— After deep staffing cuts, agencies seek mix of hiring and AI tools to rebuild capacity. DD: While I worked for the Democrats who ran GAO 1980-1997, Republicans ever-increasingly cut the agency’s budget in relative terms if not absolute terms every year. In response, the Democrats who ran GAO declared that none of their employees who were young and/or who were veterans would suffer any adverse impacts of those budget cuts. Consequently, because I am not a veteran and because I was 31 years old when I started with GAO, they made me suffer the adverse impacts of those budget cuts. They forced me to take a $23,699 (21%) pay cut in today’s dollars to transfer from IRS in 1980. They delayed my promotions and never promoted me beyond GS-13. They kept me off audits of IRS for all but 3 of the almost 18 years that I worked for them. They always ranked me in the bottom half of my coworkers for pay-for-performance. They forced me to retire when I was 49 years old in 1997. They flushed down their toilets what I had learned a) working for GAO for almost 18 years, the last 11 years of which at the GS-13 Step 1-10 Levels ($118,984-$154,682/year in today’s dollars), b) working for IRS for almost 9 years, the last 5 1/2 years at the GS-12 Step 1-5 Levels ($100,069-$113,402/year in today’s dollars), c) earning three job-related master’s degrees, d) earning six job-related professional certifications, and e) earning a job-related professional license.

I earned a job-related bachelor’s degree, three job-related master’s degrees, six job-related professional certifications, and a job-related professional license. But I did not earn the aforesaid soon enough. I did not earn the master’s degrees until I was 27 (16 courses), 31 (12 courses), and 48 (14 courses). I did not earn the certifications until I was 30, 32, 41, 45, 47, and 48. I did not earn the license until I was 32. By then, I was viewed as being too old. I would have earned the aforesaid sooner if I had more money. I had to earn money to pay for the courses. In today’s dollars, my IRS salary was only $56,409/year when I was 22, only $68,999/year when I was 23, only $83,482/year when I was 24, and only $100,059/year when I was 25. My GAO salary was only $89,703/year when I was 31, only $108,533/year when I was 32, only $118,984/year when I was 38, and only $154,682/years when I was 49. Because of that and because I gave my job duties top priority, I took only one course at a time.
