(FROM THE ARTICLE: Wheaton native Dan Proft has emerged as a key behind-the-scenes player in Illinois politics as the head of Liberty Principles PAC, a political action committee funneling millions of dollars to Republicans in races across the suburbs and state. Proft, a conservative radio host and 2010 candidate for governor in the Republican primary, has about $4 million in cash on hand to spend on campaigns, according to the most campaign finance filings with the Illinois State Board of Elections. In recent weeks, that has meant more than $250,000 spent in radio and television ads supporting Park Ridge Republican Mel Thillens’ campaign for 28th state Senate, more than $175,000 for ads supporting Republican Heidi Holan of Glendale Heights in her campaign for 46th House, and more than $225,000 on ads in support of Dawn Abernathy of Mundelein in her campaign for 59th state House, among others. Proft recently created political mailings designed to look like newspapers, including the Lake County Gazette and DuPage Policy Journal, holds DuPage County Republicans responsible for loss of influence at the polls, and offers some support of Donald Trump’s bid for president. Here’s a conversation with Proft, edited for length. . .Q. Do you see the DuPage GOP stronghold as eroding?  A. Clearly, DuPage is less competitive than it was when I was growing up. It’s self-inflicted wounds. It’s our own bad actors and bad actions. It’s cycle after cycle of bad candidates in bad races and bad political leadership and being junior partners to the Democrats and some people think DuPage should be run like a mini Cook County. Think about this: In 1998, George Ryan got 72 percent of the vote in DuPage County. And in 2010, Bill Brady got 52 percent. For the second most populous county, most Republican county, that is an unbelievable amount of attrition in a relatively short period of time. When demographics change, you incorporate new people into the party. We didn’t do that, partly because we told people to wait your turn. It was an outdated system that pushed talent away and bred corruption and incompetence.)

(FROM THE ARTICLE: “Build the wall” has become a rallying cry for millions of conservative Americans who feel left behind by an increasingly diverse America. And “build the wall” is exactly what a group of Loyola students did, but for a very different reason than some conservatives might. “It isn’t about some wall hundreds of miles away,” said junior Addison Mauck, who organized the Mock Border Wall project that was displayed on Loyola’s West Quad from Oct. 18–20. “The purpose of this project is to humanize the topic of immigration and combat the negative rhetoric of the current political season.” The words, “No human being is illegal” and “We are a nation of immigrants,” were displayed on hand-painted banners that hung from the wall’s steel fencing. Despite the project’s supportive message, it garnered harsh criticism from undocumented students who felt they weren’t given a voice in the installation. About 20 signs that read, “Majority of undocumented students were not consulted for this,” were posted on the wall in protest. “We had a student [in] our organization who represented the community of undocumented students because we do not want to force anyone to speak about something that can be very personal and private,” Mauck said in response to the criticism. That student to whom Mauck referred, who wished to remain anonymous because of the sensitive nature of her immigration status, said her role in the project was not very significant. “It raises the question of why more students weren’t reached out to by anyone other than me, because I was not an organizer of the project,” she said. “Our community, both undocumented and immigrant, does have a voice on campus, and other people should not be speaking for us.” Loyola has taken steps to support that community of undocumented students. In 2001, Loyola became involved in the Development, Relief and Education for Alien Minors (DREAM) Act, which provides a pathway to citizenship for children of undocumented parents. Since 2012, about 150 students and faculty have completed “Share the DREAM,” which is training to become an ally for undocumented students, offered by Loyola’s Department of Student Diversity and Multicultural Affairs (SDMA), said SDMA director Joe Saucedo. The training is a three-hour long session that covers DREAM Act legislation, the barriers undocumented students face and the personal stories that those students bring with them, according to Joe Saucedo. “It’s important to know that these students’ status of being undocumented is one aspect of who they are, but it’s not all of who they are,” Saucedo said. “[The training] indicates to someone who may carry those identities that this is a safe space and there are people who get them and understand.”  In order to make it easier for undocumented students to attend Loyola, students voted in 2015 to include a $2.50 fee to each student’s tuition, creating the Magis Scholarship Fund, which provides free tuition and housing to five undocumented students every year. One recipient of the scholarship, sophomore Vince Garcia, said he appreciated Loyola’s support of undocumented students but revealed that he hasn’t received any communication or resources from the university since receiving the scholarship. He said his academic advisor hasn’t completed the DREAM ally training. “I’d say they should communicate better, because I always have questions about health insurance, for example, and I feel like I don’t have anyone to talk to,” said Garcia, a social work major who wants to help undocumented students like himself get a head start. “I think we’re getting better at this. Part of our job is taking stock of the barriers that students face, and we try to bring in the students themselves and ask them how they feel,” said Saucedo. “The most important thing we can do, as people with citizenship privilege who can vote, is to continue to elect politicians who will support these programs and keep the interests of undocumented students in mind.”)

(FROM THE ARTICLE: Given a tidy sum of money to spend on a vehicle, many Democrats would buy a Tesla Model S electric vehicle, while a lot of Republicans would choose a Chevrolet Corvette. That’s one politically quirky result of a poll taken by Swapalease last month, which linked respondent’s political preferences to car choices. About 2,500 people participated in the unscientific, opt-in survey. When asked what kind of car best suited their personalities, Democrats were most likely to choose the Tesla, while Republicans saw themselves as ‘Vette-like. The Tesla/Corvette dichotomy also split down gender lines, as many men wanted Corvettes (no shock there) and women preferred Teslas. Other cars that registered on the “personality” list were big sellers such as the Honda Accord and Ford F-150 as well as the Hummer and the Chevrolet Volt. Granted, the results of the poll were tilted a bit, as the respondents were two-thirds male, while Republicans outnumbered Democrats by a 3-to-2 margin. When guessing which cars the presidential candidates would prefer to drive, the respondents said Republican candidate Donald Trump would drive a Cadillac Escalade, while Democratic candidate Hillary Clinton would choose a Mercedes-Benz GL Class. With the survey pool leaning Republican, 39 percent of those polled said they would vote for Trump, 36 percent would choose Clinton, and the rest would choose the always-elusive “Someone Else.” On that note, when given various choices to describe the “personality of this year’s election,” a third of those polled said “a driverless car.” As for how long the respondents said they’d keep their cars, most ranged from 21 to 36 months. Which is quite a bit shorter than a presidential term. Even with the unscientific methods at use here, we can perhaps learn a little something, since the connection between electric cars and Democrats has been seen before. But, naturally, we know that Republicans can like Tesla, too. Some of them even buy five of them. They just might be outliers.)

Of the roughly $2 million that federal workers from 14 agencies spent on presidential politics by the end of September, about $1.9 million, or 95 percent, went to the Democratic nominee’s campaign, according to an analysis by The Hill. Employees at all the agencies analyzed, without exception, are sending their campaign contributions overwhelmingly to Clinton over her Republican counterpart. Several agencies, such as the State Department, which Clinton once led, saw more than 99 percent of contributions going to Clinton. Employees of the Department of Justice, which investigated Clinton’s use of a private email server while she was secretary of State, gave Clinton 97 percent of their donations. Trump received $8,756 from DOJ employees compared with $286,797 for Clinton. From IRS employees, Clinton received 94 percent of donations. Federal government employees overwhelmingly backed Clinton’s presidential campaign no matter which agency The Hill analyzed using Federal Election Commission data covering donors giving more than $200. Trump campaign spokesman Jason Miller said these donation patterns are more evidence of the “rigged system” favoring establishment candidates like Clinton over outsiders like Trump. The Trump campaign has been citing lopsided media donations to Clinton — though there’s no evidence they’re coming from reporters covering Trump — as further evidence that the game is fixed. But David Schultz, a Hamline University Professor of Political Science, said government employees have historically favored Democratic candidates over Republicans both in their voting habits and political contributions made in their personal time. Under the Hatch Act, federal government employees are banned from engaging in political activities, including making campaign contributions, during work hours. “Government employees are, on balance, more moderate or more liberal as opposed to the general population,” Schultz said. “Not across the board, but in general.” Government employees are “more likely to believe in government as opposed to, let’s say, a privatization program,” he added, “programs that we would view as hostile to government.” Republicans typically campaign on promises to slash government payrolls, which helps explain why recent GOP presidential candidates have received the smaller share of donations from government workers. Yet while Republicans usually do worse than Democrats, Trump appears to be doing especially poorly in fundraising from government employees. The 2012 GOP presidential nominee, Mitt Romney, received 14 percent of donations from the same group of agencies surveyed for Trump. Trump received just 5 percent. Romney got close to $300,000 more from these same departments’ employees than Trump has four years later. Comparisons to previous presidential candidates are of limited value, since they took public funding for their general election campaigns. Trump might have had a chance to do better than Romney. He discarded much of Republican orthodoxy during his primary campaign, which could have led some federal employees to believe that he’d be more amenable to big government. He vowed, for example, to leave massive social welfare programs virtually untouched. But Trump also constantly attacked federal institutions. During his primary campaign, he described the federal government as a corrupt, bloated body run by “very, very, stupid people.” Trump vowed “tremendous cutting” of the government in an interview with The Wall Street Journal in January and singled out the Department of Education and the Environmental Protection Agency as agencies he’d slash dramatically if not outright eliminate. Agency employees have likely taken note of Trump’s hostile rhetoric. In the Department of Education’s case, that included Trump’s pledges to hand over control to the states and to fight tooth and nail against Common Core standards. From Department of Education employees this cycle, Trump received three donations totaling $220. Clinton received 724 donations for more than $74,000. In all, she received 99.7 percent of donations from employees of the department. Donations from the State Department, which Clinton ran from 2009 to 2013, were even more slanted in her favor. State Department employees gave Trump 39 donations, for $4,652. Over the same time period, they gave their former boss 2,518 donations, for $425,525. Throughout his campaign, Trump has portrayed himself as a strongman who would toughen up America’s defenses — both militarily and at the border — and who would take care of veterans. It’s probably no coincidence, therefore, that Trump performed best in donations among employees of three agencies: Defense, Homeland Security and Veterans Affairs. But even employees of these more Trump-friendly agencies have overwhelmingly contributed to Clinton’s campaign. From Defense employees, Trump received 341 donations for $43,575. Clinton got 2,392 donations for $225,560, giving her 84 percent of the money. From Homeland Security employees, Clinton got 90 percent of the donations, and from Veterans Affairs she took 88 percent. Romney performed significantly better than Trump with employees at all three agencies, receiving, for example, $98,153 from Defense employees, which amounted 21 percent of donations. During the Republican primaries, former Florida Gov. Jeb Bush said, “Let’s create a little bit of a recession in Washington, D.C., so that we can have economic prosperity outside of Washington.” Fear of such plans might be the truest explanation of these uniformly lopsided donations. Schultz, the Hamline professor, said “self-preservation”— particularly for workers engaged in public sector unions — probably motivates their political giving. “This means support for their jobs,” he said. “Clinton, for the most part, is going to be probably a continuation of more or less what Obama is.” Federal government employees, he said, are likely “more willing to give to somebody who would be more predictable in terms of supporting their livelihood, their jobs, as opposed to somebody who might be less predictable.”)

(FROM THE ARTICLE: Gov. Bruce Rauner’s administration is awarding one-time bonuses worth a total of between $3 million and $4 million to non-union workers whose bosses say are doing exceptional work. About 1,100 merit-compensation employees are in line to each receive a $3,016 bonus under the plan. “In an effort to recognize the hard work and dedication that non-bargaining unit employees demonstrate on a daily basis, coupled with the lack of systematic increases over the past several years, the state has authorized bonus payments for eligible non-bargaining unit employees,” Michael Hoffman, acting director of the Department of Central Management Services said in a memo to agency directors and others. “These bonuses do not make up for this unfair lack of wage increases for non-bargaining unit employees during previous administrations,” he said. “However, they do represent a commitment that, going forward, all employees will be treated equally, regardless of bargaining unit status.” Hoffman said the last across-the-board salary increase for non-bargaining unit employees was in 2005. The last merit pay program for them was in 2009. The memo says the bonuses are available to non-bargaining unit employees whose base salary as of July 1 was less than $100,000. Those earning more were not eligible. A number of other merit-comp employees were also excluded. Members of Rauner’s executive office were not eligible, nor were employees subject to Senate confirmation, those who left state employment before Sept. 16 and those who worked less than three months during the fiscal year that ended June 30. Rauner’s office said that left a potential pool of about 2,000 employees eligible for the bonus. In order to qualify, an employee had to receive an “exceptional” rating on his or her evaluation. Rauner’s office said about 1,100 employees got that rating. The size of the bonus was determined by adding all of the salaries of all non-bargaining unit employees making less than $100,000 a year, computing 2 percent of that and then dividing that amount by the number who actually qualified to receive it. That came to $3,016 for each of the workers who qualified. The administration has argued that a bonus system is cheaper than raises for the state in the long run because the payments are one-time and not built into a person’s base salary, and because they are not pensionable. The bonuses already have been issued to many, but not all, of the workers who qualify for them. The administration said it depends on how quickly individual agencies process them. Although the state is delaying payments to many organizations and vendors because of the traditional fall slowdown in tax collections, the bonus payments are being made. Rich Carter, spokesman for Comptroller Leslie Munger, said the bonus payments can’t be differentiated from regular payroll when agencies submit payroll information to the office for payment. “There’s nothing that says bonus on it,” he said. “They send us the payroll and we process the checks. As you know, we are required by court order right now to pay payroll on schedule.” In his memo, Hoffman said the bonus system is similar to one implemented in contract agreements the state has reached with 18 bargaining units representing state employees. Most of those workers belong to one of several Teamsters locals or trade unions. In those agreements, 2 percent of payroll was set aside to award performance bonuses. The administration and the American Federation of State, County and Municipal Employees, which represents about 38,000 state workers, still have not agreed on a new contract. The administration wants the union to accept a four-year wage freeze while also imposing a performance bonus plan. Bargaining stopped in January when state negotiators said they believed the talks were at an impasse. The Illinois Labor Relations Board is expected to rule on the issue next month. An administrative law judge who held hearings on the issue said she believed the two sides had reached impasse on some issues, but should continue bargaining over wages and benefits. ASFCME had no comment Friday on the administrations bonus payments to non-union workers.)

Millennials are shying away from public service. At least that appears to be the trend according to Olikara, a millennial and founding president of the Millennial Action Project. The organization’s goal is to bring American politics into a more inclusive and bipartisan age by using the talents of younger generations. “There’s this larger narrative that we have to combat which is that you can’t make a difference in public service,” says Olikara. “The levels of distrust continue to be high levels. Something like 80 percent of millennials don’t trust the government to do the right thing.” Olikara says recruitment and compensation are two huge issues when it comes to incentivizing young people. “There is a systemic problem, we need cultural change and I think the biggest thing I hear all the time is we need to be rewarding talent and rewarding results.” Lawmakers who are not millennials are well aware of this issue, so Oklahoma Sen. James Lankford and North Dakota Sen. Heidi Heitkamp held a hearing to examine just that. “We think some of the best missions in the country are in public service, we just need to figure out how we’re going to communicate that to millennials,” says Sen. Heitkamp. She says 31 percent of the federal government is eligible for retirement in 2019. She and Lankford agree that a new wave has to come in and soon. Lankford says with long hiring processes, nothing is fast these days. “Now, almost 100 days to be able to hire one federal employee. That’s a major problem. The administration at Northwestern University is putting on “Social Justice Advocacy Training” Friday. The promotional poster for the event promotes liberal causes such as Black Lives Matter and NU Divest, which advocates boycott, divestment and sanction against Israel. Sponsored by the Leadership and Community Engagement office, participants will learn how to “Articulate the dynamics of political power, how to change those dynamics, and determine how and where to engage in policy change for social justice.” They will “Apply research, planning, and organizing strategies to engage and empower citizens and grassroots groups.”  Hey big spender  Right before Halloween, Loyola University Chicago is hosting a training to teach students how to lobby Republican Gov. Bruce Rauner for more funding under the Monetary Award Program (MAP) grant program, similar to the federal Pell grant program. For more than a year, MAP has faced a reduction in funding due to a budget impasse over a $4 billion deficit. In April, Rauner signed an education bill funding $170 million worth of MAP grants, about half the amount in a 2015 budget bill. Called the “MAP Advocacy Student Leader Summit,” the Oct. 29 summit promises to “give student leaders an opportunity to join a statewide coalition of grassroots advocacy on behalf students who receive MAP grants.” It is open to all “student leaders from Illinois public, private, and community colleges and universities, as well as government relations, media relations, and financial aid staff members.”  Participants will be trained on how to lobby the government for more money for Loyola, a Jesuit school. They will: Learn valuable advocacy tools for engaging legislators  Be able to coordinate their institution’s efforts with others Have the opportunity to network with fellow student leaders  Play an instrumental role in saving MAP Grants. It was a sign of things to come this month when Ford Motor Co. idled its Mustang plant for a week as sales for the year fell 9 percent. Other sports cars have faded at a similar rate, and even stalwarts like the Chevrolet Corvette and most Porsche models are slumping. While there are still plenty of buyers who love the passing lane, automakers face a pesky reality. Men born between 1946 and 1964, who buy most sports cars, are cruising past their peak spending years. And as age 70 beckons, folding up like an accordion to get into the front seat of a speedy roadster is hardly the prescription for an aching back. Some are even turning to high-powered versions of luxury sports utility vehicles. “Boomers are starting to age out of sports cars,” said Eric Noble, president of the CarLab, a consulting firm in Orange, California. “When you get into your 60s, comfort becomes more important. Sports cars are not going away, but the market will get smaller.” . . .  The generational handoff won’t help sports cars much either, Noble said, because there are fewer Generation Xers, or those about 35 to 50 years old. And the boomer children — the millennial generation — aren’t yet earning enough money to buy Mustangs, which start at $24,915, let alone a Corvette Z06 that can sell for more than $100,000, Noble said. Ford will probably sell more than 100,000 Mustangs this year, but through July about 25 percent have gone to car-rental agencies and other corporate fleets, according to R.L. Polk & Co., which tracks vehicle registrations. Even with that many cars going to fleet buyers, sales are off. This year, about 40 percent of Mustang buyers were baby boomers, down from 50 percent in 2013. The good news is that consumers in their 20s and 30s now make up 22 percent of Mustang buyers, compared with 15 percent three years ago, said Mark Schaller, marketing manager for the Mustang. But the buyer pool has shrunk. “We are seeing some older boomers move out,” Schaller said. “The Mustang is a life-stage vehicle.” Corvette, Camaro  Ford isn’t alone in seeing declines. Sales of the Camaro and Corvette are down 11 percent and 14 percent, respectively, this year. Part of Camaro’s drop is because General Motors Co. sells fewer of them to fleet buyers. Retail sales fell only 1 percent. “I don’t have one reason why it’s down,” said Todd Christensen, marketing manager for the Camaro and Corvette. “Boomers are still buying them, for sure.” Still, Chevy is trying to market the Camaro to younger buyers by promoting its smaller, cheaper 2-liter turbo engine in a package with high-performance parts that make the car handle like more expensive versions, Christensen said. Lifestyle Shift  Porsche may be seeing a similar shift, said Jessica Caldwell, an analyst with Edmunds.com, a car-shopping website. Coupes are no longer seen as cooler than a four-door car or SUV, she said. And with luxury brands like Porsche and Mercedes selling sporty-driving SUVs, the well-heeled can make a more practical purchase and still have some fun behind the wheel. A car that fits someone’s lifestyle and is still sporty is a better option than a true sports car, she said. That makes sense when you look at Porsche. This year and in 2015, the brand’s passenger car sales have fallen by 8 percent. At the same time, the Macan SUV has grown by 30 percent this year and is now Porsche’s top seller. Company spokesman Christian Koenig said the sales decline is due to replacement of the 911 and Boxster sports cars, which caused shortages of inventory, and the announcement of a new Panamera coming in January. Porsche believes the new sports cars will once again juice sales, he said. “We don’t really see a decline,” Koenig said. “Sports car sales in the U.S. has been a rock-solid business.” Research shows that car buyers, especially 20-somethings, still like sporty cars, according to Noble of the CarLab. They especially favor classics from the 1970s, the golden age of muscle cars. They just can’t afford them yet. And boomers want something comfortable but sporty. ‘Spirited Driving’  That’s why sales of BMW’s M edition and the Mercedes AMG are up, he said. Both are high-horsepower versions of existing models. BMW M-edition sales are up 2 percent this yea. AMG sales are down among pre-existing models. Add in the new SUVs, and the performance line is up about 60 percent to almost 16,000 vehicles this year, said Branden Cote, AMG manager for Mercedes-Benz U.S. What does a high-performance SUV look like? The AMG GLS63 is a seven-passenger, three-ton vehicle that comes with a 577-horsepower engine and starts at $124,000. It also comes with an Airmatic suspension that the driver can lower to the ground if he wants to zip in and out of a tight turn. That’s the kind of “sports car” that is fueling growth of Mercedes’s AMG line, Cote said. “Boomers are coming out of pure sports cars, but they’re not willing to sacrifice pure driving,” Cote said. “The idea of a sports SUV was incomprehensible 10 years ago. Tuesday’s announcement follows the release of the inflation figure for September, the last month of that count. As of Oct. 1, 2015, there were about 2,054,000 federal retirees plus about another 545,000 survivor beneficiaries, according to the Office of Personnel Management. There are about 44,500 retirees or survivor beneficiaries in the District, about 163,200 in Maryland and about 144,500 in Virginia. California has the most, 215,500. Seventy percent of federal retirees draw their benefits from the Civil Service Retirement System (CSRS), which generally applies to those first hired before 1984; by contrast, more than 90 percent of current federal employees are under the Federal Employees Retirement System (FERS), which generally applies to those first hired in 1984 or after. The average monthly annuity of a CSRS retiree as of October 2015 was $3,529, while the average for those retired under FERS was $1,355. Average monthly benefits for survivor beneficiaries of deceased retirees were $1,560 and $544, respectively. There was no cost-of-living increase under either federal retirement program or under Social Security in January of this year, because the inflation count for the measuring period toward that adjustment ended in negative territory. In that situation — which has happened two other times in recent years — benefits are not cut. The two federal retirement programs differ in that FERS employees pay into Social Security as well as into the federal retirement fund and become eligible for a benefit from that program. Social Security is not part of the CSRS system, although some under CSRS become eligible for a Social Security benefit through other work or through a spouse’s employment; in those cases, offsets commonly reduce or even eliminate that benefit. The average monthly Social Security benefit nationwide is $1,355. FERS employees also get employer contributions, of up to 5 percent of salary, toward the Thrift Savings Plan, the 401(k)-style retirement saving program for federal workers, while CSRS employees don’t. But while all CSRS retirees receive a full COLA regardless of age, those retired under FERS don’t receive COLAs until age 62 unless they fall under certain exceptions. Also, a FERS COLA is reduced if the inflation count exceeds 2 percent, a provision that hasn’t applied since the 2012 boost. A COLA applies only to retirees, not to active employees, most of whom are in line for a raise averaging 1.6 percent in January. Increases for the two groups are set through different processes, and the amounts don’t necessarily track each other. Federal retirees commonly use increases in their health insurance costs as a comparator to the COLA. In the Federal Employees Health Benefits Program (FEHBP) — for which most federal retirees are eligible — the enrollee share of premiums will increase by 6.2 percent on average in January. That translates into about $11 a month more on average for self-only coverage, about $22 more for self-plus-one coverage and about $28 more for family coverage. However, enrollees have the choice of many plans in an upcoming open season — 31 in the Washington area — and some insurers are holding premiums about steady or even decreasing them slightly. . .National Active and Retired Federal Employees Association President Richard G. Thissen said the developments show that the COLA increase should be determined by a separate inflation measure that specifically tracks spending patterns of retirees. “Given the large increase in health care and insurance costs, it is crystal clear that the current formula does not accurately reflect how seniors spend their limited annuities,” he said in a statement. Many federal retirees also are enrolled in Medicare, which acts as the first payer for those who also have FEHBP coverage. About half of those retired under the CSRS, along with certain other Medicare enrollees, could face much higher premiums for their Part B (physicians and related services) coverage in 2017 than others will pay. That’s due to a “hold harmless” provision protecting most enrollees from Medicare hikes that exceed the increase in their Social Security benefits — effectively passing the entire Medicare premium cost increase to those not protected. Next year’s Medicare premium rates are to be announced in November. Last year, Congress provided partial relief for the 2016 plan year for those affected, and a coalition including federal employee and retiree groups recently wrote to Congress seeking an extension. “Congress must act now to prevent a massive increase in Medicare Part B premiums for this group of retirees,” American Federation of Government Employees President J. David Cox Sr. said in a statement. “Although most seniors would be protected, this group will have to pay more solely because of the uniqueness of their pension system.”)
