consequence of that decision, the high court banned the practice with the exception of a handful of top policy positions in the upper reaches of the executive departments. Those appointed top management positions are called “Rutan-exempt” while lower-level jobs are labeled “Rutan-covered.” To get around the law, top Quinn officials created Rutan-exempt “staff assistant” positions who did “Rutan-covered” work and filled them with clouted job-seekers. Later, Quinn’s people would transfer the staff assistants into legitimate Rutan-covered positions after conducting phony jobs searches. GAO and Diersen v. Chicago Car Exchange; g) being married since 1978; h) living in Crete 1948-1972, in University Park 1972-1976, in Chicago 1976-1978, and in DuPage County, Milton Township, and Wheaton since 1978; and i) being baptized, raised, and confirmed as a Missouri Synod Lutheran.
