— While I worked for the Democrats who ran GAO 1980-1997, they took the following adverse actions against me, but according to the 7th U.S. Circuit Court of Appeals, they were not adverse actions: a) they force me to take their early retirement “offer” in 1997 when I was 49 years old and they gave my job and my preferred corner office to my Black subordinate, b) they always ranking me in the bottom half of my coworkers for pay for performance purposes, c) they delayed my promotions to GS-11, GS-12, and GS-13 and never promoting me to GS-14, d) they kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and e) they forced me to take a $21,863/year (21%) pay cut in today’s dollars, that is, a downgrade from GS-12 Step 5 to GS-9 Step 10, to transfer from IRS to GAO in 1980. They took the aforesaid adverse actions against me because I complained about patronage, political affiliation discrimination, and age discrimination. Starting in 1988, they took more adverse actions against me because I became an active member in a class action lawsuit that charged them with reverse discrimination, age discrimination, and retaliation.
