So far, sadly, if not outrageously, my many requests have been denied that the DCEC notify elected precinct committeemen directly and in a timely manner of any proposed changes to their polling place or to their precinct lines. Sadly, if not outrageously, the DCEC continues to insist on only notifying the chairmen of political organizations. I should write a book about when those chairmen failed to notify me in a timely manner about changes to my DuPage County Milton Township Precinct 9 in Wheaton polling place and to my precinct lines. Sadly, if not outrageously, the location of the current polling place for my precinct discourages those in my precinct from voting. In 2015, the DCEC outrageously gerrymandered my precinct. The DCEC took away about 100 residences on the west side of my precinct and gave me about 100 residences to the east out of Jeanne Ives’s precinct. Initially, the DCEC drew Ives into my precinct, but then, I am told, Ives successfully insisted that she be drawn into Precinct 65 to the southeast. Many, if not most, chairmen of political organizations want to run for government offices and they are under tremendous pressure raise money for their organizations. Consequently, they are likely, if not extremely likely to do the bidding of those who have the most religious, government, political, and/or financial clout in their municipality, in their township, in their county, and in Illinois.)

Now they’re battling the university in federal court, demanding it return the $22 million they provided since the gift was agreed to in April 2015. They and their foundation allege that the school has breached their agreement on several fronts, from failing to appoint an institute director to organizing a major conference. The contribution was tied at the time it was given with several others for the second-largest donation ever received at the school. “Rather than address these breaches with forthrightness and transparency, the U of C has repeatedly sought to avoid and deceive the foundation regarding these and other failures,” the Pearsons say in the lawsuit filed Feb. 20 in U.S. District Court for the Northern District of Oklahoma. “The U of C has failed to deal with the Foundation honestly and in good faith.” The university in a statement called the Pearsons’ allegations “baseless” and says it will “vigorously defend itself” against them. “The university honors its grant agreements with its donors, and it did so with the Pearsons,” it says in the statement. “Further, all academic and hiring decisions are the sole purview of the University and its faculty, guided by the principle of academic freedom.”)

(FROM THE ARTICLE: The Dreamers are in limbo through no fault of their own, trapped between two cultures, with no place of their own to legally call home. Yet opinion polls show that much of the America public is sympathetic to their plight. So let the Dreamers stay. Those who are in criminal gangs or have violent criminal records have no right to be here. But the others, sure, why not? It would be quite easy to protect the Dreamers and their parents, except for the politics. Democrats want them as votes. Republicans are worried this could tip elections. So why not take the politics out of it? Here’s a possibility to consider: Let Dreamers stay — given permanent work and resident status — but not citizenship and voting rights. Conferring something as precious as citizenship upon people as a reward for their parents’ breaking the law isn’t the right way to go about this. If they want to become American citizens and vote, they’d be free to leave and attempt to re-enter the country as legal immigrants. If protecting Dreamers is the issue, then you’ll agree with me. But if weaponizing the Dreamers for the next election is your plan, then you won’t. And what about their parents, who crossed the border illegally and who worry about being deported? We can protect them, too, with some reasonable amnesty. Why not give them permanent work status, like green cards? But no welfare. Yes, you read that correctly.)

(FROM THE ARTICLE: Rather than working to lower one of the nation’s highest property tax burdens, some Illinois lawmakers want to sidestep the federal tax reform bill by allowing for donations to government. One bill would create the Illinois Excellence Fund. It would allow taxpayers to donate and receive a tax credit for the exact amount. This shuffling of money back and forth would allow a taxpayer to deduct that amount on their federal taxes, effectively thwarting the $10,000 cap on state and local tax deductions put in place by the tax reform bill passed last month. The state treasurer can then use that money as he sees fit. “[The SALT deduction cap] sort of came out of nowhere,” said state Rep. Jonathan Carroll, D-Northbrook. “This is trying to offer a solution to give tax relief to the middle class.” The bill has a populist tone, appealing to the cries of high property taxes across the state. Nearly all of the current sponsors of the bill are likely to face a challenging re-election effort this November. Carroll said he expects the Internal Revenue Service would object to such a law. “They’re not likely to take it lying down,” he said. The IRS classifies a charitable donation as “voluntary and is made without getting, or expecting to get, anything of equal value.” Being a federal tax deduction as well, the state-bound donation would actually turn into a money maker. In addition to a 100 percent credit from the state, the donor would get up to 37 percent of that donation back in a federal write off. The bill would also allow a county to set up a similar charity, which could cause different issues. Local taxes are devised in reverse compared to state and federal taxes. A taxing district sets percentages based on a target revenue number and then properties are taxed at that percentage of the assessed value of their homes. State Rep. Steven Reick, R-Woodstock, said in an online post that the sponsors would tell counties that “they can set up a fund to accept donations to be used for undefined charitable purposes in exchange for a reduction or elimination of your property tax bill, which will either raise taxes on everybody else or destroy the budgets of every school district and taxing body in the County.”)

Morrison that the Chicago Republican Party led by Mr. Chris Cleveland recently held a meeting of its club. Mr. Cleveland’s expressed intent for this meeting was to usurp the statutory authority of the Cook County Republican Party and its Chairman by illegitimately claiming the authority to appoint individuals to the position of Ward Committeeman. (THE LETTER: Dear Former ICRC Member, During the November 2017, meeting of the Illinois Center Right Coalition (ICRC) an election was held to select new officers. I, James. C. Mitchell, Jr., was among the slate of new officers elected to revitalize the ICRC. I was elected to and accepted the position of ICRC Chairman with the understanding that I would guide the ICRC through a necessary reorganization process. During the reorganization process it was discovered that the ICRC was disbanded by the state of Illinois on January 11, 2013, for not filing required annual reports with the state of Illinois (see attached file). Because of this omission, the ICRC has not been able to legally conduct business since that time. All attempts to bring the organization current with Federal and state entities have run into roadblocks due to requirements that we provide financials for 2012 forward. Unfortunately, the ICRC cannot produce financials for the past year, let alone the required time period. Since the ICRC is not legally able to receive funds as an organization, nor has been since January 11, 2013, the rightful course of action is to return all funds received during this period. Unfortunately, this task is easier said than done as the ICRC was negligent in maintaining Federal and state mandated records. Additionally, the ICRC has no treasurer’s reports or financial statements of any kind indicating who funds were received from at any point during the organization’s history. Therefore, we are requesting that anyone who has provided a check to the ICRC at any point since January 11, 2012, please respond to this email with a PDF copy (front and back) of said check, or mail a copy to: ICRC, PO Box 586, Lake Villa, IL, 60046-0586. This will allow us to return your funds as well as to assist us in auditing the organization’s financial history. If by chance anyone has any historical financial reports for the ICRC, we would of course be delighted to receive copies of those as well. At this point the future of the ICRC is uncertain. Illinois has allowed medical marijuana since 2014, and legislation is pending in the General Assembly to permit the general use and sale of up to one ounce for people 21 and older. “We finally made so much headway with reducing fatal alcohol-related car crashes, and now this comes along and blows it out of the water,” Carol Stream Deputy Police Chief John Jungers said at the Oak Brook conference. “My concern is about putting a law in place without being prepared for the repercussions.” AAA has studied the impact of legalization in Washington state and found marijuana use and fatal crashes are increasing. The portion of drivers in fatal crashes who recently used marijuana spiked to 17 percent from 8 percent from 2013 to 2014, the motorist advocacy group reported. “Illinois is not ready for this,” Illinois Traffic Safety Resource Prosecutor Jennifer Cifaldi said, adding her greatest fear was “an increase in traffic fatalities.” Advocates for legalization say changing the law would take marijuana out of the hands of drug dealers, reduce related crimes and allow people to buy a legitimate product from regulated and licensed businesses. A majority of Democratic gubernatorial candidates either support legalization or want a referendum on the issue. It’s been estimated the move could generate $350 million to $700 million to boost Illinois’ budget. Authorities at the conference said it’s difficult to get convictions for driving under the influence of cannabis because the state’s crime lab does not conduct that test. Illinois law now prohibits driving with 5 or more nanograms of tetrahydrocannabinol or THC in a person’s system. THC is the active ingredient in marijuana that can affect a person’s brain and behavior. Colorado Traffic Safety Resource Prosecutor Jennifer Knudsen said many marijuana products, including gummy bears, drinks and cookies, have become available since that state legalized cannabis. Normalizing marijuana makes it difficult for Colorado police to make judgments on whether a person is impaired during traffic stops. And in court, “when we get our juries, many of them voted for it (legalization),” she said. Alcohol use has been studied for decades, Jungers said, but the effect of marijuana on drivers is relatively unknown. “It affects people differently. … There’s not enough science to write a law,” he said. “It’s something that we’re hoping the legislature takes a really close look at,” AAA spokeswoman Beth Mosher said. “There are other issues than whether or not this is good financially for Illinois.” Cifaldi thinks legalization isn’t a matter of if but of when. “It’s going to happen,” she said.)

(FROM THE ARTICLE: State Rep. Jeanne Ives sounds like she’ll be a candidate for Illinois governor. The Wheaton Republican is one of the most conservative members of the General Assembly, and she is hopping mad at Gov. Bruce Rauner, whom she contends is not trustworthy. Rauner angered many in his party by signing a bill last month providing state funding for elective abortions. He did this after promising multiple Catholic bishops and state lawmakers that he wouldn’t. “He’s failed the integrity test. No one in the Legislature believes a word he says,” Ives said. If Ives enters the race, she would be the only candidate opposing abortion rights in either the Republican or Democrat gubernatorial primaries. “The state is broke. We can’t afford to create another entitlement program, let alone for something as morally reprehensible as abortion,” she said. But Ives says her objection to Rauner goes beyond this. For example, although he ran on a platform opposing “crony capitalism,” Rauner signed a measure giving a multibillion-dollar bailout to Exelon, a power company. Are you starting to get the feeling that she really dislikes the governor? Yeah, me too. But it’s one thing to object to what the leader of your party is doing, and it’s another thing to leave your safe seat in the Legislature and challenge him. Ives said she hasn’t decided yet whether she will run. But listening to her, it sure sounds like she is on the brink of diving in. But running and winning are two different things. And, sadly, money is the lifeblood of politics. Ives began the month with $8,488 in her campaign coffers, while Rauner had $65.5 million. Most of that money came from either himself or his billionaire buddy, businessman Ken Griffin. That almost makes David and Goliath seem like an even contest. And the front-runner for the Democratic nomination, J.B. Pritzker, also is a billionaire who is self- funding. Could Ives beat not only Rauner but Pritzker? Mike Lawrence, a longtime statehouse observer and former senior adviser to Gov. Jim Edgar, is skeptical. “I don’t think she will win the primary, but I’m not writing her off. I think if she runs, she will start out with a solid 30 percent of Republicans who vote in primaries. Far-right conservatives have a disproportionate influence in primaries,” he said. Lawrence noted that when Edgar ran in the Republican primary in 1990 against Steve Baer, the relatively unknown Baer got more than 30 percent of the vote, mainly from anti-abortion voters angry that Edgar supported abortion rights. So, can a middle-class mother of five beat two of the wealthiest men in Illinois? She faces long odds. But she seems undeterred. And there may be a certain populist appeal to someone who isn’t among the wealthiest Illinoisans running. When pressed about her candidacy, Ives said her 8th-grade daughter told her, “Mom, I thought you were going to announce last week.”)

Last month, Rauner told a group of business leaders that he’s pushing for a bill that would allow the state to restructure much of its estimated $130 billion in unfunded pension liabilities. “We’ve got a bill now. We’re working with Congress to pass a law. We’re lobbying right now that would allow states to reorganize and restructure their pensions,” he said. “If we can get this bill passed in Congress, and I’m hoping to get it done with this tax overhaul that we’re doing, if we can get this bill passed, [it will be] transformative to Illinois taxpayers.” But none of Illinois’ Republican congressional delegation would confirm this week that anyone from Rauner’s camp has approached them about a standalone proposal or one that would be tied in with the coming tax reform plan. Rauner doesn’t have the best relationship with the GOP Congressmen. They strongly rebuked Rauner last month for his signing of a controversial bill allowing for the public funding of abortions. Rep. Peter Roskam, R-Wheaton, who’s in charge of the GOP’s tax reform plan, wouldn’t comment on the premise of allowing a bankruptcy-style restructuring but told others that the idea has been discussed but only conceptually. The Hill reports that House Speaker Paul Ryan will release the details of their tax reform legislation next week.
