(FROM THE ARTICLE: A massive study published this month in the Journal of Drug Issues found that the proportion of marijuana users who smoke daily has rapidly grown, and that many of those frequent users are poor and lack a high-school diploma. Examining a decade of federal surveys of drug use conducted between 2002 and 2013, study authors Steven Davenport and Jonathan Caulkins paint one of the clearest pictures yet of the demographics of current marijuana use in the U.S.  They found that the profile of marijuana users is much closer to cigarette smokers than alcohol drinkers, and that a handful of users consume much of the marijuana used in the U.S. “In the early 1990s only one in nine past-month [marijuana] users reported using daily or near-daily,” Davenport and Caulkins write. “Now it is fully one in three. Daily or near-daily users now account for over two-thirds of self-reported days of use (68%).” These usage patterns are similar to what’s seen among tobacco users. “What’s going on here is that over the last 20 years marijuana went from being used like alcohol to being used more like tobacco, in the sense of lots of people using it every day,” Caulkins said in an email. Adults with less than a high school education accounted for 19 percent of all marijuana use in 2012 and 2013 (compared to 13 percent of the total adult population), according to the survey. This is similar to their 20 percent share of all cigarette use, but considerably higher than their 8 percent share of all alcohol use. Similarly, Americans of all ages with a household income of less than $20,000 accounted for 29 percent of all marijuana use and 27 percent of all cigarette use, compared to only 13 percent of all alcohol use and 19 percent of the total adult population. The concentration of use among poorer households means that many marijuana users are spending a high proportion of their income on their marijuana habit. Users who spend fully one quarter of their income on weed account for 15 percent of all marijuana use. One interesting finding is that over the past 10 years as many states have liberalized their marijuana policies, marijuana arrests are down while marijuana purchases are up. This means that the risk of getting arrested for marijuana use has fallen sharply since 2002. That year, there was one marijuana arrest for every 550 marijuana purchases, according to Davenport and Caulkins. By 2013, there was one marijuana arrest for every 1,090 purchases. “The criminal risk per marijuana transaction has fallen by half,” they conclude. Much of that risk is still born by non-white marijuana users. Davenport and Caulkins stress that since the study was conducted over a period preceding the opening of recreational marijuana markets in Colorado and Washington, it doesn’t offer any evidence on the merits or lack thereof of legalization. “Our results can in no way be interpreted as evidence toward the successes or failures of marijuana legalization or even medical marijuana laws,” they write. However, they say their research presents a number of things to consider as states like California, Arizona and Maine vote on marijuana legalization this fall. “Most people who have used marijuana in the past year are in full control of their use, and are generally happy with that use,” Caulkins said in an email. But, “consumption is highly concentrated among the smaller number of daily & near-daily users, and they tend to be less educated, less affluent, and less in control of their use.” The median marijuana user, in other words, may be someone who indulges periodically but generally doesn’t consume a lot of it. However, most of the marijuana consumed in the U.S. isn’t consumed by the median marijuana user, but rather by the very heavy users who smoke daily or more. “There is a sharp contrast between what policy is best for the typical user versus what is best for the people who consume most of the marijuana,” Caulkins said. Legalization may not change much in the life of the typical marijuana user. But heavy users who overindulge may find it even easier to do so when marijuana is legal and cheaper to buy. The findings support the argument for legalization measures to be accompanied by public health protections — like treatment programs and public awareness campaigns educating people about the risks of overuse.)

(FROM THE ARTICLE: A team of privacy experts is urging a California appeals court to resurrect a case spotlighting the hacking of computers in cars, warning breaches could result not only in stolen identity but physical injury. “‘Connected vehicles’ expose American drivers to the risks of data breach, auto theft, and physical injury,” the Electronic Privacy Information Center asserted in a friend-of-the-court brief to the 9th U.S. Circuit Court of Appeals. They, and others, are asking that a lawsuit out of San Francisco be restored. The case, Helene Cahen v. Toyota, focuses on the electronic monitoring and Internet connectivity built into cars. A trial judge dismissed the case for lack of standing, but the brief contends the ruling should be reversed. And it’s no longer just about privacy, it’s about public safety, too, the brief argues. “The internal computer systems for these vehicles are subject to hacking, unbounded data collection, and broad-scale cyber attack,” the brief explains. “Despite this extraordinary risk, car manufacturers are expanding the reach of networked vehicles that enable third party access to driver data and vehicle operational systems. “The plaintiffs in this case seek the opportunity to present legal claims stemming from the defendants’ sale of vehicles that place them at risk. That should be allowed to proceed.” WND reported a year ago when two U.S. senators proposed the SPY Car Act of 2015 to create privacy standards for computer systems that control today’s generation of electronics-heavy vehicles. The proposal came just as a Wired.com contributor reported hackers who set him up in a new vehicle were able to take over its controls while he was driving at 70 mph. “As the two hackers remotely toyed with the air-conditioning, radio and windshield wipers, I mentally congratulated myself on my courage under pressure,” wrote Andy Greenberg at Wired in an article headlined “Hackers remotely kill a Jeep on the highway.” In the 2015 article, he reported, suddenly his vehicle slowed to a crawl, an 18-wheeler =approached from behind and “the experiment had ceased to be fun,” he wrote. Privacy advocates have warned since 2011 about in-car tracking and other computer devices. Marc Rotenberg of the Electronic Privacy Information Center wrote then that data from embedded “black boxes” in vehicles could provide unwanted information to state agencies. Later, the systems were upgraded, connecting vehicles to the Internet. Greenberg explained that the industry’s Uconnect is prompting questions. It’s an Internet-connected computer feature in hundreds of thousands of Fiat Chrysler cars, SUVs and trucks that controls the vehicles’ entertainment and navigation, enables phone calls and provides a Wi-Fi hot spot. Greenberg noted the cell connection also “lets anyone who knows the car’s IP address gain access from anywhere in the country.” The hackers with whom he was working, he said, have “only tested their full set of physical hacks, including targeting transmission and braking systems, on a Jeep Cherokee, though they believe that most of their attacks could be tweaked to work on any Chrysler vehicle with the vulnerable Uconnect head unit.” EPIC already has written extensively about the “Internet of Things,” explaining how various technologies communicate with each other through systems such as IPv6, RFID, Wi-Fi and GPS in appliances, smartphones, wearable computers and other devices. “The ubiquity of connected devices would enable [the] collection of data about sensitive behavior patterns, which could be used in unauthorized ways or by unauthorized individuals,” EPIC said. With “340 trillion” Internet Protocol addresses available, there’s no problem with assigning each vehicle one, the article explained. The new brief argues that some of these issues need to be adjudicated so that American consumers know what they’re getting into. In dismissing the case, the court “underestimated the substantial risk to public safety of connected cars and misconstrued the plaintiffs’ invasion of privacy claim. Whether or not the court ultimately agrees with the allegations presented, they are clearly sufficient to establish Article III standing,” the brief argues. Additionally, the “court’s conclusion is also wrong because it fundamentally misunderstands the security vulnerabilities created by connected cars,” EPIC writes. “Cars today are dependent on extraordinarily complex onboard computer systems. According to the Government Accountability Office, the typical modern high-end car contains over 100 million lines of code – substantially more than a Boeing 787 passenger airline[r], which contains 6.5 million lines of code, or an F-22 U.S. Air Force jet fighter, which contains 1.7 million lines. … As these vehicles have become more complex, the potential for software errors and related vulnerabilities correspondingly rise.” However, the brief notes, “car manufacturers have failed to take adequate steps to address these vulnerabilities.” Since first appearing in the 1970s, “electronic control units” in cars “have grown in complexity, replacing or controlling many mechanical functions. The typical modern vehicle now relies on computerization for almost everything from ‘engine management to steering, braking, climate control, navigation, [and] infotainment,’” the brief says. By now, everything, “engine management system, brake controller, airbags, seatbelt pretensioners, door locks, gauge cluster, sound system, seat controls, communications systems and telematics units are all interconnected.” In short, that means “window switches have a potential path of communication to the brake controller, the entertainment system has a channel to communicate through to the vehicle’s airbags, and so on.” There also is no “authentication” system, “allowing anyone with access to the system, authorized or not, to control vehicle components,” it explains, with access available through Bluetooth or GPS. As a result, millions of cars on the road ‘are vulnerable and pose a serious security risk to their occupants and to others.” The warning followed: “Wide-scale malicious automobile hacking is no longer theoretical. The lower court failed to appreciate the nature and immediacy of the problem when it concluded that the threat is ‘speculative.’ Although a full-scale remote car hijacking is certainly a serious risk to car owners and others …. Hijacking is not the only risk… Connected cars leave consumers open to car theft, data theft, and other forms of attack as well. These attacks are not speculative; many customers have already suffered due to vulnerable car systems.” Ransomware attacks and electronic disabling are just a few of the problems that already have been reported.“Connected vehicles raise significant public safety concerns that the courts cannot ignore. One company has already recalled 1.4 million vehicles because of the risk of remote hacking,” the brief says. And some 20 states regulate the collection and use of driver data. “But wide scale malicious automobile hacking is certainly imminent, if not already occurring,” EPIC says. Earlier this year, WND columnist Craige McMillan warned: “Let’s face it: Hacking these vehicles isn’t a possibility; it’s a certainty. It might be a kid spoofing you, trying to make you crash. Maybe a gang that’s going to reprogram your destination and part out both you and your vehicle. Heck, they could even operate from overseas via your onboard Internet. “Professional criminal gangs already orchestrate crashes on freeways and busy streets to bilk insurance companies; why wouldn’t they turn to hacking as well? A skilled team of such experts could probably hack you right up into a semi tractor trailer, bolt the door and take you and the vehicle anywhere they wanted.” His concern was for the fully computerized, self-driving vehicles. “Somehow, self-driving cars just don’t seem very well thought out to me. The penalty for not thinking this out before we do it is going to be very large, indeed.”)

William Kunkler, a private equity executive who backed Florida Gov. Jeb Bush’s unsuccessful bid for the Republican presidential nomination, said he wasn’t voting for the GOP nominee and expected Democratic nominee Hillary Clinton would become president and move quickly to push immigration changes. “Republicans will be licking their wounds after the effects of Trump leading the ticket and should be willing to deal with (Clinton) on sensible reform,” Kunkler, co-chair of the Illinois Business Immigration Council, said at a panel hosted by the group and FWD.us, the immigration advocacy organization founded by Facebook Chairman Mark Zuckerberg. Kunkler — who backed and helped bundle campaign cash for previous GOP nominees including Arizona Sen. John McCain and former Massachusetts Gov. No guys in tow. All very respectful, and all behaving better than the average idiots attending the concerts. The Secret Service had a perimeter around her. And no one appeared to be drinking or smoking. The Government Accountability Office has found that about half of all households near retirement age have zero retirement savings and no pension other than Social Security. So where is this conversation among our would-be leaders? The public is more than ready. Some 68% of American workers complained last fall that presidential hopefuls were not talking enough about retirement issues, according to a poll from the Financial Services Roundtable. In a major speech on the economy this week, Republican nominee Trump didn’t utter a single word about retirement, longevity or aging. Democratic nominee Hillary Clinton’s forthcoming speech on the economy isn’t likely to raise the issue either. Her website talks about retirement almost exclusively in terms of Social Security, which she vows to expand by raising taxes on the wealthy. This at least acknowledges the savings crisis. She proved that again last week with her assertion on Fox News Sunday that James Comey, director of the Federal Bureau of Investigation, had declared her to be truthful in her answers about her decision to use a private email server for official State Department business — a grossly misleading interpretation of an F.B.I. report that pointed up various falsehoods in her public explanations. And, most broadly, it upsets balance, that idealistic form of journalism with a capital “J” we’ve been trained to always strive for. But let’s face it: Balance has been on vacation since Mr. Trump stepped onto his golden Trump Tower escalator last year to announce his candidacy. For the primaries and caucuses, the imbalance played to his advantage, captured by the killer statistic of the season: His nearly $2 billion in free media was more than six times as much as that of his closest Republican rival. Now that he is the Republican nominee for president, the imbalance is cutting against him. Journalists and commentators are analyzing his policy pronouncements and temperament with an eye toward what it would all look like in the Oval Office — something so many of them viewed as an impossibility for so long.)

The concert was dubbed “The Last Weekend on Earth.” Maj. Joe Masi of the Richland County Sheriff’s Department told the Mansfield News Journal someone began tossing out bags of the colorful candies Saturday at around 11 a.m. The packages contained about 20 pieces each and were marked “prescribed medibles” with a reference to a commercial candy brand, according to photos posted to social media. Masi said each piece had “a very, very high dose of THC,” the chemical that gives marijuana its mind-altering effects. Only one or two candies would get a user high, but some people were eating whole packages, officials said. Lt. Joe Petrycki, commander of the METRICH regional drug task force, said early reports of concertgoers overdosing was too strong a description. He said THC usually gives people a sense of euphoria. “They didn’t lose consciousness,” he said. “They just felt different.” Ambulances loaded with victims started arriving at OhioHealth in nearby Mansfield around 4 p.m., said hospital spokeswoman Nikki Workman. Giovanni Rios, who is awaiting trial in a 2015 murder in Humboldt Park, was held in contempt of court Thursday by Judge Vincent Gaughan for allegedly exposing himself to a female guard on Wednesday, said Cara Smith, policy chief for Sheriff Tom Dart. Rios, 20, a member of the Savage Life jail gang, is charged with the Wednesday incident and two similar ones in the jail, Smith said. If convicted of all three charges, he would be required to register as a sex offender, she said. “It is tremendous to see these cases taken seriously,” she said, adding she believes it’s the first time anyone may be ordered to register as a sex offender for committing acts of indecent exposure in the jail. Rios is one of about 35 inmates who have identified themselves as members of Savage Life, a gang formed last year among inmates being held in maximum-security units. Their activities include physically attacking guards, throwing feces and urine at them, and exposing themselves and masturbating in the presence of female defense attorneys and correctional officers, Smith said. Since July 2015, jail officials have recorded hundreds of such incidents involving Savage Life but the incidents have decreased in recent months. One of the ways the sheriff’s office is combatting the behavior is to take away “good time” inmates earn in jail, Smith said. The office also is limiting visits and aggressively prosecuting Savage Life inmates for public indecency and other crimes, she said. Smith said she hopes the possibility of Rios becoming a registered sex offender sends a message to other Savage Life inmates. Even hardened criminals balk at the stigma of being labeled sex offenders, she said. Savage Life members recently expanded their perverse activities. They have been opening their own wounds and sticking sharp objects into their eyes to force guards to send them to the jail hospital. Most Savage Life members are in the maximum-security Division 9 and relish the chance to “take a walk” to another part of the jail — even the hospital, Smith said.)

Kelly Sarabyn, a former fellow at the Foundation for Individual Rights in Education, argues that, nonetheless, the “longstanding purpose of the liberal arts and research universities is realized through free speech on campus, and students, faculty, and donors reasonably expect it to prevail.” Those groups may yet persuade universities to stand behind their commitments to free speech through advocacy and donations. If such efforts prove unsuccessful, perhaps courts could be persuaded, as Sarabyn argues they should be, to compel private schools to honor any express commitments to prospective students to honor free speech on campus—on the ground that students are enticed by and rely upon those commitments when choosing which schools to attend. Given the university president’s open animosity to speakers such as Yiannopoulos, the Shapiro incident raises the real possibility that DePaul administrators are all too happy to have an excuse to prevent students from being exposed to views that compete with their school’s own liberal ideology. Is it that DePaul administrators can’t keep their students safe and their speaking events secure? Or is it that they refuse to do so because citing “security concerns” to prevent conservative speakers from appearing on campus actually furthers their own ideological aims?)

(FROM THE ARTICLE: This week, Karen Bass, a Democratic congresswoman from California, launched a Change.org petition calling for Donald Trump to be diagnosed. She supported it by promoting the hashtag #DiagnoseTrump, and the topic took off. Her effort has received ample media coverage and trended nationally on Twitter for a while. And as it did, it became the latest manifestation of a problem I’ve been tracking for months now. With what seems to be increasing frequency, each time Trump does something objectionable, too many of his opponents want to blame mental illness as a way to erode his electoral chances. Yet characterizing Trump as “crazy” relies on the stigma of psychiatric disabilities to make a point. There are many grounds on which to criticize Donald Trump and to argue against his candidacy. But his mental health should not be one of them, because it’s a strategy that appeals to bigotry. Leveraging ableism to achieve electoral goals is no more acceptable than using racism, sexism, anti-gay sentiment, anti-Islamic sentiment, or any other form of prejudice. I don’t want Donald Trump to become president for lots of reasons. He routinely makes racist and sexist comments. He lies. I don’t trust him to make good decisions or to hire good people. The list of detriments goes on and on. Yet characterizing his erratic temperament or understanding of the truth as a product of mental illness, then arguing he’s unfit to lead because of that mental illness, sends a terrible message to the millions of people with diagnosed psychiatric disabilities who are trying to make their way through an ableist world. Don’t just take it from me. Many people with psychiatric disabilities and other diagnoses have been writing about this since Trump’s candidacy became serious, begging abled America to stop stigmatizing mental illness through armchair diagnoses of Donald Trump. Disability rights advocate Kit Mead, for example, recently wrote, “Discussing Trump’s mental health status is getting into the territory where people will use it to say that people with mental health needs can’t be effective candidates for public office if they choose to run.” Kim Sauder makes a similar argument, writing, “If the logic is that by framing Trump as having a mental illness makes him unfit for the presidency then the message is that mental illness is equated with incompetence.” Furthermore, Sauder writes, “Bigotry is not a mental illness.” Finn Gardiner notes that there are many ways to criticize someone with whom you disagree that do not rely on ableist concepts. “Call them wrong. Call them misguided. Call them terrible,” Gardiner writes, “But stop calling them crazy.” Emily Willingham made a similar point at Forbes, writing, “We can use specific terms about his personality (disagreeable) and temperament (toddler-ish) but not make attributions to a clinical disorder.” Avoiding pathologizing Donald Trump doesn’t mean surrendering a useful weapon in the quest to defeat him. Unfortunately, there’s a specific history of using disability as a weapon to attack political opponents at the highest levels in our society. In 1964, the cover of Fact Magazine read, “1,189 Psychiatrists Say Goldwater is Psychologically Unfit to be President!” The story called him paranoid, criticized him for his “infantile fantasies of revenge,” his relationship with his mother, a “dangerous lunatic,” and discussed alleged nervous breakdowns. Goldwater sued Fact and won. The American Psychiatrist Association, or APA, recognizing how dangerous it was to use mental health as a political weapon, issued the “Goldwater Rule,” forbidding psychiatrists from commenting on anyone’s mental state without personally examining them and receiving permission to go public. The APA was worried that people would conceal their mental health needs lest they be publicly shamed. And that’s just what happened in 1972, when Thomas Eagleton was dropped from the vice presidential slot on the Democratic ticket due to revelations that he had sought treatment for depression. A few years later, noted columnist Garry Wills argued that George Wallace was unfit to serve as president because a physical disability (he had been shot) might cover up a mental disability. And no one really knows if Reagan did in fact begin to show signs of Alzheimer’s while in office, as his son has alleged, but I can’t blame his team for concealing it if he did. Ironically, all this stigma about mental health and public office ignores history. One study found that half of all U.S. presidents showed symptoms of mental illness, often while in office, including widely acknowledged leaders like Abraham Lincoln and Lyndon Johnson. Such neuro-diversity is a core feature of humanity, so it’s not surprising that our leaders reflect the broader realities of our mental variations.)

Proposed by the Department of Education, published in June in the Federal Register and scheduled for approval on Nov. 1, the rule will allow students to “discharge” their federal student loan obligation if they can show — and rather broadly — that they were hoodwinked by a university’s “misrepresentation.” This easy out would leave taxpayers and colleges on the hook for between $2 billion and $43 billion over the next 10 years, according to a federal estimate. And what could be easier than for the lame-duck administration, in its 11th-hour regulatory push, to ship off this sour tart and simply walk away? For starters, the rule is entirely unnecessary. An existing provision allows students to sue for loan forgiveness in cases of intentional fraud or in other violations of law. What’s proposed is preposterously unspecific, leaving schools with little recourse. It’s akin to allowing mortgage holders to dump their loans because they picked the wrong neighborhood in which to reside. In the end, this latest get-out-of-debt free nonsense helps no one. It simply abrogates personal responsibility. And unfortunately for young people sucked into these liberal escapades, life is not so forgiving.)
