Bruce Rauner and Democrats are out of easy choices and need to consider raising taxes, among other things. A five-year plan to be released Friday by the Civic Federation calls for a strict spending limit that caps growth at 1.7 percent a year, hiking the personal income tax rate from 3.75 percent to 5.25 percent, eliminating Illinois’ tax exemption on retirement income and lowering the sales tax rate from 6.25 percent to 5.5 percent but expanding it to apply to more services. Here, it is worthwhile to pay attention to the facts, as they differ from intuition. According to a 2015 report from the mayor’s office, once a youth in our city has been detained by the Department of Juvenile Justice, there is an 80 percent chance he or she will return to custody within three years. Understandably, small business owners already face enough challenges in trying to succeed, so they therefore can’t take big risks on employees. But, the data shows, hiring former offenders is not the risk many think it is. The American Job Center network, established by the US Department of Labor and the Department of Education, identifies formerly incarcerated youth who are ready to work, have been prescreened, and have received skill and educational assessments, as well as job readiness, soft skills, and vocational training. By giving former offenders employment opportunities, small businesses can offer them a much better alternative to returning to crime. (FROM THE LETTER: Over the past year the media has incessantly promoted the idea that conservatives (and more specifically “Trump supporters”) have been inciting violence and hate across the country. The truth is precisely the opposite. Examining the violent crimes that have taken place in the past year reveals that the Democratic Party is responsible for inciting the violence, and that this pattern of oppression through violence is repeated throughout history as far back as the Civil War. According to the FBI, in 2015 violent crimes were up from 2014 by 3.9 percent, and the murder rate spiked by 10.8 percent. This trend was particularly visible in Chicago, Baltimore, and Washington, cities heavily dominated by Democratic legislatures and strict gun-control laws. These three cities account for more than half of the increase, and the trend continued into 2016. Recall the Occupy Wall Street movement in 2011. These protests were riddled with rape, drugs, public defecation, the desecration of war memorials and the destruction of public and private properties. The Occupy movement supported communist leaders in Chicago and was endorsed by the American Nazi Party and President Obama, who stated, “We are on their side.” The House Democrats, led by Nancy Pelosi, sent out an email urging leaders to sign a petition supporting the growing movement. Violence was also on display in the Ferguson, Missouri, and Baltimore riots, which had the support of Baltimore’s Democratic mayor. But let’s go back even further. The Civil War represented a battle between the pro-slavery Democrats and the anti-slavery Republicans. Southern Democrats so desperately clung to slavery that they fired the first shot near Fort Sumter, choosing war over equal treatment of their fellow man. Following the war, Southern Democrats founded the Ku Klux Klan. To say that every Democrat supports this pattern of violence would be unfair, I know many that are wonderful people. But why would someone choose a party that has been historically oppressive, rather than the party that has promoted liberty and equality through personal responsibility and appropriate legislation?)

GAO had gone to trial, I would have shown the jury many examples in which my Democrat GAO superiors paid my coworkers and subordinates who were minority, female, and/or younger than me and who had less job-related work experience, less job-related education, and/or fewer professional certifications and licenses than I had HIGHER SALARIES THAN GAO PAID ME.)

I base my opinions on what I learned a) working for the federal government for almost 30 years -- Post Office 1966-1969, IRS 1971-1980, and GAO 1980-1997, serving on the Executive Committee of the Association of Government Accountants Chicago Chapter 1983-1996, and being a union member while I worked for the Post Office and IRS; b) earning an MBA from Loyola in 1976, a masters degree in accounting from DePaul in 1980, and a masters degree in financial markets and trading from IIT in 1997; c) passing the CPA examination on my first attempt in 1979 and passing the Certified Internal Auditor examination on my first attempt in 1981; c) serving as a Republican Precinct Committeeman since 1999, the GOPUSA Illinois Editor since 2000, the TAPROOT Republicans of Illinois Chairman 2005-2012, a member of the 2008 Illinois Republican Party (IRP) Platform and Resolutions Committee, a Wheaton Chamber of Commerce Government Affairs Committee member 2003-2011, the Milton Township Republican Central Committee webmaster 2008-2010 and 2000-2004, an Illinois Center Right Coalition Steering Committee member 2003-2007, and an American Association of Political Consultants Midwest Chapter board member 2001-2004; d) attending the 2000, 2004, 2008, 2012, and 2016 IRP State Conventions as a delegate; e) being the subject of a nasty 4-page article in the February 1978 issue of Money Magazine; f) pursing litigation including Diersen v. GAO and Diersen v. Chicago Car Exchange; g) being married since 1978; h) living in Crete 1948-1972, in University Park 1972-1976, in Chicago 1976-1978, and in DuPage County, Milton Township, and Wheaton since 1978; and i) being baptized, raised, and confirmed as a Missouri Synod Lutheran.
