(FROM THE ARTICLE: For all the Trump team talk about gutting President Barack Obama’s landmark financial law, Chicago’s trading community is wagering that at least part of it will stick: swaps reform. Swaps were a villain in the Great Recession, and Obama’s 2010 Dodd-Frank Wall Street Reform & Consumer Protection Act pushed them from clubby, private bank transactions onto public platforms. There they became a welcome addition to the Chicago trading world. President-elect Donald Trump’s incoming team has vowed to dismantle the law, but Chicago’s trading interests won’t easily give up the companies, products and venues created after Wall Street banks’ grip on the swaps market was loosened. Financial exchanges like CME Group and trading firms such as Citadel have generated tens of millions of dollars in new swaps business, and they’ll be reluctant to let go of the new infrastructure built on Dodd-Frank’s Title VII, which set up a framework for the regulation of swaps markets. “People now are getting used to the standards,” says Brian Liston, co-founder and president of Seed CX, which launched a new Chicago swaps trading platform. “They should really change Title VII slowly if they have to, and ultimately I don’t think they’re going to.” Swaps are financial shorthand for arrangements in which parties agree to swap the risk associated with financial contracts tied to underlying values, like interest rates. In the 2008 financial crisis, those privately negotiated deals in the subprime mortgage market blew up and swamped major institutions with defaults.)
