— Illinois Faces a Choice on Federal Scholarship Tax Credits. DD: My father never earned more than $50,000/year in today’s dollars. He almost always worked second jobs to pay the family’s bills. He died suddenly when he was 47 and I was 21 in 1969. My mother never worked outside of the home until after he died. They had less money because they sent me to Trinity Lutheran Grade School in Crete 1953-1961 and then Hope Lutheran Grade School in Park Forest 1961-1962 to stay with the Missouri Synod. That conservative Lutheran education put me on track to earn a job-related bachelor’s degree in 1970, job-related master’s degrees in 1976, 1980, and 1997, job-related professional certifications in 1979, 1981, 1990, 1994, 1996, and 1997, and a job-related professional license in 1981. But my GPA suffered because I had to work my way through college. I paid the expenses to earn the aforesaid degrees, certifications, and license with the money I earned doing yard work 1962-1964, delivering newspapers 1962-1966, washing dishes 1964-1966, cleaning golf shoes and chipping slag in 1966, pumping gasoline in 1966, 1971, and 1972, delivering mail 1966-1969, working on an automotive assembly line in 1970, selling tires, automotive services, and major appliances 1970-1971, collecting delinquent federal taxes 1971-1980, and auditing federal agencies 1980-1997.

Many, if not most, if not virtually all of them disapproved of my Protestant religion and my German national origin. But none of my Post Office (1966-1969) and IRS (1971-1980) supervisors and superiors were women. But both my GAO supervisor and her superior were Jewish women during my last 8 years at GAO 1989-1997. They disapproved of my being conservative, Republican, Protestant, German American, a Crete resident 1948-1972, and a Wheaton resident since 1978. To punish me because I had become an active member in a class action lawsuit that charged them with reverse discrimination and age discrimination when I was 40 in 1988, they a) threw me off audits of IRS at the end of 1988, b) gave me a bad job assignment, unfair performance expectations, an unfair performance evaluation, and ranked me at the bottom of my coworkers for pay-for-performance (PFP) in 1989, c) ranked me in the lower half of my coworkers for PFP for the rest of my GAO career, and d) forced me to retire when I was 49 in 1997. They flushed down their toilets my earning job-related professional certifications in 1990, 1994, 1996, and 1997 and my earning a job-related master’s degree in 1997. They attributed all my successes in life to my benefitting from discrimination against those who do not share my demographics. They must make GS-13 ($118,984) by age 25, GS-14 ($140,604) by age 30, GS-15 ($165,386) by age 35, and Senior Executive Service ($197,200) by age 40 or they are out, that is, their careers are wasted and they are forced to retire as soon as they are eligible. Because I did not make GS-12 until I was 25 in 1974, because I did not make GS-13 until I was 38, because I never made GS-14, my Democrat superiors wasted my career and forced to retire when I was 49. My critics/opponents have always used the aforesaid to hint/imply/argue/shout that I am an unmitigated loser, an extremely bad person, and even worse things. Further, they stress that I must be the aforesaid bad things because I failed to make the aforesaid promotion deadlines even though a) I earned a job-related bachelor’s degree when I was 21, b) I earned job-related master’s degrees when I was 27, 31, and 48, c) I earned job-related professional certifications when I was 30, 32, 41, 45, 47, and 48, and d) I earned a job-related professional license when I was 32. My critics/opponent have always known full-well a) that extremely few federal employees make the aforesaid promotion deadlines, b) that while I worked for GAO for almost 18 years, the agency was almost always under Republican-forced promotion freezes, and c) that my Democrat superiors punished me severely because I complained about their political affiliation discrimination, reverse discrimination, and age discrimination and because I became an active member in a class action lawsuit that charged them with the aforesaid when I was 40.
