(FROM THE EDITORIAL: We start with a competitive race in the west and northwest suburbs between first-term Democratic congressman Sean Casten and Republican challenger Jeanne Ives, who came close to defeating Gov. Bruce Rauner in the 2018 gubernatorial primary. What we see in the Casten-Ives contest is what we long to see elsewhere in the Chicago area: A strong matchup. Competitive elections force candidates to be more accountable and transparent, and provide voters with the choices they deserve. . .6th Congressional District: Chicago? It’s “de facto bankrupt,” says Republican congressional candidate Jeanne Ives of Wheaton. The future of Illinois’ massive pension debt? “I’m happy to let free-market economics play out and bondholders beware. What we did with Puerto Rico is we basically set up a superstructure and a way for them to come to terms and figure out a haircut,” she says. Her bottom line: “People in Illinois can’t afford the taxes.” Ives is a fiscal and social conservative, and a policy wonk, who effectively speaks the hard truths about government spending. As a member of the Illinois House, she fought unbalanced budgets and unaccountable spending, and wasn’t afraid to take on corruption or one-party rule. Ives is seeking to oust freshman Democratic Rep. Sean Casten of Downers Grove, who took the seat in 2018 from Republican Peter Roskam. Casten says 6th District voters are pragmatic — pro-science and pro-markets — and in step with him. Casten’s top priority is solving global warming, though he doesn’t support the progressive Green New Deal. He wants to expand Obamacare but does not support a single, government provider of health care. Also running is Libertarian Bill Redpath of West Dundee. In this race, we side with Ives because of her sharp focus on government spending and her frank talk. You might not like to hear from the disciplinarian in the room. But Washington could use more hard truth-tellers. Ives is endorsed. . .Fricilone, who has served on the Will County Board for seven years, is a fiscal and social conservative. He says he’ll continue Lipinski’s common-sense approach by joining the bipartisan Problem Solvers Caucus, a group of moderate House members. Fricilone is endorsed.)

Six of the aforesaid pieces had to be folded to fit inside the envelopes provided by the DuPage County Republican Central Committee. The envelopes had on them a) mailing labels provided by the DuPage County Election Division for each individual Republican or Independent voter and b) my return address label.)

Chirico made the not-so-subtle announcement by putting up a Biden/Harris sign in his front yard. Then he photographed it and shared it on social media, saying: “Early voting has started. In my view, the state Democratic party has a serious character and ethics problem AND at the national level, the Republican party has a serious character and ethics problem. I will be voting accordingly.” One of the 745 respondents on Facebook asked: “Do you think this was a smart move as a Republican to put up a Biden sign? Your fellow Republicans in Naperville will remember that [the] next time you are up for reelection.” The mayor made it clear he’s splitting his ticket: “Obviously I’m supporting local Republicans and I hope other republicans who are not happy with the president will do the same.” Cherico was elected mayor in 2015 and re-elected last year. His wife is Julie Chirico, who helps organize fundraisers for the House Republican Organization. Neither returned Playbook’s calls for comment. The Chiricos’ lawn sign is another example of President Donald Trump and the Republican Party’s struggles nationwide to appeal to suburban, moderate voters — the kind of voters who turned on the GOP in the midterms. Naperville, which straddles DuPage and Will counties, has gone from a red town to one that isn’t afraid to vote blue. All three congressional seats that represent portions of the town — the third largest in the state next to Chicago and Aurora — are held by Democrats. Rep. Bill Foster won his 11th District seat in 2012; and Reps. Sean Casten and Lauren Underwood flipped their 6th and 14th seats, respectively in 2018. To be clear, Trump doesn’t really care how Chirico votes, given Illinois isn’t a swing state. But Naperville, a town ranked as “the best city in the country to raise a family,” is the kind of suburb Trump has coveted in this campaign. If we’re reading the tea leaves, we wonder if it’s an indicator of what election night will look like in November.)

— HOW THEY VOTED: 116TH CONGRESS (DIERSEN: Durbin got a 95% rating, Duckworth got a 93% rating, and Casten got a 100% rating. I was a federal employee for almost 30 years and I have been a federal retiree for almost 23 years. Given that, you would think that Illinois Republican U.S. Senators and Illinois Republican U.S. Representatives and Republican candidates for those offices would seek my input on issues that impact federal employees and federal retirees, but they have not. GAO works for Congress. I worked for GAO for almost 18 years, the last 11 years of which at the GS-13 Step 1-10 levels, currently $101,178-$131,532/year. Given that, you would think that the aforesaid elected officials and candidates would seek my input on issues that involve GAO, but they have not. During the last 8 years that I worked for GAO, I worked on audits of federal financial institution regulators. Given that, you would think that the aforesaid elected officials and candidates would seek my input on issues that involve federal financial institution regulators, but they have not. During the last 5 1/2 years that I worked for IRS, I worked at the GS-12 Step 1-5 levels, currently $85,084-$96,431/year. I worked for GAO on audits of IRS for 3 years at the GS-13 Step 1-3 levels currently $101-176-$107,922/year. During almost 6 years that I worked for GAO, I worked on audits of the Railroad Retirement Board, Department of Defense, U.S. Postal Service, Environmental Protection Agency, Department of Energy, Department of Transportation, Immigration and Naturalization Service, General Service Administration, Federal Highway Administration, Department of Labor, Federal Aviation Administration, Veteran Administration, Department of Housing and Urban Development, and Department of Health and Human Services. While I worked for IRS, I passed the CPA examination on my first attempt. While I worked for GAO, I passed the Certified Internal Auditor examination on my first attempt and became a Certified Fraud Examiner, Certified Government Financial Manager, Certified Financial Services Auditor, and Forensic Accountant. Given all of the aforesaid, you would think that the aforesaid elected officials and candidates would seek my input on issues that involve the federal government, and especially issues that involve federal employees, federal retirees, federal financial institution regulators, GAO, and IRS, but they have not. I should write a book about those who demonize, denigrate, and condemn what I know about the federal government, better yet, I should sue them.)

GAO and Diersen v. Chicago Car Exchange; g) being married since 1978; h) living in Crete 1948-1972, in University Park 1972-1976, in Chicago 1976-1978, and in DuPage County, Milton Township, and Wheaton since 1978; and i) being baptized, raised, and confirmed as a Missouri Synod Lutheran.
