Illinois Democrats want pot shops to open up in DIAs to revitalize those areas. Wheaton is the DuPage County Seat. The Democrats who run the Illinois Department of Commerce & Economic Opportunity (IDCEO) have outrageously designated western Wheaton as being a DIA, that is, an area that has high rates of arrest, conviction, and incarceration related to cannabis as well as poverty and unemployment. Needless-to-say, that must be a mistake. While Wheaton has banned the sale of pot, the Democrats who run Illinois may very well vote to allow pot shops in DIAs thereby overriding Wheaton’s ban. I ask the following and everyone else who has an interest in Wheaton to ask the IDCEO to immediately rescind its DIA designation: Wheaton Mayor and City Council members, Wheaton Chamber of Commerce, Milton Township officers and trustees, DuPage County Board Chairman and County Board members, and federal and Illinois officials who represent or seek to represent any part of Wheaton.

According to the IDCEO, it designates a census tract as being a DIA if the area 1) has a poverty rate of at least 20%, 2) has 75% or more of its children participate in the federal free lunch program, 3) has an average unemployment rate that is more than 120% of the national average for a period of at least 2 consecutive calendar years, 4) has at least 20% of its households receive assistance under the supplemental nutrition assistance program, or 5) has high rates of arrest, conviction, and incarceration related to the sale, possession, use, cultivation, manufacture, or transport of cannabis.

According to the IDCEO, it designated Census Tract 8426.04 in western Wheaton (https://censusreporter.org/profiles/14000US17043842604-census-tract-842604-dupage-il/  and https://www.chicagocityscape.com/maps/index.php?place=censustract-17043842604) as a DIA because a) according to Illinois Department of Employment Security data, it had an average unemployment rate over the last two calendar years that exceeded the national average over that time period by more than 20% and b) because the per-capita rate of parolees residing in the area who had been imprisoned for cannabis offenses exceeded the cutoff for a high imprisonment rate. According to the IDCEO, “Unemployment rate data is from Illinois Department of Employment Security (IDES). Data on parolees is from Illinois Department of Corrections (IDOC). Per-capita rate is determined using census tract population from the 2013-2017 American Community Survey (ACS) 5-year Estimates.” From what I see, one or both of the aforesaid must be a mistake. If Census Tract 8426.04 in western Wheaton as a DIA, than all of Illinois is a DIA.
