— Trump loyalist Michael Pack plots final purge at federal media agency before Biden takes office – Brian Schwartz (DIERSEN: I worked for GAO in its Chicago office 1980-1997. The Democrats who ran GAO 1980-1997 always made it clear to those who ran GAO’s Chicago office 1980-1997 which GAO Chicago office employees they wanted to get rid of. Those employees were Republican, White, male, and/or non-veteran who they had not promoted to GS-13 (currently $101,176) by age 25, GS-14 (currently $119,559) by age 30, GS-15 (currently $140,634) by age 35, and Senior Executive Service (currently $170,800) by age 40. Extremely few GAO employees make the aforesaid promotion deadlines. The following frustrated efforts by the Democrats who ran GAO and its Chicago Office 1980-1997 to waste my career and to get rid of me: I earned a master’s degree in accounting from DePaul in 1980. I passed the Certified Internal Auditor examination on my first attempt and became a licensed CPA in 1981. But starting in August of 1997, they increasingly made it clear that if I did not take their early retirement “offer” which expired on September 30, 1997, they would constructively, if not literally, demote me and make my next 6 years a living hell. Previously, they had not taken any formal disciplinary actions against me. But they had given me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take a $20,157 (21%) pay cut in today’s dollars to transfer from IRS to GAO in 1980.)

— Richard Goldberg is being recruited by some members of the Illinois GOP to become party chairman, according to a source close to the selection process. The position opened up over the weekend when Chairman Tim Schneider announced he was stepping down after six years. Goldberg most recently served as a director with the White House National Security Council and before that was chief of staff for former Gov. Bruce Rauner and deputy chief of staff to former Sen. Mark Kirk. Goldberg, who’s also an intelligence officer in the Naval Reserve with the rank of lieutenant commander, is seen as someone who can work across all areas of the Illinois GOP and stand up to Democrats. Goldberg would bring the star power that comes from working for Trump. He also could help rebuild the Republican presence in Lake County, where Kirk resides. — GAO Report Examines Reasons Behind Gender Pay Gap, Shows Variation (DIERSEN: If I had not been denied my 7th Amendment rights in Diersen v. GAO, I would have presented a jury with evidence that my Democrat GAO superiors paid their employees who were minority and/or female and who had similar education, similar work experience, and/or similar professional certifications and licenses to what I had far more than they paid their employees who were White and/or male. Starting in 1976, when I was 27 years old and earned an MBA from Loyola, I had more education than most of my IRS coworkers. Starting in 1979, when I passed the CPA examination on my first attempt, I had more professional certifications than virtually all my IRS coworkers. Stating in 1981, when I passed the Certified Internal Auditor examination on my first attempt, I had more professional certifications than virtually all my GAO coworkers. Stating in 1981, when I became a licensed CPA, I had more professional licenses that virtually all my GAO coworkers. Further, I earned a master’s degree in accounting from DePaul in 1980 and a master’s degree in financial markets and trading from IIT in 1997. Further, I became a Certified Fraud Examiner in 1990, Certified Government Financial Manager in 1994, Certified Financial Services Auditor in 1996, and Forensic Accountant in 1997.)
https://www.fedweek.com/issue-briefs/report-examines-reasons-behind-gender-pay-gap-shows-variation/
(FROM THE ARTICLE: What GAO Found The overall pay gap between men and women in the federal workforce has narrowed considerably, from 19 cents on the dollar in 1999 to 7 cents in 2017, but the current pay gap is greater for certain groups of women, according to GAO’s analysis of data from the Office of Personnel Management (OPM). Two trends help explain why the pay gap has narrowed: (1) men and women have become more similar in measurable factors related to pay, such as occupation; and (2) women have earned slightly higher rates of pay increases than men. In 2017, most of the overall pay gap—or 6 of 7 cents on the dollar—was not explained by differences between men and women in measurable factors (see figure). This unexplained portion of the pay gap may be due to factors not captured in the data GAO analyzed, such as work experience outside the federal government, or factors that cannot be measured, such as discrimination and individual choices. In 2017, the overall and unexplained gaps were greater for certain groups. For example, compared to White men, the unexplained gap was greater for Hispanic/Latina, Black, and American Indian or Alaska Native women than for White and Asian, Native Hawaiian, or Pacific Islander women. Gender Composition of the Federal Workforce and Prior Research on the Gender Pay Gap for Federal Workers Over the last 20 years, the federal workforce has consistently included more men than women. For example, according to OPM’s EHRI data, men made up 55 percent of the federal workforce in 1999 and 57 percent in 2018. In 2018, of about 2.1 million federal workers captured in the EHRI data, approximately 1.2 million were men and nearly 926,000 were women. Although estimates of the exact size of the gender pay gap vary, the estimated pay gap between women and men in the federal workforce is smaller than the pay gap in the entire U.S. workforce, which includes the public, private, and not-for-profit sectors. In 2018, the pay gap for federal workers was about 12 cents on the dollar, and the pay gap for the entire workforce was about 18 cents on the dollar, according to self-reported data from the U.S. Census Bureau’s American Community Survey. Prior research has found that the gender pay gap for federal workers is partly explained by differences between men and women in measurable factors that affect pay, such as occupation, education, and experience. This is referred to as the explained pay gap. For example, in our 2009 report, we found that the pay gap was partly due to differences between men and women in the occupations they held, their levels of education, and how long they had worked for the federal government. We also identified other measurable factors that contributed to the explained gender pay gap, including race and ethnicity, federal agency, and veteran status. However, we found that a portion of the pay gap was not explained by differences between men and women in measurable factors that affect pay. This is referred to as the unexplained pay gap. Specifically, we found that 7 cents of the 11-cent pay gap in 2007 were unexplained after accounting for differences in measurable factors. Similarly, OPM found that about 4 cents of the 13-cent pay gap for white-collar federal workers in 2012 were not explained by measurable factors. The unexplained pay gap may be due to factors that are not captured in available data, such as work experience outside the federal government, or those that cannot be measured, such as discrimination and individual career choices. Furthermore, the explained pay gap could also be influenced by discrimination, to the extent that the measurable factors themselves are affected by discrimination.)

— RICKETTS & GOP RUMBLINGS; CABELLO SEEKS RECOUNT – Shia Kapos

(FROM THE ARTICLE: Todd Ricketts isn’t ruling out a run for governor, according to a source close to the Cubs co-owner. The revelation follows Tim Schneider’s announcement over the weekend that he is stepping down as state party chairman, prompting chatter that Ricketts, who is also chairman of the Republican National Committee’s finance committee, may be a possible — though unlikely — replacement. “Todd thinks Tim did a great job as state chair. As Todd is continuing as RNC Finance chairman, he will not be a candidate for state chair,” the source said, which leaves Ricketts’ options open for a statewide run. Schneider’s exit has prompted a flurry of interest — and name-dropping — about who might replace him, including: retiring Congressman John Shimkus, state Central Committeewomen Jan Weber or Barbara Viviano; Will County GOP Chairman George Pearson, a Black man with military, business and political experience; and Lake County Republican Party Chairman Mark Shaw, who also serves as state-party co-chairman. Schneider announced his exit during a virtual meeting of the Republican State Central Committee on Saturday. It caught some folks by surprise. But conservatives in the group pounced, wanting to name Shaw chairman. He wasn’t able to get enough votes and party leaders instead decided to make it an open search. Shaw is still expected to apply, though some in the Republican Party are concerned about his track record in Lake County. Democrats ousted GOP incumbents for state’s attorney and coroner last month, and they retained circuit court clerk and recorder seats. Democrats on the County Board also upped their majority from 12-9 to 15-6. The Tribune’s Rick Pearson describes Shaw as “a controversial figure” in GOP politics, for his shoot-from-the-hip tweets. Statewide, meanwhile, Republicans saw two big wins Nov. 3 with the defeat of Democratic Gov. J.B. Pritzker’s graduated income tax plan and stopping Supreme Court Justice Thomas Kilbride, a Democrat, from being retained. Now the party looks to capitalize on those victories and ramp up fundraising. It’s treating the hunt for a new chairman the way a company would conduct a CEO search. “We’ve pulled ourselves out of a dip and want to go into growth mode,” said one GOP source. The challenge the next chairman has isn’t any different than what Schneider has faced: managing the views of downstate Republicans vs. those in the northern part of the state. . .CABELLO seeks recount after loss: “State Rep. John Cabello is seeking a recount after the Republican’s narrow defeat to local attorney Dave Vella in the Nov. 3 election. Final election results in the race for the 68th District seat in the Illinois House of Representatives put Democratic challenger Vella 239 votes ahead after 53,301 were cast in Rockford and Winnebago County combined. Cabello on Friday filed paperwork with the Rockford Board of Elections asking for a recount in 10 Rockford precincts located inside six different wards,” by Rockford Register Star’s Jeff Kolkey.)

CRAIN’S CHICAGO BUSINESS
— A dogfight rocks the top of the Illinois GOP. And there’s more at stake than the chairmanship. – GREG HINZ
https://www.chicagobusiness.com/greg-hinz-politics/dogfight-rocks-top-illinois-gop
(FROM THE ARTICLE: According to party sources, Schneider, a former Cook County commissioner who was first made chairman by then-Gov. Bruce Rauner six years ago, has become tired of the unpaid job and particularly of clashes with central committee conservatives. He apparently wants to move on to private pursuits. At the weekend meeting, committee members went into closed executive session for more than three and a half hours, sources say, with conservative leader Mark Shaw, the Lake County chairman, coming within “one vote, maybe two” of winning the state post. Instead, a committee of two people from each side will try to work things out in coming weeks. How they will do that is not clear. Shaw didn’t return a phone call, and exactly what he would do differently than Schneider is not clear. But his style and that of his allies is reminiscent of how then-state Rep. Jeanne Ives almost toppled Rauner in the 2018 GOP primary with an in-your-face campaign during which she sharply underlined differences on abortion, gun rights, immigration and other matters. Revisiting that comes as the national GOP has been mostly mute over Trump’s unfounded claims that the election was “rigged” and must be overturned by Republican lawmakers. Notably among those castigating Trump for that and other stances is the only Republican congressman to represent part of the Chicago suburbs, Channahon’s Adam Kinzinger. Many in the party believe he’s trying to position himself to run for higher office—against Gov. J.B. Pritzker, or perhaps Sen. Tammy Duckworth, both up for re-election in 2022—and wants to build up some chits in what overall is a blue state. I suspect Kinzinger will keep a close eye on the chairmanship battle, the outcome of which could ease or complicate any effort by him to move up. The irony is that this battle—Shaw also ran for chairman two years ago—comes at a time when Republicans have some opportunity. Not only are Democrats divided over Madigan, but they just lost an Illinois Supreme Court seat and Pritzker faces only bad and worse fiscal choices in the wake of the defeat of his graduated income tax. Conservatives probably will argue the better path to success is not to rely on the business establishment, but to rev up their base. Perhaps. Meantime, we’ll see how nasty this fight gets. If it’s half as nasty as Trump’s exit plan, it will be a beaut.)

ILLINOIS REVIEW
— FIGHT OVER THE NEXT IL GOP CHAIRMAN REVS UP
https://www.illinoisreview.com/illinoisreview/2020/12/fight-over-who-the-next-il-gop-chairman-revs-up.html
(FROM THE ARTICLE: So with all this to boast about, the Illinois Republican Party once again is at a crossroads: Do they follow the establishment elite, so-called “Pat Brady” path, or do they choose the path their conservative activist base has been begging for? According to the IL GOP’s press release, Schneider is stepping down after six years because he’s ready to do so. It appears he may be planning to stay around until a committee of four State Central Committee members he’s appointed find a replacement. Those committee members line up on two sides of the battle lines: Mike Bigger (18th CD) and long-time Jim Durkin staffer Judy Diekelman (2nd CD) on the “Pat Brady” party side and Char Foss-Eggeman (9th CD) and Fred Floreth (13th CD) more on the conservative base side. The former “Pat Brady” side of the equation line up with GOP powerhouses that endorsed and promoted John Kasich in the 2016 presidential bid and tend to promote “moderate” social views, Democrat tolerance and political career preservation. The conservative base has endured year after year of the Pat Brady mindset mocking them, telling them to get out of the party and take with them their conservative social views. Illinois Review will be working on getting responses from names we’ve heard are in the mix to succeed Schneider – including State Central Committeeman Mark Shaw, Mike Bigger on one side and names from the conservative side, including former State Rep. Jeanne Ives, former GOP IL Senate candidate Tom McCallagh, Cubs owner Todd Ricketts and businessman Gary Rabine.)

https://www.usatoday.com/story/entertainment/books/2020/12/01/ijeoma-oluo-mediocre-book-white-male-america/6466188002/
(FROM THE ARTICLE: Oluo isn’t insinuating all white men are mediocre: “What I’m saying is that white male mediocrity is a baseline, the dominant narrative, and that everything in our society is centered around preserving white male power regardless of while male skill or talent.” Slavery and backlash to the Great Migration; the takeover of indigenous lands and genocide of Native Americans; modern-day politics across the political spectrum; higher education’s racist roots and continuing struggle to deal with racism; and her own experiences with internet trolls, including the endangerment of her son, are just some of the examples the author of USA TODAY best-seller “So You Want to Talk About Race” (2018) invokes in the well-researched, yet highly personal, tome that shines a spotlight on modern-day racism and white supremacy.)

https://www.usatoday.com/story/money/2020/12/04/jobs-near-me-chronic-unemployment-stigma-even-during-pandemic/3804962001/
(FROM THE ARTICLE: Historically, the long-term unemployed have a much tougher time finding jobs than those sidelined for shorter spells. Skills erode over time, the theory goes, and extended unemployment may carry a stigma. That means a large group of Americans may have less income and spending power for years, even after the pandemic and its short-term economic effects are over.)

JEFF BERKOWITZ
— JANUARY 2005 FLASHBACK: During Chicago Left in Review’s episode a week before the Republican State Central Committee (“SCC”) election of a new Republican State GOP Chairman in Springfield on January 15, 2005 and during its shows that followed over the last two weeks after the election—the host and his panel chose to ignore the event. Not a mention– nothing, nada, zero, zip. The event attracted about 500 Republican activists, operatives, party functionaries, office holders and wannabees– including more than 150 County, Ward and Township Committeemen; State GOP Chairman candidates Andy McKenna, Jr., Steve McGlynn, Jim Oberweis, John Cox and Jim Nalepa. Andy McKenna, Jr., who is known for his father’s and perhaps his own fundraising prowess and business contacts and who ran in the Republican U. S. Senate Primary in 2004, garnering 14% and a 4th out of 7 candidates finish, won the State GOP chairmanship vote, primarily because of the backing of the Illinois Republican Party Finance Committee, i.e., in large part the Chicago Metropolitan Republican Business Interests and Donors. McGlynn, who had campaigned vigorously for the position, withdrew prior to the vote when he saw he could not get a majority of the SCC weighted vote. Nalepa, who drew acclaim and cheers from the assembled for his stirring speech, came in a very distant second to McKenna– who, in addition to the aforementioned money interests, had the New Republican Establishment behind him– Lahood-Kirk, for sure, and most likely Cross. Of course, the New Republican Establishment and money interests go together like ham and cheese.)

But my critics/opponents, their operatives, and their dupes will stress that only 157 (36%) voted for Trump, only 193 (43%) voted for Curran, only 186 (42%) voted for Ives, only 219 (51%) voted for Grant, only 330 (100%) voted for Berlin, only 229 (54%) voted for Kachiroubas, only 236 (55%) voted for Grogan, only 243 (57%) voted for Jorgensen, only 216 (51%) voted for Youngberg, only 229 (54%) voted for Elliott, only 228 (53%) voted for Whelan, only 227 (54%) voted for Felice, only 231 (55%) voted for Walsh, only 226 (54%) voted for O’Toole, and only 221 (52%) voted for McCluskey. Of course, my critics/opponents, their operatives, and their dupes will hint/imply/argue/shout that the aforesaid candidates would have gotten many more votes if the Republican Precinct Committeeman had been a) someone who they manipulated/dominated; b) someone who was minority, female, younger, veteran, moderate, liberal, LGBTQer, drinker, gambler, stoner, dog owner, attractive/handsome, non-overweight, non-diabetic, non-married, non-Protestant, non-German American, non-Trump supporter, non-gun owner, non-draft avoider, non-retired federal employee, and/or if their ancestors had not been in America for a long time; c) someone who rejected the traditional family, right to life, immigration, Second Amendment, illegal drugs, and/or equal opportunity (no race or gender based preference giving) planks in the Republican Party platform; and/or d) someone who was promoted by the Milton Township Republican Organization, DuPage County Republican Central Committee, and/or Illinois Republican Party.)

(FROM THE ARTICLE: Roulstone chose the Cassidy precinct north of Lake Stevens and east of Highway 9. Lake Cassidy is within its boundaries. In the Nov. 3 election, it had 654 registered voters, of whom 577 cast a ballot, according to results compiled by the county Auditor’s Office. Its voters strongly favored GOP candidates. Republican President Donald Trump won the precinct handily. He got 315 votes while Democratic candidate Joe Biden, now president-elect, received 234. Other presidential hopefuls garnered the remaining votes. In the gubernatorial contest, Republican Loren Culp performed even better, receiving 356 votes to incumbent Democratic Gov. Jay Inslee’s 211. The third recount is in the contest between Democrat April Berg and Republican Mark James for the seat now held by Rep. Jared Mead, D-Mill Creek. Mead did not seek re-election as he now serves on the Snohomish County Council. Berg won the election handily and will take office in January. But James won this precinct with 348 votes to her 193. Election workers pulled ballots for the precinct Thursday and Friday with a goal of getting under way Monday, said county Auditor Garth Fell. Roulstone must pay for the recounts, which he said will wind up costing around $3,500. This is not the first time he’s sought a limited recount. In 2018, he ran against state Sen. Steve Hobbs, D-Lake Stevens, in the 44th District and lost. Afterward, he requested votes be tallied again in two precincts.)

(FROM THE ALERT: The President signed Executive Order (EO) 13957 on October 21, which threatens the integrity of a professional, nonpartisan civil service – a standard since the late 1800s. The EO does so by creating a broad new exception, Schedule F, to competitive civil service requirements that could convert upwards of hundreds of thousands of civil service positions into essentially political appointments. Civil service rules ensure federal employees are hired or fired based on their competence for the job, or lack thereof, and not their political connections, or lack thereof. The rules protect employees from being removed for choosing adherence to the Constitution, laws and professional standards over politically motivated actions or perceived allegiance to a political party. A competitive, merit-based civil service provides continuity through changing administrations, preserves institutional knowledge and expertise within the federal government, and safeguards the rule of law.)

I would stress that no health problem or any other kind of problem has stopped me from putting together and sending out a GOPUSA ILLINOIS email each and every a) morning since 2004 and b) evening since 2015. That is 7,595 emails. Those emails contained links to 385,927 articles and information about many upcoming events. — Electric Vehicles Will Drive Us to Serf City – Peter Skurkiss
https://www.americanthinker.com/articles/2020/11/electric_vehicles_will_drive_us_to_serf_city.html
(FROM THE ARTICLE: Yes, EVs rely on fossil fuel to generate the electricity used to manufacture them and to charge their batteries. Hence they are not the ‘green’ vehicles that the enviros tout. In fact, EVs are net polluters when you consider the tremendous environmental damage that is done to mine the lithium and rare earth elements needed in their manufacture and transport. And recycling and/or disposal of Li-batteries is another problem waiting a solution. Furthermore a study from the Union of Concerned Scientists found that the assembly of a midsize EV would produce about 15 percent more emissions than the process of building a similar-sized gasoline powered vehicle. None of that matters. The big money, media, and government are solidly behind electric vehicles. As Bob Dylan sang, “You don’t need to be a weatherman to know which way the wind blows.” This is rather amazing considering America didn’t vote for EVs nor did the car market demand them. If the projections persist, EVs will be the norm due to manipulations by global elite and their allies in big business and government. Eric Peters, an automotive expert, has several interesting takes on the EV craze. He never believed EVs were about ‘clean’ transportation. Their goal was always controlled transport. This is why environmental concerns, although used as the pretext for EV mandates, don’t matter.)

(FROM THE ARTICLE: The outgoing Trump administration is racing to enact the biggest change to the federal civil service in generations, reclassifying career employees at key agencies to strip their job protections and leave them open to being fired before Joe Biden takes office. The move to pull off an executive order the president issued less than two weeks before Election Day — affecting tens of thousands of people in policy roles — is accelerating at the agency closest to the White House, the Office of Management and Budget. The budget office sent a list this week of roles identified by its politically appointed leaders to the federal personnel agency for final sign-off. The list comprises 88 percent of its workforce — 425 analysts and other experts who would shift into a new job classification called Schedule F.)

My being draft bait hindered my job searches during 1970 and early 1971. Firestone Stores hired me in 1970, but the job did not give me an opportunity to use what I had learned earning a bachelor’s degree in management from NIU. (FROM THE ARTICLE: Mizelle is only eight years out of law school (University of Florida), and the ABA’s standard for a lifetime seat is 12 years of legal experience. She has had four distinguished clerkships, including one for Supreme Court Justice Clarence Thomas, but her only trial experience is as an intern before she graduated from law school. She will take her seat on the Eleventh Circuit for the Middle District of Florida having never tried a case—civil or criminal—as a lead attorney or co-counsel. “In her own words, her work history is that of a junior lawyer and is decidedly not meaningful preparation for managing a trial courtroom or the awesome power of determining the rights, liberty, or in some cases, life of litigants as a judge,” says Dan Goldberg with Alliance for Justice, a liberal advocacy group. “The people who should be the angriest are the people who will go to her courtroom.” In rating her “not qualified,” the ABA in its letter to the Senate Judiciary committee noted Mizelle’s “very keen intellect, a strong work ethic and an impressive resume. She presents as a delightful person and she has many friends who support her nomination. Her integrity and demeanor are not in question. These attributes however simply do not compensate for the short time she has actually practiced law and her lack of meaningful trial experience.” . . . Mizelle joins that exclusive club because she is a well-connected Washington lawyer with conservative cred who travels in the right circles. At Jones Day, President Trump’s favorite law firm, where she has been an associate since last year, Mizelle’s profile page highlighted her successful representation of the Chamber of Commerce in fending off a demand from the AFL-CIO for greater worker protections during the COVID crisis. She is married to Chad Mizelle, who faced similar questions about his youth and inexperience last year when his friend and ally at the White House, Stephen Miller, smoothed the way for him to become the acting general counsel at the Department of Homeland Security, leading DHS’ legal office of 2,500 attorneys just six years after graduating from law school. Apart from her skimpy experience, concerns about Kathryn Mizelle’s ideology are at the core of Democratic opposition, and they originate with her tenure at the Justice Department in 2017 and 2018 supervising litigation handled by the Civil Rights Division. It was a time when many voting rights and LGBT protections were being rolled back. “This nominee has been put forward not only because she is an ultraconservative ideologue, but also because she is a Trump loyalist, having worked in the Trump Justice Department to dismantle many critical civil rights protections,” the Leadership Conference on Civil and Human Rights wrote to senators in September, urging them to reject her nomination.)
