November 9 Morning Edition

CRAIN’S CHICAGO BUSINESS
— The House tax plan benefits everyone – PETER ROSKAM  (DIERSEN: How old are you? I am 69. Do you itemize your deductions? If so, how much were your itemized deductions last year? For the Diersens, they were $30,890 — $13,859 medical and dental expenses, $14,303 real estate and state income taxes, and $2,728 charitable contributions. Last year, my 87-year-old aunt’s medical deductions were $74,050. One should expect that every year that you are older, the higher that your medical expenses will be. What do you say to my critics/opponents, their operatives, and their dupes who demonize, denigrate, and condemn a) old people like me and b) those like my wife and I who itemize our deductions?)
http://www.chicagobusiness.com/article/20171109/OPINION/171109872
(FROM THE ARTICLE: Some have said that this plan would eviscerate the state and local tax deduction. This is simply not true. For Americans who choose to itemize, mortgage interest, property tax deductions and charitable contribution deductions are still available to them. This bill maintains the property tax deduction (up to $10,000), the mortgage interest deduction (for a loan up to $500,000) and the charitable deduction.)
— A stark—and sickening—reminder of how far women still have to go – DESIREE VARGAS WRIGLEY (DIERSEN: Desiree Vargas Wrigley should consider working for the federal government. She would have to take a tremendous pay cut, but sexual harassment would be far less of a problem. All federal employees are required to take lots of sexual harassment training. All during the almost 30 years that I worked for the federal government 1966-1969 and 1971-1997, I saw absolutely no sexual harassment. In the federal government, women are a member of a protected class and they are given lots of preferential treatment. Unlike the federal government’s non-veteran White male employees, its female employees are not subject to its “up-or-out” policy. The federal government wastes the careers of and gets rid of its non-veteran White male employees who do not make GS-13 (currently $94,610) by age 25, GS-14 (currently $111,801) by age 30, GS-15 (currently $131,508) by age 35, and Senior Executive Service (currently $161,900) by age 40.)

— Election losses could snarl GOP’s tax reform push, a top GOP senator says – Mike Debonis, Ed O’Keefe (DIERSEN: How old are you? I am 69. Do you itemize your deductions? Changes made to the House bill since it was released last week have largely benefited corporations at the expense of individuals.)
— ‘Race’ exhibition at Chicago History Museum challenges what we think we know – Steve Johnson (DIERSEN: Who should pay the price of Affirmative Action, Diversity, and Inclusion? My critics/opponents, their operatives, and their dupes have always hinted/implied/argued/shouted a) that instead of me, the Post Office should have hired a minority in 1966, b) that the Post Office should gotten rid of me much sooner than it did so that a minority could have my job, c) that instead of me, IRS should have hired a minority in 1971, d) that instead of me, IRS should have promoted minorities in 1972, 1973, and 1974, e) that instead of me, GAO should have hired a minority in 1980, f) that instead of me, GAO should have promoted a minority in 1986, and g) that GAO should have gotten rid of me much sooner than it did so that a minority could have my job and my preferred corner office.)

QUAD CITIES ONLINE
— In Washington, tale of Robin Hood in reverse – Mark W. Schwiebert (DIERSEN: Who wants a) people who itemize their deductions to pay more federal income tax and b) people who take the standard deduction to pay less federal income tax? I itemized my deductions 1972-1977 and my wife and I have itemized our deductions since 1978. My critics/opponents have always wanted my wife and I to pay more federal income tax. They hint/imply/argue/shout a) that my wife and I were born with silver spoons in our mouths, b) that we have always been privileged, c) that the federal government grossly overpaid me, and d) that my federal pension and health/dental/vision insurance subsidies are too generous. They stress that I avoided the draft and that we gave up trying to have children, we did not adopt, and we did not become foster parents.)

(FROM THE ARTICLE: Among deductions targeted by the GOP are those for state and local taxes – something pretty important to residents of Illinois and Iowa. Likewise, Republican leaders propose repealing deductions for medical expenses including nursing home costs: some of the very expenses likely to go up for working families due to cuts in Medicare and Medicaid.)

CHICAGO CITY WIRE
— ‘Do we have the courage to be reasonable, to be kind?’ Proft describes politics as drying Illinois like a desert – Glenn Minnis (DIERSEN: What would your critics/opponents, their operatives, and their dupes say about you to Proft? Mine would say a) that I paid only $70,932 into the Civil Service Retirement System (CSRS) but the CSRS has already paid me $1,025,596 in today’s dollars, b) that I avoided the draft, c) that the federal government grossly overpaid me, d) that I have been married since 1978, e) that my wife has always had a good job, f) that I have not given Proft any money, g) that some/many might not pay $50/year for his newspapers because they get GOPUSA ILLINOIS emails free each and every morning and evening and without any advertising, h) etc.)
https://chicagocitywire.com/stories/511260887-do-we-have-the-courage-to-be-reasonable-to-be-kind-proft-describes-politics-as-drying-illinois-like-a-desert
(FROM THE ARTICLE: Proft discussed how 85 percent of families in Illinois say the state is on the wrong track and how half of them readily admit they’d rather be somewhere else. “If you think we can have public-sector employees pay $140,000 into the pension system and get $2 million back; if you think we have a revenue problem and not a spending problem; and if you think 32 years of the last 34 of Mike Madigan’s speakership is not a sufficient probationary period, then this speech is for you,” he said. Proft said the inconsistencies in the world of Illinois politics are glaring. “Every politician in both parties says, ‘I’m going to Springfield to provide state services because that’s what a civilized society does,’ but how is it until recently we were 51st out of 50 states, behind the District of Columbia, in providing services to people with developmental, intellectual disabilities,” he said. Adding insult to injury, Proft said a sizable portion of the state’s more than $16 billion in unpaid debt is owed to social services providers. Proft argued that Madigan has been able to control everything as long as he has because Republicans haven’t always fought the way they need to. “The reason Madigan has enjoyed his run is not because he’s genius: It is because the Republican Party is feckless, weak and surrenders,” he said. State poltics has become so divisive that it is tearing apart families, Proft contended. “Millennials are leading the exodus from this state,” he said. “The problem is, for the biggest investment middle-income families make in their lives — their homes — it’s not possible to get a rate of return on. We talk about businesses leaving, people leaving; people are leaving to go to states that keep their promises to families that have a member with developmental disabilities.” To Proft, that’s a clear indication it’s time state leaders change their focus. “We should be having a conversation about keeping our promises,” he said. “Instead of only talking about being No. 1 in job creation, maybe we should focus on being No. 1 in providing services that are a mirror of our humanity. We have become an unkind state, a barbaric state.” Proft sees another jarring example of that in the way Ford Heights, one of the state’s poorest communities, now boasts some of the highest property taxes. “This state is becoming a home equity desert, and it’s forcing people to leave and breaking up families,” he said.)

http://caselaw.findlaw.com/us-7th-circuit/1385001.html) The lawsuit involved the FOA, DOT authority to grant exemptions from the FOA, and the sufficiency of material facts that would make a dealer suspicious of a car’s mileage. On September 16, 1996, I presented oral arguments to Chief Judge Posner and to Circuit Court Judges Coffey and Kanne. On March 31, 1997, the Appellate Court agreed with me and ruled that DOT lacked authority to grant exemptions to the FOA, and that therefore, its exemption for cars over 10 years old was invalid.)
