— Despite its struggles, Acapulco still sparkles – Alan Solomon  (DIERSEN: Have you vacationed in Acapulco?  I vacationed there as well as in Mexico City, Jamaica, Hawaii, and the Bahamas in the early/mid 1970s with a fellow straight single male conservative Republican IRS employee.  My Democrat IRS superiors, supervisors, coworkers, and subordinates were filled with envy and did not like that at all.  I could afford those vacations and I could afford to buy a new 1972 Corvette in 1971, to buy a new town home in University Park in 1972, to buy a studio condo in the Outer Drive East (ODE) building in Chicago in 1974, to buy a one bedroom condo in the ODE building in 1976, and to pay for tuition for graduate business and accounting courses at Loyola and DePaul because IRS hired me at the GS-7 level (currently $43,915) in 1971, promoted me to GS-9 (currently $53,717) in 1972, promoted me to GS-11 (currently $64,992) in 1973, and promoted me to GS-12 (currently $77,899) in 1974.)

— To grow size of Police Department, Chicago will need twice what is planned – Cecilia Reyes
http://www.chicagotribune.com/news/data/ct-police-retirement-mayors-plan-20161002-htmlstory.html
(FROM THE ARTICLE: A Tribune analysis of police pension fund data shows a large number of officers eligible for sweetened retirement benefits, an incentive known as “55 and out,” as part of their contract, which expires in June 30, 2017. There are 569 officers who have served for at least 26 years, the average time for retirees between 2011 and 2015, and are at least 55 years old. Officers 55 or older qualify for extended health care benefits, extending coverage, paid for by the department, until an officer is eligible for Medicare. There are 3,840 officers who have served for at least 20 years, at which point, pension benefits grow by about $2,000 each month, the pension fund estimates. Of eligible officers, 2,592 officers are older than 50, when their pensions start to be paid.)
— Presidential race drives auto industry issues home – Fred Meier
http://www.chicagotribune.com/classified/automotive/sc-clinton-trump-auto-industry-issues-autocover-1020-20161018-story.html
(FROM THE ARTICLE: The U.S. auto industry has been in the spotlight during the 2016 presidential campaigns, starting with the primaries. The hottest issue has not been about what automakers produce but where, thanks to the debate over free-trade deals including the North American Free Trade Agreement and the pending Trans-Pacific Partnership. History shows that the winner could end up having a big impact on what and how we drive. Past presidential milestones include interstate highways (Dwight Eisenhower), the first safety regulations and the 25 percent tariff on trucks (Lyndon B. Johnson), federal emissions rules and the 55-mph speed limit (Richard Nixon), fuel economy rules (Gerald Ford), the first Chrysler bailout (Jimmy Carter), the most recent industry bailout (George W. Bush and Barack Obama), and ramped-up emissions and fuel economy rules (Obama).)

(FROM THE ARTICLE: An ideological tug of war over the firing of a Rhode Island church music director for marrying his same-sex partner illustrates the confusion that permeates some U.S. Roman Catholic parishes over Pope Francis’ words on homosexuality. Francis’ famous declaration “Who am I to judge?” in 2013 energized Catholics who had pushed the church to accept gays and lesbians. Now, some gay Catholics and supporters who hoped for rapid acceptance find themselves stymied by many bishops and pastors. Francis is being cited by both the music director, Michael Templeton, and by Providence Bishop Thomas Tobin, known for taking a hard line on church teaching about marriage and abortion. Tobin has criticized Francis, writing after the pope’s summit on the family two years ago that “Francis is fond of ‘creating a mess.’ Mission accomplished.” The pope has upheld Catholic teaching on homosexuality, reiterating the church’s opposition to same-sex relationships. But his shift in tone and broad statements about mercy have left a trail of comments that amount to a Rorschach test open to interpretation, say those who have closely followed Francis.)

— SEPTEMBER 13, 2012 FLASHBACK: Wheaton group home (SEE: https://en.wikipedia.org/wiki/Group_home) for developmentally disabled moves forward  Proposed 15-resident care location would be northeast of downtown Wheaton – Bob Goldsborough
http://articles.chicagotribune.com/2012-09-13/news/ct-tl-wheaton-group-home-20120913_1_group-care-home-wheaton-stars
(FROM THE ARTICLE: Plans for a proposed 15-resident group care home for developmentally disabled individuals just northeast of downtown Wheaton cleared another hurdle, as the city’s Group Care Home Commission voted 3-1 to grant the project a necessary group care home license. The Wheaton-based nonprofit STARS Family Services, which operates another four-person group care home called Washington House on Wheaton’s north side, wants to construct a new group care home on vacant land at the southeast corner of Cross Street and Union Avenue. The project would be constructed on land currently owned by St. John Lutheran Church, zoned for single-family residential use and used for two parking lots. Plans call for two structures that would be linked by a common courtyard. Each would have six private bedrooms, a great room, a shared kitchen and shared baths for each pair of bedrooms. The project also will include housing for a couple who would live in the home and oversee the evening and the overnight. A volunteer or staff person also will be present in the home during the day. The project has drawn opposition from some neighbors, who criticize the scale of the proposal. In addition, they have questioned STARS’ financial strength and how the home would be used were STARS to no longer be economically viable. “None of the neighbors oppose a group care home,” said neighbor Kathy Langlois. “We embrace it, we applaud it and we welcome it. And it’s absolutely not a case of ‘Not in my back yard.’ It’s a question of scale.” Langlois also said she and her neighbors would welcome the construction of one single-family home on the site. “What happens if STARS runs out of money?” she asked. “This will be a group care home. It can’t go back to being a single-family home.” STARS president Ray Chase noted that the organization has taken great pains to ensure its financial viability. STARS plans to pay cash for the land and has vowed never to open a group care home until it has 150 percent of that home’s projected first year’s operating expenses. In addition, STARS’ College Avenue resale shop generates more than 40 percent of the group’s annual need, he said. “I think we’re pretty stable,” he said. “I think we’ve taken a very conservative approach financially.” Chase also said the group is continuing to try to work with neighbors. “We’ve also done some things to make sure the home looks like it would fit in a neighborhood and isn’t overwhelming in size,” Chase said. “There even are architectural variations between the two homes so they look like different homes.” Wheaton’s Planning and Zoning Board unanimously voted in June to recommend that the City Council approve the project. Last week, three-fourths of the Group Care Home Commission’s members signed off on the project as well. Group Care Home Commission board member Chris Ellerman praised STARS for proposing two linked structures rather than one larger one. He also lauded the group’s model, which involves a married couple living with the developmentally disabled adults, with the adults’ aging parents or relatives being involved on a weekly basis and typically coming by to visit over the dinner hour. “In terms of a home for disabled adults in the community they have grown up in, absolutely,” Ellerman said. “This is their town. I live two blocks away, and I’d be ashamed if I didn’t want to welcome them in my community..” Group Care Home Commission board member Matthew McNear was the lone vote against the license. In an interview on Friday, he noted his concerns about the “scope” of the proposed home and some of the other issues that neighbors had raised. “I think STARS is a great organization and they do a lot of good there, but I think this probably could use some more discussion or some more review,” he said. With the group care home license now in hand, the proposal next heads to the Wheaton City Council for its consideration, likely sometime in October, said Jim Kozik, the city’s director of planning and economic development.)

Today, condos are worth about 7 percent less than they were 10 years ago. – DENNIS RODKIN  (DIERSEN: My wife and I got married in 1978.  In 1978, a) after owning a one bedroom condo in the Outer Drive East building for less than 2 years, sold it a $10,000 profit; b) I used that profit to buy a new 1978 Oldsmobile Delta 88 Royale and a new 1978 Chevy Chevette; and c) my wife and I bought 1017 East Harrison in Wheaton using her savings for the 20% down payment.)

ILLINOIS REVIEW
— JOSHUA NAPONIELLO: MY DAY WITH DONALD TRUMP IN BOLINGBROOK  (DIERSEN: Those who spoke very highly of Trump at this outstanding event included Roger Claar and Rudy Giuliani.  The 300+ attendees included John Cabello, Brad Cole, Dan Cronin, Demetra DeMonte, Kirk Dillard, Ron Gidwitz, Dan Hampton, David MacNeil, Richard Porter, Todd Ricketts, Skip Saviano, Tim Schneider, Mickey Straub, and Dave Tornga.)
http://illinoisreview.typepad.com/illinoisreview/2016/09/naponiello-my-day-with-donald-trump-in-bolingbrook.html
(FROM THE ARTICLE: How crazy is it that I ended up volunteering for perhaps the next president of the United States?  I mean you would have thought that by talking to Roger Claar the Mayor of Bolingbrook, I would volunteer at a Trump fundraiser! I can only say it was the best event that I have worked on in my early political life. Setting up tables was a challenge but greeting people by the door was amazing. Friendly faces, attitudes, familiar faces like (former State Senator) Kirk Dillard, (Bolingbrook Mayor) Roger Claar and (Chicago Cubs’ owner) Todd Ricketts.  I also had the pleasure of sitting next to (former New York City Mayor) Rudy Giuliani during the lunch. The speech that Trump delivered was electrifying. Reducing regulations, repealing Obamacare, and lowering taxes on the middle class. Straight to the point concise, was how his speech was, and everyone stood and applauded our future president of the United States. Unfortunately, there was a negative point, as I was called traitor and fake by Mexican protesters against Trump, yet I kept my smile and head straight up and continued to help Trump. After the event I traveled outside to see Trump supporters waving American flags and chanting “USA,USA,USA”. I got to talk to some of the Trump supporters and we discussed Trump at the first debate. Another highlight was being quoted in a Chicago Tribune story, link here https://www.google.com/amp/www.chicagotribune.com/suburbs/bolingbrook-plainfield/news/ct-nvs-trump-bolingbrook-st-0929-20160928-story,amp.html  Otherwise I had a great time and learned from Trump what it means to be a leader. Joshua Naponiello is a 19 year old student at College of DuPage.)

— Just say no to Narcan? Heroin rescue efforts draw backlash – AP  (DIERSEN: Untended consequences SEE: https://en.wikipedia.org/wiki/Unintended_consequences  “In the social sciences, unintended consequences (sometimes unanticipated consequences or unforeseen consequences) are outcomes that are not the ones foreseen and intended by a purposeful action.”)
http://www.chicagotribune.com/news/sns-bc-us–heroin-overdoses-backlash-20160925-story.html
(FROM THE ARTICLE: First responders in U.S. communities reeling from waves of heroin overdoses say some people tell them they should just say no to using so many resources on drug abusers. Authorities say people have expressed frustration about rescuing addicts who often immediately resume using the potentially deadly drug. There are also concerns voiced about the wide-ranging social and government budget costs involved, including for the overdose antidote naloxone. Some signs of heroin overdose backlash: — Gov. Paul LePage in hard-hit Maine vetoed legislation this year to expand access to naloxone, usually under the brand name Narcan. He has explained that when people are receiving a dozen or more doses, they should start having to pay for it. The Legislature overrode his veto. — An effort by authorities in Ohio’s Hamilton County to get a dangerous heroin batch off the streets by offering immunity for people who turn in drugs drew a rebuke from Sheriff Richard Jones in neighboring Butler County, who argued it only enables dealers and users and gives them an excuse if they are caught. — A police photo of a grandmother and her boyfriend unconscious after overdosing with a 4-year-old boy in their car went viral this month after the police department in Ohio’s East Liverpool posted it on Facebook, drawing thousands of comments including from people decrying lenience toward users who endanger children or steal to support their habits. — A retired attorney wrote an op-ed column in The Cincinnati Enquirer examining the costs of treating heroin addiction, the strain on public resources and the rise in “drugged driving” accidents as he urged aggressive punishment. “What social policy is advanced by subsidizing recklessness?” John M. Kunst Jr., of suburban Cincinnati, wrote earlier this year. “Why do we excuse and enable addiction?” “I understand the frustration,” said Police Chief Thomas Synan Jr. of Newtown, Ohio, who heads a Cincinnati-area heroin coalition task force. “I understand the feeling that someone is doing something to themselves, so why do the rest of us have to pay? But our job is to save lives, period.”)

I’ve been a staff writer since 1990. That’s long enough for me to have learned a thing or two about what makes this paper so great. Yes, the Reader runs provocative theater, music, film, and food criticism, but just as important, its editors give writers the freedom to tell it like it is, even if we irritate the hell out of the powers that be.)

http://www.gao.gov/products/GAO-16-880T
(FROM THE ARTICLE: With more than 30% of federal employees eligible to retire by 2019, a lot of jobs could open up that the current federal workforce can’t fill. So, the government needs to recruit and retain the next generation of workers. Strong employee engagement—a positive feeling about one’s employer and its mission—tends to help agencies hire and keep employees. You might think that millennials are less engaged than other age groups, but the data in this testimony showed that engagement doesn’t vary much by age. Engagement increases for everyone when agencies demonstrate that they value their employees.)

WALL STREET JOURNAL
— Marijuana Makes for Slackers? Now There’s Evidence – SUSAN PINKER
http://www.wsj.com/articles/marijuana-makes-for-slackers-now-theres-evidence-1473953464
(FROM THE ARTICLE: In cities like Seattle and Vancouver, the marijuana icon has become almost as common on storefronts as the Starbucks mermaid. But there’s one big difference between the products on offer: A venti latte tastes the same everywhere and provides an identical caffeine rush, while marijuana stores offer the drug’s active ingredients in varying combinations, potencies and formats. There is no consistency in testing, standards or labeling. This matters because marijuana’s two psychoactive ingredients, tetrohydrocannabinol (THC) and cannabidiol (CBD), have contrasting effects on the brain. “THC makes you feel high,” said Catharine Winstanley, a psychology professor at the University of British Columbia who does research on marijuana, while CBD “is responsible for its analgesic, antiseizure and purported anticancer effects.” In street marijuana, the THC-to-CBD ratio now tends to be 10 to 1, and it is increasing, a trend occurring even at some marijuana clinics, Dr. Winstanley said. And few people know what effect that has on their brains. A new study by Dr. Winstanley’s group in the Journal of Psychiatry and Neuroscience examines how these two chemicals shape our willingness to face a challenge. Does marijuana make us lazy?)

— 24 treated after eating drug-laced candy at Ohio concert – AP
http://www.chicagotribune.com/news/nationworld/midwest/ct-ohio-concert-drug-candy-20160807-story.html
(FROM THE ARTICLE: Two dozen concertgoers in northeast Ohio suffered medical symptoms Saturday after they ate candy laced with a drug found in marijuana. No fatalities were reported at the Ohio Dreams sports camp complex in Butler, about 60 miles northeast of Columbus, where the weekend-long EST 2016 rap music festival was being held. The concert was dubbed “The Last Weekend on Earth.” Maj. Joe Masi of the Richland County Sheriff’s Department told the Mansfield News Journal someone began tossing out bags of the colorful candies Saturday at around 11 a.m. The packages contained about 20 pieces each and were marked “prescribed medibles” with a reference to a commercial candy brand, according to photos posted to social media. Masi said each piece had “a very, very high dose of THC,” the chemical that gives marijuana its mind-altering effects. Only one or two candies would get a user high, but some people were eating whole packages, officials said. Lt. Joe Petrycki, commander of the METRICH regional drug task force, said early reports of concertgoers overdosing was too strong a description. He said THC usually gives people a sense of euphoria. “They didn’t lose consciousness,” he said. “They just felt different.” Ambulances loaded with victims started arriving at OhioHealth in nearby Mansfield around 4 p.m., said hospital spokeswoman Nikki Workman. She said 24 people were treated, including with the overdose antidote naloxone. The arrivals had ended by early evening. “I feel like it’s under control at this point,” she said. WEWS-TV reported the person giving out the candies was a man wearing a gray baseball cap with a red visor and a black T-shirt with a marijuana leaf on it. The festival, headlined by Cleveland rapper Machine Gun Kelly, was set to continue through the weekend. About 3,000 people were at the music festival on Saturday.)

They are higher this year than they have been in any year since Google searches were first tracked in 2004. So far, 2016 has been tops for searches for driving anxiety, travel anxiety, separation anxiety, anxiety at work, anxiety at school and anxiety at home. WBEZ
— JULY 22, 2016 FLASHBACK: Illinois Republicans Leave RNC Split On Trump’s Speech – Tony Arnold  (DIERSEN: From what I see, Pat Brady has led, is leading, and will continue to lead the anti-Trumps in Illinois.  Therefore, if you have supported Brady, if you are supporting Brady, and/or if you continue to support Brady, YOU SHOUT THAT YOU ARE ANTI-TRUMP.  Anti-Trumps are anti-Protestant, anti-conservative, anti-Republican, anti-American, anti-White, anti-male, anti-older people, anti-rich people, anti-gun owners, and/or anti-those whose ancestors have been in America longer than their ancestors.  Anti-Trumps appointed Brady to serve on the Illinois Republican Party State Convention Platform and Resolutions Committee instead of me.)

(FROM THE ARTICLE: Illinois Republicans are leaving their party’s national convention split on the candidacy of Donald Trump. John Anthony is a former state representative and a former police officer. “I think I have become a fan of Donald Trump,” Anthony said Friday morning. Anthony advocated for Florida Sen. Marco Rubio during the primary, and didn’t think very highly of Trump before Thursday night’s speech. Anthony says he prefers candidates who are more laid back. But Trump’s comments in favor of police officers changed Anthony’s mind about the Republican presidential nominee. “So many of my boys, my brothers and sisters in blue, are depressed at this time. Most of them don’t want to do the job because they’re afraid of the consequence,” Anthony said. But former state GOP chairman Pat Brady checked out of his Cleveland hotel early, skipping Trump’s speech altogether. Brady was a delegate for Ohio Gov. John Kasich. Walking through the hotel lobby with his shoelaces untied and a toothbrush hanging out of his mouth, Brady said his suitcase was more organized than the Trump campaign.)

http://www.chicagotribune.com/suburbs/naperville-sun/ct-nvs-naperville-crooks-police-st-0724-20160722-story.html
(FROM THE ARTICLE: The leader of Naperville’s police union is disputing a statement by the author of an essay about growing up black in Naperville that he was pulled over dozens of times between 2001 and 2007, saying department records show the former resident was stopped only a handful of times by the city’s police force. Mike Caruso, a Naperville police detective and president of Fraternal Order of Police Lodge No. 42 in Naperville, said his department took it personally. “Our members are not happy,” Caruso said. “The way that our department took it was as a shot at the Naperville Police Department.” Brian Crooks, whose Facebook essay went viral after it was shared thousands of times, on Friday stood by the original estimate and said he did not attribute all of the stops to Naperville police. Crooks also wondered if all stops, from Naperville police or other law enforcement, were properly documented. Excerpts of the essay appeared in the Naperville Sun this past week. “I don’t know what department they came from,” said Crooks, who did not single out a specific law enforcement agency in his essay or in later interviews with the Naperville Sun. “It wasn’t my intent to say Naperville Police Department has this problem.” Naperville police Chief Robert Marshall said his offer to have coffee with Crooks remains open when the former Naperville resident is back in town. He did not dispute Crooks’ allegations, and said he looks forward to talking with him more. He described Crooks as “very gracious” during their phone conversation last week.)

http://www.dailyherald.com/article/20160723/discuss/160729559/
(FROM THE LETTER: Hats off to DuPage County State’s Attorney Robert Berlin for bringing out a program for first time nonviolent offenders that can lead to their charges being dismissed and their record expunged. The requirement for entry, joining the military, could be the answer for those that have lost their direction and need the discipline the military could provide to get on course. It is gratifying knowing that this opportunity is now there for those wanting to straighten out their lives, who need a helping hand, not the start of a criminal record that could lead to missed opportunities and a life of crime.)

NCTV17
— Lawsuit Continues in Naperville Township
http://www.nctv17.com/lawsuit-continues-in-naperville-township/
(FROM THE ARTICLE: The Naperville Township highway commissioner is not letting go of his lawsuit.  Stan Wojtasiak is appealing the judge’s ruling that the township board was justified in reducing his budget by more than 20 percent in May. The cut they made was about $544,000. That’s the same sum which the city of Naperville said the township would save if they entered into a consolidation deal for the maintenance of the township’s roads: a move Wojtasiak opposed. DuPage County Judge Bonnie Wheaton determined that the board had the final say in setting the budget for road district costs. The lawsuit seeks to restore the road district’s budget to Wojtasiak’s original ask of about $2.6 million. The Illinois Second District Appellate Court in Elgin will hear the case.)

http://www.nytimes.com/2016/07/23/us/a-colorado-town-tests-positive-for-marijuana-in-its-water.html
(FROM THE ARTICLE: There are no marijuana dispensaries or greenhouses in the tiny railroad town of Hugo, where Theodore Roosevelt once ate breakfast with the local cowboys. But this week, Hugo’s 740 residents were told to stop drinking the water after the town’s water supply tested positive for THC, the psychoactive chemical in Colorado’s most famous cash crop. The trouble started when a local company trying to calibrate its employee drug tests pulled a positive reading from Hugo’s tap water. The town’s Public Works Department investigated and found signs of tampering and “forced entry” at one of the wells that supply the town’s drinking water, a spokesman for the Lincoln County sheriff told reporters. The town sealed off the well that seemed to be the source of the tainted water. No one has reported feeling sick or intoxicated from drinking the water, though people around the high-plains town joked on Friday that perhaps they should be drinking more water. On the town’s Facebook community page, Hugo Happenings, people joked about Hugo’s new “healing waters,” and said that its ice cubes could be the tiny town’s answer to marijuana brownies.)

NEW YORK DAILY NEWS
— The 1960s all over again? History isn’t quite repeating, but our tumultuous time does rhyme with that one in some strange ways – Todd Gitlin  (DIERSEN: What were you doing during 1968? I was a full-time student at UIC and a part-time Park Forest Post Office employee; I lived with my parents and bother in Crete; I sold my 1968 Oldsmobile 442 and bought a 1969 Dodge Charger SE; and I saved money for college expenses at NIU.)
http://www.nydailynews.com/opinion/todd-gitlin-1960s-article-1.2704848
(FROM THE ARTICLE: Here’s what happened within four months in 1968: Eighty thousand North Vietnamese and Viet Cong troops seized the initiative by attacking some 100 cities and towns in a war that the Pentagon kept insisting was all but won. An unrepentant racist declared his candidacy for President of the United States. Having been challenged by two sitting senators, one of them the brother of the murdered former President, President Lyndon Johnson took himself out of the running for a second term. One killer murdered Martin Luther King, Jr. Another one murdered Bobby Kennedy, who just won California’s Democratic primary. And after a wave of urban riots, or rebellions, or whatever you wanted to call them, Americans stockpiled guns. Lunatic fringes thrived in the heart of established institutions. What was the war in Vietnam in the first place, after all, if not a lunatic war? What was the casual police beating of black motorists? Moods followed events. Events that had taken place in the dark, backstage, were now onscreen in living rooms. Nothing felt normal. Americans woke up every morning thinking, My God, what next? Jefferson Airplane had already recorded the line: “Logic and proportion have fallen sloppy dead.” Was it the end of times? The apocalypse? The revolution? The counterrevolution? From day to day, all that was predictable was that something unpredictable was on its way from hell.)
