The entirety of the visiting Pittsburgh Steelers stayed in the locker room during the National Anthem, except for one player. “To me they are disrespecting the foundations of our country, the veterans who risked their lives for our democracy, and the men and women who fight every day and make the ultimate sacrifice to defend our liberties,” Rauner said through a spokesman. Rauner has a financial stake in the Steelers, according to Politico. The Republican governor said he did not condone the Steelers’ behavior, but that the First Amendment guarantees the right of players to “choose to be disrespectful.” “Our country is great because it guarantees freedom of expression,” Rauner said. President Trump has heavily criticized players for kneeling during the anthem to protest racial inequality. In 1980, when I was 31 years old, after working for IRS for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $79,563-$90,173, I transferred to GAO. I had earned an MBA from Loyola in 1976, I had passed the CPA examination on my first attempt in 1979, and I had almost completed the requirements for a master’s degree in accounting from DePaul. The Democrats who ran GAO offered me a transfer, but only if I took an $18,847 (21%) pay cut in today’s dollars, from GS-12 Step 5 down to GS-9 Step 10. The Democrats who ran GAO would not have required that if I had been a Democrat, a minority, a female, or a veteran. Much of what I did for IRS was very similar to what I would do for GAO. GAO audits IRS. In 1987, my Democrat GAO superiors got rid of the GAO manager who had arranged my transfer, who had finally been able to get me assigned to audits of IRS in 1986, and who had gotten me promoted to GS-13 Step 1, currently $94,610, in 1986. My GAO superiors kept me off audits of IRS for all but 3 (1986-1988) of the almost 18 years that I worked for GAO, did not promote me beyond GS-13, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, and forced me to retire in 1997 when I was 49 years old. They would not have done that if I had been a Democrat, a minority, a female, or a veteran.)

Kwame Raoul, D-Chicago, who says he will run for attorney general in 2018, on Wednesday apologized for how he referred to Republican candidate Erika Harold when discussing the office last week. “I’ve seen the reaction to the comment that I made, and I don’t blame anybody for being offended,” Raoul told The State Journal-Register. “If I read them without the full context of our full conversation, I would have the same reaction. … I take full responsibility for the bad characterization.” Raoul told the newspaper on Friday, after Democratic Attorney General Lisa Madigan announced she would not seek another term, that “I think Lisa would have acquitted herself well against Miss America. I don’t know what’s behind the attorney general’s decision … but I doubt seriously it was any fear of Erika Harold.” Harold, of Urbana, was the 2003 Miss America, and is also a graduate of Harvard Law School, and now practices law. The story yielded a statement from state Rep. Jeanne Ives, R-Wheaton, calling Raoul’s statement “blatant and belittling sexism.” “As a cadet at West Point and a woman in the political arena, I have spent much of my career fighting the dismissive, condescending sexism Senator Raoul so brazenly exhibited in his attempt to frame Ms. Harold as ‘just a pretty face,’” Ives said. “I do apologize, first off to Erika Harold, because … I don’t think it’s a small accomplishment to be Miss America,” Raoul said Wednesday. “In addition, her academic credentials are exceptional.” He said the point he was making in the full conversation last week was that he didn’t think Madigan was scared out of the race. “I think my record and people who know me demonstrates that I’m not a sexist,” Raoul said. “But I do apologize, first off to Erika Harold and to anybody else who took my comments to be intended to be demeaning to Miss Harold.”)

(FROM THE ARTICLE: The recent news that President Trump is cutting back on pay raises for U.S. government employees was just another of many slights to a civil service that has been under siege since Trump launched his campaign pledging to “drain the swamp.”  Whether he and his ideological followers know it, or care, these dedicated professionals are not the swamp. What they are is economists, engineers, intelligence officers, lawyers, park rangers, trade negotiators, and countless others who signed up for government service not to work for one president and his or her policies, but to advance our great nation’s interests. I ought to know.  I joined the Central Intelligence Agency in 2003 to work for an administration whose president I did not vote for and whose policies I often did not support. I did not think twice about doing it; it was fascinating work in service of my country, and in a post-September 11 world when service was celebrated and honorable. But now, I worry that those who would consider government service are thinking twice.  After all, who would want to work for a president who has shown so little regard for the agencies in which they would work and whose supporters, including in the media, rail against a mythical “deep state?” We’re seeing the results of this assault already; Politico reported recently that applications in June for the State Department’s Foreign Service exam, once among the most sought-after opportunities in all of government, fell more than a quarter from the year before. I wonder how many currently in the government want to remain working while constantly being maligned.  Good people are leaving the civil service, not in droves as political appointees do on Inauguration Day, but steadily and surely. Federal government employment has fallen by 11,000 this year, according to the Bureau of Labor statistics, and the administration clearly believes it to be a positive development.  But this drip-drop exodus is draining Washington of the critical expertise and experience necessary to design and execute complex objectives, not of swamp creatures. During the 1990s, due to budget cuts and deprioritization of mission, the CIA lost significant numbers from its ranks; dedicated and talented civil servants who were told they were not needed.  That exodus decimated its institutional capacity, especially in the middle ranks where much of the demanding, technical work of the U.S. government gets done, and from where so many are leaving government now.)
