While anti-Washington rhetoric is a staple of U.S. politics, more than two dozen federal workers interviewed by Reuters said Trump’s divisive presidential campaign pointed to bigger potential problems than those that would normally come with a routine switch from a Democratic to a Republican administration. The New York businessman’s lack of political experience and contentious rhetoric have prompted some to assess whether they should leave government before he takes office on Jan. 20. As the Republican presidential candidate, Trump encouraged his supporters to harass journalists and attack protesters. He vowed to sue news outlets and women who accused him of sexual assault and said he would jail his opponent, Democrat Hillary Clinton. Trump’s conduct has caused some undercover agents to worry that their identities could be made public if they step out of line, said Susan Hennessey, a former attorney at the National Security Agency who has been urging people in government to keep working in Trump’s administration to help resist potential abuses of power. “I can’t and don’t blame anyone who feels they can’t stay,” she said. Other federal workers worry their integrity could be compromised if they work on cases that affect Trump’s vast business interests. Trump’s taxes are being audited by the Internal Revenue Service and the National Labor Relations Board is involved in a labor dispute at his Las Vegas hotel. Changes to tax laws or pollution rules could potentially impact some of his property holdings. “Do I get out or is it all the more important that I stay in to push back on the problematic things?” said one federal worker, who, like others interviewed for this story, asked not to be identified for fear of retaliation at work. UNRAVELING POLICIES A transfer of power always convulses Washington to some degree, particularly when it comes to the departure and arrival of political appointees in more than 4,000 posts. Those top officials oversee 2.7 million civilian workers, from park rangers to tax lawyers, who are expected to enact the president’s agenda and enforce laws passed by Congress regardless of their personal political views. But several workers told Reuters they’d rather leave government service than carry out orders they don’t agree with, pointing specifically at Trump’s vow to undo President Barack Obama’s policies on trade, immigration, health care and environmental protection. National security officials have printed out their resignation letters, ready to hand them in if Trump tries to revive policies such as waterboarding or mass surveillance of Americans they oppose on legal or moral grounds, according to more than 20 military, intelligence and Foreign Service officers, who all spoke on condition of anonymity. Regulators at the Environmental Protection Agency privately say they are looking for new jobs ahead of expected cutbacks at their agency, whose climate-change rules were criticized by Trump on the campaign trail. One manager is urging employees to stay on the job. “Sometimes democracy surprises you. Misgivings apparently extend into the nation’s 1.5 million military service members as well. A survey released by the Military Times on Friday found that one in five service members said they will not re-enlist with Trump as Commander-in-chief. DEREGULATION DRIVE During his campaign, Trump promised to rescind two regulations for every new one his administration issues and freeze hiring at agencies that don’t cover public safety, public health or national defense. Republicans in Congress have pushed to erode job protections and scale back benefits. That would be a further blow for federal workers who have weathered furloughs, salary freezes and a three-week government shutdown in recent years. The civilian work force has shrunk by 4 percent since Obama’s first year in office, according to White House figures, and it could shrink further. More than one-third of federal workers will be eligible for retirement next year, according to a 2014 Government Accountability Office report. “This isn’t the worst thing that’s happened to us,” said a scientist who manages a fisheries laboratory in the Pacific Northwest of the expected changes. “It’s kind of continual.” There may be a silver lining for those who are trying to get a job working for Uncle Sam. While others feel anxiety about leaving and believe they should stay put. Which group has it right? The best retirement porridge comes from waiting just the right amount of time before digging in. Leave too soon, (to hot) risk suffering severe financial burns during retirement years. A time in life in which we are least prepared to recoup from financial catastrophe. Wait too long, (to cold) risk wasting years working, which could have been spent enjoying a hard earned (just right) retirement. . .Years ago, “Government job’s = safe … reliable … great benefits … decent pay … kinda boring.” A government position was considered a good job, supplemented with outstanding benefits. That doesn’t seem to be the prevailing thought anymore. So what happened? What took the luster off of federal employment? I’ve put together a few candidates for this sweeping change of opinion, feel free to add your own: Wages have become stagnant. Hiring freezes, which lead to the “Do more with less” mandates. Constant attacks (by large media and elected officials) on federal employee integrity, work ethics and benefits. Feds have become political badminton birdies. The perception that federal employees are unappreciated by, the public, the media and Washington.)

Facebook CEO Mark Zuckerberg first denied any knowledge of “bias” against conservatives. But he was forced to admit some former Facebook employees that curated content might “unintentionally” have been biased against conservatives, after the revelations sparked a Senate Commerce Committee probe of News Feed. To counter progressive workforce “biases,” Facebook took the extraordinary step of firing all News Feed curators and agreeing to stop allowing the liberal New York Times, CNN, NBC News, Washington Post and BuzzFeed to dominate News Feed postings. Another “student came up to us and made a claim about how Trump wants to get rid of ‘his people,’” sophomore Kirk Breiner added to the Maverick. Then things escalated. A man declaring the table supported a “racist” candidate approached Breiner and another student volunteer Matt Kerlin, grabbed a stack of Trump door-hangers and nearly started a fight, the paper said. Later two students came over to the table, and one swept all the Trump literature to the sidewalk while the other flipped the table upside-down: The culprit then scurried away: “And we’re the violent ones,” one person, presumably a Trump supporter, was heard sarcastically noting on a video of the incident. (FROM THE EDITORIAL: The lip service that the Obama administration pays to veterans about their health care — given excessive waits at Veteran Affairs facilities and suicide hotline delays — extends to hiring them for federal jobs. By law, disabled veterans and those with active-duty service are supposed to get preference in federal hiring. But a government report shows that’s not always the case, specifically when political appointees are considered for plum jobs. “There is a clear bias against veterans,” Darin Selnick, a retired Air Force captain and former Veterans Affairs official, tells The Daily Signal. “They think veterans should start at the bottom like everyone else.” Of course, experience and qualifications are factored for federal job applicants; the law is supposed to prevent political favoritism. But in hiring a quarter of President Obama’s political appointees, federal agencies didn’t follow policies to avoid favoritism, according to the Government Accountability Office. The GAO report sampled 30 federal agencies from January 2010 to October 2015. Never mind proposed changes to hiring policies that would limit veterans’ job preference to a single use. For vets who have secured civilian government jobs, that would eliminate any preference consideration when they apply for higher positions. Our country owes its veterans a debt for their service. Playing fast and loose when it comes to federal job hiring is an intolerable disservice that deserves no place in any administration.)

Republican Linda Pasetti-Olson of Montgomery or Democrat Barbara Hernandez will fill a spot occupied by Maria Vazquez, who did not seek re-election. She served the remaining term of her late husband, Jesse. Neither candidate has held elected political office, other than precinct committeeman. Pasetti-Olson, 69, has made “life experience” a campaign issue. Hernandez, of Aurora, is 24. “I have the life experience to make the best decisions about how your tax dollars are being spent. This position will be my focus, and it won’t be competing with a social life, or a different career,” Pasetti-Olson wrote in a letter she posted on her campaign’s Facebook page. When she tells voters Hernandez’s age, they say, “She is way too young to be doing a job like this,” Pasetti-Olson said in an interview. Hernandez embraces her relative youth. “To my advantage would be that I am young,” she said, and that she has “fresh ideas” and the time and energy to interact with constituents. Hernandez cited the number of organizations and community events with which she has been involved. “What was she doing when she was 23?” Buying a house, paying taxes, raising children and working, Pasetti-Olson replied. Hernandez said she lives with her parents and does not pay rent but contributes money to household expenses. She works for state Rep. Linda Chapa La Via, and for the Illinois Mathematics and Science Academy. She cited several reasons, including paying college loans and not being ready to purchase property, for her decision. “I honestly think it is a cultural thing as well,” Hernandez said. “As Latinos, we tend to stay with family.” “I don’t feel like I’m too old” to serve effectively on the board, Pasetti-Olson said. She said she has been walking door-to-door to meet voters. Pasetti-Olson supports county board Chairman Chris Lauzen, including his effort to keep the county’s property tax levy frozen. Hernandez thinks the county should increase the levy, at least enough to account for growth due to new properties. Hernandez said she would support requests from the sheriff’s and state’s attorney’s office for more staffing and other resources. But where would money come from? She said the county should pursue getting more money from the state and federal government. “I feel like several state representatives have been able to bring back (money) for their regular (legislative) district, but they haven’t (specifically) looked into Kane County,” Hernandez said. She said she has developed connections in state and local government, working on constituent services for Chapa La Via, that would be useful. Pasetti-Olson does not support increasing staffing and said Kane County should study neighboring DuPage County for ways to reduce it. Pasetti-Olson cited traffic congestion in the district as one issue she is concerned about, specifically the intersection of Orchard Road and Route 30, and along Montgomery Road. She knows Aurora, the Illinois Department of Transportation and Kane County have long-term solutions in mind, but she wants quicker short-term fixes, such as installing more signals on Montgomery.)

(FROM THE ARTICLE: Plans for a proposed 15-resident group care home for developmentally disabled individuals just northeast of downtown Wheaton cleared another hurdle, as the city’s Group Care Home Commission voted 3-1 to grant the project a necessary group care home license. The Wheaton-based nonprofit STARS Family Services, which operates another four-person group care home called Washington House on Wheaton’s north side, wants to construct a new group care home on vacant land at the southeast corner of Cross Street and Union Avenue. The project would be constructed on land currently owned by St. John Lutheran Church, zoned for single-family residential use and used for two parking lots. Plans call for two structures that would be linked by a common courtyard. Each would have six private bedrooms, a great room, a shared kitchen and shared baths for each pair of bedrooms. The project also will include housing for a couple who would live in the home and oversee the evening and the overnight. A volunteer or staff person also will be present in the home during the day. The project has drawn opposition from some neighbors, who criticize the scale of the proposal. In addition, they have questioned STARS’ financial strength and how the home would be used were STARS to no longer be economically viable. “None of the neighbors oppose a group care home,” said neighbor Kathy Langlois. “We embrace it, we applaud it and we welcome it. And it’s absolutely not a case of ‘Not in my back yard.’ It’s a question of scale.” Langlois also said she and her neighbors would welcome the construction of one single-family home on the site. “What happens if STARS runs out of money?” she asked. “This will be a group care home. It can’t go back to being a single-family home.” STARS president Ray Chase noted that the organization has taken great pains to ensure its financial viability. STARS plans to pay cash for the land and has vowed never to open a group care home until it has 150 percent of that home’s projected first year’s operating expenses. In addition, STARS’ College Avenue resale shop generates more than 40 percent of the group’s annual need, he said. “I think we’re pretty stable,” he said. “I think we’ve taken a very conservative approach financially.” Chase also said the group is continuing to try to work with neighbors. “We’ve also done some things to make sure the home looks like it would fit in a neighborhood and isn’t overwhelming in size,” Chase said. “There even are architectural variations between the two homes so they look like different homes.” Wheaton’s Planning and Zoning Board unanimously voted in June to recommend that the City Council approve the project. Last week, three-fourths of the Group Care Home Commission’s members signed off on the project as well. Group Care Home Commission board member Chris Ellerman praised STARS for proposing two linked structures rather than one larger one. He also lauded the group’s model, which involves a married couple living with the developmentally disabled adults, with the adults’ aging parents or relatives being involved on a weekly basis and typically coming by to visit over the dinner hour. “In terms of a home for disabled adults in the community they have grown up in, absolutely,” Ellerman said. “This is their town. I live two blocks away, and I’d be ashamed if I didn’t want to welcome them in my community..” Group Care Home Commission board member Matthew McNear was the lone vote against the license. In an interview on Friday, he noted his concerns about the “scope” of the proposed home and some of the other issues that neighbors had raised. “I think STARS is a great organization and they do a lot of good there, but I think this probably could use some more discussion or some more review,” he said. With the group care home license now in hand, the proposal next heads to the Wheaton City Council for its consideration, likely sometime in October, said Jim Kozik, the city’s director of planning and economic development.)
