POLITICO ILLINOIS
— George P. Bush, the son of Jeb Bush, headlined the holiday luncheon hosted by Illinois Republican leaders and supporters, including Richard Porter, Jay Bergman, Sanford “Sandy” Perl and Kim Godden. Bush talked immigration, politics and baseball. He said even though his family has spoken out against Republican Donald Trump, he’d be supporting him in 2020. Part of the program included a word association game that equated Texas with opportunity and Illinois with, well, none. (Seems harsh.) Spotted in the crowd at the estate of Gene and Georgetti in Rosemont were business leaders Ty Fahner and Bill Kunkler, state House Minority Leader Jim Durkin, former Congressmen Peter Roskam and Bob Dold, Bolingbrook Mayor Roger Claar, Rosemont Mayor and state Rep. Brad Stephens, former state Comptroller Leslie Munger, Kane County State’s Attorney Joe McMahon, political fundraiser Lisa Wagner, political consultant Thom Serafin and public affairs consultant Brian Bernadoni. – Shia Kapos

NATIONAL REVIEW
— Rand Paul vs. Google and Facebook – JOHN MCCORMACK
https://www.nationalreview.com/2019/12/rand-paul-backs-bill-letting-newspapers-negotiate-better-deals-with-google-facebook/
(FROM THE ARTICLE: The Kentucky senator backs antitrust exemption letting newspapers negotiate better terms from the tech giants. Kentucky senator Rand Paul is signing on to a bill attempting to help a struggling industry, print and digital news organizations, by giving them more power to negotiate the terms under which Google and Facebook may distribute their content. Current antitrust law forbids news organizations from banding together to negotiate terms of distribution and advertising rates, but the Journalism Competition and Preservation Act would provide a four-year exemption to existing antitrust laws for “news content creators” to collectively negotiate with “online content distributors” that have at least one billion active users each month (i.e., Google and Facebook). “Government threatens the viability of trusted news sources through old and outdated restrictions on the ability of those sources to survive in an evolving media environment,” Paul said in a written statement Monday to National Review. “We need to get government out of the way, which is why in addition to cosponsoring the Journalism Competition and Preservation Act of 2019, I will also be introducing legislation to free broadcast media from the chains that restrict their ability to better serve their customers.”)

— DoD Bill Returns Focus to Probationary Period Issue (DIERSEN: My Democrat GAO superiors, supervisors, coworkers, and subordinates were furious that when I transferred from IRS to GAO in 1980 when I was 31 years old, because I had been under a probationary period at IRS, I was not under a probationary period at GAO. Nevertheless, they did everything that they could to get rid of me. GAO audits IRS. They kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO. They gave me unfair performance expectations and unfair performance appraisals. They assigned me to work for, to work with, and to supervise the office’s most problematic employees. And even worse things. In my defense, I completed the requirements for a master’s degree in accounting from DePaul in 1980, passed the Certified Internal Auditor examination on my first attempt in 1981, became a licensed CPA in 1981, a Certified Fraud Examiner in 1990, a Certified Government Financial Manager in 1994, a Certified Financial Services Auditor in 1996, and a Forensic Accountant in 1997. In addition, I completed the requirements for a master’s degree in financial markets and trading from IIT in 1997.)

— How to spot microaggressions at work – Lydia Smith (DIERSEN: Microaggressions are bad, but adverse actions are worse. My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take a $19,568 (21%) pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974. COLUMBIA JOURNALISM REVIEW
— The Fact-Check Industry Has our investment in debunking worked? – Emily Bell (DIERSEN: What qualifications do my critics/opponents, their operatives, and their dupes have to be fact checkers? While I worked for GAO 1980-1997, the last 11 years of which at GS-13 Step 1-10 levels, currently $98,198-$127,654, I increasingly worked as a referencer, that is, as a fact checker. That work required assuring the accuracy and support for each and every word, number, table, graph, chart, conclusion, opinion, and recommendation in GAO reports. I worked for IRS 1971-1980, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $82,279-$93,592. (FROM THE ARTICLE: The report recommends Congress significantly ramp up its technical expertise on committees, and at support agencies like the Government Accountability Office and the Congressional Research Service. A recent study by Harvard’s Belfer Center came to a similar conclusion, finding that “Congress has not shown that it has the necessary capacity and expertise to fully exercise its constitutional duties … (and) has appeared unprepared to reckon with emerging technologies and their effects on society.” . . . There have also been efforts within GAO to bolster its science and technology capabilities, leading to the creation of the Science, Technology Assessment, and Analytics team, as well as a new Center for Strategic Foresight. Restoring Congress’ foresight and analytical capabilities would be an important step toward reestablishing the institution’s place as the “first branch.” Both GAO and OTA were designed to serve the major policy priorities of committees, and thus offer a high return on investment per dollar spent for taxpayers. Nonetheless, it’s not the only upgrade needed.)

(FROM THE ARTICLE: In the present era, national politics are shaped by winning intra-party primary elections, which are largely captured by activists at polar extremes. The great swath of us in the middle are marginalized, having little impact on who become candidates. I propose a nationwide competition — with big prizes — among teams at our business school MBA programs, to develop the best “business plan” for creation and implementation of a new, competitive political party.)

NASDAQ
— Why 60% Qualified Is Enough, According to a Recruiter (DIERSEN: GAO audits IRS. In 1980, when I was 31 years old, according to the Democrats who ran GAO, I was NOT qualified to transfer in from IRS as a GS-12 Step 5, currently $93,592/year. They insisted that I accept a downgrade to GS-9 Step 10, currently $74,024/year, a pay cut of $19,568/year (21%) in today’s dollars. They never would have done that if I had been a Democrat, minority, female, or veteran. I had passed the CPA examination on my first attempt in 1979. I had almost completed the requirements for a master’s degree in accounting from DePaul. I had earned an MBA from Loyola in 1976. I had worked for IRS for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $82,579-$93,592/year. I had earned a bachelor’s degree in management from NIU in 1970. Much of what I did for IRS was very similar to what I would be doing for GAO including interviewing, gathering data, summarizing data, analyzing data, report writing, and making recommendations.)

(FROM THE ARTICLE: If you’re a woman who has ever embarked on a job search, you may have heard the buzz: Women and men tend to approach job searching differently. In 2013, HP released a report stating women usually apply for jobs only if they meet 100% of the requirements. In many cases, women view a job description as a list of skills and qualifications they should already have instead of skills they can develop as they learn the job. Men, on the other hand, usually apply if they meet 60% of the requirements. While this statistic certainly does not apply to all job seekers, it does resonate with many women in the workforce.)

— Onboarding: What HR professionals need to know Onboarding is an essential but commonly overlooked component of an organization’s success – Geraldine Grones (DIERSEN: I should write a book about my first 2 year working for GAO in 1980 and 1981. My Democrat superiors, supervisors, and coworkers did everything that they could to get me to go back to IRS, and failing that, to destroy any possibility that I would ever get promoted. In my defense, I completed the requirements for a master’s degree in accounting from DePaul in 1980. I passed the Certified Internal Auditor’s examination on my first attempt in 1981 and became a licensed CPA in 1981.)

(FROM THE ARTICLE: Sponsored by Demand Justice, the ads target a half dozen prominent firms that sponsored the dinner, such as Kirkland & Ellis, where Kavanaugh served as a partner, as well as Sullivan & Cromwell, WilmerHale and Consovoy McCarthy, where a senior partner was recently confirmed as a federal appellate judge. The bare-knuckle ads are a rarity in the city’s genteel legal world and an example of the increasing toxicity of the political debate over Trump’s judicial nominees. Demand Justice says the ads are the beginning of a sustained campaign “to hold accountable” people who help the Federalist Society “rehabilitate a sexual predator and attack the rule of law.’’ The Federalist Society declined to comment. Carrie Severino, a longtime Federalist Society member and policy director of the conservative Judicial Crisis Network, called criticism by Demand Justice and other liberal groups a badge of honor. The Federalist group “is a successful network of conservatives and conservative lawyers that are very effective,’’ Severino said. Liberal critics “don’t like that,” she added.)

My Democrat GAO superiors succeeded in getting rid of the GAO manager who hired me in 1980, got me assigned to audits of IRS in 1986, and promoted me in 1986.)
https://www.beltwaybreakfast.com/whitehouse/2019/11/25/trump-administration-and-its-enablers-attempt-to-smear-civil-servants-not-political-holdovers/
(FROM THE ARTICLE: The attempt to smear these nonpartisan civil servants is part of a long-running attempt by Trump and his allies to delegitimize the entire concept of a non-partisan civil service. It’s a project that stems both from Trump’s obsession with loyalty combined with his misguided belief that federal employees work for him, and from his administration’s goal to “deconstruct the administrative state.” It began shortly after Trump was sworn in on January 20, 2017, when his allies in conservative media began complaining about “Obama holdovers” serving on the staff of the National Security Council, and in places like the Defense Department, State Department, and pretty much every other executive branch agency. These “holdovers,” Trump allies said, were to blame for many of the president’s failures, and were part of a Democratic “deep state” working to frustrate Trump’s goals. The problem with that, of course, is that there is no such thing as a “holdover” — at least not the way Trump and his allies mean. It is possible for an agency official to be a holdover from a previous administration. When President Obama was preparing to take office in January 2009, he asked then-Bush Defense Secretary Robert Gates to remain in his position. Gates, a political appointee, was literally held over from the previous administration. But that’s not what the term means to Trump and his allies. To them, “holdovers” are the career civil servants and subject matter experts who keep the government running. Such people been a fixture in American government since 1883, when then-President Chester Arthur signed the Pendleton Civil Service Reform Act, which created a competitive exam process for selecting government employees and made it illegal to fire them for political reasons. Arthur was an unlikely booster for the idea of a professional civil service. He was a “stalwart,” part of a faction of the Republican Party that supported the “spoils” system, which gave the president — and the party controlling the White House — complete control of federal hiring. He was elected as James Garfield’s running mate to placate those Republicans who were concerned about Garfield’s potential for turning off the spoils system’s spigot of graft. But the abundance of patronage jobs — and the president’s control over them — ended up costing Garfield his life in September 1881, months after he’d been shot twice by Charles Guiteau, a mentally ill man who’d attacked Garfield in a Washington, D.C. train station because he’d been denied the job of consul to Vienna or Paris. The horror of Garfield’s assassination galvanized public support for a civil service bill, and Arthur — who’d been the subject of unfounded suspicions after his name was invoked by Garfield’s assassin — signed it. Since then, nonpartisan civil servants have been a fact of life for presidents. Most have understood that the career professionals who staff the executive branch departments have a vital function. But not Trump. For Trump, having served in government during Barack Obama’s presidency is enough to cast suspicion on any federal employee, and his suspicion of career professionals has extended throughout the executive branch. At agencies large and small, policy planning meetings are routinely restricted to political appointees, and some policies — like the proposed (and dead-in-the-water) merger between the Office of Personnel Management and the General Services Administration — have been designed to give the White House more control over hiring. Many of those policies have not come to fruition, but the goal of getting rid of “disloyal” employees has now become an article of faith for Trump defenders. A Senate trial will give Republicans yet more reasons to attack career professionals as disloyal. The next election will determine whether punishment for “disloyalty” will become more than a conservative pipe dream.)

(FROM THE ARTICLE: Like candidates from the time of George Washington, the South Bend, Indiana, mayor is leaning hard on his seven-month deployment as an intelligence officer in Afghanistan as a powerful credential. As he does, he walks a narrow path between giving his wartime service its due and overstating it. He is careful not to call himself a combat veteran even as he notes the danger he faced. One of his former competitors for the Democratic nomination, Rep. Seth Moulton of Massachusetts, has drawn a sharp contrast between his four combat tours in Iraq and Buttigieg’s service. And a former commanding officer, who said he thinks Buttigieg would be within his rights to say he is a combat veteran, nonetheless questions the use of a rifle in his ads. As support for his campaign grows, Buttigieg can expect more intense scrutiny of his military record in a political climate where military service is far from sacred, as past attacks on the records of Republican John McCain and Democrat John Kerry show.)

https://www.theguardian.com/media/2019/nov/18/new-york-times-editor-says-trump-has-put-his-reporters-lives-at-risk

(FROM THE ARTICLE: The executive editor of the New York Times has accused Donald Trump of putting his reporters’ lives at risk by subjecting them to personal abuse and describing them as “enemies of the people”. Dean Baquet, who has led the news outlet during one of the most tumultuous periods in its history, said the US president’s history of verbal attacks on journalists such as the New York Times’s political reporter Maggie Haberman was “appalling” and risked having serious consequences. “I think his personal attacks on reporters, including Maggie, are pretty awful and pretty unpresidential,” he said. “I think personal attacks on journalists, when he calls them names, I think he puts their lives at risk. “I think that when he actually calls reporters names, says they’re un-American, says they’re enemies of the people … that phrase has a deep history. I think when he says that, it is an appalling attack on the press.” Baquet’s comments in an interview with the Guardian reflect Trump’s lengthy history of abuse towards journalists in general and the New York Times in particular. They echo comments from the newspaper’s publisher, AG Sulzberger, who has also clashed with Trump over his treatment of the media. Last year Sulzberger said he had told Trump in a meeting that “this inflammatory language is contributing to a rise in threats against journalists and will lead to violence”.)

Attorney Ross Molho, a partner with Clingen Callow & McLean LLC in Lisle, stressed that while employers cannot restrict marijuana use outside of work, they still have the right to maintain safe workplaces, which includes establishing policies that prohibit impairment at work. “Employees have the right to use this substance, but they don’t have the right to come to work impaired from this substance,” Molho said. “In some sense, we need to think about it like tobacco or alcohol.”)
