On Monday, state Representative Jeanne Ives called on the entire Republican Party leadership to resign. Then, local Republican leaders Pat Brady and Dan Proft fought in a panel titled “The Future of the Republican Party in Illinois” yesterday, even though Rauner is a sitting governor up for re-election. At one point, Proft sarcastically stated: “Right, but we can expect to unify the party and present an attractive offer when Pat is running around saying John Tillman, Dan Proft, everyone that disagrees with me is a hater, and just dismissing all the policy concerns of the conservative base of the party and telling everyone to get out. I mean, if we’re all unified, Pat, I’m sorry I guess this lunch is dismissed because we have nothing to talk about…We are on our way to super majorities and Republican Governors as far as the eye can see, and anyone who believes that please feel free to leave and get on with your day.” It did not appear that anyone left. “Bruce Rauner’s party cannot even last a day pretending like they’re unified without falling into chaos,” said DGA Illinois Communications Director Sam Salustro. “After 48% of Republicans voted to kick Rauner out, it’s not surprising that the nation’s most vulnerable incumbent is finding it impossible to put his party back together.”)

Preschool in Chicago is typically only free for low-income students. But the tuition-free preschool at Oscar Mayer Elementary School in Lincoln Park almost exclusively serves students who live in a neighborhood of mostly upper-income homes. CPS spends about $700,000 a year on the preschool, according to a report released Wednesday. A comparable private preschool could charge parents as much as $15,000 a year. The Prairie Path Park is in my precinct. I knew the woman and her husband who donated the park to the Wheaton Park District. Since 1984, I have urged Wheaton and the Wheaton Park District to do more to address the park’s flooding and other problems. In 2001, I followed the Wheaton Park District’s Adopt-A-Park procedures and adopted the park. My critics/opponents, their operatives, and their dupes a) continue to stress that I sued Wheaton in 1986 for approving a woefully inadequate storm water drainage plan for its Cove Court subdivision and for letting the subdivision’s developer violate the Illinois Drainage Code, b) continue to call for everyone to continue to punish me for filing that lawsuit, and c) continue to oppose my suggestions to improve the park including my suggestions to improve storm water drainage in the park.)

Gessy Toussaint’s attorney described Wednesday’s verdict against Brigham and Women’s Hospital as “monumental.” The Boston Globe reports that Toussaint also had accused the hospital of racial discrimination, but the jury didn’t find proof of that claim. (FROM THE ARTICLE: Bob Winchester, central committeeman of the Illinois Republican Party since 1992, claims in U.S. district court that the party rigged an election against him. His lawyer, Stephen Boulton of Chicago, alleges that the party improperly favored State Sen. Chapin Rose of Champaign for committeeman in an election on April 18. According to Boulton’s complaint, irregularities occurred at county conventions across the 15th Congressional district. He wrote that irregularities changed the vote “from the true result, a majority in favor of Winchester, to a false result, an alleged majority in favor of Rose.” In an interview on May 21, Boulton said that he had “a number” of affidavits from Madison County which demonstrate that Bob Winchester won the election. Last month, the Record reported that precinct committee men and women in Madison County chose Winchester over Rose by a margin of approximately 60 to 40 percent, and then as a sign of unity voted by acclamation to place 100 percent of the county’s vote in favor of Winchester. Winchester filed the suit in Hardin County, against state central committee members and State Board of Elections members who certified Rose’s election. The party removed the action to federal court on May 18. Boulton’s complaint described a county convention where, “only Rose was presented as a candidate for whom votes could be cast.” “Rose alone was nominated, and by the chairman of the convention,” the complaint states. He wrote that the chairman reported a unanimous vote for Rose to party staff. Boulton said it happened in Fayette County, where Randy Pollard serves as county GOP chairman. “It was over in 45 seconds,” Boulton said. “No understood what happened.” In the complaint, he wrote that several county chairmen reported incorrect results to staff, favoring Rose and that county chairmen and staff acted as agents of the state party. He wrote that the party, through staff, participated in the election by recruiting candidates and directing candidates to withdraw. He wrote that staff opposed Winchester due to “a strong likelihood of losing their positions if the present chairman is not re-elected.” The central committee re-elected its chairman, Tim Schneider, on May 19. Boulton said the committee seated Rose over an objection. “We expected that,” he said. “If Winchester was sitting there rather than Rose, the outcome might have been different.” The court clerk assigned the action to District Judge Staci Yandle.)

(FROM THE ARTICLE: A Fayette County Precinct committeeman said he was “confused” by a “nomination process” in April that somehow led to a win for state Sen. Chapin Rose (R-Mahomet) over Robert Winchester, the longtime incumbent in the race for Republican State Central Committeeman in the 15th Congressional District, according to an affidavit obtained by Prairie State Wire. “After this sequence of rapid nomination and voice vote on closing nominations, which in my best estimate took much less than a minute, I turned to a colleague and asked, ‘What just happened?’,” Fayette County Precinct Committeeman Glen Mills said in the affidavit filed with the Illinois Board of Elections. Mills, a Brownstown resident, said in his affidavit that he “later learned” Randy Pollard, Rauner’s downstate director who acted as chair during the convention when the election took place, “reported the vote for Fayette County as unanimous in favor of Chapin Rose.” Mills claims in his affidavit that draft minutes from the convention back up his own memories about how Rose came to win the seat on the Republican State Central Committee that had been held by Winchester since 1992. “The only word I can use to describe the election proceeding on a subjective level is that the election of Mr. Rose was intentionally ‘railroaded’ through the convention at high speed while this precinct committeeman (Mills) was confused by the process,” Mills said in his affidavit. “I do not believe I was given a fair chance to vote for Mr. Winchester in the election for State Central Committeeman for the 15th District conducted on April 18, 2018, or even the opportunity to vote ‘present’ or otherwise not have my precinct’s weighted vote be counted for Mr. Rose.” In April, sources informed Prairie State Wire that Winchester had retained counsel to launch a challenge to voting procedures in his Republican State Central Committee re-election bid. Rose, an assistant Republican caucus leader, has represented the 51st district since 2013, having previously been a member of the state House for about a decade. The Illinois state Senate’s 51st District encompasses all of Dewitt, Piatt, Moultrie, Douglas and Shelby counties and parts of McLean, Champaign, Vermilion, Edgar and Macon counties. Sources told Prairie State Wire in April that the state GOP had run Rose against the incumbent Winchester to punish Winchester for backing Rep. Jeanne Ives (R-Wheaton) in her strong but unsuccessful March primary bid against Gov. Bruce Rauner. Earlier this month, Winchester’s attorney, Steve Boulton of Peraica & Associates in Chicago, said in a letter to state GOP General Counsel John Fogarty that the race results had been determined by a “group of unelected and merely appointed staff members” with “personal and financial interests” in the re-election of current state GOP Chairman Tim Schneider. “The procedure may have well have been employed before, but it is not properly authorized and stands in contravention of the plain language of the Election Code,” Boulton wrote in his letter. “Repetition of an unlawful practice does not make it legal. If such were true bank robbery would be legal today.” In his complaint filed in federal court, Winchester alleged the Illinois Republican party rigged the April 18 election against him. In an interview published this week in the Madison-St. Clair Record, Boulton claimed to have “a number” of affidavits that prove Winchester actually won the election. A source told the Prairie State Wire that Winchester was not even mentioned as an option by Pollard and that he’d called for a voice vote during the April 18 election. “Pollard asked for a voice vote by acclamation for Chapin (Rose) and just moved on,” a source said. “He didn’t even mention Winchester was a candidate, much less the incumbent.” Mills, in his affidavit, described what happened as slightly different from what the source described. I did not know what the nominations were for, or what purpose they served, given that the candidates had just been announced.” Pollard then nominated Rose, who “received an immediate second,” the affidavit said. “I remained confused by this procedure, since the candidates were already announced by Mr. Pollard and I was trying to grasp why a nomination process was being conducted at all. In very short order, a voice vote to close nominations occurred, and Mr. Pollard declared the election over. I do not recall any actual vote for Mr. Chapin (Rose) at all.” Mills said in his affidavit that he reviewed draft minutes from the convention, a copy of which was attached to his affidavit, and found they “comport with my recollection that no election vote was actually taken.” “Further, the minutes reflect that Mr. Pollard nominated Mr. Rose only after asking for nominations three times,” the affidavit said. “This comports with my recollection that the actual sequence of from [sic] nomination of Mr. Rose to closing of nominations was very quick.” Pollard, Mills and Rose did not immediately respond to Prairie State Wire requests for comment.)

Bob Winchester, a former state representative from Rosiclare, had been the longest-serving member of the Republican State Central Committee, serving since 1992. Winchester is an opponent of Rauner and party Chairman Tim Schneider, and he was challenged for re-election by state Sen. Chapin Rose of Mahomet. The State Board of Elections certified Rose as the winner at a special May 10 meeting and said it didn’t have the authority to investigate what Winchester alleges were misdeeds that made Rose the victor to represent the 15th Congressional District GOP. Winchester’s attorney, Stephen Boulton, said he filed suit a week ago in Downstate Hardin County to try to stop Rose from being seated, but his office said the case was not electronically recorded as being filed until late last week, too late to prevent Rose from being seated. The lawsuit contends both the state GOP and the State Board of Elections violated Winchester’s federally constitutionally protected due process rights and that county vote totals were changed to a “false result” in favor of Rose. Every four years after the 18 members of the state central committee are picked around the state, that committee convenes to choose the state party chairman. Apart from some minor deckchair rearranging on Saturday, the status-quo prevailed. Governor Bruce Rauner’s hand-picked state party chairman Tim Schneider was unanimously rewarded with another 4-year term as chair by the state central committee. Schneider must have looked around the room and saw no Chicago press amongst the small choir of Republicans, because near the end of the meeting he actually had a few kind words for President Trump. The local Springfield paper was the only outlet I saw which reported his short remarks on that score. This is noteworthy because I live in Cook County, same as Schneider, and not once have I ever heard Schneider stand-up for our President in Chicago media. Schneider has a unique platform as party chairman. If he had the desire, he could easily get in Chicago radio, television, and newspaper coverage pretty much any time he chose, just by virtue of the big title he holds. And you won’t be surprised to hear that our President gets hammered constantly on Chicago radio and television, and in the two daily newspapers which are both viciously anti-Trump. But safely ensconced in a room with only Republicans, 200 miles away from Chicago, Chairman Schneider managed to voice exactly one sentence in support of our President. We’re all supposed to rejoice. Preaching to the choir at a small GOP meeting is easy. Taking the message to the unconverted is not so easy, but that’s the duty you sign-on for if you say you want a party title.)

The factual error was bad enough, but it also has led to suspicions of biased coverage and “gotcha journalism” over fairness. What appeared to be a tantalizing news lead came out of a meeting Cox had with the U-T editorial board April 23. (FROM THE ARTICLE: The 2018 Retirement Confidence Survey (“RCS,” a joint venture between the nonpartisan Employee Benefit Research Institute and research firm Greenwald & Associates) is out, and about two-thirds of Americans feel confident or at least somewhat confident in their ability to retire comfortably. Yet nearly the same share say that preparing for retirement makes them feel stressed. You may think that these feelings arise because so many have saved very little. That was when a speaker from the Chicago Fed proposed levying, across the state and in addition to current property taxes, a special property assessment they estimate would be about 1% of actual property value each year for 30 years. Evidently, that wasn’t reality-shock enough. This week the Chicago Fed published that proposal formally. It’s linked here. It surely ranks among the most blatantly inhumane and foolish ideas we’ve seen yet. Homeowners with houses worth $250,000 would pay an additional $2,500 per year in property taxes, those with homes worth $500,000 would pay an additional $5,000, and those with homes worth $1 million would pay an additional $10,000. Is the Chicago Fed blind to human consequences? Confiscatory property tax rates have already robbed hundreds of thousands, maybe millions, of Illinois families of their home equity — probably the lion’s share of whatever wealth they had. Property taxes in many Illinois communities already exceed 3%, 4% and even 5% of home values. Across Illinois, the average is a sky-high 2.67 percent, the highest in the nation.)

In a memo to chief human capital officers, OPM Director Jeff Pon implemented a new provision of the 2017 National Defense Authorization Act requiring agencies to make a “permanent notation” on the personnel file of someone who leaves his or her job while an investigation into the employee is ongoing. ProPublica estimates that in the past five years alone, IBM has eliminated more than 20,000 American employees ages 40 and over, about 60 percent of its estimated total U.S. job cuts during those years. In making these cuts, IBM has flouted or outflanked U.S. laws and regulations intended to protect later-career workers from age discrimination, according to a ProPublica review of internal company documents, legal filings and public records, as well as information provided via interviews and questionnaires filled out by more than 1,000 former IBM employees. The entire report is distressing and makes for very sobering reading. Documents the ProPublica reporters obtained describe internal decisions to replace older Boomer-aged workers with younger ones viewed as better able to meet the company’s agenda, all while using gambits to reduce their risk of age-discrimination lawsuits. At the same time, readers who have watched the history of retirement plans will recall that IBM was a pioneer in the move away from traditional pension plans. In 1999, the company froze accruals in its traditional pension plan and moved to a cash balance pension plan for new accruals (that is, a hybrid plan which functions like a 401(k) plan with semi-guaranteed returns), in 2005, it switched to a 401(k) plan for new employees, and in 2008 it froze its cash balance and moved all employees to a 401(k) plan for all future accruals.)

That is, dying in a way that gives back to others, whether that’s giving your possessions to charity or making your life’s accomplishments an example of what hard work and determination can earn. However, there’s one way we can all give back in death: ourselves. No, not in a metaphorical sense. Our bodies are rich in carbon, bacteria and other stuff that naturally decomposes into the environment with relative ease. That being said, it seems odd that to this day burial seems to be the preferred route of putting a loved one to eternal rest. Burial of an entire body in a metal and plastic coffin seems so off-putting and gaudy, not to mention contrary to the natural process of decomposition. While there are certain religious justifications, nonethe­less the modern practice of burial is environmen­tally unfriendly and creates a future environmen­tal crisis. Graveyards alone contain hundreds if not thousands of bodies, both subterranean and in mausoleums. With a large elderly and baby boom­er population beginning to die off, many of these locations will be hard pressed to make room for more. The process, money and storage it takes to put the deceased in their own plot of land or on a marble shelf makes no sense. Furthermore, the resources that go into buri­als aren’t necessarily friendly to the earth. Since most coffins are made of plastic and varying metal alloys, they aren’t really known for their ability to break down. While the idea of being able to visit a loved one’s final resting place can be therapeutic or provide emotional closure, this practice is as wasteful as it is impractical.)

In my defense, I worked for federal government for almost 30 years – almost 3 years for the Post Office 1966-1969, almost 9 years for IRS 1971-1980, and almost 18 years for GAO 1980-1997. In today’s dollars, my ending GS-13 Step 10 GAO salary was $125,325. My $51,864/year CSRS pension is $6,224/year less because my Democrat GAO superiors succeeded in forcing me to take their early retirement “offer” in 1997 and suffer a 12% early retirement penalty (2% X 6 years). Of course, my CSRS pension would be much higher if my Democrat superiors in the federal government had not wasted my career and forced me to take their early retirement “offer” in 1997 when I was 49 years old. If the Democrats who run the federal government had promoted me into their Senior Executive Service, my CSRS pension would be $131,360/year (80% of $164,200/year.)
