(FROM THE ARTICLE: German Americans are the largest ancestry group in the United States. Some 46 million Americans, comprising 14 percent of the population, claim German roots. Germans have been part of American history almost from the start. The first German immigrants settled in rural Pennsylvania and upstate New York. Many were Protestants who had made the journey to the New World from predominantly Catholic parts of Central Europe. A second, larger immigration wave would come in the nineteenth century, when around seven million Germans arrived, doubling the population of the United States at the time. Many of them established farms in the Midwest, leading to a heavy concentration of German Americans in states like Michigan, Minnesota, Wisconsin and the Dakotas. Impact  German Protestants and Jews tended to vote Republican; most Catholics were Democrats. What united them was opposition to slavery and Prohibition and in general a mistrust of Southern populists and New England puritans alike. Germans played an important role in the early American labor and socialist movements, which were strongest in those Midwestern states that had large German minorities. Milwaukee, for example, was the only major city in America with socialist mayors for a long time. German contributions to American culture include beer, hot dogs, Christmas trees and kindergarten (literally, “garden for children”). Companies such as Boeing, Goldman Sachs, Heinz, Kraft Foods, Lehman Brothers and Levi’s were all started by Germans. Prejudice  There had been little prejudice against German until the United States entered World War I on the Allied side in 1917. Former president Theodore Roosevelt denounced “hyphenated Americanism”. Anti-German bigotry became widespread. A German minister was tarred and feathered in Minnesota after he was overheard praying in his native language with a dying woman. A man suspected of spying for the Germans was lynched in Collinsville, Illinois. The Justice Department was no help. It drew up a list of all German aliens in the country, counting some 480,000. More than 4,000 of them were incarcerated until the hostilities in Europe ended a year later. Ordinary Germans responded by speaking English in public and anglicizing their names: Koenig became King, Müller became Miller, Schmidt became Smith. The German American experience during the Second World War was mixed. Nearly 11,000 German citizens were interned and some 300,000 German-born residents were restricted in their travel and property rights. But President Franklin D. Roosevelt — Theodore’s nephew — also sought out German Americans for top war posts, including General Dwight D. Eisenhower, who spearheaded the Allied war effort in Europe, and Admiral Chester Nimitz, who was the American naval commander in the Pacific. German speakers were recruited as translators and spies. Very few sympathized with the Nazis. Assimilation  Despite their numerical preponderance, German Americans have been something of a silent majority throughout American history. Partly that’s because they themselves deemphasized their Germanness in the first half of the twentieth century. Barely any German speakers remain. Many first-generation German immigrants were also poor, uneducated farmers, who spread out across the Midwest, unlike, say, more middle-class Irishmen and Italians, many of whom settled in the big cities of the Northeast where they could more easily become a political force. Whether it is in spite or because of this process of assimilation, German Americans now do better than most ethnicities on many metrics. Jacque Simon, the public policy director for the American Federation of Government Employees (AFGE), a union, puts it this way: Should a salary be tied to the job itself, or to the individual hired to fill it? In the first scenario, employers decide what they are willing to pay for someone to carry out a certain role. In the second, the employer focuses more on the individual and what they are worth to an organization. Federal employers  fit into the first category, using a rigid pay scale similar to ones favored by labor unions. Labor unions view structured pay scales as a means of preventing discrimination based on gender, as well as age, race, and other categories. “Once you give supervisors in the federal government the ability to vary pay by individual, rather than job, they are going to reward the people they like the best,” says Simon. In the federal government, most white-collar jobs are governed by the General Schedule, which includes 15 general pay levels that vary based on the experience, skills, and education needed for a position. Each job opening is posted at one of these levels, so candidates can only negotiate within the minimum or maximum pay range (there are 10 steps within each level). The pay system, which was launched 1949, was designed to ensure that people with the same skills got paid the same salaries. Limiting salary negotiations benefits women because research shows that they are less likely to negotiate salaries, and are more likely to be penalized if they do. Also, giving hiring managers more discretion may introduce inadvertent biases when putting together an offer. This has been effective, but it still leaves room for some discretion, not all of it good. For example, some federal agencies base salary offers on what an applicant made at his or her previous job, which contributes to disparities in pay, according to the Office of Personnel Management, the federal agency that oversees hiring and payroll. So, this year, the office urged agencies to consider an applicant’s previous salary as only one of many factors in drawing up offers, because that number may be, as is often the case for female job candidates who left the workforce for several years, artificially depressed. (Though senior government executives are not paid within the General Schedule system, their pay scale is somewhat a continuation of it, with more discretion in pay negotiations.)

(FROM THE EDITORIAL: The public pension crisis in Illinois is a runaway train. So when we see someone actually try to apply the brakes, we take notice. The DuPage County Forest Preserve District this week approved a sweeping series of changes to its employee pay policies that leaders predict will save the county $6 million over the next 20 years. That might not seem like a lot of money, but it’s not chump change. What it is an important step in the right direction. Just think of how this could mushroom if similar steps were taken in many of the other 6,900-plus taxing bodies in Illinois. A story today by staff writer Robert Sanchez lays out how forest preserve commissioners have decided to ratchet down an established bonus program and also put the brakes on lump-sum payouts to qualifying or retiring employees for unused sick time. “These changes will curb long-term spending, especially in the area of pension costs,” Commissioner Jeff Redick said, “and allow us to responsibly serve the taxpayers and both our current and future employees.” The district for years has handed out longevity-based bonuses to retiring or qualifying employees that averaged $15,000 to $20,000. You don’t find that in a lot of private-sector jobs. Not anymore. Nor do you find many companies that still — if ever — reimburse employees for unused sick time. The district isn’t going to take money from people already expecting it. Like companies that have eliminated their 401(k) contributions in lean times, those employees who already are in the bonus program — called a “retention incentive” program — will still get bonuses, but starting Jan. 1 they no longer will grow. Those who haven’t yet qualified for the bonus program never will. The district also is putting limits on lump-sum payments for sick days accrued after the start of next year. What is even more important is that the forest preserve district has decided to eliminate both the bonus and sick time payback from the calculation of pensions. That in itself is expected to save $4.5 million in pension liability over the next 20 years. In a time when pension payments in some cases are reaching a tipping point with operational costs for governmental bodies, it’s important to look toward ways in which the private sector has managed to stay afloat in tough financial times. Other taxing bodies should follow this example.)

This is a position of great importance given the mismanagement and financial state we are in. The comptroller is in essence the state’s head accountant, and neither of the major parties candidates running have any accounting experience. In fact, the state of Illinois has never had an accountant elected to this office. This year, that could change. The most qualified candidate is Libertarian Claire Ball. She has real world experience with both a bachelors and masters degree in accounting, and has received her CPA. Claire Ball has presented a comprehensive plan for accountability and transparency for the office. Several Student Government (SG) representatives filed a resolution against Young Conservatives of Texas (YCT) that also called for the administration to punish and even expel students who commit “future incidents of bias.” Without referring to the resolution, YCT sent a legal threat letter to UT President Gregory Fenves. It said the group would sue UT if it took “punitive action” against YCT for its speech, citing a federal law that allows lawsuits against public officials for retaliating against or chilling protected speech. A university spokesman told The College Fix in an email Tuesday night that won’t happen, because UT “does not and will not take action against an organization for protected speech.” ‘More of a movement’ than actual legislation  At an SG assembly meeting Tuesday night, shortly after the university said it wouldn’t punish YCT, representatives nonetheless voted to “fast track” the resolution, known as AR-15, The Daily Texan reported. Debate was extended at the unusually lengthy meeting, according to the Daily. President Kevin Helgren said YCT’s bake sale was “hate-filled” but emphasized that the university could choose to ignore an approved resolution. The outcry against YCT’s bake sale started with a student petition that alleged the cheeky demonstration against racial preferences – which was partly led by a black student – was a “hate crime.” It had 860 signatures as of Tuesday night. Two authors work in the Multicultural Engagement Center, though neither is listed as full-time staff – Cameron Maxwell, director of external relations for African American Affairs, and Alejandrina Guzman, director of Latino Leadership Summit for Latino Community Affairs. It’s not the first petition to try to kill YCT at UT for a political demonstration – three years ago, more than 5,000 people signed a similar petition. The resolution is dripping with contempt for what it characterizes as UT’s hands-off approach to offensive campus speech. (FROM THE ARTICLE: Despite not hosting a presidential candidate since 1992, Wheaton College has a rich history of hosting, producing and gaining support from prominent political leaders since its foundation by Jonathan Blanchard — who once ran for president himself — in 1860. Of all of Wheaton’s renowned visitors, perhaps the most impressive are the nine presidential candidates who visited Wheaton’s campus between 1960 and 1992. The first was Richard M. Nixon, the Vice President and 1960 Republican presidential candidate at the time. Nixon appeared at a rally on McCully field and, according to the Wheaton College Archives, encouraged the crowd to “strengthen the faith of America” and “see that young people grow up with faith in God.” Nixon later won the presidency. President Jimmy Carter was the last president to visit Wheaton. He delivered the February 1992 LeRoy H. Pfund Lecture. Other visitors with presidential aspirations included Margaret Chase Smith, the first woman to serve in both houses of Congress, 1964 Republican candidate Barry Goldwater, 1972 Democratic candidate George McGovern, President Ronald Reagan, President George H.W. Bush and the Reverend Jesse Jackson. Secretary of State William Jennings Bryan, a populist Democrat who ran for president in 1896, 1900 and 1908, was also a guest of Wheaton. Most recently, 2012 Republican Vice Presidential and current Speaker of the House Paul Ryan gave a speech at a Wheaton breakfast in spring of 2015. Many alumni have also gone on to become recognized public figures. Disgraced ex-Speaker of the House Dennis Hastert was a 1964 graduate. At one point, Hastert served in Congress alongside three other Wheaton graduates: Republican Indiana Senator Dan Coats ’65, Republican Michigan Representative Paul B. Henry ’63 and Democratic Washington Representative Jim McDermott ’58. Other alumni in politics include Michael Gerson ’86, chief speechwriter for President George W. Bush who helped write Bush’s memorable post-9/11 speeches. More infamously, David R. Young Jr. ’59 was a special assistant at the National Security Council in the Nixon Administration. Young co-founded the White House Special Investigations Unit — known as “The Plumbers” — known for breaking into a psychiatry office and later attempting to break into the Democratic National Committee offices at the Watergate complex, instigating the Watergate scandal. Additionally, several public figures have supported Wheaton financially in the past as Trustees. Owen Lovejoy was a founding Trustee of Wheaton College, U.S. Congressman and friend of Abraham Lincoln. A scholarship was later presented in his name. Another trustee, Salmon P. Chase, was a Senator, governor of Ohio, Secretary of the Treasury and Chief Justice of the Supreme Court. Chase was the great-great uncle of Wheaton’s sixth president and the great-great-great uncle of Ken Chase, current chair of the Communication department at Wheaton. He is also the face of the $10,000 bill. David Iglesias, current director of the Wheaton Center for Faith, Politics and Economics and professor of politics and law, graduated from Wheaton in 1980. In 2001, Iglesias was appointed the U.S. State Attorney for the District of New Mexico under the Bush administration. He also served in the U.S. Navy in 2008 as part of Operation Enduring Freedom as a terrorism and war crimes prosecutor and has held various other national and state positions. Iglesias said Wheaton helped prepare him for public service in three ways: “It gave me the confidence to speak in public; it gave me the Biblical basis for getting involved in the political process; it helped me organize my thoughts and ensure I was focusing on facts, not arguments.” Politics and international relations department chair and associate professor of politics Bryan McGraw said Wheaton tries to “prepare all of our students to exercise leadership in whatever field they choose to go into.” Specifically, Wheaton equips aspiring political leaders to use the gifts given to them to effect justice worldwide, according to McGraw. “We would hope that Wheaton graduates — and Christians more broadly — would be more likely to grasp that call clearly and have the freedom and courage to put it into effect.”)
