— Pritzker’s presidential aspirations are growing ever more evident as he inserts himself in the Texas gerrymandering brouhaha – and he’s no longer denying it. He heralded many of the 57 Texas Democrats who fled to stop the state’s congressional maps from being redrawn to benefit Republicans, all the while deflecting the blatancy of Illinois’ gerrymandering and trivializing it as something drawn by “kindergarteners.” Instead of advocating for taking mapmaking power away from state lawmakers, whether in Texas or Illinois, he’s embraced the sin: if he believes Illinois needs to counteract new Texas maps that put more Republicans in Congress, he’s considered making Illinois’ maps even more lopsided to send more Illinois Democrats to oppose President Trump. Democrats controlled the House and Senate in Springfield, while Republican Jim Edgar occupied the governor’s mansion. With legislative redistricting the following year, the Democrats would be unable to send a new map that the governor wouldn’t veto. It was at this point that a nine-person Legislative Redistricting Commission would be established, with four Democrats and four Republicans. The final seat was determined by a coin flip that the GOP won. Many Republicans salivated at the opportunity to redraw the map, especially the 9th congressional district. Represented by 25-term Democratic Congressman Sidney Yates, the district ran along Chicago’s affluent lakefront, including the suburbs of Evanston and Skokie. The seat was regarded as impenetrable by the Republicans. But to the dismay of the GOP, ousting Yates was thwarted by Republican Senate Minority Leader James “Pate” Philip. The veteran politician believed the 9th district must always be winnable by a member of the Jewish community due to its large Jewish constituency. Yates served three more terms.)

This reflects ingroup bias among the higher educated. The rise of populism investigating the processes underlying the choice of political leaders is topical and timely. One reason to expect education-based ingroup bias in voting preferences is that education (and not income) plays an important role in current political conflicts. Populist radical-right parties criticize technocratic elements of modern politics and often appeal to the (less educated) “common man” (sic; Mudde, 2004; Rooduijn, 2014). In general, the less educated are in many countries2 indeed more likely to support these parties and their anti-immigration policies, and this is, demographically speaking, related to their educational level, rather than income or occupation (Rooduijn, 2017; Spruyt et al., 2016). In contrast, others have argued for a more technocratic nature of democracy. For example, some have proposed that the right to vote should depend on political knowledge, effectively excluding many, and mostly, less educated citizens (Bell, 2016; Brennan, 2016).
