Policymakers often look for quick, measurable solutions to complex problems. But the most powerful interventions work over the long term. If we want to confront poverty in a meaningful way, we must reinforce the social and cultural foundations that support stability: strong families, clear norms, disciplined schools, and a culture that values responsibility. These ideas are not novel—but they are neglected. The roots of poverty are not just economic; they are cultural, too. I never would have made GS-13 if the GAO manager who had arranged my transfer a) had not gotten back into power when I was 37, b) had not assigned to audits of IRS when I was 37, c) had not promoted me to GS-13 when I was 38. Because he did that, my Democrat GAO superiors forced him to retire when I was 39.
