Since September 4, 2018 my two Roskam 4X4s and my two “Vote Republican” 4X4s have been displayed on the second floor balcony of Ron Dell’s building at the southeast corner of Roosevelt and Warrenville in my precinct. Three 4X3 Roskam signs are being displayed on Warrenville south of Roosevelt, one at Park and Wheaton by Whittier Grade School, one at Elm and Wheaton by Edison Middle School, and one at Warrenville and Arbor.)

(FROM THE ARTICLE: A new report from the U.N. Population Fund (UNFPA) says 40 percent of all births in the United States occur outside of marriage, an increase from 10 percent in 1970. The data show births outside marriage in the European Union (EU) are up even greater. “The data show such births in the U.S. and EU are predominantly to unmarried couples living together rather than to single mothers,” Bloomberg reports. Michael Hermann, UNFPA’s senior adviser on economics and demography, told Bloomberg the EU likely has even more out-of-wedlock births than the U.S. because its member countries provide greater amounts of welfare and public health funding in their socialized medicine programs. Unwed parents are also provided with tax incentives, Hermann said. Kelly Jones, director for the Center on the Economics of Reproductive Health at the Institute for Women’s Policy Research, reportedly said the data show cultural and religious norms about women and marriage have changed, and women are starting families later in life. In the U.S., the average age a woman has her first child is now 27, according to the data, up from 22 in 1970. “Women are claiming their ground professionally,” Jones said. “Delaying motherhood is a rational decision when you consider the impact it can have on your career, and that’s contributing to this trend.” The marriage rate has also declined in the U.S., according to the U.S. Census Bureau, as the number of cohabitating adults has risen. In addition, the U.S. fertility rate plummeted last year to a record low. John Santelli, professor at Columbia’s Mailman School of Public Health, told Bloomberg the traditional culture of the West “has been reversed.” “Cohabiting partners are having children before getting married,” he said. “That’s a long-term trend across developing nations.” Hermann said the trend in the cultural shift will continue. “We can’t go back to ’50s,” he said. UNFPA is the largest international provider of sexual and reproductive health services – which include abortion. The U.N. agency has been linked to the support of population control programs such as China’s coercive abortion “one-child policy.” Soon after his inauguration in 2017, President Donald Trump signed an executive order that reinstated and updated the “Mexico City Policy,” thereby ending UNFPA’s U.S. funding because of its support and funding of abortion.)

CBS News Battleground Tracker Rating: Edge Democrat Democrats are eager to capture Illinois’ 6th Congressional District, which Clinton won by 7 points in 2016. Rep. Pete Roskam is relatively conservative for his wealthy, well-educated suburban district outside of Chicago. He votes in line with the president nearly 95 percent of the time, according to FiveThirtyEight. Each is determined around the same time of the year and both take effect in the following year, assuming that there is a COLA and/or pay raise. The comments we see indicate that some federal employees and retirees do not understand the difference between the two. This is understandable; the federal pay and retirement systems are governed by a complex process with many different factors that can lead to endless variations depending on a person’s situation. . .The purpose of this article is to explain the differences in the COLA and the annual pay raise in an effort to clear up any misconceptions or confusion. The COLA The 2019 COLA was just announced. This applies to federal retirees and Social Security recipients, but not to current federal employees. In 2019, it will be 2.8%. The process for determining the COLA is automatic. You will either get one or not based solely on a formula that is put in place by law and determined based on the cost of living as measured by the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). (FROM THE ARTICLE: Saturday is German-American Day, which is observed every Oct. 6. In Illinois, there is plenty of reason to celebrate. German ancestry remains prevalent in Illinois, as it has for a century and a half. The strength of German-Americans helped shape Illinois history through a Civil War — and two world wars against the old country. Of Illinois’ nearly 1.8 million residents in 1860, nearly 325,000 were of foreign birth. Germans were the largest ethnic group with 130,000, nearly 8 percent of the state’s total population. In Chicago, 20 percent of the population was German. Many had arrived following the failed German revolution of 1848. A heavy concentration of Germans also was found in St. Clair County, near Belleville. Others settled in cities such as Quincy, Alton, Peoria, Springfield and Galena. In the northern Illinois community of Peru, Germans made up 1,000 of the total population of 3,500 in 1854. The names of a number of communities across the state honor German heritage, including New Baden, New Minden, Germantown, Darmstadt and Meppen. Many Germans were farmers, while others were laborers, merchants and skilled tradesmen. Some followed the popular crafts of their homeland and worked as butchers, bakers, shoemakers, furniture and wagon builders, and cigar makers. Architecture of traditionally German-American buildings, often in brick, remains visible across the state. German-language newspapers were found across the state, even in the smaller cities. In 1859, future presidential candidate Abraham Lincoln bought the press and type to establish a German-language Republican paper. In Peoria, future Illinois Secretary of State Edward Rummel, a native of Baden, Germany, ran a German paper and print shop that produced materials in both German and English. John Wood, who founded the city of Quincy and served as Illinois governor for 10 months in 1860 and 1861, was born to a German mother. In 1892, Prussia native John Altgeld, best known for his pardon of three of the accused in the infamous Haymarket Riot, won election for one term as Illinois governor. Politically, Germans’ support was crucial for a candidate, and their power was felt in 1856 during the first Illinois Republican state convention. The German influence also was a key factor in the 1860 presidential race and, at the Republican National Convention in Chicago, German resolutions were even incorporated into the national platform. Germans were perceived to be staunch abolitionists, though some scholars dispute that claim. Nearly 6,000 Illinois Germans enlisted during the first six months of the Civil War, comprising almost three entire regiments. One top German commander was Friedrich Hecker, a renowned 1848 revolutionary who was a gentleman farmer near Belleville, in the heart of heavily German settlements. Another German regimental commander from St. Clair County was Gustave Koerner, who served as lieutenant governor of Illinois from 1852 to 1856 and was a pallbearer at Lincoln’s Springfield funeral. By 1910, more than 319,000 German immigrants were in Illinois, and more than 1 million people of German descent — a 10th of the national total — called the state home. With nearly 400,000 first- and second-generation German immigrants, Chicago was the sixth-largest German city on the globe in 1914. The high concentration of Germans caused some protest at the outbreak of World War I, as many of German descent decried their adopted country’s stance against their homeland. Music by German composers such as Mozart and Beethoven was banned in some public places, and some German-Americans were under surveillance by state and federal officials. Other German-Americans were forced to recite loyalty oaths in public spectacles. Within a few years, use of the once-prominent German language faded from schools and churches. As a result, many Germans in Illinois distanced themselves from their heritage. From 1914 to 1920, the number of Illinois residents who identified themselves as German on the Census dropped more than 41 percent, to 112,000. Despite re-electing the Republican congressman in 2016, they backed Democratic presidential candidate Hillary Clinton over Trump by nearly 7 percentage points. The district typifies the battlegrounds where Republican candidates face anti-Trump headwinds: a fast-growing suburb west of Chicago with a median income near $100,000. Roskam has made no statements of support for Trump on his website or in posts this year to his social media accounts. He acknowledges that associating himself with the president might do more harm than good. Having Trump campaign for him in the district “obviously wouldn’t be helpful,” he said in an interview. Roskam has criticized Trump’s tariffs on imported goods and has decried the administration’s separation of immigrant children from parents. After Trump held a July press conference with Russian President Vladimir Putin and refused to condemn Putin for interference in the 2016 U.S. elections, Roskam called Trump’s performance “an affront to American democracy.” But Roskam notes that he also backs the president on issues important to pro-Trump voters, such as raising military spending and lowering taxes.
