Over a packed weekend welcoming Illinois National Guard troops home from Puerto Rico, riding his Harley in a Toys for Tots motorcycle run and attending the Illinois Bicentennial bash at Navy Pier, Rauner might have missed that Republican senators had voted for a sweeping tax bill early Saturday morning. “First of all, the Senate hasn’t passed anything,” Rauner said on Monday when asked to explain what he thought Congress needed to do to get the tax code right. “And what the Senate is talking about is very different than what the House is working on. They have a long, long way to go.” Indeed, distance remains between the House and Senate tax bills. But Senate Republicans’ approval of their own version was a big step forward and a sign they are willing to approve a tax overhaul even if it adds to the deficit. Rauner often has avoided talking about national issues, dismissing questions about activity in Congress as not relevant to his role as governor. And Monday wasn’t the first time that Rauner appeared out of the loop on the news.)

Asked by Chicago Tribune’s Editorial Board Monday if he eventually would, the Wheaton Republican said: “We’ll see.” Roskam lives in state Rep. Ives’ district and had signed a letter from Illinois’ Republican congressmen slamming Rauner for signing legislation expanding taxpayer-subsidized abortions for women covered by Medicaid or state employee health insurance. He laughed the charges off as “baloney”—then said in so many words that he, and not she, is the person who can keep state government on the path of honesty and stop it from totally being turned over to the control of Illinois House Speaker Mike Madigan. There wasn’t much subtlety today as—with everybody’s nominating petitions finally filed—the GOP primary race for governor started off with a bang. Incumbent Gov. Bruce Rauner and challenger state Rep. Jeanne Ives of Wheaton are ready to rumble. Ives, a West Point graduate who has become a champion of fiscal and economic conservatives, started off the exchange with an internet video post in which she labeled the incumbent “Benedict Rauner,” echoing a line first used by Illinois Policy Institute chief John Tillman. It’s a clear sign that, in the era of Donald Trump, Ives intends to tap into the same sort of populist fervor against “the ruling class” that made him president. Ives said she believed Rauner four years ago when he promised to shake up the state. But she added: “The tough-talking dude on a Harley with no agenda turned out to be an empty Carhartt jacket. We were promised a conservative reform governor. Instead we got an Ivy League gender studies professor.” In a later news conference, Ives toned it down a few notches, but argued that Illinois needs a chief executive to keep a lid on taxes in a way that Rauner has not. The first three items on her agenda: lowering property taxes, attracting more jobs and going after corruption at every level of government. Rauner allies argue he has tried to do all of those things, only to be blocked by large Democratic majorities in the House and Senate, and by some Republicans who broke party ranks to back the increase in the state income tax. Rauner himself, meeting with reporters shortly after Ives, shrugged off her attacks, as well as a nasty article last week in the National Review, a leading conservative publication, declaring him the worst GOP governor in the country. Regardless of what that “political hit piece” said, Rauner contends, the truth is that it was Madigan who blocked the kind of reforms he wants. And, he continued, he is better positioned to hold off the speaker and whomever turns out to be the Democratic nominee for governor. His message to GOP primary voters: “I will win the general election. I will win it, and if we don’t win it, nothing else matters.” He was referring to upcoming reapportionment after the 2020 census, and Democratic talk about implementing a graduated income tax the governor said would hit many middle-class families. Asked if he was saying Ives is too conservative to win a general election, Rauner gave the same answer—”I will win”—eventually adding, “I have the best chance of anybody in the state to win the general election.” He then went on to rip Madigan, saying the speaker “has become a millionaire” by preserving a “rigged” property tax system that benefits Madigan’s property tax appeals law firm. On paper, Illinois history would suggest that while firebrand conservatives such as Ives draw a lot of attention, in the end, relative moderates prevail in what never has been a leading conservative state. That certainly was the case with prior Govs. Jim Thompson and Jim Edgar, who fought off conservatives. Beyond that, Rauner has the financial resources to spend whatever it takes. Ives has collected around $300,000 so far with contributions from investor Peter Huizenga, railroad asset lessor Vince Kolber, Chicago Bears owner Virginia McCaskey and others. Rauner had $65.5 million in his main campaign fund as of Sept. 30. She could even that up somewhat if wealthy conservative businessman Richard Uihlein switches sides and supports her; Ives said today she’d accept funds from him, despite his financial role in backing Alabama Senate hopeful Roy Moore. But it’s far from clear that will happen. On the other hand, as Trump has shown, many of the old political rules are in question now. The state’s GOP establishment is not what it was, with some congressmen and other leaders so far sitting out the race. Will Rauner go negative in a big way if polling shows Ives is pulling ahead? It’s too soon to tell in what’s shaping up as a lively, perhaps all-out battle for control of the Illinois Republican Party.)

The deductibility of mortgage interest and real estate taxes a) encouraged me to buy a new town home in 1972 when I was 24 years old, a studio condo in 1974, and a one bedroom condo in 1976 and b) encouraged my wife and I to buy a home in 1978 and to have one built in 1984. Further, government should encourage getting job-related education. The deductibility of job-related education encouraged me to take job-related graduate courses 1972-1983 and 1992-1997.)

In a six-word ruling on Thanksgiving eve, the Illinois Supreme Court refused to hear the retirees’ appeal of a state Appellate Court ruling that essentially upheld Mayor Rahm Emanuel’s now-completed, three-year phase-out of retiree health care coverage and a 55 percent city subsidy for anyone who did not retire by Aug. 23, 1989. Clint Krislov, an attorney representing the retirees, said the decision means those retirees are entitled only to bare-bones protections outlined by lower courts. “For the city, this is a huge benefit. The amount they’re paying is dropped from $137 million a year to between $7 million and $8 million,” Krislov said Monday. “What the [lower courts] have said is that all you get is what’s in the statute. (FROM THE ARTICLE: The Capitol Hill Standing Committee of Correspondents has voted to table Breitbart News’ credential process and declined to extend the organization’s temporary credentials to cover Congress, which expire at the end of May. The committee, which permits media access to the U.S. Capitol only to outlets it considers legitimate news organizations, not political advocacy or other groups, expressed frustration over Breitbart’s inconsistent answers to questions about its masthead and office space, among other problems. Breitbart CEO Larry Solov, in correspondence with the committee since its most recent meeting, asserted that Republican megadonor Rebekah Mercer had no editorial input, that a managing editor who also had a role in an advocacy group was no longer on the masthead, and that the site was having trouble finding office space in part because of security issues. The committee said Breitbart could reapply for credentials if it addresses the concerns. Otherwise, three staff members who currently have temporary credentials (which the site has had for more than two years) will no longer have access after May 31. Breitbart reporters could still attend events on Capitol Hill that are open to the public without the credentials, but the lack of credentials would limit their access in the complex and hamper their ability to get other credentials, such as permanent White House passes. “Breitbart News is unequivocally entitled to permanent Senate Press Gallery credentials and is determined to secure them,” Chad Wilkinson, a Breitbart spokesperson, said in a statement Tuesday. Among the issues raised by the Capitol Hill committee were concerns that members of Breitbart’s masthead, provided last month by Solov, were also employed by the Mercer-funded Government Accountability Institute, which was co-founded by now-White House chief strategist (and former Breitbart chairman) Steve Bannon. The GAI and the work and advocacy it does would not be in line with the committee’s guidelines for credentialing. In a letter to the committee, Solov said that although Managing Editor Wynton Hall was listed on the masthead as of last month, he actually resigned in February and the position “has remained vacant since then.” “We have fully and fairly cooperated with your inquiries in good faith and believe that we have met and responded to the concerns you have raised,” Solov wrote. Breitbart “is an editorially independent news organization and is entitled to and deserves issuance of its permanent Senate Press Gallery credentials.” The committee also noted that Bannon’s Office of Government Ethics financial disclosure had a different date for his separation from Breitbart than what Solov had indicated in their last meeting. Solov has asserted that Breitbart is completely editorially independent, without influence from Bannon or Mercer. But the committee expressed some doubts. “I don’t know how we get Breitbart to prove that Bannon isn’t picking up the phone and talking to them,” said standing committee chairman Billy House, a reporter with Bloomberg News. Last month, the committee, composed of five journalists, also expressed frustration that Breitbart may have misled them on where the site’s offices are located. A Capitol Hill townhouse, known as the “Breitbart Embassy,” had been provided as the address of the company’s Washington office, and the committee was told that Breitbart was leasing the space as a “mixed use” place for both corporate housing (often where Bannon stayed), events and office space. But the committee last month noted that the townhouse is not technically zoned for commercial use and that the owner of the house filed taxes as the sole occupant, meaning that a commercial lease would not even be legally possible. (Most Breitbart writers work remotely.) Solov told the committee that Breitbart has yet to find a new office space and likely would not for some time, partly because of security issues. “I still want to give them the benefit of doubt on these things, that it’s misunderstandings or confusion [instead of] something more nefarious, but we still have these office space issues,” said committee secretary Joseph Morton, who works for the Omaha World-Herald. “The whole thing suggests to me that they’re just not ready for a credential.” In another letter to the committee, sent two days ago, Solov argued that individual members of Breitbart would and should qualify for credentials. But the committee said it doesn’t credential individuals but instead looks at the entire organization and leadership. Solov also insinuated in the letter that there are other organizations that deserve the same scrutiny Breitbart is getting. “Without limitation, is it the Standing Committee’s position that a news organization cannot be credentialed if it employs any editor and/or reporter who is also employed by or affiliated with any advocacy group or non-profit?” he asked. “Of course, we respectfully assert that any such rules, standards and/or criteria must be reasonable and realistic, and transparent — and applied equally and fairly to all news organizations.” During the meeting on Tuesday, the committee said it would happily look into any credentialed reporter and potentially revoke their access if they were found to also be employed or affiliated with an advocacy or nonprofit group. “This is not content driven, we aren’t singling out Breitbart either for extra scrutiny or special treatment,” House said. “This is our job as a board, and these rules have been in place long before any of us came to the board. Our job is to do the best we can and see whether the information they’ve provided meshes with the requirements.”)
