(FROM THE ARTICLE: In Wheaton, Councilman John Prendiville officially launched his campaign as the first mayoral candidate to submit nominating petitions to appear on the April ballot. Prendiville turned in his paperwork at the city clerk’s office when the filing period opened at 8 a.m. in order to claim the first spot on the ballot in the April 2 election. Another longtime council member, Phil Suess, also has announced his bid to succeed Mayor Michael Gresk, who is stepping down after three terms. Prendiville served on the council from 2007 to 2011 and again since 2013 after an unsuccessful run to unseat Gresk as mayor. He is the managing director and senior managing counsel for The Bank of New York Mellon Corporation, a firm that acts as a trustee for municipal bond issues. Prendiville already is touting endorsements from two former mayors, Jim Carr and Gwen Henry. Gresk has said he will not make an endorsement in the race. “I really enjoyed my time on the city council I’d like to keep the city on the track that we’ve been on,” Prendiville said. “We’ve been very fiscally responsible and I think that is the basis for everything we do as a city in terms of providing services and maintaining our infrastructure and I enjoy working with everybody and I think that my ability to work with others is one of the reasons why I’ve gotten the support so far.” Incumbent Suzanne Fitch filed Monday to run for re-election for her at-large council seat. The other at-large seat — held by Prendiville — also is up for grabs. The Wheaton City Council is composed of six representatives and the mayor. Four council members represent the city’s four voting districts, while two members and the mayor are elected at-large. Five residents — Paula Mesch, Bruce Fogerty, Reda Karaliukas, David Diersen (DIERSEN: I pulled a nominating packet for someone else, not for myself.) and Jeremy Parker — have pulled nominating packets from the city clerk’s office but have not yet filed. It’s not yet clear which offices they would seek. The filing period runs until 5 p.m. Nov. 26. If more than four mayoral candidates or if more than eight at-large city council member candidates emerge, a primary will be held Feb. 26 to narrow the field.)

(FROM THE ARTICLE: The midterms generated a blue wave that inundated Illinois. Pritzker romped. Democrats won every state-wide office and defended their extraordinary legislative majorities. Illinois is now one of the bluest of blue states. What happened, and what’s next? It happened for several reasons. First, Illinois is, and has been, trending Democratic. Demographic changes are profound and persistent. ‎In addition, there was a down ballot anti-Trump and anti-Rauner effect. Trump’s biting social and cultural message that perhaps saved Senate seats cost Republicans House seats such as Illinois 6 and 14. Moderate suburban voters abandoned Republicans. The anti-Rauner effect was cumulative but fatal down ballot. His obstreperous budget stance, combined with yielding to Democrats on abortion and sanctuary status, alienated Independents and Republicans, who never returned to the fold. He cooked his own goose. Now that Democrats virtually control Illinois there are no bucks to be passed.‎ Two choices loom. They can claim a mandate for bold new programs, but at great cost. Illinois does not have two nickels to rub together. Or they could proceed modestly, conserving scarce resources for the looming budgetary tidal wave. Democrats will signal modesty and prudence if they consider early on a bill to place Republicans on the Endangered Species List. I am Bob Evans, and that is my perspective.)

(FROM THE ARTICLE: Certain federal positions have mandatory retirement ages associated with them. Those that most of us are aware of are Law Enforcement Officers, Firefighters and Air Traffic Controllers, though there are a few other “special category” employees. Law Enforcement Officers and Firefighters are expected to be “young and vigorous” (yes, that’s what the law says), and Congress has determined that youth and vigor depart at the age of 57. Air Traffic Controllers have a mandatory retirement age of 56. So, unless there is an exception granted by the agency head, individuals in these positions must be off the rolls at the end of the month in which they reach their mandatory age. Exceptions are limited to just a few years.)
