But those days have gone the way of the Pony Express. Last year, the Wall Street Journal reported that 49% of the population lives in a household where at least one person gets some type of government benefit. The Heritage Foundation’s annual Index of Dependence on Government tracks government spending and creates a weighted score adjusted for inflation of federal programs that contribute to dependency. It reports that in 2010, 67.3 million Americans received either Temporary Assistance for Needy Families, Social Security, support for higher education or other assistance once considered to be the responsibility of individuals, families, neighborhoods, churches, and other civil society institutions – an 8% increase from the year before. These people aren’t necessarily dependent on government; many could live (even live well) without their Social Security check, Pell grant or crop subsidy. That’s not the point. Bowsher Years (COMMENT: Under Bowsher, GAO wasted my career and forced me to take early retirement in 1997 when I was 49 years old. Because of Bowsher, soon after I transferred from IRS to GAO in 1980 when I was 31 years old, the value of the following plummeted: a) my 1981 CPA license, b) my 1981 Certified Internal Auditor certificate, c) my 1980 master’s degree in accounting from DePaul, d) my 1979 CPA certificate, e) my 1976 MBA from Loyola, and f) my 1970 bachelor’s degree from NIU. Further, because of Bowsher, the value of the following plummeted: a) my 1990 Certified Fraud Examiner certificate, b) my 1994 Certified Government Financial Manager certificate, c) my 1996 Certified Financial Services Auditor certificate, and my 1997 Forensic Accountant certificate. Bowsher “favored” GAO employees who had degrees from Ivy League universities; he had earned an MBA from the University of Chicago in 1956. Further, while I passed the CPA examination on my first attempt in 1979, I have not been able to find any record that Bowsher had taken or passed the CPA examination or had any kind of certification or license. Further, while Bowsher was a veteran, I am a draft avoider. Bowsher exempted GAO employees who were veterans from suffering any adverse impacts from the massive downsizing that the agency suffered under him.)
