Harvard City Council likely will discuss the matter this month, City Administrator Dave Nelson said. “If [council members] don’t have any issues with it, we don’t have to do anything,” Nelson said. “In the event they get a client to retail here, there is a tax on that, and that’s another discussion.” Municipalities can impose a local tax on recreational marijuana, under the bill. The Woodstock City Council discussed the matter at a recent workshop, but a clear stance on the issue hasn’t yet emerged, City Manager Roscoe Stelford said. “We have a lot of evaluating to do,” Stelford said. “My understanding of the law is that you can’t ban the use. (FROM THE ARTICLE: Interim City Manager Martin Shanahan meets the job description to become the permanent city manager, the city council was advised last week. Interim City Attorney Chris Regis provided the opinion because the matter had been raised by at least one council member. Interestingly enough, Regis delivered the opinion moments before Mayor Bob O’Dekirk declared that city staff should not be involved in any application process or candidate search for a permanent city manager because it would be a conflict of interest. The theory is that since all city staff falls under the supervision of Shanahan as interim city manager, they have a conflict of interest in the selection of a new city manager. Therefore, city employees who normally would be involved in a city hiring process cannot be called upon to provide staff support for the council in a candidate search or even in a simple posting of the job. Apparently, no conflict of interest applied to Regis, however, in determining that Shanahan met the job qualifications, although Regis is a city employee who was advising the council on whether they could hire Shanahan for the job.)

(FROM THE ARTICLE: A lawsuit filed against a business that plans to sell recreational marijuana brought about 20 protesters to Railroad Square late Saturday morning. They stood across the street from Mark’s Deli, whose owner along with two other plaintiffs has challenged the city’s decision to allow the opening of a pot shop in the now-vacant quarters of the Sons of Italy at 124 Washington St. The lawsuit alleges that allowing the shop violates the constitutional rights of nearby property owners, violates federal narcotics laws and is detrimental to Haverhill. “I believe strongly we need to get the underground economy into the mainstream,” said Douglas Edison, a longtime community activist who is running for City Council. “Why are we stopping it? You can’t just say ‘no’ to everything,” he said. Edison pointed out the shop will pay taxes to the city. “We need money for schools,” Edison added. Caroline Pineau, who already owns and operates the Yoga Tree at 90 Washington St., hopes to open the recreational marijuana store. “I’ve been fighting for this for 15 years,” said Michael Crawford of Marblehead. He called the lawsuit “frivolous.” A friend of his who suffered from mental health problems and addiction had a very positive outcome after he started using medicinal marijuana, Crawford said. “It turned his life around,” he said. Crawford wore a shirt bearing the message, “more weed, less greed.” Another City Council candidate, Nick Golden, said Pineau is being “unfairly targeted” by the lawsuit. “She represents the type of person and entrepreneur that we’re trying to attract,” said Golden, who is on the staff of state Rep. Lori Ehrlich, D-Marblehead. “I think it’s really important to support small business owners,” Christina Barbieri, a former Haverhill resident, said. She and others noted that possession of marijuana is now legal in Massachusetts and that Haverhill voters supported this change. The protesters held signs with messages such as “drop the lawsuit.” Many motorists driving by honked in support of the cause. A few people voiced their objection to having a pot shop in the city, Crawford said. One man confronted the protesters and called them “immature.” As he walked away from the group, he extended his two middle fingers. Two police officers were assigned to the demonstration, which remained orderly. Officer James Keenan advised the man who made the obscene gestures to not cause a disturbance. Jess Hileman, a lifelong Haverhill resident and longtime patron of Mark’s Deli, said he does not think the owner of the restaurant objects to having a pot shop in Haverhill. “He only opposes the location,” he said. Hileman also said he did not think it was fair that some of the protesters were depicting the owner as a bad guy. A patron at Mark’s Deli said the owner did not want to speak to the media.  (THE ARTICLE: About 120 Wheaton residents attended a 2 1/2 hour Wheaton City Council Planning Session Tuesday evening, May 28, 2019. 28 of those 120 voiced their concerns about Wheaton’s East Roosevelt Road Corridor Market Study/Comprehensive Plan Amendment. 13 of those 28 are registered voters in my precinct. Most of the comments concerned the impact that proposed changes would have on homeowners immediately south and north of Roosevelt Road, traffic congestion, affordable housing, public housing, the proposed Starbucks at the southeast corner of Roosevelt Road and Warrenville Road, flooding, the school crossing at Warrenville Road and Park Avenue, protecting historic buildings on Roosevelt Road, and Wheaton not individually notifying homeowners immediately north and south of Roosevelt Road of the session. My precinct includes the south side of Roosevelt Road between Carlton and Main Streets. Even more totalitarian, the Southern Poverty Law Center uses phony “hate speech” claims to defund and “deplatform” conservative groups like David Horowitz’s Freedom Center, by pressuring credit card companies to close off donations to them. An additional constitutional concern, he said, is that prosecutors would be prohibited under the bill from helping to determine who is and isn’t eligible for expungement of certain misdemeanor and felony convictions. “It takes away all of our discretion,” Berlin said of Senate Bill 7, adding that court challenges could overturn such expungements. Berlin, a Republican, said the bipartisan association plans to present its concerns to Gov. J.B. Pritzker, a Democrat and supporter of the bill, as well as the bill’s sponsors in the General Assembly. Berlin said the association has taken a neutral stance on the overall bill.)

In an impromptu show of solidarity, the staff accompanied Muhs as she left the building for the final time. “Everyone walked out with her as a show of respect,” reporter Dean Olsen said. “We all gave her a hug and applauded for her and thanked her for the stand that she was taking. … People are crying.” Olsen said Muhs told her staff on Friday that she was leaving partly in hopes of avoiding more layoffs at a paper that has been decimated by staff cuts. “I think her hope was, by not having her salary to pay, her hope would be that there would be no layoffs,” said Olsen, who wasn’t present when Muhs announced her departure last week. “She was a very good editor, and she tried to promote good journalism in Springfield, despite some pretty trying circumstances that she had to deal with from GateHouse Media (the paper’s corporate owner).” Muhs declined to say what she told her staff, but she said she wasn’t expecting colleagues to walk out of the building with her. “I was very touched,” Muhs said. “I didn’t expect that. … I have tremendous respect and admiration for the State Journal-Register staff. It’s the second such bill in as many years. Illinois state Rep. Brad Halbrook, the bill’s author, cites the many issues tearing the state apart. He listed Democrats’ “overreaching” stances on abortion, guns, immigration, debt, pensions, Medicaid spending, property taxes, green energy and workers’ compensation as just some of the reasons Chicago and Illinois should go their separate ways. Recent polling from the Paul Simon Public Policy Institute at Southern Illinois University Carbondale shows two-thirds of Illinois voters think the state is moving in the wrong direction. That same March poll from the Simon Institute shows “significant regional differences” in responses. The state division hit a breaking point several years ago, when Illinois was mired in the longest fiscal stalemate in the United States since the Great Depression. The budget battle between Democratic lawmakers and then-Republican Gov. Bruce Rauner lasted more than two years, threatening public university accreditation, statewide road construction and “junk” credit ratings. Halbrook blamed the impasse on Chicago-area Democrats. “Everywhere I go, people say we just need to get rid of Chicago,” he told Stateline. “It gets rid of all of our problems. My constituency is serious about it. I’m trying to save the state.” Halbrook has a small family farm in Shelbyville, a rural community along the Kaskaskia River in central Illinois with around 4,600 residents. New Illinois? Forty percent of the Prairie State’s 12.7 million residents live in Cook County, the county surrounding Chicago. The broader Chicago metropolitan area consists of 9.5 million people. Without the Chicagoland area, Illinois would have fewer people than Connecticut. Democrats control both chambers of the General Assembly and the governor’s office, and most of them are from Chicagoland — including 62 of the 74 Democrats in the House. The rest of Illinois is largely agricultural and conservative, aside from the parts of Illinois near St. Louis in neighboring Missouri and pockets of central Illinois. A July 2018 paper from the Simon Institute found that Illinois’ politics “are marked and marred by regionalism.” The idea of dividing Illinois has been around throughout Illinois’ history, the paper says, despite “how impractical it is.” While these regional divides are prevalent in other states across the country, it’s exaggerated in Illinois because of “the extent to which many Illinois leaders emphasize, exploit and exacerbate these regional differences for their own advantage,” the paper claims. The Windy City has all the political power, the money and the economic growth, said G.H. Merritt, who runs New Illinois, a separation group that has begun starting chapters in counties throughout the state to build grassroots support. Merritt, a former nonprofit administrator, lives in Lake County, north of Chicago. So far, she has 26 county chapters that want to split the rest of Illinois from Chicago. When forming her organization, Merritt sought advice from other state separation organizations, like New California. The group, which is run by a conservative radio talk show host, advocates for the creation of a new state split from the Los Angeles and San Francisco areas “to throw off the bonds of tyranny.” Activists such as Merritt blame state Democratic leaders from Chicago for creating a “systemically corrupt climate” and many of the problems Illinois currently faces, like the $134 billion in unfunded pensions and other fiscal problems — despite the fact that these problems grew through both Democratic and Republican governorships.)
