DD: While I worked for the Democrats who ran GAO’s Chicago office in the 1990s, they had a diversity event at which we were all encouraged/required to publicly disclose the country/countries that our ancestors immigrated from, when they immigrated, and their religion(s). Of course, I disclosed that all my ancestors immigrated from what is now Germany during the 1840s and 1850s and that they and I have always been Missouri Synod Lutheran. Very few in the office had ancestors who had immigrated from what is now Germany. Most had ancestors who had not been in America for a long time. Virtually none were Protestant. Because of Affirmative Action and other reporting requirements, we all already knew each others’ political affiliation, race, gender, age, veteran status, salary and bonuses, marital status, children, federal seniority, etc. We all knew that our GAO superiors’ top priorities were a) retaining and promoting their employees who were Democrat, minority, female, younger, and/or veteran and b) getting rid of their employees who were Republican, White, male, older, and/or non-veteran. They all knew about, if not applauded, the many big adverse actions that my Democrat GAO superiors had taken against me.

They did that a) by forcing me to take a $23,699/year (21%) pay cut in today’s dollars to transfer, a downgrade from GS-12 Step 5 to GS-9 Step 10, b) by delaying my promotions back to GS-12, c) by keeping me off audits of IRS until I was 37, and d) by not promoting me to GS-13 until I was 38. Further, while they let me work on audits of IRS for 3 years, none of those audits were of IRS’s Collection Division, the division that I knew most about. Further, to discredit me, they ignored, dismissed, and belittled what I learned earning an MBA when I was 27, passing the CPA examination on my first attempt when I was 30, earning a master’s degree in accounting when I was 31, and passing the Certified Internal Auditor examination on my first attempt and becoming a licensed CPA when I was 32. Further, I never would have gotten assigned to audits of IRS or promoted to GS-13 if the GAO manager who had arranged my transfer had not briefly gotten back into power. They forced him to retire when I was 39.

The solution is not merely a numbers game, it requires a multifaceted approach to updating pedagogy, refreshing the profession’s image, and clearing firm-level cultural barriers. The leaky pipeline is not primarily due to a shallow pool of academic candidates, but rather to barriers that impede their successful entry, retention, and advancement within firms. The historical underrepresentation of minorities in the profession should be understood as intertwined with the pipeline problem, and solving the latter requires addressing the former. . .The accounting profession is currently grappling with a widespread and severe talent shortage, a crisis exacerbated by declining undergraduate enrollment in accounting programs and a significant decrease in candidates taking the CPA Exam. Data indicates that accounting graduates trended downward in the 2019/2020 academic year, with decreases of 2.8% at the bachelor’s level and 8.4% at the master’s level. Compounding this issue is a high turnover rate within the profession, with 82% of public accounting firms and 69% of private companies reporting significant retention challenges. The number of first-time CPA exam candidates also saw a substantial decline of 33% from 2016 to 2021. In my defense, I had earned a bachelor’s degree in management from NIU in 1970 and I completed a graduate evening business course at UIC in 1971 and four graduate evening business courses at Loyola in 1972. The Glen Ellyn Democrat has been locked in a yearslong battle with the board over how she runs the county clerk’s office and how bills get paid. That fight ended up in court and was a key factor in why the two-term incumbent found herself facing a challenger in the Democratic primary election. On Tuesday, DuPage County Board member Paula Deacon Garcia defeated Kaczmarek to become the Democratic nominee for county clerk. In November, she will face Republican Patricia Kladis-Schiappa, an attorney from Burr Ridge. Deacon Garcia and Kladis-Schiappa both say they would end the legal battle with the county board if they are elected. However, Kaczmarek will continue to serve as county clerk until the end of November. In the meantime, she says she intends to pursue an appeal she filed earlier this year. “The need for clear legal standards to govern the relationship between different elected offices is of much greater and wider consequence than the results of any individual election,” Kaczmarek said in a statement. Noting that a DuPage judge sided with the county in two recent rulings, a spokesman for the DuPage County state’s attorney’s office said the office will “continue to vigorously defend the county in this matter.” Kaczmarek has argued that multiple opinions issued by the Illinois attorney general’s office have supported the contention that elected officials have internal control over their office. In addition, Kaczmarek claims the county has tried to require her office to make unnecessary budget transfers in order for bills to be paid. County board members counter that they don’t want to tell Kaczmarek what to do. However, they say the county can require its elected officials and department heads to follow basic accounting procedures and state laws on bidding. Still, Kaczmarek insists that the county board and the state’s attorney’s office “continue to mislead the public regarding the fact that they are simply ignoring” everything that the attorney general’s office has advised. “There must be independence of county officers from county board interference,” Kaczmarek said. “Nothing has changed regarding the need for higher courts to clarify whether every attorney general’s opinion on these issues for decades has simply been wrong. The rest of the state is operating under different rules than DuPage County.” The county board filed a lawsuit in 2024 seeking a judge’s order to compel Kaczmarek into compliance with county accounting procedures for bill payments. At the time, Kaczmarek would not fill out the requested paperwork for budget transfers to get bills paid, arguing that it wasn’t necessary because there was enough money in her budget to cover the expenses. Last August, a judge ruled in the county’s favor and compelled Kaczmarek to follow the county’s accounting procedures. Then in December, the same judge ruled against Kaczmarek’s request for summary judgment, where she argued contracts with two election-related vendors were exempt from bidding rules because they fell under professional services. In January, Kaczmarek’s attorney filed the notice of appeal challenging both rulings. On Wednesday, Kaczmarek’s attorney, Ken Florey, said legal briefs from both sides should be filed in the coming months. He was hopeful a ruling could be issued before the November election. When I applied to transfer from IRS to GAO when I was 31 years old in 1980, I stressed that I had worked for IRS for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 Levels, currently $100,059-$113,402/year. I stressed that my knowledge of IRS would help GAO’s audits of IRS. I stressed that I had earned an MBA in 1976, passed the CPA examination on my first attempt in 1979, and almost completed the requirements for a master’s degree in accounting. Notwithstanding the aforesaid, the Democrats who ran GAO did not want me to transfer because I was not a Democrat, minority, female, or veteran. To stop me from transferring, they offered me a transfer only if I accepted a $23,699/year (21%) pay cut in today’s dollars, a downgrade from GS-12 Step 5 to GS-9 Step 10. They anticipated/expected that I would not suffer that pay cut to transfer, but I did, and they were furious. They immediately did everything that they could to get rid of me. They gave me bad job assignments, unfair performance expectations, unfair performance appraisals. They delayed my promotions back to GS-12. Of course, they kept me off audits of IRS. To counter that, I completed the requirements for a master’s degree in accounting in 1980, I passed the Certified Internal Auditor examination on my first attempt in 1981, and I became a licensed CPA in 1981. Finally, in 1986, the GAO manager who had arranged my transfer got back into power and assigned me to audits of IRS and promoted me to GS-13. But in 1987, because he had done that, they forced him to retire. In 1989, to get rid of me, they threw me off audits of IRS for the rest of my GAO career. They gave me a very bad job assignment, very unfair performance expectations, and a very unfair performance appraisal. They ranked me at the bottom of my coworkers for pay-for-performance and made it clear that they would always do that. They would have taken even stronger adverse actions against me if my Congressman Henry Hyde had not come to my defense. Because they wanted to get rid of me, they were furious when I became a certified fraud examiner in 1990, government financial manager in 1994, financial services auditor in 1996, and forensic accountant in 1997 and when I earned a master’s degree in financial markets and trading in 1997. I used my photocopier, paper, and ink to copy the unmarked sample ballot 400 times 2-sided back-to-back. If I spent 6 minutes getting each envelope ready, that would be 40 hours. I spent about 15 hours hand-delivering the envelopes, or about 3 hours per batch. Only one registered hard-D voter in my precinct threatened me for what I did. – Dave Diersen
