The county’s Finance Department showed the Finance and Budget Committee newly designed timesheets that will be required to report their hours if they plan to continue with the Illinois Municipal Retirement Fund’s (IMRF) pension program. Under the law, newly elected part-time county board members will no longer qualify for taxpayer funded pensions while existing board members will still qualify but must document they worked the required 600 hours a year, according to a law initiated by state Rep. Jack D. Franks (D-Marengo). Rauner signed a bill outlining the changes into law late last month. Kane County board members also serve as commissioners on the Forest Preserve District of Kane County, however, it is a separate governing body that is not addressed in the new law, said John Hoscheit, chairman of the Finance and Budget Committee. The time sheet deals with county board work and must be kept by board members who want to continue participating in the IMRF pension program, he said.)

(FROM THE ARTICLE: A judge has ordered Groupon to turn over workforce and hiring data to the federal agency charged with investigating companies for job discrimination. U.S. District Judge Sara Ellis ruled on Sept. 21 that the Chicago company will need to provide the Equal Employment Opportunity Commission with demographic information on both its workforce and the men and women logged in its job applicant database. The agency is investigating the company for racial discrimination in hiring. Groupon had been fighting an EEOC subpoena for the data, arguing that it was irrelevant, overly broad and burdensome. Ellis dismissed all three objections. “When investigating a charge of race discrimination, EEOC ‘is authorized to consider where the overall conditions in a workplace support’ the allegations,” Ellis wrote. Two-thirds of Groupon’s U.S. workforce is white, according to a company blog post. Court filings say the company has 1,900 employees in Chicago and received 25,000 job applications between Jan. 1, 2014 and the present. A spokesman for Groupon did not immediately return a request for comment. The agency is investigating a claim by Adrian Stratton, who filed a charge of racial discrimination in October 2014, after the company did not hire him for an open position as vice president of merchandising. But the successful pursuit of Groupon’s data makes the case “much more significant than just a single subpoena,” said Linda Friedman, a name partner at Stowell & Friedman in Chicago who represents plaintiffs in discrimination cases. Like Wall Street, racial minorities are underrepresented in the tech industry. The EEOC can use workforce and hiring data to analyze the racial makeup of a company’s workforce compared to the community in which it recruits. The greater the disparity, the greater the likelihood of discrimination. The agency is exercising its power to broadly investigate a company in the name of the public interest, rather than getting bogged down in the specifics of a single individual’s claim. “A lot of people feel the EEOC has been too quiet and too silent,” she said. “So it’s good to see it’s alive and breathing.”)

Tom Cullerton, former Villa Park mayor and a cousin of Senate President John Cullerton, into this seat in 2012. Cullerton has done some things we like. He was lead sponsor of a bill blocked by Republicans to get rid of the unnecessary lieutenant governor’s office. But he doesn’t wander far off his party’s script and should have voted against a budget this spring that was $7 billion out of balance. He voted “present.” Our nod goes to Republican Seth Lewis, an insurance agent from Bartlett, who as a Bartlett Fire Protection District trustee hasn’t been afraid to vote against more spending. He also isn’t afraid to speak against generous pension packages that taxpayers subsidize — including that of his wife, who is a school superintendent. Ouch. We wouldn’t want to be at the dinner table for that discussion.)

He has shown a willingness to work across the aisle and dig into policy, including school funding reform and anti-sex trafficking efforts. His opponent, Democrat Kelly Mazeski of Barrington, is an impressive candidate who has been involved in her local government. She characterizes McConchie as “a one-issue” lobbyist who is too socially conservative for the district. We’re not convinced. McConchie left his job with an anti-abortion organization and has shown he is not a one-issue legislator. Let’s give him a chance. McConchie is endorsed.)

But so far in Springfield, she has stuck to the Democratic playbook, including voting for piecemeal budget bills that expanded government programs but had no real funding attached to them. She also supported a bill at the behest of the state’s largest employee union that was anti-taxpayer. This is a race where taxpayers could say “Enough!” with the budget games. We’re endorsing Republican Mel Thillens of Park Ridge, whose view of government’s role is less, less and less.)

(FROM THE ENDORSEMENT: 38th District: A rematch is underway between Sen. Sue Rezin, R-Morris, and Christine Benson, D-Ottawa. Benson lost to Rezin 46 percent to 54 percent when they faced off in 2012. Benson retired that year as superintendent of Streator Elementary School District 44, which has been struggling with a budget deficit due in part to the state’s inability to make full school payments. But Streator-area voters signaled they are taxed out. They rejected a school referendum to raise property taxes. Rezin would be a stronger advocate for those tax-weary residents. She is a consistent advocate for government consolidation and financial stability. We doubt Benson, who retired with a generous pension and is backed by organized labor, would be as prudent.
