(FROM THE ARTICLE: Behind the small story of a one-notch downgrade in DuPage County’s credit rating is a bigger story of demographic and economic change. The cut by Fitch Ratings, which put DuPage’s debt at AA+, down from AAA, marked the first time in decades that the county hasn’t held top honors from all three of its rating agencies. County officials were quick to pooh-pooh the decision, which won’t have much fiscal impact. “DuPage County’s finances haven’t changed,” Chief Financial Officer Paul Rafac says in a statement, noting that the downgrade reflects new ratings criteria that put more weight on a government entity’s ability to raise tax revenues unilaterally. As a nonhome-rule entity in Illinois, DuPage has little power to hike tax rates without approval from Springfield or voters. That hasn’t been a problem for DuPage until now. Tax revenues rose naturally for decades following World War II as middle-class migration from the city brought new residents with disposable incomes. Subdivisions sprouted in former cornfields. Shopping centers sprang up along county byways. Corporations joined the influx, carving out bucolic headquarters campuses like McDonald’s Oak Brook complex. As population grew, so did the tax base. Sales tax collections surged, easing pressure on residential property taxes, which DuPage County hasn’t raised in eight years. Driving the virtuous fiscal cycle was one essential force: growth. But DuPage County’s population rose less than 1 percent from 2012 to 2015, and relatively little open land for development remains. “It’s a different landscape than it was 20 years ago,” says John Carpenter, CEO of economic development agency Choose DuPage. Meanwhile, young workers are spurning suburbia in favor of city neighborhoods their grandparents fled. Some businesses are following; most notably for DuPage, McDonald’s is abandoning its circa 1988 headquarters for a new home in the West Loop. THE COMPANY YOU KEEP Another worrisome trend for DuPage, which relies on sales taxes for 54 percent of its general fund revenue, is the migration of shoppers away from brick-and-mortar retailers to online merchants. “While sales tax revenue has grown between 4 and 5 percent annually over the past several years, it has slowed to only 1 percent growth in (fiscal year) 2016, leading the county to change its growth assumptions going forward to only 2 percent growth,” Fitch writes in explaining its downgrade. Of course, DuPage is far from alone. Postwar suburbs around the country are facing the challenges that come with slowing growth. And no fiscal crisis looms for DuPage—its finances are in much better shape than Chicago’s and the state’s. But as any CEO can tell you, things get tight when revenue plateaus. County and local officials in DuPage will face harder choices as they try to maintain services, fund capital projects and hold the line on taxes. For DuPage, keeping the no-property-tax-hike streak intact will become more difficult with each passing year. In an interview, CFO Rafac says DuPage has avoided a property tax increase by controlling expenses as revenues flatten. “I believe we will be able to continue to do that,” he adds. New revenue sources would make the job easier. That’s one reason DuPage has such high hopes for the proposed western access point at O’Hare International Airport. County planners foresee a flowering of restaurants, hotels and other businesses if the project goes forward as planned. “Bensenville will look a lot like Rosemont does today,” Carpenter predicts. Given the uncertainty surrounding western access, DuPage homeowners should hope the county has a Plan B.)

Trump provided a cheeky statement to CNN about the restoration of credentials: “I figure they can’t treat me any worse!” Leaders of some of the affected newsrooms were glad to hear of the change, but said it shouldn’t have been necessary at all. “Access to a major party’s presidential campaign events shouldn’t be a favor to be granted or withheld,” Politico editor Susan Glasser said. “It is important to remember that this was an absurd policy to begin with and a dangerous precedent for any campaign to have set,” Huffington Post senior politics editor Sam Stein said. Several Trump aides, including campaign manager Kellyanne Conway, had been lobbying behind the scenes for a loosening of the restrictions against the Post and other news organizations. Trump’s running mate Mike Pence said five weeks ago that he was looking into the issue. Yet two-thirds of older workers believe age discrimination occurs in the workplace, according to a 2013 survey by AARP. Older job seekers need much more time to find a job than older workers – 36 weeks in 2015, compared with 26 weeks for younger workers, SCEPA data shows. The evidence on discrimination A recent study by economists at the University of California at Irvine and Tulane University found strong evidence of age discrimination in hiring, particularly for older women. The researchers sent out 40,000 dummy job applications that included signals on the job-seekers’ ages, and then monitored the response rates. They measured callback rates for various occupations; workers age 49-51 applying for administrative positions had a callback rate 29 percent lower than younger workers, and it was 47 percent lower for workers over age 64. Other studies suggest that the long-term jobless rate for women over age 55 is several percentage points higher than it is for men. But older men are struggling too – especially white males with less education. This shows up in government numbers on job tenure, according to Teresa Ghilarducci, a labor economist and SCEPA’s director. From 2012 to 2014, median job tenure with a current employer for white males age 55 and older with less education (high school or less) decreased to 16.7 years from 17.7 years, while job tenure for all other groups rose. “The people who are losing the most are white, high school-educated men,” she said.)

(FROM THE ARTICLE: College students whose majors don’t turn out as they envision will be able to walk away from their loan debt simply by claiming their schools bamboozled them, as allowed under a new rule. Proposed by the Department of Education, published in June in the Federal Register and scheduled for approval on Nov. 1, the rule will allow students to “discharge” their federal student loan obligation if they can show — and rather broadly — that they were hoodwinked by a university’s “misrepresentation.” This easy out would leave taxpayers and colleges on the hook for between $2 billion and $43 billion over the next 10 years, according to a federal estimate. And what could be easier than for the lame-duck administration, in its 11th-hour regulatory push, to ship off this sour tart and simply walk away? For starters, the rule is entirely unnecessary. An existing provision allows students to sue for loan forgiveness in cases of intentional fraud or in other violations of law. What’s proposed is preposterously unspecific, leaving schools with little recourse. It’s akin to allowing mortgage holders to dump their loans because they picked the wrong neighborhood in which to reside. In the end, this latest get-out-of-debt free nonsense helps no one. It simply abrogates personal responsibility. And unfortunately for young people sucked into these liberal escapades, life is not so forgiving.)

They got tickets for the GOP primary debate in Milwaukee from Ohio Gov. John Kasich, and for the debate in South Carolina from Texas Sen. Ted Cruz. “And then we traveled Wisconsin, Iowa, Indiana, and Illinois. And we’d just go to the things. But we didn’t want — we wanted to be sure to meet the candidates. So we’d make big signs, and we’d always meet them when they’d go to their car, so that you could meet them one-on-one when they’re alone waiting for their staff to catch up,” Arthur said. “And it was quite interesting because you don’t meet them when there’s a thousand people there. You do meet them when they isolate themselves back at their vehicle. And so we’d go to even $1000 a plate dinners, and we’d just wait. And the people were very kind – sometimes they’d put us in the reception line, even though we couldn’t afford it.”  Arthur says it’s been an adventure. “At my age – 75 – I’d watch it on TV, but the opportunity to do it with my grandson was just memorable,” he says. These two didn’t just travel to political rallies and fundraisers. They worked it. They’d schmooze with candidates’ drivers, who’d help with access, or show campaign staff a scrapbook of their election-year travels. Plus, they’d have big, bright flashing signs. At some point, Carl upped his involvement, and he signed on with the Republican candidate he liked most of all. “And so I joined the Ted Cruz campaign as a volunteer in three states: Iowa, Illinois, my home state, and Wisconsin. And I got an internship for the campaign in Indiana. And then I got on board with my township organization. So through the Downers Grove Township Republicans, I became a precinct committeeman,” Carl says. That’s how he became a candidate in his own right, for a spot as a delegate to the Republican National Convention. At the state convention in Peoria in May, Illinois Republicans voted to make Carl an alternate delegate. Alternates can go on the convention floor, so he was there and for the roll call when Illinois officially awarded its delegates, and helped to give Trump the nomination. Carl says that’s been his favorite, or most significant part anyway, of the experience so far. Here’s been in Cleveland all week with his dad Rob Miller, who is also a “strong, conservative Republican,” and with his grandpa, Arthur, who is also a Republican. Carl isn’t sure what the future has in store, beyond a desire to study law and political science. “I want to serve my country as best as I can, I want to advance the principles I believe in” he says. “I’m passionate about the constitution, about the rule of law. About the founding principles – the Judeau Christian values – that build this country.” Values like limited government. “James Madison put if perfectly in The Federalist Papers when he said: ‘If men were angels, no government would be necessary. And if angels governed men, then no restrictions on government would be necessary.’ But the constitution balances that idea by creating three, coequal branches of government, that check each other and balance each other so as to limit the power and preclude a tyranny from developing.” All of this from a kid who, at 17, is too young to actually cast a vote for President, for a very short while longer. Illinois has a law that lets 17 year-olds vote in the primary if they’re going to be 18 by the time the general election rolls around. Carl was able to take advantage of that  (and so he voted for Cruz in the primary):  he’ll ring in his 18th birthday on Friday, as his time as an alternate delegate to the Republican National Convention is coming to a close. “And I couldn’t ask for a better birthday present,” he says. Carl says he’ll be casting a vote for Donald Trump.)

That 1976 convention was hotly contested, and Harris explained in March his role in helping wrangle delegates on behalf of Ronald Reagan, who eventually lost the nomination to Gerald Ford. Harris met his wife, Michelle, on that campaign, and she’s with him in Cleveland this week. How have conventions changed over the years? For one, a lot of Trump delegates are new to the political process, which could bring more GOP voters on board. “The convention is meant to bring the party faithful together and have them drink the Kool aid and get them fired up,” Harris said. “A couple of differences here are that, No. 1, a lot of those folks in the convention hall aren’t the party faithful,” he said. (FROM THE ARTICLE: The Illinois Republican Party on Wednesday revoked the convention credentials of a Donald Trump delegate from Chicago “for publicly-made racist comments and threats of violence” on a Facebook posting. Illinois Republican Party Chairman Tim Schneider told the Sun-Times the party, “has zero tolerance for racism of any kind and threats of violence against anyone.”  The executive committee of the Illinois GOP party made the decision regarding Fifth Congressional District delegate Lori Gayne after party officials said she confirmed to them she was the author of the offending post, made under a different name. Gayne was elected a Trump delegate in the March Illinois primary from the North Side district. Gayne told the Sun-Times on Wednesday she wrote the post, after a reporter from the newspaper raised the matter with her on Tuesday evening, while she was with the Illinois delegation on the convention floor. The Republican National Convention welcome party was thrown Sunday at the Rock and Roll Hall of Fame and Museum. Gayne wrote, over a photo of law enforcement officials on the roof on the iconic building on the Lake Erie shore: “Our brave snipers just waiting for some “N—- to try something. Love them.”  She used an abbreviation for the racial slur. Schneider said in a statement, as party chairman,  “I condemn in the strongest terms the racist comments and threats of violence made by Ms. Gayne, a member of our delegation to the Republican National Convention. Ms. Gayne brought the statements to the attention of Illinois Republican Party staff after being contacted by Lynn Sweet of the Chicago Sun-Times,” Schneider said in statement. “Let me be unequivocally clear — racism and threats of violence have absolutely no place in the Illinois Republican Party or in a civil and inclusive society. “The Illinois Republican Party believes that inciting violence against anyone attending the RNC places state delegations, demonstrators exercising their First Amendment rights, and law enforcement personnel needlessly in harm’s way. Therefore, I have consulted with the Executive Committee of the Illinois Republican Party and have revoked Ms. Gayne’s credentials as a delegate to the Republican National Convention.” Gayne offered her “deepest apologies” in a statement, saying, “I strongly regret the offensive statements I recently made on social media. While I in no way intended to make racist or threatening statements, I now realize that they could be interpreted that way. “I have the deepest respect for members of law enforcement and know that they put their lives on the line every day. I made the offensive statements in my attempt to applaud their courage in the face of protests. (FROM THE CONSTRUCTIVE PRESS RELEASE: Republicans from Naperville will be focusing on local elections rather than participating in their party’s national convention in Cleveland this week. None of the elected delegates for presumptive presidential candidate Donald Trump hail from Naperville nor do any of Illinois’ at-large delegates. And Trump is not high on many Republicans’ list for a leader. Naperville Mayor Steve Chirico, a Republican who welcomed Gov. Bruce Rauner to Exchange Club of Naperville’s Ribfest earlier this month, said he will not vote for Trump. “I am not a Trump supporter. I don’t know what I’m going to do. I just can’t vote for him,” Chirico said. “I think he’s too divisive. He’s not, in my view, the kind of leader I want for this country. I want someone to bring our country together.” With the ongoing racial tension in the U.S., as well as pressure against LGBT groups and other minorities, Chirico said Trump is not the man to lead. “Some of that (divisiveness), in part, is created by strong rhetoric,” Chirico said. “Having someone who is calmer can help diffuse those things.” Rather than attend the convention, many of the Republican Party faithful plan to shore up the ranks back home. Naperville Township Republican Chairman Carl Schultz said he “mostly is concentrating local races” through grassroots efforts. A few committeeman vacancies still need to be filled in the upcoming weeks so Republicans can begin work campaigning after the convention. “I think it’s important. There is an expectation that thousands of more people will be voting in November,” Schultz said. “We had a pretty good turnout in the primaries.” He said reaching voters with one-on-one contact works far better than mailings, which can’t answer voter questions. “I certainly think people look at (fliers)… some read through it or save it for later, and some recycle it so it has no chance to be read,” he said. Schultz said the goal is to get voters to consider all the races on the ballot, not just the one for president. “Most people are going to vote on the top. We are hoping they might go all the way down the ballot,” he said. Another fear is that a dislike of both candidates might keep voters away. Naperville Township Supervisor Rachel Ossyra said it is important that voters not stay home for November’s election, even if they don’t agree with the candidates at the top of the ticket. Votes still need to be cast in local races. “Skip it and move on to the next one,” Ossyra said. “There are 20 other elections on the ballot that are important.” “Your local quality of life is on the ballot,” she said. Ossyra, who was on the primary ballot as a delegate for Republican candidate Marco Rubio, said she is not supporting Trump for president. “I’m not going to be out campaigning for him, no,” Ossyra said. “It doesn’t fit my core values on many levels, in terms of diversity and policy toward people.” DuPage County Republican Chairman Brian Krajewski said don’t expect the presidential candidates to view Illinois as much of a battle ground compared to nearby states such as Iowa and Ohio. On the other hand, he anticipates both parties will throw a great deal of money at the U.S. Senate race between Republican incumbent Mark Kirk and Democratic rival Tammy Duckworth. “That will be an important race in Illinois. It has ramifications on who has control of the (U.S.) Senate,” Krajewski said. As far as the top of the ticket, “I am definitely supporting our presidential candidate,” he said. Krajewski, who likely won’t attend the convention because of prior commitments, said Trump is getting a support from an unlikely group — union workers, who traditionally vote Democratic. He said they philosophically side with Trump on the need for tighter U.S. security and they believe his business background will be better at turning the economy around. “For blue collar workers, he’s the candidate,” Krajewski said. He said also stressed the importance of grassroots efforts, especially reaching the voters who have no party affiliation. “People in the middle are who decides the races. It’s the independents,” he said. The independent voters, he said, helped Barack Obama to carry DuPage County in the last two elections. “Democrats won the national level, Republicans on the local level,” he said.
