(FROM THE ARTICLE: Currently there are 2,625, 261 federal retirees or their survivors.  Right now, as you read this, another 300,000 active duty federal workers are eligible to retire and will, sooner or later, do so.  That’s a lot of people. Go into any McDonald’s, from Scottsville, Ky., to Pismo Beach, Calif., at any time of the day and you will likely see a former fed, or six, chowing down and talking.  The same for your local grocery store whether it is in Washington, D.C., to Washington Court House, Pa.  Or on Guam or American Samoa.  Former feds, and their wallets, purses or credit cards, are just about everywhere. Years ago a very sophisticated federal retiree — my mother — who lived near Fort Myers, Fla., explained that lots of people continue to eat out after retirement “we just do it earlier.”  So we may not see them, but they are definitely there.  According to data from the Office of Personnel Management just over 17 percent of all federal retirees have monthly annuities of $4,000 or more.  Another 22 percent get between $3,000 and $2,999 while 14 percent get $1,000 to $1,999.  Fewer than 9 percent get $1,000 or less per month from their civil service retirement benefit.   Most of the current retirees are under the older CSRS system which fully indexes their annuities to inflation regardless of age.   Workers retiring under the FERS system get cost of living adjustments (starting at age 62) that are partially indexed to inflation.  At least since the Reagan administration. But life-after-retirement (for current feds too) could change drastically if Congress goes along with the Trump administration plan to charge current workers 6 percent more for their retirement benefits, to reduce COLAs for CSRS retirees by giving them 0.5 percent less than the actual increase in inflation each year, by eliminating COLAs completely for FERS retirees (9 out of every 10 current workers is under FERS and would become part of the Zero Diet COLA group), and to eliminate an annual “gap” payment that now goes to FERS retirees until they reach age 62 and become eligible for Social Security. Although they too retire under an enhanced version of the civil service retirement program, many politicians at the House, Senate and now White House level view federal workers either as clowns, drones or creatures from the swamp.  They lap up studies — usually from conservative think tanks —showing federal workers are overpaid and ignore those that show feds, particularly at higher grade and skill levels, are dramatically underpaid compared to their private sector counterparts in Washington, Houston, San Francisco and New York City. Reducing the buying power of federal workers (by making them pay more for their pensions) and retirees, by reducing or eliminating COLAs in the future, could hurt many communities that depend on the federal pay or pension dollar to stay afloat.  So how big a deal is the federal-postal retiree dollar.  Check out this chart from the OPM.  It shows the number of retirees (and their survivor annuitants in each state, and the value of their annuity payments.  The chart does not include the value of Thrift Savings Plan accounts the retirees have or any Social Security payments they received for covered work before or after they were in government:)

(FROM THE ARTICLE: On this Memorial Day, here is a special recognition of men who were conscripted into the military and who were killed in action. Volunteering for hazardous military duty and paying for it with your life deserves the highest praise. But what about those men who were drafted, who had no choice and who were killed? Today, memories of the draft have faded and the reality of Selective Service are absent in the lives of so many Americans. It is hard for today’s generations, mainly post-Baby Boomer, to know what it is like for government to order you into combat. For notification to report to a certain military installation on a certain date to be inducted into the Army. To be hauled off to basic training, to be told how to meet your responsibility to kill people. To be transported to front lines where people are dying. To either fire your weapon and fight, or be court marshaled. Failure to report for your military draft would result in imprisonment or fines and immediate induction. Today, the governing principle is that “It’s my body and no one can tell me what to do with it.” That’s mostly the mantra of the abortion industry and women’s rights advocates. But the philosophy certain has successfully seeped into today’s package of taken-for-granted men’s rights. A draft is simply inconceivable in today’s culture of extreme individualism. Today’s generations have no concept of what life was like when you had to plan for at least two years of military service. No “gap” year allowed. Avoiding the draft has a major concern, as important if not more so, than picking a college or a career. College deferments, which ultimately would run out. Getting married, but that deferment disappeared as the Vietnam War grew hotter. Teaching or certain other occupations. Using a connection to find  a slot in a high-demand reserve unit. In the Vietnam War, draftees accounted for 30.4 percent, or 17,725 combat deaths. Some 1.9 million men were drafted from 1964 to 1973.  In World War II, 61.2 percent of military men, or 11,5 million men, were draftees. While a large number of men were volunteers, in a manner of speaking, they also in reality were inductees. The draft, as designed, encouraged young men to “volunteer” for other branches of the service than the Army. “Volunteer” service in the Navy or Air Force was at least a year longer, but the chances of getting maimed or killed in combat were less. The draft always has been controversial, less so in time of national emergency such as World War II. But barring the most extraordinary crisis, today’s culture has killed all possibility of it returning (even though men today are still required to register for selective service). By the way, the stereotype of the Vietnam veteran is way off base. The image of the poorly educated, reluctant, drugged out and minority Vietnam soldier needs to be changed according to  Fact vs. Fiction. Check it out.)

(FROM THE ARTICLE: I never served in any branch of the military; that fact doesn’t make me the least bit unique. There are many who for whatever reason manage to avoid a stint in the Army or any other military organization, and certainly don’t think our lives are any less complete as a result. OF COURSE, THERE also are those in our society who made a point of enlisting the first chance they got, and wind up thinking of their time in uniform and being among those who “serve their country” as the high point of their lives! Some even come away with thinking their military record entitles them to prime treatment for the remainder of their lives. We have a serious schism in our society; often viewing various issues quite differently. And not just a matter of whether we think Donald Trump is a “great American” or a “pompous fool” totally unfit to be carrying the title of Commander-in-Chief of our nation’s military! That split includes how essential we think it is that one have a military service record as part of their permanent record, or how much “lip service” they pay to the concept — I attended a Catholic mass that included a musical tribute to the armed services in its choir’s Sunday program; and while many were eager to support the idea, only a tiny minority of the congregation admitted to actually having served. Which gets down to the essence of the direction we think our society ought to be headed. THERE ARE THOSE people who will say that one reason, if not the primary reason, that Bill Clinton and Barack Obama were unfit to be president is because they never served in the military (and in the case of Clinton used many of the legal maneuvers people of that era engaged in to avoid a call-up to active duty). Some of an older generation remember back to the military draft, and think that forcing people of various economic and social classes to interact helped ease the societal split that now exists. Although others, including those who managed to avoid military service, would argue that the very concept of having done a stretch in the military puts a person into a mindset that makes them too narrow and unfit to address the serious problems confronting our nation, and our world. Perhaps we all ought to be engaged in something more than blind faith in forcing esoteric concepts of what one wants to define as patriotism by a trip out to the cemetery to pay tribute to someone who was unfortunate to have lost their life during their military service. SOME OF US like to talk about the “ultimate sacrifice” those young men made, I’m sure many of them could have contributed something equally worthwhile to society had they had a chance at a long- and full-life. While many of those who these days do enlist in the military often do so because their options in life are limited; and that military stretch may be their best option for preparing for an adult life. I remember in my own case, my mother would have been appalled if I had seriously talked about enlisting. I remember when Army recruiters sniffed around me when I was 16 and in high school, she gave them the cold shoulder. In my case, that probably was a wise direction. I did make the most of a college education, and it stirred me in the right direction toward what I wanted to do (yes, I actually figured out as far back as age 13 that I wanted to be a reporter-type person). I resisted the Army’s marketing pleas to “be all you can be.” WHILE I HAD cousins who did stints of military service, and it helped them come up with the funds to pay for future education options they took on or taught them some skills used later in life. It worked out well for them, and I’m sure for many of the individuals who have done military service. My point in stating all this is that I’m not about to hold it over anybody’s head that I didn’t have to use the military to get ahead in life. Meaning I’m not about to defer to those who want to act as though the fact that they did a stretch in uniform somehow makes them superior. I actually find such an attitude to be arrogant and unfit for anyone to have in our society. Particularly because it places a view that one can claim superiority for doing something that may well have been their only realistic option in life. And on this Memorial Day when we pay tribute to the contributions of military personnel throughout our history, perhaps I should even throw in that having such an attitude perhaps even qualifies as un-American!)

A casino is different from other businesses because of the social problems and costs gambling creates. Gambling comes with high costs of addiction, bankruptcy, crime, family problems and suicide. Springfield has more video gambling machines than any place in Illinois. Area residents have lost over $100 million in the 576 gambling machines. In April, area residents gambled away over $2.5 million. Sangamon County has the equivalent of a casino with 1,027 gambling machines. Adding a casino will increase problems for individuals, families and the community. The poor, minorities and the addicted will especially be negatively impacted. Gambling interests overestimate the amount of revenue projected and don’t include any costs in the calculation. According to definitive academic studies, the socioeconomic costs of casinos are $3 or more for every $1 in benefit. Over 75 percent of the revenue at casinos comes from slot/video gambling machines like the ones already operating here. Fewer workers are required, and they have a higher rate of gambling addiction than the general population. Rep. Tim Butler has filed an amendment to include a Springfield casino in the massive gambling expansion bill the Senate passed. Transparency is needed for this important public policy issue, not working behind closed doors out of the public view. Call the mayor, city council, and state legislators to voice your concerns.)

(FROM THE ARTICLE: Amid calls for a repeal of DuPage’s ban on video gambling machines, county board members are going to revisit the issue. Officials in recent months have heard from businesses and a Veterans of Foreign Wars post that would like to offer video gambling. But they’ve also heard from gambling opponents who want to keep the moratorium that affects more than two dozen bars, restaurants, golf courses and social clubs in unincorporated parts of the county. In response, board members have agreed to discuss video gambling during their finance committee meeting scheduled for June 13. “We have people asking us to look at it,” county board member Jim Zay said. “So we need to have a discussion. We should at least give these people the opportunity to present their case for why we should change it. And we should give opponents the opportunity to say why they’re still against it.” Illinois legalized video gambling in 2009, but towns and counties were able to opt out. DuPage enacted its ban in August 2009 after officials cited possible social problems. County board member Paul Fichtner, who serves as chairman of the board’s finance committee, said the outcome of next month’s discussion will determine whether a measure is drafted to lift the prohibition. “We’re going to give everybody an opportunity to speak to the issue,” Fichtner said. If the panel recommends repealing the ban, it still would require a final vote by the full county board. Fichtner said he doesn’t know if there’s enough support on the board to pursue a repeal. “It’s going to be close,” he said. If the ban is lifted, county officials estimate that around 28 liquor license holders might be eligible to apply for a video gambling license. The county would gain between $200,000 and $250,000 a year in revenue, according to one estimate. Counties and towns that allow video gambling receive 5 percent of each machine’s profit. While towns throughout DuPage initially enacted bans, a number have since changed their minds. DuPage towns that allow video gambling are Addison, Aurora, Bensenville, Bloomingdale, Carol Stream, Darien, Glendale Heights, Itasca, Oakbrook Terrace, Roselle, Villa Park, Westmont, Willowbrook, Wood Dale and Woodridge, according to the Illinois Gaming Board. Some bars owners in unincorporated areas say they’ve lost customers to establishments where video gambling is allowed. But anti-gambling advocates say it’s not the county board’s responsibility to level the playing field for bars.)

We need more partners at the table. Right now this industry is getting away with murder.” Sabet shared slides, statistics and anecdotes to support his premise that legalized recreational marijuana in Alaska, California, Colorado, Maine, Massachusetts, Nevada, Oregon, Washington and Washington, D.C., is a lucrative industry that’s misleading the public about pot’s risks and benefits. “We learned the hard way about tobacco, which caused tens of millions of needless deaths,” said Sabet, who founded the nonprofit SAM, or Smart Approaches to Marijuana, in 2013. His organization’s goal, according to its website, is to prevent “another Big Tobacco (by) stopping marijuana legalization and commercialization, educating policy-makers and the public on marijuana issues, and fundraising.” Sabet said marijuana use causes respiratory problems, results in low birth weight babies and can impair learning with permanent IQ loss when consumed in large quantities by someone who’s young, according to the National Academy of Sciences. While he acknowledged that marijuana can eliminate nausea for those fighting cancer or other illnesses, he but did not mention other benefits commonly cited by medical advocates, such as reducing pain and seizures. “The medical marijuana industry is already making a lot of money here” in Illinois, he said. “It’s all about the money.” In the past four years, Illinois has legalized cannabis for medical use and decriminalized recreational use. In March 2017, state lawmakers proposed a measure legalizing recreational marijuana that could be voted on next year. Proponents estimate marijuana could generate between $350 million and $700 million in annual sales, reaping a sales tax windfall for the state. “We’re looking at one side of the ledger. People are not counting the costs,” said Sabet, who presented statistics on health care costs from pot-related illnesses. Marijuana advocates counter that legalization would save money on enforcement and boost opportunities for minority youth. An NAACP report from 2015 said marijuana arrests account for more than half of all drug arrests in the country, with blacks being six times more likely than whites to be arrested for pot possession, making it harder for them to obtain student loans and jobs. Dawn Neylon said she plans to share Sabet’s message with the middle and high school students with whom she works at 360 Youth Services, a Naperville nonprofit prevention program. “We’re learning new ways to give them information to make healthy choices. Alcohol and tobacco use is down dramatically (in Naperville school districts 203 and 204). There’s not much change in marijuana use.” In recent years, teenagers’ perceptions of marijuana have changed and she is seeing a decrease in their belief that pot poses a risk, Neylong said. “That’s concerning. When there’s a decreased sense of harm, there’s a greater risk to use it,” she said. Based on her interactions with teens, she said Naperville parents should be just as concerned about “a little weed” or “a little beer” as they are about opiates because “the earlier they start to use (alcohol or marijuana), the more likely they are to abuse. We want to push the first age of use to help prevent challenges later in life.” Sabet said a 2013 study from the U.S. Department of Health and Human Services showed marijuana can lead to other drugs for some people. “A majority of people who try pot stop using it after three times or less,” he said. “Three to four percent of the time they will try other drugs. (FROM THE ARTICLE:  Governor Bruce Rauner and his inner circle of political advisors are holding private meetings to vet candidates they hope could unseat Comptroller Susana Mendoza and Attorney General Lisa Madigan in the 2018 election. Democrats running to unseat Rauner have garnered most of the public attention to date, but behind closed doors, Republicans are already forming a deep roster and consulting with top party donors before making any public commitments to back candidates. The secretive casting calls are starting to creating tension within the party as leaders mull over their next move. According to sources with knowledge of these discussions, Rauner’s chief political strategist Mike Zolnierowicz is actively recruiting and meeting with candidates who may show potential to upstage some of the governor’s political rivals in a statewide election. By all accounts, these conversations remain in the very early stages, and several of the candidates themselves remain uncertain about their own standing with the party leadership. Former Comptroller Leslie Munger is rumored to be angling for a chance to regain her seat in 2018, but party leaders have privately expressed concerns about her electability after losing a rough election last fall. Although he did not respond to requests for comment, Zolnierowicz continues to explore other options for the high stakes Comptroller race. After losing to Mendoza last November, Munger was awarded a pay raise to a salary of $138,000 as one of two deputy governors in the Rauner administration. Examining census and other survey data about the 18-to-34 age group, the report notes: — The percentage of women ages 20-24 who are married fell from 57 percent in 1976 to 17 percent in 2014, while those with a child fell from 31 percent to 25 percent. It is thus more common for a 25-year-old woman to be a mother than a wife. — About one of three 18-to-34-year-olds relies on parents’ financial help, and a similar proportion live in their parents’ homes. The percentage living independently fell from 51 percent in 2005 to 41 percent in 2015. — The economic situation of young men has plummeted, with 41 percent of those ages 25-34 earning less than $30,000 annually, compared to just 25 percent who were below that inflation-adjusted threshold in 1975. The status of women has spiked, meanwhile, as only 14 percent in that age group are homemakers now compared to 43 percent in 1975. Despite economic gains compared to young men, however, their earnings still trail those of males. — Sharing a home with an unmarried partner has been the fastest-growing living arrangement over the past four decades, used by 12 percent of 18-to-34-year-olds in 2016 compared to less than 1 percent in 1975. The age group’s most common living arrangement, however, is living with parents, which has overtaken living with a spouse. The report pointed out how today’s millennials generally fail to reach benchmarks of adult independence by an age that most of society considers ideal. A 2012 survey of the U.S. population, for instance, found 21 was deemed the ideal age of financial independence from parents, but only 29 percent of 21-year-olds currently achieve that. And 22 was the consensus as the ideal age of obtaining full-time employment, but only 37 percent have such jobs by that age. Similarly, wide gaps show up for getting married and becoming a parent. Putting together four yardsticks by which someone might fully embrace adulthood — a job, marriage, parenthood and living apart from parents — nearly half of 25-to-34-year-olds could claim all of those in 1975, but fewer than one-fourth could in 2016, according to the report.)
