The law was ruled unconstitutional in a downstate court and is expected to see the same fate in other courts. “My voters had asked me to put out a statement on my opinion of what I’ll be doing on this and the way the law was written. It did nothing on enforcement,” Mendrick told Chicago’s Morning Answer radio host Dan Proft. “We all know if you don’t put who’s responsible, enforcing the law, that it’s going to be an unfunded mandate down at the end of the year. That’s just how this works every time. And I couldn’t get anybody to tell me yes or no. Will we be expected to enforce this? Until I got a call from Sean Casten, congressman, who told me that if I was willing to go to a house filled with Molotov cocktails, I should have no problem going to people’s doors for this law.” Proft pointed out Casten, a Democrat, had suggested Mendrick resign. “And he called on you to resign,” Proft said. “Yeah, to resign. ‘Recall,’ I think he said there’s something like that. He told me on the phone to I have no First Amendment right as a sheriff. And I really thought that was odd, to see the shock and horror of a politician when they don’t get their way or when somebody challenges them, simply because before you even started the conversation of is this right or wrong,” Mendrick said. Mendrick added that when he pushed backed against Casten the congressman “got nasty.” “Well, it got worse, he said some other things I’m not going to divulge just because he really got nasty with me,” Mendrick said. Mendrick added that the lack of respect for another elected official had him question how Casten treats ordinary Illinoisans. “But think about it, if they’ll treat your duly elected sheriff of this county that way, just think how they’ll treat you,” Mendrick said. “I mean, I couldn’t believe it. I live in the definition of a hostile work environment, political intimidation.” Casten was one of five other Democrats in Illinois’ congressional delegation who penned a letter against Mendrick. Casten took to extreme language in his characterization of the decision by Mendrick and around 95% of the state’s sheriffs to not enforce the law saying the sheriff’s “actions are going to make future mass shootings more likely.” Mendrick answered Casten’s accusations in a statement. “There is absolutely nothing that we are doing or not doing that would make a mass shooting more accessible in DuPage County,” Mendrick said. “In fact, I have asked on multiple occasions to increase penalties on all existing gun crimes, but it does not appear that they want to have that conversation.” Mendrick was clear in his rebuke of the law after its signing in early January. “I, among many others, believe that HB 5471 is a clear violation of the 2nd Amendment to the US Constitution,” Mendrick said. “Therefore, as the custodian of the jail and chief law enforcement official for DuPage County, that neither myself nor my office will be checking to ensure that lawful gun owners register their weapons with the State, nor will we be arresting or housing law-abiding individuals that have been arrested solely with non-compliance of this Act.” He has since become a focal point of angry Democrats seeking to impose their will on local law enforcement. Come Tuesday morning, however, Mendrick had this to say: “Don’t listen to the media,” his statement starts out. “I was not threatened to be censured or anything else during this meeting. The meeting that I had with State’s Attorney Bob Berlin and County Board Chair … Conroy yesterday was the first day three tiers of government came together in discussion on this topic.” First, a little context — and clarity. “This topic,” of course, is the sheriff’s initial refusal to enforce a provision of the new law requiring current owners of high-powered weapons to register them with the state. The meeting he refers to ended with an agreement that he would enforce the law after clarification that the ban does not mandate deputies go door to door checking on compliance. And while Monday’s meeting may not have mentioned censure, it was followed by a joint statement in which Conroy says she will not seek censure — an idea raised at an earlier public meeting and elsewhere. Mendrick’s statement then assures gun owners that sheriff’s deputies would not be showing up at the homes of “law-abiding residents to harass them over gun registration.” “We will not be sending deputies out proactively to take your lawfully owned guns,” he went on. “Please remove that stressor from your lives.” We would argue that Mendrick and others created “that stressor.” Officials have every right to question how they will be expected to enforce the law, but they jumped all too quickly to conclusions and, in some cases, distortions. While lawmakers have made clear that house-to-house inspections are not expected, opponents continue to stoke fears. Earlier this month, Gov. J.B. Pritzker called the refusal of many Illinois sheriffs to enforce the law “political grandstanding at its worst.” We have come to agree. Just look to McHenry County, where the partisanship is so strong Republicans have called for the county to become a gun sanctuary. In DuPage, Mendrick refused to answer calls from local reporters on his stance. He did not appear before the county board. But he was more than happy to share his concerns with like-minded listeners on AM 560’s “Black and Right” radio program and on Fox News’ “America Reports.” It’s a big step forward that Mendrick has agreed to enforce the law. ISP said Monday state police are “charged with upholding all state laws, including enforcement of businesses that openly violate current laws.” The law is being challenged in several state and federal judicial circuits. In McHenry County Monday, a motion was made to move its gun-ban challenge from state court to federal court. In several separate pending federal cases, ISP made a motion to consolidate into a Crawford County case last week. Chief U.S. District Judge Nancy Rosenstengel, an Obama appointee, reassigned two of those cases to Stephen McGlynn, a Trump-appointed judge. “The action arises out of the same facts and is closely related to [the Illinois State Rifle Association’s] Harrel, et al. v. Raoul … which was filed before this action and is assigned to District Judge Stephen P. McGlynn,” Rosenstengel said. The Crawford County case Langley v. Kelly was the first lawsuit filed against Illinois’ gun ban in state court, but it was transferred to federal court after the ISRA case was filed in federal court with a judge assigned. ISRA’s Ed Sullivan said while there are several independent cases in Illinois courts alleging individuals’ Second Amendment rights are being infringed, “we also have to keep an eye on the price elsewhere as well,” including a Second Amendment case filed in Maryland. “Because what happens elsewhere certainly can influence what happens here, so I think Maryland is the most obvious target for us to keep an eye out,” Sullivan told The Center Square. In that Maryland case, the U.S. Court of Appeals for the Fourth Circuit heard oral arguments Dec. 6. It’s unclear when a ruling would be rendered. Still pending in Illinois federal court is a ruling on a TRO in the challenge of Naperville’s gun ban. The judge in that case Monday notified the state that it is also a defendant after plaintiffs expanded their challenge last week. In a separate state challenge last week, state Rep. Dan Caulkins, R-Decatur, filed a lawsuit against the state’s gun ban. Caulkins is the lead plaintiff with a new association called Law-Abiding Gun Owners of Macon County. Attorney Thomas DeVore filed to intervene, claiming he has clients that don’t want to be part of a group he said may not stand legal scrutiny. “Dan is trying to take the position that my clients are members of an association that they never heard of and they never agreed to join and that could place some risk on them,” DeVore told The Center Square. “The attorney general might want to start deposing them.” DeVore filed an Effingham County challenge on behalf of 866 named plaintiffs. It is pending an appellate court decision of a lower court’s temporary restraining order blocking the law. A ruling on a TRO is pending in a White County case where DeVore represents nearly 1,700 named plaintiffs. Caulkins’ attorney Jerry Stock labeled DeVore’s filing as a “side show.” Stock argued he doesn’t need hundreds of plaintiffs in a case to prove the law is unconstitutional. “There was no way I was going to attempt to represent hundreds of clients when the remedy sought is a judgment, not the temporary time out,” Stock told The Center Square. “While we’ll seek that on this path, the real goal was to knock this legislation out. I thought that my firm taking a fee based on the volume of clients was not something I could be comfortable with ethically.” Stock said he wasn’t casting aspersions and people can hire any attorney they want, but he “very strongly disagrees” with DeVore’s approach. “I think it’s a far more liberal way of pursuing the claims,” Stock said. “And not having to implicate every individual gun owner or to charge every individual gun owner a fee, because it just was not necessary.” A hearing in Caulkins’ case is set for Friday in Macon County.)

The assault rifle is distinguished from the standard battle rifle by three primary characteristics that make it easier to use in close quarters, such as urban or jungle fighting. These characteristics are: 1. It’s comparatively short and light. 2. It fires a less powerful, and, therefore lighter, round bullet. 3. It has a selective fire switch which allows it to shoot in either semi-automatic or fully automatic mode, such as firing three shot bursts as a third option. The last of these characteristics makes it a type of machine gun. This puts the assault rifle under the registration requirements of the National Firearms Act (NFA). It should be noted that Illinois law has already prohibited the possession of all NFA weapons, specifically machine guns, by Illinois residents since 1961 (720 ILCS 5/24). Consider Hitler. He took away guns in Germany in the 1930s and in every country he conquered thereafter, particularly from (those) “disfavored” by his government. It installs an app on your phone that we call “Mobile Mother-in-Law.” You install the app and it monitors where you drive, when you drive, and how fast you drive. It may even cross-reference the data with the weather. We aren’t sure. What we are sure of is the insurance company analyzes the data and if you obey the speed limit and don’t park in the passing lane on the highway, the insurance company will give you a discount on your premium. (We made the part up about the passing lane, but you get the idea.) If you use the app and succumb to lead-foot disease, not only will you not get an insurance discount, you may suffer an auto insurance increase! Car owners who opt into this app program do so voluntarily with the expectation that their participation will save them money. Now the government wants to get in the app business in the near future and, since it’s the government, the program will be mandatory — and it will cost you money. The Epoch Times brings us the bad news. Government regulations that increased gas mileage and government subsidies that encouraged the purchase of electric and hybrid vehicles have resulted in less revenue for state and federal government highway funds, because those funds are financed by the gas tax. Electric vehicles don’t buy gas, hybrids only buy a little and regular cars get more distance from a tank of gas these days. As a spokesman for the Eastern Transportation Coalition explains, “All vehicles are going farther on less gas, and that is great for our wallets, especially with the gas prices going up. “But it’s not so good when our transportation system is dependent on that fuel tax. The link between usage and payment is broken.” Naturally, government is springing into action. Currently 31 states charge electric vehicles a special, more expensive registration fee. But that once-a-year payment isn’t enough for government bureaucrats. You know them all-too-well. The same people who made you mask-up (even outside!) want to make you install an app to monitor your driving. We call it Big Brother in the Backseat, and it’s bad news. Drivers are less than enthusiastic about this prospect and bureaucrats and NGO nannies can’t fathom why. The Coalition person had the gall to say, “This is a very challenging topic to talk about because nobody likes talking about paying for transportation. We all like the transportation that we use but paying for it is a hard conversation.” We don’t know about you, but our cars cost thousands of dollars and we paid it. What the government is demanding is we pay extra for transportation. Drivers who are paying attention are also very concerned about their privacy and government intrusion into it. It’s one thing to volunteer for an insurance app and gain a discount in return. It’s quite another to be forced to install an app or a tracking device and have a cyber mother-in-law riding shotgun as Big Brother. The comically out-of-touch Coalition flack has a positive spin for that situation, too: “Developers expect a third party, not the government, will keep track of where drivers go, and how much they owe, and some studies have indicated that because a third party is doing the tracking, the data is safe from government eyes. “The data would go to a government contractor that would deduct the amount owed from a user’s credit card and pay it to the states where the vehicle had been.” Would that be the same government that forced “third party” cellphone providers to give tracking data belonging to the Jan. 6 political prisoners to the DOJ without a warrant? We’re supposed to believe our travel data would be safe “from those government eyes”? There are other ways to charge for highway usage without taking a giant step into the Total Surveillance State. If the IRS grants a mileage deduction based on mileage entered on a tax form, then the states can use the same data for its usage tax.)

I should write a book about what my IRS career might have been if my Democrat IRS superiors had not gotten rid of the IRS manager who had a) promoted me in 1972 and 1973, b) gotten me assigned to a high-profile developmental opportunity in 1973, and c) promoted me in 1974.
But then, to get rid of me, they a) disallowed my travel vouchers in 1974, b) forced the aforesaid IRS manager to transfer to Texas in 1975, c) ignored, dismissed, downplayed, and belittled my earning an MBA from Loyola in 1976, d) never promoted me to GS-13, e) disallowed my education deductions in 1978, and f) ignored, dismissed, downplayed, and belittled my passing the CPA examination on my first attempt in 1979.
I should write a book about what my GAO career might have been if my Democrat GAO superiors had not gotten rid of the GAO manager who had a) arranged for my transfer from IRS in 1980 when I was 31 years old, b) gotten me assigned to audits of IRS in 1986, and c) promoted me in 1986.
In 1980, he was the Staff Manager of GAO’s Chicago Office.
But immediately after he arranged for my transfer from IRS, my Democrat GAO Chicago Office superiors replaced him with a Democrat Staff Manager who was anti-IRS, anti-union, anti-conservative, anti-Republican, anti-Christian, anti-Protestant, anti-German America, anti-those whose ancestors have been in America for a long time, anti-those who did not start their career with GAO, anti-Association of Government Accountants, anti-Institute of Internal Auditors, and anti-those who spouse’s had good jobs. He was a heavy drinker and gambler who was obsessed with spectator sports and golf.
He did everything that he could to get me to go back to IRS.
He succeeded in a) keeping me off audits of IRS except for 3 of the almost 18 years that I worked for GAO, b) assigning me to work for, work with, and/or supervise GAO Chicago office employees who disapproved of, if not despised, if not hated my demographics for my entire GAO career, c) giving me unfair job assignments, performance expectations, and performance appraisals for my entire GAO career, d) assigning me to supervise all the office’s Democrat employees who were problematic, liberal, minority, female, veteran, disabled, non-Christian, non-Protestant, non-German American, and/or had ancestors who had not been in America for a long time for my entire GAO career, e) turning my GAO superiors, supervisors, coworkers, and subordinates against me for my entire GAO career, f) delaying my promotions to GS-11, GS-12, and GS-13, and g) stopping me from ever being promoted beyond GS-13.
If he had not gone on extended sick leave because of his heavy drinking in 1985, I never would have been assigned to audits or promoted to GS-13.
But after he came back in 1987, he succeed in a) forcing the aforesaid GAO manager to retire in 1987 who had arranged for transfer from IRS in 1980, gotten me assigned to audits of IRS in 1986, and promoted me in 1986, b) always ranking me in the lower half of my coworkers for pay-for-performance purposes, and c) helping my Democrat GAO superiors force me to take their early retirement “offer” in 1997.
