I had worked for IRS as a Revenue Officer for 5 years and as a Special Procedures Staff Advisor for 2 years. My salary in today’s dollars was $106,785/year. I had earned an MBA from Loyola in 1976. I had almost completed the requirements for a master’s degree in accounting from DePaul. The message that IRS sent was that IRS does not want employees who share my demographics: conservative, Republican, White, male, non-veteran, Protestant, German American, and have ancestors who have been in America for a long time. The message that IRS sent was that IRS does not want employees like me who oppose patronage, political affiliation discrimination, reverse discrimination, and age discrimination. The message that IRS sent was that IRS can and will use its power to destroy whoever it wants to. Subsequently, IRS was furious when I a) passed the CPA examination on my first attempt in 1979, b) transferred to GAO in 1980, c) passed the Certified Internal Auditor examination on my first attempt in 1981, and d) became a licensed CPA in 1981. GAO audits IRS. Neither the Democrats who ran IRS nor the Democrats who ran GAO wanted me to be assigned to audits of IRS. The forced me to suffer a $22,996 (21%) pay cut in today’s dollars to transfer. They kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO. They delayed my promotions and never promoted me beyond GS-13. They always ranked me in the bottom half of my coworkers for pay-for-performance purposes. They forced me to take their early “offer” in 1997 when I was 49 years old.
