I transferred from IRS to GAO in 1980. In 1981, Charles Bowsher took over GAO and ran it for the next 15 years. Immediately, the following became worthless because one of Bowsher’s top priorities was to recruit, retain, and promote minority and female Ivy League university graduates who majored in public administration: a) my 1970 NIU bachelor’s degree in management, b) my 1976 Loyola MBA , c) my 1979 CPA certificate, d) my 1980 DePaul master’s degree in accounting, and e) my 1981 Certified Internal Auditor certificate and CPA license. Further, because of Bowsher and because of my bad demographics, GAO viewed the following as being worthless: a) my 1990 Certified Fraud Examiner certificate, b) my 1994 Certified Government Financial Manager certificate, c) my 1996 Certified Financial Services Auditor certificate, d) my 1997 Forensic Accountant certificate, and e) my 1997 IIT master’s degree in financial markets and trading.
