NORTHWEST HERALD
— Rauner: Stopping state-worker paychecks would hurt families – AP  (DIERSEN: If state-worker paychecks have to delayed, reduced, and/or stopped, will someone suggest using a “needs based” approach to determine when paychecks are sent, how much those paychecks should be reduced, and/or if those paychecks should be stopped altogether?  In 1997, my GAO superiors determined that my wife and I could easily afford a reduction in today’s dollars of $72,135 (59%) a year of my income, that is, instead of my $122,991 salary, I would get a $50,856 Civil Service Retirement System pension.  They knew my wife’s salary, they knew that we had no debts, they knew that we had no dependents, they knew the value of our 13-year-old home in Wheaton, they knew that we owned a 1990 Ford Thunderbird LX, a 1996 Ford Thunderbird LX, and a 1997 Chevy Cavalier. They knew that we owned a 1962 Chevy Impala SS collector car, a 1968 Dodge Charger R/T collector car, and a 1972 Corvette collector car.  They knew how much we had in regular savings and how much we had saved for our retirement.  When you work for the federal government, your superiors know everything about you.)

DAILY MESSENGER
— Experience America at the time of the Great War – George Will  (DIERSEN: My grandfather on my father’s side fought the Germans in WWI. I am 100% German national origin. All my ancestors immigrated to northeast Illinois during the 1840s and the 1850s.)
http://www.mpnnow.com/opinion/20170408/george-will-experience-america-at-time-of-great-war
(FROM THE ARTICLE: Woodrow Wilson imposed and incited extraordinary repressions: “There are citizens of the United States … born under other flags … who have poured the poison of disloyalty into the very arteries of our national life. … Such creatures of passion, disloyalty and anarchy must be crushed out. … They are infinitely malignant, and the hand of our power should close over them.” His Committee on Public Information churned out domestic propaganda instructing the public how to detect pro-German sympathies. A 22-year-old Justice Department official named J. Edgar Hoover administered a program that photographed, fingerprinted and interrogated 500,000 suspects. Local newspapers published the names of people who were not buying war bonds or otherwise supporting the war. People were fired or ostracized for insufficient enthusiasm. The Espionage Act of 1917 made it a crime to “collect, record, publish or communicate” information useful to the enemy. In Illinois, Robert Prager, a German-American coal miner suspected of spying, was stripped, marched through the streets and hanged. The Washington Post deplored such “excesses” but applauded the “healthful and wholesome awakening in the interior part of the country.” Josef Hofer and his two brothers were South Dakota Hutterites whose faith forbade any involvement in war, including wearing a military uniform. They were arrested in March 1918, and a week after the armistice they were sent to Fort Leavenworth, Kansas. Arriving at the military prison around midnight, they stood naked for hours in a 17-degree November night. Then they were suspended naked from the bars of their cells, their feet barely touching the ground, refusing to wear the uniforms left in their cells. Fed only bread and water, after two weeks David Hofer was allowed to telegraph Josef’s wife, telling her that her husband was dying. He died the morning after she arrived. Prison guards mocked his corpse by dressing it in a uniform. The U.S. military was the world’s 17th largest in April 1917, smaller (less than 250,000) than Romania’s, and smaller than Britain’s casualties in one battle. America’s military became a melting pot for a nation in which one-third of the population had been born abroad or whose parents had been. Forty-three languages were spoken in one Army division raised in New York. One group was ineligible for melting: Printed at the bottom of draft registration cards were these words: “If person is of African descent, tear off this corner.”)

CHICAGO TRIBUNE
— Google expands fact checking in news searches – AP  (DIERSEN: What about slant-check?  Virtually everything on the internet is slanted to promote the Democrat (D) Party platform, the Libertarian (L) Party platform, the Green (G) platform, or the Republican (R) Party platform. If I had more time, I would designate all articles linked in GOPUSA ILLINOIS emails as being D, L, G, and/or R.)
http://www.chicagotribune.com/business/sns-bc-us-tec–google-news-fact-check-20170407-story.html
(FROM THE ARTICLE: Google will expand the use of “fact check” tags in its search results — the tech industry’s latest effort to combat false and misleading news stories. People who search for a topic in Google’s main search engine or the Google News section will see a conclusion such as “mostly true” or “false” next to stories that have been fact checked. Google has been working with more than 100 news organizations and fact-checking groups , including The Associated Press, the BBC and NPR. Their conclusions will appear in search results as long as they meet certain formatting criteria for automation. Google said only a few of those organizations, including PolitiFact and Snopes.com, have already met those requirements; The Washington Post also says it complies. Google said it expects the ranks of compliant organizations to grow following Friday’s announcement. Not all news stories will be fact checked. Multiple organizations may reach different conclusions; Google will show those separately. Still unanswered is whether these fact-check analyses will sway people who are already prone to believe false reports because they confirm preconceived notions. Glenn Kessler, who writes “The Fact Checker” column at The Washington Post, said in an email that Google’s efforts should at least “make it easier for people around the world to obtain information that counters the spin by politicians and political advocacy groups, as well as purveyors of ‘fake news.'” He added that “over time, I expect that people increasingly will want to read a fact-check on a controversial issue or statement, even if the report conflicts with their political leanings.” Google started offering fact check tags in the U.S. and the U.K. in October and expanded the program to a handful of other countries in the subsequent months. Now the program is open to the rest of the world and to all languages. False news and misinformation, often masquerading as trustworthy news that spreads on social media, has gained attention since the 2016 U.S. presidential election. Google’s announcement comes a day after Facebook launched a resource to help users spot false news and misleading information that spreads on its service. The resource is basically a notification that pops up for a few days. Clicking on it takes people to tips and other information on how to spot false news and what to do about it.)

ALTON DAILY NEWS
— Revenue Estimate Not Expected This Year – Greg Bishop  (DIERSEN: What revenue estimates for 2017 do the following have: your Republican township/ward party organization, your Republican county party organization, and the Illinois Republican Party? On what do the aforesaid organizations plan to spend that money?)
http://altondailynews.com/news/details.cfm?clientid=17&id=241023#.WOi5WYjyuM8
(FROM THE ARTICLE: Republican state Rep. Keith Wheeler disagreed and said a revenue estimate is the “first step” to budgeting. “You can always amend a revenue estimate, so if we see changes in revenue from whatever stream it may come, or not, we can adjust it as we go along. It’s happened in the past. I checked the records,” Wheeler said. “It’s something we should start with. It’s an easy first step and it shows the taxpayers we actually care about how we spend their money.” Republican state Rep. Avery Bourne said to not have some kind of plan is irresponsible. “Just like you would in your household if you’re expecting to bring in a certain amount, you budget for that. If that changes, you can change your plan but to say that it’s uncertain at the beginning and so we just shouldn’t plan for it is exactly what we should expect out of this General Assembly maybe, but not the right way to do it.” The Illinois state constitution says in Article VIII, Section 2, paragraph (b) the General Assembly “by law shall make appropriations for all expenditures of public funds by the State. Appropriations for a fiscal year shall not exceed funds estimated by the General Assembly to be available during that year.” A state government forecasting group estimates Illinois will bring in just over $31 billion for the coming fiscal year that starts July 1.)

— Trump-supporting mayor Roger Claar appears to survive re-election scare – AP
http://wgntv.com/2017/04/04/suburban-mayor-and-trump-backer-in-tight-re-election-race/
(FROM THE ARTICLE: BOLINGBROOK, Ill.  — A longtime suburban Chicago mayor who held a fundraiser for President Donald Trump last year was holding on to a narrow lead in his re-election battle with a union organizer backed by top Democrats. With all precincts reporting late Tuesday, Bolingbrook Mayor Roger Claar held a 62-vote lead over Will County Commissioner Jackie Traynere. The county clerk’s office said vote by mail ballots postmarked by April 4 and provisional ballots remain to be counted. The vote tally will be made official April 24. Traynere spokesman Tom Bowen acknowledged because of the number of outstanding votes, Traynere is facing an “uphill battle.” “Jackie called him and congratulated him on a great race,” Bowen said. Claar did not return telephone calls seeking comment late Tuesday.)

— Some Suburban Elections Still In Question With Many Close Races – Bernie Tafoya
http://chicago.cbslocal.com/2017/04/05/some-suburban-elections-still-in-question-with-many-close-races/
(FROM THE ARTICLE: Tuesday’s suburban elections saw a handful of possible upsets and several tight contests, with some races for mayor separated by only a handful of votes. In southwest suburban Bolingbrook, incumbent Mayor Roger Claar faced his strongest challenge in years, triggered by his support for President Donald Trump. Last September, Claar invited the then-presidential candidate Donald Trump to a fundraiser at the village-owned Bolingbrook Golf Club. Democratic mayoral candidate Jackie Traynere is one voter who hasn’t forgiven Claar. “We went and petitioned the Mayor with 1,100 signatures and we asked him not to invite Donald Trump here [Bolingbrook]. We didn’t feel his message of hate was in step with the community,” Traynere said. Trump’s opponent, Hillary Clinton, won 66 percent of the vote in Bolingbrook, but Claar appeared to hold on for a narrow victory on Tuesday. He led by 104 votes, according to unofficial vote totals in Will and DuPage counties, but Claar acknowledged the race likely won’t be decided for a couple weeks.)

(FROM THE ARTICLE: Washington Rep. Pramila Jayapal has teamed up with Vermont Sen. Bernie Sanders to introduce a bill that would make four-year public college free for families making less than $125,000, and make community college free for all. The $600 billion cost would be funded by a tax on Wall Street speculation. The College for All Act would also reduce student-loan debt by cutting all student- loan interest rates for new borrowers in half; enable existing borrowers to refinance loans based on the interest rates available to new borrowers; and prevent the federal government from profiting off the student-loan program. Its sponsors say the bill would reduce student debt by allowing existing federal aid to cover other college costs, including books, housing and transportation. It would require states and tribes participating in the program to cover the full cost of college for their poorest students. It would also increase the size of work-study programs. The bill’s co-sponsors, all Democrats, include Rep. Keith Ellison, D-Minn., and Sen. Elizabeth Warren, D-Mass. It’s been endorsed by the American Federation of Teachers, the National Education Association and the American Association of University Professors, among others.)

(FROM THE ARTICLE: It’s harder to get a good job  In 2016, according to data from the Economic Policy Institute, the unemployment rate for college grads was 5.6%, only a tenth of a point higher than the pre-recession rate in 2007. Not too shabby. What’s a concern, though, is underemployment — a figure that includes jobless people looking for work, part-time workers who want to go full time, and unemployed people who have recently given up looking. The current underemployment rate for young college grads? 12.6%. A three-percentage-point jump from 2007. The picture is worse if you don’t have a college diploma: The underemployment rate for high school grads is 33.7%. (in 2007, it was 26.8%.)

The aforesaid include candidates who are on the ballot in my precinct for today’s April 4, 2017 election. Of course, if they do not win, or if they win, but get fewer votes than they expected, they will blame me because I endorsed them in my precinct letter and I displayed their campaign sign in my front yard.)

http://www.chicagotribune.com/news/opinion/commentary/ct-federal-estate-tax-rate-perspec-0404-md-20170404-story.html
(FROM THE ARTICLE: It’s for the feds to do something like Pennsylvania has done with its inheritance tax: Tax from Dollar One (after deductions for funeral expenses, medical bills and other legitimate debts), but at very modest rates. You see, Pennsylvania only takes 4.5 percent from an estate whose heirs are the decedent’s children, grandchildren or other “lineal descendants.” It exempts spouses from tax altogether and also provides generous exemptions for legitimate family-owned farms and businesses. (The feds, by contrast, currently have a top rate of a confiscatory 40 percent, although as I said, it’s a joke since almost nobody pays it.) Taking a small cut of each transfer of wealth passing upon death makes a lot more sense — and, in my view, is much fairer — than overtaxing working people or continuing to run up the national credit cards, with the whopping bill eventually going to us.)

The $5.4 million, intended to cover back pay, compensatory damages and legal fees, is the largest individual award ever ordered through OSHA’s whistle-blower protection program, according to Barbara Goto, the agency’s regional administrator in San Francisco. (FROM THE ARTICLE: The other day, one of my sources suggested I get a job in corporate public relations. That’s where the money is, he told me. While he may be right, he’s overlooking the reason journalists do what they do. Journalists believe in finding truth, or reporting it as close as objectively possible. They also believe in holding government accountable to its citizens, among many other responsibilities. There is a gratification in being able to inform readers of something they didn’t know or news they can use in their everyday lives. Landing a position in corporate or government PR is a lot more lucrative than working at a newspaper or a TV station. It’s been that way for a long time. It’s a good job, and many of those folks are helpful in communicating to news outlets. But PR and marketing positions have drawbacks. One of them in particular is that many PR folks must toe the company line. It’s hard to get to objective truth when there’s a built-in bias. What news outlets can’t do is let government and other institutions become less accountable to the public. The official line can’t become the only line. The news release from a government agency or corporate entity shouldn’t be treated as gospel. Many newspapers are hungry for stories to fill their pages. Enterprising groups, including the conservative Illinois Policy Institute, sense that desperation. A few years ago, the institute formed the neutral-sounding Illinois News Network, which offers stories with a conservative bent to newspapers around the state. The Illinois News Network is nothing to scoff at. Recently, it hired a big player in northern Illinois’ media world as its news director — Dan McCaleb, editorial director of Shaw Media, which runs a bunch of papers in the suburbs. (Full disclosure: I worked for the institute for five months after working for a Shaw Media weekly.) Another conservative group is distributing supposedly local newspapers that favor Gov. Bruce Rauner and other Republicans. Starved Rock Country has its own version, the Illinois Valley Times. I have yet to find one writer in that paper who has burned any shoe leather anywhere near here. Many of its writers hail from the Philippines. Covering La Salle County from across the world is no substitute for reporters on the ground holding the powers that be accountable. I’ll do what I can to avoid ending up as a PR flack for corporate types. The work of a journalist is too essential.)

http://chicago.suntimes.com/opinion/my-familys-history-tells-the-story-of-the-great-american-divide/
(FROM THE ARTICLE: Some 15 million people in the U.S. receive disability payments. In some of the 136 counties with the highest rates of disability use across the country, almost all of them rural with a white majority, more than 1 in 6 working-age adults receive federal disability payments. Once on disability, as the Washington Post points out, recipients rarely get off the program. By and large, these are not individuals who fell off a roof and broke their back or lost limbs in an industrial accident. They suffer from back pain or diabetes or emphysema or liver cirrhosis or some other lifestyle-induced ailment. But, perhaps more importantly, they live in communities where job opportunities are few, especially for those who don’t have a college education. But disability programs are just a fraction of the government’s assistance programs. A 2015 study by the U.S. Census Bureau showed that 52.2 million people, or roughly 1 in 5 Americans, received help in 2012 from one of six means-tested programs. And, of course, this doesn’t count Social Security or Medicare, which pays out to individuals on average far more over their lifetimes than they contributed in taxes.)

DAILY HERALD
— 3 things you need to know if your basement is flooded  (DIERSEN: What factors increase the likelihood of your basement flooding? Factors for 915 Cove Court in Wheaton include the subdivision being built in a watershed area and a former septic field, the tremendous amount of surface and subsurface storm water that flows onto the lot during and after heavy rains, the inadequate number of storm sewer inlets in the subdivision, the disruption, obstruction, and improper connection of 6″ and 4″ subterranean drainage lines when the home was built, the pouring the foundation walls on cracked footings, the improper installation and intentional blockage of exterior foundation footing tiles, the installation of only one sump pump when there should have been two or even three or even four, the many long and wide cracks in the basement floor, and the fact that all the storm water that gets into the storm sewer system on the lot is limited to the capacity of one 4″ pipe.  What factors decrease the likelihood of your basement flooding?  For 915 Cove Court, they include the installation of steel reinforcement rods in foundation walls, the installation of interior footing tiles, my paying $900 when the home was built in 1984 to have all nine of the home’s downspouts directly connected to Wheaton’s storm sewer system, my installing a backup sump pump, my unobstructed and properly connecting the aforesaid subterranean drainage lines to Wheaton’s storm sewer system, my paying for unobstruction (the removal of stones) from some of the exterior footing tiles, my adding hundreds of feet of French drains and many storm sewer inlets on the lot and connecting them directly to Wheaton’s storm sewer system, my properly sealing the many long and wide cracks in the basement floor, my paying for conversion to an overhead sewer system before the basement was finished in 2005, and my paying for a 20-W whole house natural gas backup electric generator for the home.  Since 1984, because of Wheaton’s failure/refusal to assure that building codes were enforced when the subdivision was constructed and 915 Cove Court was built, I have been forced to spend many thousands of dollars and many hundreds of hours of my labor to stop basement flooding.)

For $23,051/year worth of health, dental, and vision insurance, my wife and I pay only $5,763/year.  In my defense, I have that benefit because I am a retired federal employee.  I worked for the federal government for almost 30 years – almost 18 years for GAO, almost 9 years for IRS, and almost 3 years for the Post Office.)

UNINCORPORATED DUPAGE COUNTY BUSINESSES SEEKING FAIR & EQUAL GAMING LAWS
— DIERSEN HEADLINE: Those who are anti-religious, anti-conservative, and/or anti-Republican promote video gambling in unincorporated DuPage County. Contact your representatives on the DuPage County Board and urge them to oppose this. The Milton Township Republican Central Committee (MTRCC) resolution against video gambling was unanimously adopted in 2009. Other than publicly slandering me during a MTRCC meeting, no effort has been made to repeal the resolution.)

(FROM THE WEBSITE: So we have got the ball rolling… On March 15 2017 Dupage County has had their Annual Liquor Commission Meeting for Unincorporated Liq. License Holders. At this meeting it was discussed by those in attendance the need for Video Gaming to stay competitive with other Businesses. Dan Cronin the Liquor Commissioner explained that we “Collectively” as a group need to contact our District Board Members and express to them how the current ordinance is effecting our ability to stay competitive. After the meeting a group of us stayed to have our own meeting an come up with a game plan. March 28, 2017 the same group attended the Dupage County Board Meeting and a few of us spoke during the Public Comments portion of the Meeting to express our desire to be competitive to other businesses that allow Video Gaming. Well, we have been heard a few Board Members have reached out to Jeremy (Jt’s Porch) and myself and are interested in having a conversation about Video Gaming. Plus at the end of the Board Meeting where the Board Members have open discussion, Video Gaming was discussed between Mr. Zay (Dist. 6), Mr. Puchalski (Dist. 1), Mr. Krajewski (Dist. 3), Mrs. Khouri (Dist. 5), and Mr. Cronin (Chairman). Please take a minute to send off a Email to your District Board Member to let them know you support your local Bars/Restaurants desire to remain competitive. If you need any help contacting your District Board Member I have all Email addresses. If you are a Bar/Restaurant that would like to stay in the loop of upcoming meetings and discussions please send me a message so we can talk. Thanks for Everyone’s Support  Matt)

http://www.cnn.com/2017/03/31/politics/donald-trump-getting-even-washington/
(FROM THE ARTICLE: Long before Donald Trump ever became a credible presidential candidate, let alone the commander in chief, the former reality TV star was guided by one animating principle: “If they screw you, screw them back 10 times as hard.” Trump’s desire for revenge played out in public on Thursday when, in an effort to spook conservative members of his own party, the President lumped the Freedom Caucus — a collection of conservative Republican lawmakers — with Democrats and pledged to “fight them” in 2018. Trump and his White House feel betrayed by the conservative Republicans. Many backed Trump early in the 2016 campaign and stood by him during some of the toughest trials of the campaign. But when it came to passing his first conservator legislative goal — health care reform — the conservatives revolted en masse and killed the bill.)

http://www.dailyherald.com/article/20170328/discuss/170328942/
— District 200 officials again ask voters to approve Jefferson plan – Katlyn Smith  (JAN SHAW: The article is definitely pro-referendum.  While what is says may be technically true, it is incomplete. Like much of the “yes” literature it is misleading on the cost.  It says “The owner of a $322,300 home — the average in the district — would pay $180 to $295 annually in additional taxes for the first nine years of the loans.” They leave out, that the same home is projected to pay $531/year for the last 10 years.  See:  Download estimated impact as PDF (http://www.cusd200.org/cms/lib7/IL01001538/Centricity/Domain/2137/Referendum%20Homeowner%20Impact.pdf) They claim that bringing all its early learning services under one roof will be a big enough improvement to warrant the cost of the new building.  Yet, in 2013, Jan Shaw put in a FOIA to try to find out how much money the district was spending on pre-k support staff that traveled (i.e. physical therapists) and was told he couldn’t run the numbers because many work with elementary students as well. The truth is Jefferson could use some work.  But, like many of our homes we need to prioritize and sometimes things must wait until we’ve paid off the debt that we’ve already run up.  With what the district spent on Hubble, had they built a Hubble more in line with the other 3 middle schools, they could have built a new Jefferson at the same time for the same money.)

CNN
— 1 in 4 workers have less than $1,000 saved for retirement – Katie Lobosco  (DIERSEN: How much have you saved for your retirement? In today’s dollars, at the end of 1977, when I was 29 years old, IRS was paying me $87,520 (GS-12 Step 4) and I had contributed $26,881 into the Civil Service Retirement System.)
http://money.cnn.com/2017/03/21/retirement/retirement-confidence-ebri/index.html
(FROM THE ARTICLE: Almost one-quarter of workers said they and their spouse combined have less than $1,000 saved for retirement, according to a report from the Employee Benefit Research Institute. Nearly half of everyone surveyed said they had less than $25,000. Sure, $25,000 can sound like a lot. But it’s a reasonable goal to have that much stashed away by the time you’re 30 years old. Someone in their early 30s earning $50,000 a year should have about $30,000 saved, according to one calculator. This it totally doable if that person has been saving 10% of their income annually, which is the rule-of-thumb suggested by many financial planners. But more than one-third of those surveyed said they’re saving less than that. When it’s time to retire, most people believe they’ll need at least $500,000. (Though, 41% couldn’t even guess how much their nest egg should be.) There’s one big difference between those who are on track and those who aren’t. Most of those workers who said they’ve saved less than $1,000 don’t have access to a savings account like a 401(k) at work. There are roughly 55 million workers in the U.S. who don’t have access to an employer-sponsored plan. To try to help those Americans, President Obama launched a program called the myRA. It’s a starter retirement account that’s similar to a Roth IRA and sponsored by the federal government. But you can only save up to $15,000 in the myRA, and you can’t invest that money in a diversified portfolio — only in a set of conservative investments.)
