(FROM THE ARTICLE: America doesn’t suffer from “systemic racism.” America suffers from systemic irresponsibility. A lack of responsibility aided and abetted by therapeutic, leftist government. The Heritage Foundation’s multimaedia news organization, The Daily Signal, recently analyzed a report from the Joint Economic Committee of Congress titled “The Demise of the Happy Two-Parent Home.” The numbers are shocking and prove individual decisions determine one’s outcome in life. Not “systemic racism” or some other personal responsibility solvent. The foundation that individual decisions are based on is cultural values and that is where the problems begin. As values erode or are trashed by the prevailing secular culture, the result ripples dangerously through the population. “The report exhaustively presents data showing the shocking collapse of marriage and traditional family in America and then explores possible explanations for why it has happened. “In 1962, 71% of women ages 15-44 were married. “By 2019, this was down to 42%. In 1962, 5% of women ages 30-34 had never been married. By 2019, this was up to 35%. And the percentage of births to unmarried women has risen from 5% in 1960 to 40% in 2018.” The demographic breakdown of those ominous figures explains much of what is ailing and attempting to destroy our nation today. The Center for Equal Opportunity reports, “Late last year, the final data for 2018 were published . . . For all racial and ethnic groups combined, 39.6% of births in the United States were out-of-wedlock. For blacks, the number is 69.4%; for American Indians/Alaska Natives, 68.2% (Native Hawaiians/Other Pacific Islanders were at 50.4%); for Hispanics, 51.8%; for whites, 28.2%; and for Asian Americans, a paltry 11.7%.” Those figures alone explain the different economic outcomes among demographic groups in the USA. Not “systemic racism” or “white privilege.” Two–parent privilege is the most important factor in a young child’s life. Yet big government encourages irresponsible lifestyles by subsidizing dysfunction. The Daily Signal again, “The report examines several possible factors, a major one being the dramatic growth in the welfare state supporting female heads of household. According to the report, ‘The value of the safety net for single-mother families is 133% higher today than in 1940, and 56% higher than in 1960.'” That is the government undermining personal values at the expense of those children’s and the nation’s future. The three keys to success are simple and the formula was offered by a scholar with the leftist Brookings Institution named Ron Haskins: “American adults who follow three rules— finish high school; get a full-time job; and wait until at least age 21 to get married and have children — have a 2% chance of being poor and a 75% chance of being a middle-class wage earner.” Proving it’s not the system blocking progress for minorities in the United States. (FROM THE ARTICLE: During the Lager Beer Riot of 1855, Chicago’s leaders also tried to use downtown bridge access to stymie dissent. This took place in the aftermath of an epidemic, after public health concerns shook up the city’s politics, when an aggrieved minority that had been discriminated against and targeted by police refused to take any more abuse. The conflict asked fundamental questions about the structure and function of law enforcement, kicked off a wave of police reform, and tested the city’s commitment to multi-ethnic diversity. If you don’t count the violence against Indigenous communities associated with Chicago’s founding, it stands as the young city’s first wide-scale organized civil unrest. As detailed in The Great Chicago Beer Riot: How Lager Struck a Blow for Liberty, an exhaustive 2015 account by John F. Hogan and Judy Brady, the incident was born of tensions between the native-born Protestant Chicagoans who founded the city and newer German and Irish immigrants. From 1850 to 1860, the population swelled from 30,000 to 112,000; nearly 40% of the city was German or Irish. Native-born locals viewed the newcomers with suspicion: The Germans were widely seen as subversive foreigners, the Irish as a distant species of subhuman. The conservative Chicago Tribune towed the nativist line: “Who does not know that the most depraved, debased, worthless and irredeemable drunkards and sots which curse the community are Irish Catholics?” the paper asked its readers in 1855. The Trib had an ally in Mayor Levi Boone, a pro-slavery, anti-immigrant, anti-Catholic member of the Know-Nothing shadow party that emerged from the declining Whigs. A doctor (and great-nephew of Daniel Boone), he was also staunchly-pro temperance, and rose to prominence as Chicago’s chief health officer, guiding the city through waves of cholera. Per his commitment to teetotaling, Boone and the city council raised liquor license fees up from $50 per year to $300 for three months — directly targeting the beer halls and saloons of the Irish and Germans. Police began enforcing Sunday closing laws that had been on the books since 1843 but were routinely ignored. Hotels and bars owned by native-born were rarely disturbed, according to the Chicago Public Library. Boone also barred Germans and Irish immigrants from the police force and other municipal posts, and purged these ethnicities from these positions if they were already there. He announced the closings on Saturday, March 17: St. Patrick’s Day. Hundreds of bar owners and staff were arrested for refusing to pay the new fees or for staying open on Sunday. These saloons operated much like social clubs and community centers for new Americans. They were a centerpiece of the “continental Sunday” for Germans and Catholics — one day off of work a week to attend church and then file into the beer garden or set out a picnic with friends and family as the drinks flowed, says Dominic Pacyga, historian and professor emeritus at Columbia College in Chicago. This was anathema to the Protestant native-born. “What you were supposed to do on a Sunday was sit at home, drink lemonade, and talk about the Bible,” Pacyga says. German lager represented the foreign and unfamiliar to U.S.-born Chicagoans, but to immigrants it was a beloved signifier of culture and identity. The riot to come was named in its honor. Inside the courthouse at Randolph and Clark Street, both factions agreed to try one test case of the arrested barkeeps, and let that precedent stand for all. The trial was scheduled for April 21. That day, Germans residents crossed the Clark Street Bridge — a brand-new 30-foot-wide structure that spanned the Chicago River on a swivel pivot, allowing masted boat traffic to pass — and swarmed the courtroom, where they were ejected by police. Mayor Boone used this reprieve to supplement police with “some 150 special officers recruited and deputized from nearby stores and warehouses,” according to Hogan and Brady. But by late afternoon, 500 people — mostly German, with some Irish — had gathered north of the bridge, determined to overwhelm the courthouse. They advanced south, with fifes and drums up front, and muskets, pistols and meat cleavers throughout. The mass broke into two groups. The first crossed the bridge, but a second, larger throng was cut off when the bridge tender swung the pivot bridge out, stranding them on the street, and giving police more time to amass. Bafflingly, Boone commanded that the bridge be reconnected to the street, which handed the crowd their own opportunity to reinforce. When the melee began, rioters shouted, “Pick out the stars! Shoot the police!” to help single out police officers, who had stars clipped to shirt collars — the only defining mark that identified the uniform-less force. The chaos resulted in 60 arrests, 19 injuries, and somehow only one death: Peter Martens, who shot a policeman (nonfatally) and was killed by police while attempting to run away. Eventually, police and local militias dispersed the crowd, and the mayor placed the city under martial law. A host of reforms came in the wake of the riot. The police force was professionalized and expanded after 1855 — despite political resistance from North Side aldermen, who had sizable German populations in their wards. North Side leaders feared that a formalized police force would be more like an occupying army, sent from nativist neighborhoods into their own to enforce a very specific vision of social order. “To them, as well as their constituents, the police represented a repressive institution, a tool of the Puritan elite to keep working people from enjoying life as they saw fit,” wrote Hogan and Brady. The city also reduced liquor fees and abandoned the Sunday closure policies. And a wider political backlash brought Thomas Dyer — a Democrat with German and Irish support — to the mayor’s office. “It’s really the beginning in many ways of ethnic voting patterns in Chicago,” says Pacyga. The conflict also helped break apart the old Yankee hegemony that had ruled the city from its earliest history.)

Biden has just raised the stakes of the 2020 election and relinquished his claim to being a “safe pick.” Not in our lifetimes has a nominee’s running mate been so consequential. His choice matters, not only because he is very old and clearly in decline but also because he is running to be a placeholder president. Biden was nominated not for his virtues but for his lack of the politically deadly vices that beset his opponents in this year’s primary. It is shocking that he would pick such a divisive No. 2, whose unpopularity outside the core Democratic base is abundantly evident. Harris collapsed in the presidential polls almost the moment she stepped into the spotlight. Despite being amply funded, she went from tied for second place at 15% in mid-July 2019 to low single digits by September. Harris’ favorability is underwater among independents, with 33% unfavorable to 25% favorable, and during her presidential run, she was never above water. Harris is not the pick Biden would make if he were trying to maximize his chances of winning the election. This is baffling if you believe, as the cable networks and graying old editorial pages have screamed, that getting rid of President Donald Trump is of utmost importance for the survival of the republic. No, you pick Harris if you are beholden to your party’s woke culture warriors. The left has largely won the culture war, securing gay marriage, saving Roe v. Wade, and normalizing transgender ideology. Now, they want to punish dissenters. This is Harris’ area of expertise. You can call it “cancel culture,” but that term is too benign. She is not a mere demagogue. She is a demagogue who will use the power of the government to punish “the other side.” She is a dead-on prosecutor, ”her mentor Willie Brown wrote,” and when she goes into that mode, watch out. She is out for blood.” As California attorney general, Harris prosecuted and persecuted pro-life undercover filmmaker David Daleiden for his work exposing Planned Parenthood’s trade in fetal remains. She seized his recordings while pursuing the abortion lobby’s endorsement for Senate. She was also the first prosecutor to use California’s eavesdropping laws against a journalist, all after secret consultations with the abortion provider. The government should treat pro-lifers like segregationists, Harris has argued publicly. A clear majority of the public, about 70%, believe there should be restrictions on abortion, but Harris wants to treat states that pass restrictions as if they are acting outside the bounds of democratic legitimacy. She’s called the Knights of Columbus “extremist.” She will attack “the bad guys” on the flimsiest grounds. Recall her bizarre line of questioning about the “Kasowitz law firm” during Brett Kavanaugh’s confirmation hearings. When Kavanaugh looked confused by the questions, Kamala’s cheerleaders in the media credited her with a beautiful “prosecutorial beatdown.” It turns out there was nothing there but innuendo — empty badgering to make a political opponent look bad is just what an abusive prosecutor does in front of a jury. It’s her style. Harris’ presidential campaign was focused on dividing the country. Gun owners, pro-lifers, home-schoolers, and traditional religions will have reason to fear persecution in an administration where Harris has sway. We know she will have sway because the culture-war wing calls the tune in Biden’s Democratic Party. Biden will probably continue to talk about reuniting a country divided by Trump’s presidency. But as of today, nobody should believe it.)

If an agency decides it wants to hire only people with Bachelor’s degrees, but the job does not require a degree and the agency has no proof that a degree leads to higher performance, the agency is discriminating against people who lack a particular credential that is not needed for the job. When we look at this chart of census data on education and race, it becomes apparent that a degree requirement that is not valid is likely to make more white and Asian people eligible for the job, and fewer Black and Hispanic people eligible. Was the intent to be racist? Probably not, but the intent does not erase the racially biased outcome of the decision. There are other education-related practices that can result in racial disparities. For example, I have worked with many senior executives who like to recruit at particular schools (often their alma mater). Depending on the racial makeup of the school, the result can be racial disparity. Again, those are generally not cases where the person making the recruiting decision intends to discriminate based on race, but that is still the outcome. Racism also exists in performance ratings. . .Another good example of racism is in discipline and adverse actions. . .Agencies often rely on years of experience for hiring and promotion decisions. . .The hiring process itself is cloaked in the language of merit, yet it is remarkably subjective.)
