CHICAGO TRIBUNE
— OUTSTANDING: For the U.S. House: Ives, Fricilone – Editorial
https://www.chicagotribune.com/opinion/editorials/ct-edit-tribune-endorsements-us-house-one-20200929-aqyc7o6q4jealdlhwcgbqmdaxe-story.html
(FROM THE EDITORIAL: We start with a competitive race in the west and northwest suburbs between first-term Democratic congressman Sean Casten and Republican challenger Jeanne Ives, who came close to defeating Gov. Bruce Rauner in the 2018 gubernatorial primary. What we see in the Casten-Ives contest is what we long to see elsewhere in the Chicago area: A strong matchup. Competitive elections force candidates to be more accountable and transparent, and provide voters with the choices they deserve. . .6th Congressional District: Chicago? It’s “de facto bankrupt,” says Republican congressional candidate Jeanne Ives of Wheaton. The future of Illinois’ massive pension debt? “I’m happy to let free-market economics play out and bondholders beware. What we did with Puerto Rico is we basically set up a superstructure and a way for them to come to terms and figure out a haircut,” she says. Her bottom line: “People in Illinois can’t afford the taxes.” Ives is a fiscal and social conservative, and a policy wonk, who effectively speaks the hard truths about government spending. As a member of the Illinois House, she fought unbalanced budgets and unaccountable spending, and wasn’t afraid to take on corruption or one-party rule. Ives is seeking to oust freshman Democratic Rep. Sean Casten of Downers Grove, who took the seat in 2018 from Republican Peter Roskam. Casten says 6th District voters are pragmatic — pro-science and pro-markets — and in step with him. Casten’s top priority is solving global warming, though he doesn’t support the progressive Green New Deal. He wants to expand Obamacare but does not support a single, government provider of health care. Also running is Libertarian Bill Redpath of West Dundee. In this race, we side with Ives because of her sharp focus on government spending and her frank talk. You might not like to hear from the disciplinarian in the room. But Washington could use more hard truth-tellers. Ives is endorsed. . .Fricilone, who has served on the Will County Board for seven years, is a fiscal and social conservative. He says he’ll continue Lipinski’s common-sense approach by joining the bipartisan Problem Solvers Caucus, a group of moderate House members. Fricilone is endorsed.)
— Campaigning in the COVID-19 era: Is the Democrats’ safe approach hurting them? – WILL BUNCH (DIERSEN: Last Friday, I finished hand-delivering door-to-door the following to all 150 homes in my precinct a) that had at least one Republican or Independent voter and b) that had no Democrat yard signs: joint candidate piece from the Milton Township Republican Organization, sample ballot, an Illinois Family Institute Trump/Biden comparison piece, literature from the other 13 Republican candidates on the ballot in my precinct in contested races, and my GOPUSA Illinois business card. Six of the aforesaid pieces had to be folded to fit inside the envelopes provided by the DuPage County Republican Central Committee. The envelopes had on them a) mailing labels provided by the DuPage County Election Division for each individual Republican or Independent voter and b) my return address label.)

POLITICO ILLINOIS
— DISGUSTING, TRAGIC: NAPERVILLE MAYOR BACKS BIDEN – Shia Kapos
https://www.politico.com/newsletters/illinois-playbook/2020/09/29/naperville-mayor-backs-biden-debate-watch-3-aldermen-for-wilson-uihleins-back-490469
(FROM THE ARTICLE: Naperville Mayor Steve Chirico, a Republican, is endorsing Joe Biden for president, and all hell has broken out on his Facebook page. Chirico made the not-so-subtle announcement by putting up a Biden/Harris sign in his front yard. Then he photographed it and shared it on social media, saying: “Early voting has started. In my view, the state Democratic party has a serious character and ethics problem AND at the national level, the Republican party has a serious character and ethics problem. I will be voting accordingly.” One of the 745 respondents on Facebook asked: “Do you think this was a smart move as a Republican to put up a Biden sign? Your fellow Republicans in Naperville will remember that [the] next time you are up for reelection.” The mayor made it clear he’s splitting his ticket: “Obviously I’m supporting local Republicans and I hope other republicans who are not happy with the president will do the same.” Cherico was elected mayor in 2015 and re-elected last year. His wife is Julie Chirico, who helps organize fundraisers for the House Republican Organization. Neither returned Playbook’s calls for comment. The Chiricos’ lawn sign is another example of President Donald Trump and the Republican Party’s struggles nationwide to appeal to suburban, moderate voters — the kind of voters who turned on the GOP in the midterms. Naperville, which straddles DuPage and Will counties, has gone from a red town to one that isn’t afraid to vote blue. All three congressional seats that represent portions of the town — the third largest in the state next to Chicago and Aurora — are held by Democrats. Rep. Bill Foster won his 11th District seat in 2012; and Reps. Sean Casten and Lauren Underwood flipped their 6th and 14th seats, respectively in 2018. To be clear, Trump doesn’t really care how Chirico votes, given Illinois isn’t a swing state. But Naperville, a town ranked as “the best city in the country to raise a family,” is the kind of suburb Trump has coveted in this campaign. If we’re reading the tea leaves, we wonder if it’s an indicator of what election night will look like in November.)

I was a federal employee for almost 30 years and I have been a federal retiree for almost 23 years. Given that, you would think that Illinois Republican U.S. Senators and Illinois Republican U.S. Representatives and Republican candidates for those offices would seek my input on issues that impact federal employees and federal retirees, but they have not. GAO works for Congress. I worked for GAO for almost 18 years, the last 11 years of which at the GS-13 Step 1-10 levels, currently $101,178-$131,532/year. Given that, you would think that the aforesaid elected officials and candidates would seek my input on issues that involve GAO, but they have not. During the last 8 years that I worked for GAO, I worked on audits of federal financial institution regulators. Given that, you would think that the aforesaid elected officials and candidates would seek my input on issues that involve federal financial institution regulators, but they have not. During the last 5 1/2 years that I worked for IRS, I worked at the GS-12 Step 1-5 levels, currently $85,084-$96,431/year. I worked for GAO on audits of IRS for 3 years at the GS-13 Step 1-3 levels currently $101-176-$107,922/year. While I worked for IRS, I passed the CPA examination on my first attempt. While I worked for GAO, I passed the Certified Internal Auditor examination on my first attempt and became a Certified Fraud Examiner, Certified Government Financial Manager, Certified Financial Services Auditor, and Forensic Accountant. Given all of the aforesaid, you would think that the aforesaid elected officials and candidates would seek my input on issues that involve the federal government, and especially issues that involve federal employees, federal retirees, federal financial institution regulators, GAO, and IRS, but they have not. All my coworkers who IRS and GAO promoted over me were Democrat, minority, female, and/or younger.)
https://www.natlawreview.com/article/achieving-diversity-and-inclusion-within-securities-and-financial-management
(FROM THE ARTICLE: Accountability and measurement are necessary to achieve results. Marcham encouraged us to avoid barriers that we often throw up, and not to see diversity and inclusion results as a “zero sum game.” Instead tangible D&I results are a chance to grow both inclusively and financially – the well-known win‑win. Lewis wryly observed the financial services industry measures everything so there is no excuse not to measure our results on D&I.)

BUSINESS LEDGER

Because the federal government gives preference to its employees who are Democrat, minority, female, younger, and/or non-veteran, one would expect that those employees would rank the federal government very highly.)

(FROM THE ARTICLE: All of my life, I have said that the left’s moral compass is broken. And all of my life, I was wrong. Why I was wrong explains both the left and the moral crisis we are in better than almost any other explanation. I was wrong because in order to have a broken moral compass, you need to have a moral compass to begin with. But the left doesn’t have one. This is not meant as an attack. It is a description of reality. The left regularly acknowledges that it doesn’t think in terms of good and evil. Most of us are so used to thinking in those terms—what we call “Judeo-Christian”—that it is very difficult for us to divide the world in any other way.)

(FROM THE ARTICLE: During her three years on the U.S. Court of Appeals for the 7th Circuit, which includes Indiana, Illinois and Wisconsin, Barrett has ruled in cases involving abortion, sexual assault, guns, race and immigration. Among them: . . Race: Barrett helped to block the U.S. Equal Employment Opportunity Commission’s effort to stop an employer from transferring Chicago-area employees based on their race or ethnicity. The agency had accused AutoZone of making the transfers to reflect area demographics. Three dissenting judges said the policy “deprived people … of employment opportunities at their preferred geographic location.” Age discrimination: Barrett ruled that the Age Discrimination in Employment Act does not apply when policies impact plaintiffs unintentionally. The ruling went against a 58-year-old job applicant who lost out to someone half his age when the company sought to hire a person with less than seven years’ experience.)

— NDP, Liberal and Green parties have subtly different plans to keep people safe while campaigning – Lori Culbert (DIERSEN: Of course, ever-increasing, my critics/opponents, their operatives, and their dupes hint/imply/argue/shout that because of the pandemic and because of my terrible demographics (old, overweight, White, male, type-2 diabetic, Trump supporter, conservative, patriotic, Republican, American, heterosexual, married, non-poor, gun owner, Protestant, 100% German American, my ancestors have been in America since 1844, and owner of six American nameplate cars and one SUV), I should NOT do anything to help elect candidates and b) I should resign as a Republican Precinct Committeeman. Nevertheless, yesterday, I finished hand-delivering door-to-door the following to all 150 homes in my precinct a) that had at least one Republican or Independent voter and b) that had no Democrat yard signs: joint candidate piece from the Milton Township Republican Organization, sample ballot, literature from the 14 Republican candidates on the ballot in my precinct who provided campaign literature, and my GOPUSA Illinois business card. Six of the aforesaid pieces had to be folded to fit inside the envelopes provided by the DuPage County Republican Central Committee. The envelopes had on them a) mailing labels provided by the DuPage County Election Division for each individual Republican or Independent voter and b) my return address label.)
https://vancouversun.com/news/politics/bc-election/dont-pet-voters-dogs-or-sneeze-on-campaign-literature-a-few-of-the-b-c-party-covid-tips-for-staff

(FROM THE ARTICLE: The three main parties supplied their safety plans to Postmedia, and there are obvious similarities around mask-wearing, social distancing, handwashing and staying home when sick. But there are also differences. At the NDP camp, workers from different parts of the campaign are “bubbled” and not allowed to interact with their fellow party workers. That is not only a drag for the Smith brothers, but for senior bus staffer Marie Della Mattia and her daughter, Emily, who works at NDP headquarters. The NDP says its rules are based on guidelines from WorkSafeBC and Henry’s office: At headquarters, staff work in small cohort teams that arrive and eat at different times while those on the bus sit in spread-out seats and hand sanitize after every stop. On Thursday, the party issued new protocols for journalists, which includes an online form that asks for symptoms and collects contact-tracing information. The Liberals’ safety plan includes many of those same elements, but also details minimizing the number of workers in campaign offices, prohibiting the public from entering the offices or requiring appointments, and using plastic or shower curtains barriers when physical distance cannot be maintained. The Liberals also have rules for canvassing, which includes limiting physical contact with doorbells and railings, hand-sanitizing between each house, never going into voters’ houses, and never petting their dogs and cats. Campaign material should be carried in a plastic bag, workers must “take every possible precaution to avoid sneezing” on it, and it should never be handed directly to a voter. Liberal events should have no more than 50 people, ideally be held outside, provide masks and sanitizer and, when possible, have assigned seating, the party says. In its safety material, the Green party acknowledges that “COVID-19 has created a situation where campaigning is going to look very different.” For starters, canvassers should wear gloves and, this year more than ever, respect a voter who isn’t interested. “Canvassers must understand that the public may not be comfortable with this type of activity at their place of residence. Team members will need to be polite, respectful and sensitive to people’s comfort levels,” the Green material says. Only team members in the same household bubble should travel in a car together. If additional people must be in the car, roll the windows down. In campaign offices, door handles, printers and sink taps must be cleaned several times a day, and Green party volunteers should avoid using common coffee pots, kettles or microwaves — which could make for some tired and hungry volunteers. Even when it comes to donations, the rules have changed. The Green party would prefer “contactless” transactions, presumably e-transfers, or old-fashioned cash can be dropped into a container with a slot on top.)

DUPAGE COUNTY ELECTION DIVISION
— DuPage County Early Voting off to great start – Hundreds vote in person on first day
https://www.dupageco.org/Election/Election_Commission_News/2020/63514/
(FROM THE PRESS RELEASE: The first day of Early Voting in DuPage County has gone smoothly, with hundreds of voters – some of whom lined up outside the DuPage County Fairgrounds in Wheaton before dawn – having cast their ballots by mid-afternoon. “We’re quite happy with how it’s gone today,” DuPage County Clerk Jean Kaczmarek said. “Though the line of voters snaked through the Fairgrounds parking lot today, people were patient, they practiced social distancing, and everyone – voters, pollworkers, and my staff – worked together to make this first day run smoothly.” At 8 a.m. the doors to the polling place at the Fairgrounds were opened and Kaczmarek announced, “the polls are open!” At the close of the day, 660 voters had exercised their right to vote at the Fairgrounds. The site is open 8 a.m. thru 4:30 p.m. weekdays through Oct. 16, and from 9 a.m. to 12 p.m. Saturdays through Oct. 17. Hours, as well as the number of Early Voting sites, expand on Oct. 19, when 18 sites all over the county will open to voters offering touchscreen voting. The current Fairgrounds site will offer paper ballots through Nov. 2. Plenty of PPE, including hand sanitizer, masks, and latex gloves, were available for voters. A professional cleaning crew wiped down surfaces throughout the day at the Fairgrounds voting site. “It’s great to see such enthusiasm by voters on the first day,” Kaczmarek said, “but we still have 39 days until Nov. 3, and you can vote on any of those days, either in-person or in the comfort of your home by mail ballot.” Thursday was also the day the Clerk’s Office began sending mail ballots to voters. Those ballots should start showing up in mailboxes of voters who’ve requested them soon. “If you’ve applied for a mail ballot, there’s no need to vote in person,” Kaczmarek said. “More than 159,000 DuPage County voters have already requested mail ballots, and my office will make sure each of those voters gets their ballot. Voters still have just over four weeks to request a mail ballot, but we recommend that if you plan to vote by mail, you apply for your ballot online as soon as possible. “This election may feel very different from any previous election – from the masks and plastic shields at the polling places to the disinformation coming from many quarters, but voting is still the same,” Kaczmarek said. “There are three ways to vote – by mail, in-person before Election Day, and in-person on Election Day. I urge voters to make the choice that is easiest and safest for them.”)
