Only about 20% of those who take the examination pass it on their first attempt. But because I was conservative, Republican, White, male, non-veteran, Protestant, 100% German American, my ancestors had been in America since 1844, a union member, a Crete resident 1948-1972, a Wheaton resident since 1978, and I had complained about political affiliation discrimination, reverse discrimination, and age discrimination, my Democrat IRS superiors made it clear that they would never promote me to GS-13. Because of that, in 1980, I took a $21,863/year (21%) pay cut in today’s dollars, that is, a downgrade from GS-12 Step 5 to GS-9 Step 10 to transfer to GAO. But my Democrat GAO superiors did not promote me to GS-13 until 1986 and that was after I had completed the requirements for a master’s degree in accounting from DePaul in 1980, passed the Certified Internal Auditor examination on my first attempt in 1981, and became a licensed CPA in 1981.)
